Agenda for 27th Meeting of WR Constituents regarding Connectivity
& Long-term Access applications in Western Region

1. Connectivity Applications from RE Generation Developers in Western Region.
The Detailed procedure for Grant of Connectivity to projects based on Renewable
Sources was notified by the Hon’ble CERC vide its order dated 15.05.2018 as per
which all connectivity applications based on renewable energy sources are to be
processed through a two stage connectivity process viz. Stage-I & II.
Upon receipt of the Connectivity application, necessary study for grant of
connectivity in the available margin in the nearest existing ISTS substations or in
new sub-stations under implementation/ planning stage shall be carried out and two
locations for connectivity - one Primary and other alternate location shall be
identified. Grant of Stage-I Connectivity shall not create any vested right in favour of
any grantee in any particular location. The grantee shall be allocated bay in either
primary or indicated alternate location which shall be specified at the time of grant of
Stage-II Connectivity based on the then availability of bay. The Stage-I Connectivity
grantees who fail to apply for Stage-II Connectivity within 24 months from grant of
Stage-I Connectivity shall cease to be Stage-I grantee and their Application fees
shall be forfeited. Regarding the LTA applications pending with CTU, it is to mention
that LTA shall be granted along with grant of Stage-II connectivity or after the grant
of Stage-II connectivity. Accordingly, the various LTA applications shall be processed
after receipt of Stage-II connectivity applications.
As per the procedure, all the pending applications for grant of connectivity shall be
processed for Stage-I connectivity (para 5.1 (5)) and such applicants are to submit
the required documents for Stage-I Connectivity within 1 month of issue of this
Procedure. Accordingly, the following 70 nos. of connectivity applications for
cumulative quantum of 17,930 MW from RE developers in Western Region, which
were pending with CTU prior to notification of the above order, are to be processed
for Stage-I connectivity.

The following may be noted with respect to grant of connectivity to the ISTS Grid:
1 CERC in its order dated 05.01.2016 in Petition No: 420/MP/2014 has directed
that wind developers should comply to the provision of LVRT (Low Voltage Ride
Through). Further, the wind developers shall provide adequate reactive
compensation so that under all dispatch scenarios Power Factor of 0.98 shall be
maintained.
2 As per the Clause (6) of Regulation 8 of Connectivity Regulations, the Grant of
Connectivity shall not entitle an applicant to inter-change any power with the grid
unless it obtains LTA, MTOA or STOA. Further, since MTOA & STOA are granted
on the margins available in the grid and transfer of power on long term basis is
granted only with the LTA, therefore, the applicants are advised to apply for the
LTA to ensure power evacuation & transfer to its beneficiaries under LTA.
3 As per the Manual on Transmission Planning Criteria, the ‘N-1’ criteria may not
be applied to the immediate connectivity of wind / solar farms with the ISTS /
Intra-STS grid i.e. the line connecting the farm to the grid and the step-up
transformers at the grid station.
4 For optimisation of ROW, it is proposed that transmission towers of various
dedicated lines, up to 2 KM periphery from the entry of the pooling station may be
of multi-circuit type. The generation developers associated with the various
pooling stations may coordinate amongst themselves for implementation of the
dedicated connectivity lines with M/C towers.
5 The new substation/location for grant of Stage-I connectivity, if needed, shall be
planned in consultation with CEA, MNRE and other stakeholders. Further, the
proposed alternative locations for connectivity are yet to be discussed and shall
be firmed up, if needed, in consultation with CEA and other stakeholders.
6 In terms of para 7.7 of Detailed Procedure for “Grant of Connectivity to projects
based on Renewable Sources”, unless otherwise specified at the time of grant of
Stage-I Connectivity, the minimum power carrying capacity of the Dedicated
Transmission Line (per circuit) shall be 300MW at 220kV level and 900MW at
400kV level.
2.1 Connectivity Application received in the vicinity of Bhachau :
M/s Renew Power Ventures Pvt Ltd. have already been granted connectivity at
Bhachau S/s for their 400MW wind power project near Bhachau (Application no.
1200000326) through 220kV D/c line along-with associated bays at both ends.
Subsequently, M/s RPVPL have made an application (Application no. 1200000826)
for their proposed 110MW wind farm in the vicinity of Bhachau (RPVPL-Bhuvad2).
Further, M/s RPVPL vide letter dated 03.04.2018 have requested for enhancement

in connectivity quantum requested vide their new application no. 1200000826 from
110MW to 200MW so that the total wind generation from both their wind farms
(RPVPL-Bhuvad & RPVPL-Bhuvad-2) i.e. 600MW may be evacuated from the
220kV D/c line they are already constructing for their 400MW wind farm at Bhuvad.

