Message from the ICACT2012 General Chair

On behalf of the ICACT2012 international conference committee, I would

like to welcome all of you to ICACT2012. It is a great pleasure for me to

host this 14th International Conference on Advanced Communication

Technology 2012 (ICACT2012) in Korea.

The ICACT is an annual international conference in the communications

field, where all experts from home and abroad gather to present their work,

and share new ideas and visions for achieving the future telecommunication

age.

The ICACT has been held annually since 1999, and the last conference,

ICACT2011, was successfully held with 49 technical sessions including 5 Poster Sessions, 3 Tutorials,

and a Plenary Session with 2 keynote Speeches. All the presented papers have been registered in IEEE

Xplore Digital Library for further citation.

This annual conference continues to grow steadily in both quality and quantity of papers presented.

The papers of the ICACT have been published in its Conference Proceedings, and also indexed by

several databases such as INSPEC, Engineering Index (EI), SCOPUS, and Conference Proceedings

Citation Index (CPCI).

The special theme of ICACT2012 is “Smart Society Innovation through Mobile Internet!". I

expect that the ICACT2012 will play a role in order to make great contribution to make our world

smarter.

I am very certain that ICACT2012 will be of great significance to us all, and I hope you will enjoy

both the technical excellence during the sessions and the recreational content at the beautiful winter

landscapes of Phoenix Park in PyeongChang 2018 Winter Olympic place.

Message from the Organization and Operation Committee Chair

This conference is an IEEE Communication Society Technical Co-

Sponsored annual conference providing an open forum for professors,

students, researchers, engineers, policy makers, network planners, and

service creators. Extensive exchange of information will be provided on

newly emerging technologies, standards, regulations, services, and variety of

applications in the advanced communication technology substrate. Due to the

rapid penetration of various smart devices such as smart phones, smart tablets,

and smart TV, the mobile network traffic is dramatically increasing and its

market is sky-high recently. Chances are evolving smart services and social

networks are rapidly transforming societies and economies. Thus the network must be smarter in order

to keep up with the change of network environment and the advent of future smart services.

To deal with these technology and smart market trends, we chose the phrase “Smart Society

Innovation through Mobile Internet” as the special slogan of ICACT2012. It consists of a plenary

session with two keynote speeches by remarkable world experts, 3 tutorial sessions with 3 interesting

subjects, and 44 technical sessions including 4 poster sessions. With 220 Reviewers the Technical

Program Committee carefully has selected 257 papers from 27 countries among 595 submissions to be

presented in the technical and poster sessions. We hope these technical sessions will help you obtain

better insights into the latest trends and directions for the smarter broadcasting and telecommunications.

We believe that ICACT2012 will provide an abundance of intelligent debate and information

exchange. Finally we would like to express warm hearted thanks to every participants whose

contribution of this conference as an invited speaker, an author, a reviewer, or a committee member for

their terrific work. We surely believe that it will be a productive and enjoyable conference.

Tutorial Ⅰ: Broadband Power Line Communications for Smart Grid

Speaker : Prof. Sangho Choe (The Catholic University of Korea)

Speaker’s Biography:

Sangho Choe received the B.Sc. and the M.Sc. degree in electronics engineering from

Hanyang University, Seoul, Korea, in 1982 and 1984, respectively, and the Ph.D. degree in

electrical engineering from Texas A&M University, College Station, Texas, in 2001. He

worked as a senior engineer at Agency for Defense Development (ADD), Taejon, Korea,

from 1984 to 1994 and at Electronics Telecommunications Research Institute (ETRI),

Taejon, Korea, from 1994 to 1996. During 2001 to 2002, he joined as a principal engineer at

RadioCosm Inc., a silicon-valley venture company, Mountain View, CA, USA. Since March

2003, he has joined to Department of Information, Communications, and Electronics, the

Catholic University of Korea, Bucheon, Korea, where he is currently an associate professor. Over the years, he has

served on the technical program committee of more than 50 international conferences in the communications area. He

is a member of IEEE and IEICE and a life-long member of Korean Information and Communications Society. His

current research interests are in the fields of cognitive radio, tactical ad-hoc networks, and smart grid ICT technology..

