LEADERSHIP MERCED
e Chamber positions its members to meet the exciting challenges of the areas developing economic base through its unique educationally focused Leadership Merced program.
e Leadership Merced Program began in the 1980s to enhance the skills, resources and civic involvement of community leaders. e mission of the Leadership Merced program is to develop a diverse network of dynamic business and community leaders, who, individually and collectively, are catalysts for advancing long-term views and actions on issues critical to the quality of life in Merced County. is is accomplished by:
Developing leaders who know and understand Merced County and are committed to its future. Presenting a program of leadership training, which increases in the
candidate an understanding of Merced and of themselves as future leaders. A ording access to community leaders, gaining rsthand experience, knowledge and encouragement for greater business and community involvement. O ering an opportunity for the graduates of the program to maintain a liation and involvement with and establish a commitment to the leadership program and to the leadership opportunities of the community through performing day chair functions.
Leadership Merced begins with a “Get Acquainted” reception of members and spouses in September and concludes with graduation in June. e participants meet for a full day each month, with “Setting the Stage” starting the rst session, followed by days regarding agriculture, health and human services, business economics, government, education, law and justice, the media, arts and communication, and ending with “Future Day.” ere is a full two-day “retreat” over a weekend.
Leadership Merced is a program supported by the Greater Merced Chamber of Commerce. Participants are generally sponsored by their place of employment, with a portion paid by them. Tuition includes seminars, resource materials, meals and transportation during the regular sessions and the retreat.
For additional information and an application, contact the Chamber at (209) 384-7092.
JUNIOR LEADERSHIP MERCED
Mirroring the Leadership Merced program is “Junior Leadership Merced” (JLM), which is going into its eleventh year. is program looks for high school juniors and seniors who have leadership potential and provide an assortment of mentors and networking opportunities to help youth improve their skills while learning more about their local community.
e goal of this seven-month program is not only to provide leadership training to our youth, but to open their eyes to the potential of returning to Merced County as adults and becoming a viable member of our communities.
Students involved in the program are enrolled in two Merced Community College courses, which are held during their once-a-month meetings that begin in September. Other sessions include Business and Community Day, College Day, Government Day and Law and Justice Day. In addition, they also participate in a two-day leadership retreat held at the Jack L. Boyd Outdoor School. Ending their seven-month program is graduation, held in March.
Unlike the adult program, there is no charge to the student for this program. JLM is currently sponsored by Chamber members, and gracious donations and sponsorships by local businesses that host meals and session days during the year.
To learn more about this program, contact the Chamber at (209) 384-7092.

erced is a dynamic community of about 81,743 people, with friendly, small-town living in a mid-size city.
e University of California Merced campus, opened in 2005, provides new educational and economic opportunities, adding to the already-es-tablished growth of the region. Merced’s population is youthful and diverse.
Located in the heart of California’s agricultural Central Valley, Merced is the region’s hub for educa-tion, culture and business. e community o ers abundant shopping, pleasant neighborhoods and tree-lined streets. Merced’s revitalized downtown is emerging as the entertainment and dining center of the area. Annual events and festivals bring regional and even national recognition to the community.
Merced boasts dozens of tree-shaded parks, miles upon miles of bike paths, golf courses and plenty of choices for sailing, water skiing and shing. Lake Yosemite is a favorite with sailors and windsurfers alike and its grassy, tree-lined shore makes a perfect setting for a Sunday afternoon picnic. Or, residents may prefer to take in an afternoon concert at the Merced Open Air eatre, one of
many cultural programs supported by the Merced County Arts Council.
Recreational and cultural opportunities certainly contribute to that special quality of life in Merced, but what may be more important is the sense of community that is shared by the people who live here. Businesses and individuals take pride in their volunteer accomplishments. Local government is responsive to community needs.
Perhaps it is our agricultural roots, but Merced has maintained a small-town environment in an urban setting. Neighborhoods are still the building blocks of the community. Wide, tree-lined streets and spacious homes o er a pleasant contrast to the
congested residential areas of larger cities. Neighbors spend time together, watch out for each other, and backyard barbecues are a way of life.
Merced’s valley location southeast of San Francisco provides easy access to the central California coast, Sierra Nevada Mountains, national parks and major cities. Merced has historically been the “Gateway to Yosemite,” and residents also enjoy short drives to skiing, beaches, shing and other outdoor attractions.