Accordingly, the new application of 200MW (110 + 90MW) may be considered as
enhancement of connectivity already granted to M/s RPVPL for its 400MW wind
project at Bhuvad. Further, since the dedicated transmission system of M/s RPVPL-
Bhuvad(400MW) [i.e. RPVPL switchyard - Bhachau 220kV D/c Connectivity line] has
adequate capacity to cater to evacuation of 600MW power, it is proposed to enhance
connectivity quantum of M/s RPVPL-Bhuvad wind farm from the existing 400MW to
600MW. Since, RPVPL-Bhuvad(400MW) is already a deemed stage-II grantee, M/s
RPVPL is advised to apply for enhancement in Stage-II connectivity from 400MW to
600MW as per FORMAT –RCON-E.
Members may deliberate.
2.2 Connectivity Applications received in the vicinity of Lakadia P.S. :
Total eleven nos. of new connectivity applications have been received in the vicinity
of Lakadia P.S for a quantum of 2800MW. Summary of the same is given below:

Common Transmission System for Connectivity of renewable generations in
Bhachau area was agreed in the 24th WR Conn/LTA meeting held on 21.12.2016.
The same could not be taken up as the RE applications were subsequently closed
due to non-signing of TA & TSA. However, the same system shall be required for
providing connectivity to the eleven nos. of new connectivity applications (above) in
the vicinity of Lakadia P.S. Accordingly, the following common transmission system
is proposed for connectivity of the eleven nos. RE applicants:

Further, for providing alternate connectivity for the above connectivity applicants,

Apart from applicants at Sl. 1 and 2 above, the other applicants have not signed the
bay implementation agreement or paid the bay advance and hence are Deemed
stage-I connectivity grantees. Hence, as per the new detailed procedure, terminal
bays at the ISTS sub-station for the above applicants (from Sl. 3 to 11) shall be
under the scope of POWERGRID subject to compliance of relevant provision of tariff
policy. Further, the applicants at Sl. 1 and 2 are deemed stage-II connectivity
grantees as they have already signed the bay implementation agreement and have
paid the initial advance as per the agreement.
2.3.2 Details of New Connectivity applications received at Bhuj PS
Thirty one (31) nos. of new connectivity applications have been received at Bhuj PS
as per the details given in table 1 for a total quantum of 8702MW along-with four (4)

2.3.3 Connectivity capacity enhancement requests
Connectivity enhancement requests have been received from following applicants:
Enhancement request of SESPL (Bhuj) wind farm
M/s Srijan Energy Systems Pvt Ltd (SESPL) vide letter dated 17.05.2017 has
requested to consider their new connectivity application (No. 1200000622) for
300MW instead of 200MW. SESPL (Bhuj-200MW) vide letter dated 24.03.2017 has
requested for providing connectivity at existing Bhuj PS through dedicated
connectivity line (SESPL(Bhuj) – Bhuj PS 220kV D/c line) they are already
constructing for their 300MW wind farm.
The details of the above request of M/s SESPL are tabulated below:

Accordingly, the new application of 200 MW + 100MW enhancement may be
considered as an addition to the connectivity already granted to M/s SESPL for its
300MW wind project at Bhuj. Further, since the dedicated transmission system of
M/s SESPL-Bhuj(300MW) [i.e. SESPL switchyard – Bhuj PS 220kV D/c line] has
adequate capacity to cater to evacuation of 600MW power, it is proposed to enhance
connectivity quantum of M/s SESPL-Bhuj wind farm from the existing 300MW to
600MW. Since, SESPL-Bhuj (300MW) is already a deemed stage-II grantee, M/s
SESPL is advised to apply for enhancement in Stage-II connectivity from 300MW to
600MW as per FORMAT –RCON-E.
Enhancement request of ORWPPL (Hajapar) wind farm
M/s Orange Rajkot Wind Power Pvt. Ltd. (ORWPPL) vide letter dated 09.05.2017
have informed that they would like to revise/enhance the site capacity to 200MW

from the earlier 100MW for which connectivity has already been granted to M/s
ORWPPL vide intimation dated 31.03.2017 against their application no.
1200000432.
Since any change in cumulative connectivity quantum upto 100 MW to be
interchanged with the ISTS is allowed by the prevailing CERC regulations and the
connectivity line [Orange Rajkot Wind Power Pvt. Ltd. (ORWPPL-Hajapar) - Bhuj PS
220kV S/c line] has adequate capacity to cater to the proposed connectivity
quantum (200MW), it is proposed to enhance the connectivity quantum of M/s
ORWPPL(Bhuj2) wind farm from 100 MW to 200 MW.
Other capacity enhancement requests
M/s Aspan Infrastructure Ltd (AIL-Baranda) have requested to enhance
connectivity capacity from 200MW (applied vide application no. 1200000574)
to 250MW vide letter dated 16.11.17. Further, M/s AIL have informed that
there was a typo error in the name of the company while filing the online
application and has requested to correct the applicant name to to “Aspen
Infrastructure Ltd”.
M/s Green Infra Wind Energy Ltd. (GIWEL-Roha) vide letter dated 26.03.2018
have informed that they have been awarded 300MW under SECI Tranche-III
and accordingly requested to enhance the connectivity quantum (applied vide
application no. 1200000762) from 250MW to 300MW.
Since any change in cumulative connectivity quantum upto 100 MW to be
interchanged with the ISTS is allowed by the prevailing CERC regulations and the
connectivity line proposed for the above applicants in the following table (No. 4) has
adequate capacity to cater to the above enhancement in connectivity, the above
capacity enhancement requests are proposed to be accepted.
2.3.4 Transmission System for Stage-I Connectivity
The primary connectivity point for the new connectivity applicants in the vicinity of
Bhuj area shall be 765/400/220kV Bhuj PS. Further, for providing alternate
connectivity for the above connectivity applicants, 2x500MVA, 400/220kV Bhuj-II PS
(GIS) is proposed. Accordingly, the following dedicated connectivity system is
proposed for the RE applicants proposed to be pooled at Bhuj PS (primary location) /
Bhuj-II PS (alternate location):