Tutorial Abstract:

Smart Grid (SG) is a future low-CO2 green-energy power grid network (PGN). This tutorial introduces

broadband power line communications (BPLC) for SG backbone network. BPLC is low cost due to no

additional infrastructure, ubiquitous due to its availability anywhere electricity is provided, and highly

accessible due to no extra LAN cable or WiFi router. This tutorial describes overall top-down pictures

regarding SG BPLC that include its background & motivation, network architectures, channel characteristics,

PHY/MAC design issues, standard activities, and future services. Especially, this tutorial stresses recent SG

Speaker’s Biography:

Thomas ByeongNam YOON is currently professor in faculty of Computer Science,

Kyonggi University since 2010, Korea. He obtained his BSc from Hanyang University,

MSc from Chungju University, and PhD from Chungnam National University, Korea. He

has been accredited as a Computer System Specialist by UNIVAC, USA 1975, a Telecom

System Specialist by ALCATEL, Belgium 1979, a Telecom System Designer by LME,

Sweden 1983. He was a Communication System Development Project Manager of TDX/CDMA, ISDN,

Intelligent Network, HITEL/PC, ATM, MPLS/Router in ETRI 1982 – 1999. He was a National Grand Project

Manager of the Information Super Highway, eGovernment, SME Information, Internet Switching Center,

eSignature Center, National Back-up Center in NIA 1999 – 2009, Korea.

Tutorial Abstract:

Evolving smart services and social networks are rapidly transforming societies and economies. The Global

Environment for Network Innovations (GENI), a project sponsored by the National Science Foundation, is

open and broadly inclusive, providing collaborative and exploratory environments for academia, industry and

the public to catalyze groundbreaking discoveries and innovation in these emerging global networks. GENI is

a virtual laboratory at the frontiers of network science and engineering for exploring future internets at

scale. GENI creates major opportunities to understand, innovate and transform global networks and their

interactions with society.

This tutorial treats OpenFlow that is a highlighted Future Internet project among GENI’s: a way for

researchers to run experimental protocols and applications in the networks they use every day. OpenFlow is

based on an Ethernet switch, with an internal flow-table, and a standardized interface to add and remove

flow entries. OpenFlow is a pragmatic compromise: on one hand, it allows researchers to run experiments on

heterogeneous switches in a uniform way at line-rate and with high port-density; while on the other hand,

vendors do not need to expose the internal workings of their switches. Allowing researchers to evaluate

their ideas in real-world traffic settings, OpenFlow could serve as a useful campus component in proposed

large-scale test beds of GENI. After this tutorial all attendees will get clear idea of OpenFlow as a Future

Internet project in detail.

Tutorial Ⅱ: Social Media Mining Technology and Applications

Speaker : Vice President, Gil-young Song (Daumsoft, Inc., Korea)

Speaker’s Biography:

Gil-young Song is a pioneer in the science of translating online consumer opinions

into actionable intelligence for businesses. He and his colleagues at Daumsoft, the

company he co-founded, developed much of the technology that makes it possible to

automatically analyze what billions of social media posts mean. Mr. Song has served as

Daumsoft’s Chief Strategy Officer since the company spun off from Daum

Communications, Korea’s largest web portal, in 2000. His company specializes in text mining, large-scale

search and natural language-processing technologies. Currently,

Mr. Song serves as the director of the Business Intelligence Data Mining Academy in Seoul and as an

adjunct professor at Seoul Women’s University. He also established and leads the Opinion Mining Working

Group, a professional organization for the data mining industry. Prior to founding Daumsoft, Mr. Song was a

researcher and consultant at the Korea Trade Network in Seoul, specializing in international trade

automation and e-government projects carried out in conjunction with global technology companies.

Currently working to complete his doctoral dissertation in Computer Science at Korea University, Mr. Song

holds Bachelor’s and Master’s degrees in the same subject from that school. He has further completed the

Global Business School offered by the Federation of Korean Industries-International Management Institute.