HistoryThe early Spanish explorers of California missed the huge Central
Valley on their journey of discovery, probably because the stories of the “vast desert beyond the mountains” had no doubt reached
the ears of the Franciscan missionaries and the journeying soldiers.
However, in 1806, a contingent of Spanish troops from the Presidio in San Francisco traveled on foot across the valley “wasteland” in mid-summer with no water and in temperatures of over 100 degrees. Finally, the group reached a river. Drinking from its cool lifesaving water, they named the river, “El Rio de la Mercedes”—the River of Mercy.
Merced County, and later the city, were both named after that Merced River, which ows through and gives life to the area.
Still, it remained almost a half-century longer before Americans would fully discover one of California’s most valuable land areas: Merced.
In 1820, adventurous trappers employed by the Hudson Bay Company – who were always in search of new sources of furs – discovered a pass through the High Sierras that led into the valley below. ese stalwart trappers found few fur-bearing animals in the valley. ey pushed further south and crossed the San Bernardino Mountains into Southern California where they received a relatively unwelcome reception from the astonished
early settlers, who thought the mountains protected them from the east. At that time, Spain had dictated only Spanish and Mexican people could live in the area. e trappers were sent back to where they came from, after being given food and being allowed to rest.
e trappers told stories of the richness of the land, the beauty of the mountains, the wonders of California and the pass across to Merced. eir tales led Merced to justi ably claim the title as “the Gateway to Yosemite” for more than a century.
e early travelers trekked by foot, on horseback and in crude boats along the Merced River into Yosemite’s “Magni cent Valley.” Later visitors, especially tourists, would travel by stagecoach to Yosemite through well-developed Merced routes.
e actual City of Merced began with the arrival of the Central Paci c Railroad. As the company laid track throughout the Central Valley in 1871, it established town sites at strategic locations as shipping centers for grain and other agricultural products.
Lots in the new town of Merced began selling in February 1872. At that time, the county seat was in Snelling. To prompt an election to move the county government from Snelling to Merced, the railroad o ered the

county the four city blocks of Courthouse Park, on condition that within two years the populace would vote by public election to move the county seat. Within nine months, the citizenry held a special election and chose Merced as the site for its new county seat.
The City of Merced was officially incorporated April 1, 1889. At that time, the size of the city was approximately 1,700 acres and the population was just under 2,000. A half-century later, on April 12, 1949, the city became a charter city, by which time there were 15,000 people living in Merced.
The original City Hall was located at 560 W. 18th St. and later was moved to 18th and M streets. The Police Department was housed in the City Hall building until 1960 when the department moved into its new location at 22nd and M streets. In 1972, the expanding city workforce necessitated the moving of some of the city offices into a leased space known as “City Hall Annex,” across the street from the original City Hall. Currently, Merced’s City Hall is housed in an architecturally beautiful and modern Civic Center located at 678 W. 18th St. The facility not only houses most of the city’s services under one roof, but also is open for the public to use for City Council meetings, art displays, community workshops, meetings and various other public interest forums.
Merced now operates under the council-manager form of government. At an annualized rate of 3.4 percent, Merced’s population has grown faster than the state average since 1980, netting a total population currently of some 81,000.
Merced continues to offer that perfect combination of small-town friendliness and sophistication to welcome every visitor and new resident.

MERCED COUNTY OFFICE OF EDUCATION (MCOE)
Merced’s preschool through 12th grade educational system is making dramatic improvements using research-based strategies and proven teaching methods. By emphasizing closing the achievement gaps, updating career-technical education and a developing college-going culture, our schools are taking steps to make today’s students tomorrow’s productive employees and leaders.
Merced’s 20 school districts, 104 schools and more than 55,000 K-12 students have, for the past six years, dramatically increased scores on the state’s Academic Performance Index tests.
Besides the numerous private child care facilities and preschools in Merced, many public schools have a state-run preschool or Head Start facility. Students with disabilities account for about 15 percent of Head Start’s enrollment in Merced County. Those students are placed in classes with non-disabled students for a full-inclusion program that helps introduce the diversity of fellow students.
Career Technical Education is growing rapidly in the region, with ROP students from high schools throughout the county strengthening their skills in both emerging technologies and traditional vocational areas.
Merced schools are also on the forefront of technology with the Merced
Educational Television Station, broadcasting and web-streaming local and syndicated educational programming 24/7.
Education leadership groups making a difference in Merced County are the P-16 Council and the Business-Education Alliance of Merced (BEAM). The Council promotes coordination between preschools, K-12 schools and both colleges and universities to increase school, and ultimately career, success. BEAM, chaired by UC Merced Chancellor Steve Kang and County Bank Executive Ed Rocha, brings together business leaders and education leaders to lobby for high-quality preschools for all youngsters.
There has also been tremendous cooperation between UC Merced, Merced College and the K-12 educational system.
University students taking part in the service learning team Get S.E.T. – which stands for Science, Engineering and Technology – visit elementary and high school sites in Merced to provide science demonstrations that engage students and increase their interest in science and math.
Merced College serves as an important ally to career-technical education (CTE) and early care and education. If a student takes and passes a CTE class in high school, they are eligible for college credit for that course if they successfully pass the college credit exam. Along the same lines, students taking an automotive services class can earn credits at Merced College by putting in extra hours after the school day has ended.
Merced County also recognizes that education isn’t just what happens in a classroom. Because Merced County is in the middle of one of the world’s