Considering the large quantum of RE generation in the vicinity of Tuljapur (850MW)
and non availability of space at existing Solapur(PG) S/s at 220kV level, it is
proposed to develop a new pooling station near Tuljapur for RE projects in Solapur
area. Accordingly, the following common transmission system is proposed:

Earlier, one no. connectivity application was received at Rajgarh substation from
Gamesha Renewables Pvt. Ltd. (GRPL-Khod) for 218MW. Following transmission

Conn/LTA meeting held on 21.12.2016:

During discussions in the same meeting, MPPTCL informed that 218MW wind farm
of M/s GRPL-Khod has already been granted connectivity to STU network by
MPPTCL. Subsequently, GRPL vide its letter dated 22.12.2016 to CTU with copy to
MPPTCL submitted additional information in this regard stating that the generation
project referred above by MPPTCL is different than the generation project under
discussion. GRPL further requested to revise the project capacity from 218MW to
200MW and commissioning schedule from 31.03.2017 to 31.03.2019. MPPTCL vide
email dated 20-01-2017 had stated that they have no information regarding
development of any other project of GRPL at the same location except 218MW wind
power project at village-Khod in Dhar district of M.P.Accordingly, it was decided to

review the application in the next meeting. M/s GIWEL may clarify regarding the
same.
Subsequently, two new connectivity applications have been received at Rajgarh

Now, a new connectivity application from Mytrah Energy (India) Pvt. Ltd. (MEIPL-
Mudshingi) for 200MW has been received at Kolhapur Substation with details as
given in table-1. Accordingly, considering that two renewable generations shall now
be pooled at Kolhapur Switching station, it is proposed to revise connectivity system
of M/s BLPVPL(Bololi) and grant fresh connectivity to M/s MEIPL(Mudshingi) with

Detail of connectivity application from M/s INOX Wind Infrastructure Services. Ltd.
(IWISL-Dhakna) received at Betul (GIS) S/s are given in Table 1.
The primary connectivity point for the new connectivity applicants in the vicinity of
Betul area shall be 400/220kV Betul(PG) S/s. For providing alternate connectivity for
the above connectivity applicants, 2x500MVA, 400/220kV Betul-II PS (GIS) is
proposed.
Accordingly, the following dedicated connectivity system is proposed for the RE
applicant proposed to be pooled at Betul (primary location) / Betul-II (alternate
location):

Details of connectivity application from M/s Azure Power India Private Limited
(APIPL-Amreshwar) received at Vadodara S/s are given in Table 1. Here it may be
mention that no injection margin is available at existing 400/220 kV Vadodara PG
(GIS) S/s at 220kV level as it leads to overloading of 220kV downstream system.
Accordingly following is proposed to provide connectivity for the RE applicant in
vicinity of Vadodara:
Installation of 1x500MVA, 400/220kV ICT (3rd) at Vadodara(PG) GIS
Splitting of 220kV Vadodara bus into two sections such that Section 1
contains all existing 220kV downstream connectivity lines and ICTs and
Section 2 is connected with the new proposed ICT (3rd)
Accordingly, the primary connectivity point for the new connectivity applicant in the
vicinity of Vadodara area shall be 400/220kV Vadodara(PG) (GIS) S/s – Section 2
(as proposed above).
Further, for providing alternate connectivity for the above connectivity applicant,
2x500MVA, 400/220kV Vadodara-II (GIS) is proposed. Accordingly, the following
dedicated connectivity system is proposed for the RE applicant proposed to be
pooled at Vadodara (Section 2) (primary location) / Vadodara-II (alternate location):

3 Proposal of Adani Green Energy Limited to optimize connectivity system for
their 1000MW and 500MW wind farms and 750MW solar project at Khavda
Adani Green Energy Ltd. have made three connectivity applications for their
1000MW & 500MW wind farms and 750MW solar park in the vicinity of Khavda,
Kutchh. The applications were granted connectivity in line with the discussions held
during the 24th WR Conn/LTA meeting wherein the following transmission system for
connectivity was agreed:

system by establishing two nos. pooling stations and a single 400kV D/c (Quad) line