Tutorial Abstract:

Daumsoft tracks and indexes online conversations for near real-time analysis using natural language

processing (NLP). The company has developed a number of proprietary technologies in this area, especially

related to understanding product or feature-level consumer sentiment more accurately. The applications for

this technlogy include real-time business intelligence dashboards and in-depth consumer behavioral analysis

in order to predict major trends in the market. As a result, companies are able to make faster and more

informed decisions for online and offline marketing, product development and customer service. Todays

presentation covers the basis of Daumsoft's technology as well as several case studies illustrating successful

real world applications

Speaker’s Biography:

Hsiao-Hwa Chen is currently a Distinguished Professor in the Department of

Engineering Science, National Cheng Kung University, Taiwan. He obtained his BSc and

MSc degrees from Zhejiang University, China, and a PhD degree from the University of

Oulu, Finland, in 1982, 1985 and 1991, respectively. He has authored or co-authored

over 400 technical papers in major international journals and conferences, six books

and more than ten book chapters in the areas of communications. He served as the

general chair, TPC chair and symposium chair for many international conferences. He

served or is serving as an Editor or/and Guest Editor for numerous technical journals. He is the founding

Editor-in-Chief of Wiley’s Security and Communication Networks Journal

www.interscience.wiley.com/journal/security. He is the recipient of the best paper award in IEEE WCNC

2008 and a recipient of IEEE Radio Communications Committee Outstanding Service Award in 2008. He is a

Fellow of IEEE, a Fellow of IET, and a Fellow of BCS

Abstract:

Space-time coding plays a critical role in separation of signal transmissions via different transmitter and

receiver pairs, and thus it lays a foundation for implementation of MIMO technology, which is capable to

offer powerful spatial diversity gain and/or multiplex capability without consuming precious bandwidth

resources. Unfortunately, all currently available space-time coding schemes were proposed based mainly on

bit-level block coding or trellis coding schemes, and their performances are extremely sensitive to multi-user

interference and multipath interference. This talk presents a tutorial on chip-level space-time coding, which

works based on three-dimensional spreading coding. Different from the traditional bit-level space-time

coding, the chip-level space-time coding is very robust due to its superior interference-resistant

performance, and it is in particular suitable for its applications in futuristic wireless communications where

both multi-user interference and multipath interference are present. In addition, the chip-level space-time

coding offers a unique paradigm, in which space-time coding can be designed jointly with the user signature

codes in a code division multiple access system as an effort to optimize the system performance as a whole

Speaker’s Biography:

Young-il (Victor) Kwon is Executive Director of Information Resource Division at

the National Information Society Agency (NIA) while managing the Public

Information Support Center (PISC) and e-Government Standard

Framework(eGovFrame) Center. He has worked for 15 years on the National IT

Infrastructure, e-Government project and information resource management since

1997. He had worked at the Mexico-Korea IT Cooperation Center (ITCC MEXKOR) as

an IT consultant for three years (Nov. 2003~ Oct. 2006). His job experience is mainly

at the fields of broadband infrastructure and IT strategy planning at the public sector with Ministry of

Information and Communications (MIC) and Ministry of Public Administration and Security(MOPAS). Prior to

joining the NCA(National Computerization Agency, former NIA), he worked as a assistant manager in the

private sector during 4 years. Mr. Kwon received his Master degree of Telecommunications from Korea

Advanced Institute of Science and Technology (KAIST) in 1998

Abstract:

The global world is rapidly turning into paradigm shift from a knowledge-based society into a smart

society. Most people use smartphone services which include high-resolution video, web sites and high-speed

data access via Wi-Fi and mobile broadband. Wireless devices like smartphone, smart Pad and smart TV are

leading a convenient and productive lifestyle. And the smart work system allows people to work outside of

the office. Besides, Social networking services like Twitter and Facebook are not only used to create a human

network but also contribute in creating a voice for the people, which was a traditional role of the media.

Meanwhile, m-Government is the extension of e-Government to mobile platforms as well as the strategic

use of government services and applications which are possible using mobile telephones, smart pad and

wireless internet infrastructure. It can help make public information and government services available

"anytime, anywhere" and that the mobility of these devices mandates their employment in government

functions. In the presentation, it will be delivered on the trend of mobile services and the challenge of e-

Government services and the case of m-Government services in Korea. He will present on the mobile e-

government framework and the open government data initiative and the goals of the open data for providing

the mobile e-Government services in smart society