most vital and thriving agricultural regions, it has excellent 4-H and FFA programs for students starting as early as first grade. Students have the hands-on experience of raising livestock and learn life skills through classroom instruction and supervised agricultural experience.
Merced County is proud to highlight the students and teachers who excel. The Merced County Academic Decathlon and Pentathlon are a way for students to scholastically compete with their peers in a challenging and rewarding contest. Top students receive scholarships donated by the Merced School Employees Federal Credit Union. The Merced County Teacher of the Year program, sponsored by the Educational Employees Credit Union, recognizes teachers from many districts and one teacher is selected to compete at the state level.
Educational opportunities for students in Merced County expand every year, increasing the chances for students to succeed in school and careers.
UC MERCED
The 10th campus in the prestigious University of California system, UC Merced opened September 5, 2005 as the first new public American research university in the 21st century. On top of an ever-expanding list of majors, minors and graduate programs, are more than 80 reputable, full-time faculty members. The new campus also operates educational outreach centers in Bakersfield and Fresno.
The growing, diverse student body currently numbers around 6,200. Students have already formed more than 75 clubs and UC Merced’s graduate students are participating in some of the most cutting-edge research being conducted today.
Special research institutes have been established at the university and others are being planned. In addition, start-up funding has been received for the
UC Merced Center for Computational Biology and other cooperative research laboratory facilities in genomics and imaging.
MERCED COLLEGE
A farmer plants a seed. He nurtures it and watches it grow, providing water and fertilizer for the soil. Merced College is not unlike that farmer who takes pride in raising a good crop. Through its extensive academic offerings, technology-based training programs, career and job skills workshops, community-based, lifelong learning classes and many opportunities for social and cultural enrichment, Merced College helps its local community grow.
Growth is the business of Merced College: personal growth, professional growth, business and workforce growth. The development of healthy individuals and society is the result of the College’s focus on student

success. If Merced College is the farmer and the students are the seedlings, then the harvest is an abundant crop of successful people.
While its mission is to promote success at every stage of life, Merced College continues to expand its instructional facilities with both renovated and new classrooms and support services buildings.
Since November 2002, when local voters approved bond measures for both the Merced and Los Banos campuses, the college has introduced its students to a new Learning Resources Center; the new Bill and Dorothy
Bizzini Interdisciplinary Academic Center; the new downtown Business Resource Center; a completely renovated Science, Math & Engineering building; the remodeled Lesher Student Services Center; Barker Administration Building; and the Student Union.
For more than 50 years, Merced College has grown into the hearts and minds of its students. It remains the most vital and important engine of professional and personal growth in the local region.

he Merced area is the emerging financial, industrial, trade and commercial capital for the Central Valley of California, an area developing a reputation as a lucrative and distinct region.
The community is located two hours from San Francisco in the San Joaquin Valley, near the geographic center of California, and spans from the Coastal Ranges to the foothills of Yosemite National Park. The region encompasses 1.2 million acres and includes six incorporated cities, vast wetlands and fertile agricultural lands.
The county is firmly in the center of California’s Great Central Valley. Due to the varied terrain, climatic conditions are diverse. However, dry, rainless summers and cool, rainy days with foggy mornings from November to March characterize much of the area. Average annual rainfall is 10 inches, but in the eastern portion of the county with the higher elevations, precipitation may exceed 34 inches a year.
Merced County has a land area of 1,970 square miles (1,261,417 acres). The soils are agriculturally rich alluvial plain produced by the Chowchilla, San Joaquin and Merced rivers. As of 2006, 1,159,443 acres were used for agricultural purposes, half of that for grazing.
The greater Merced region is the only seismically stable region in the state with no faults within 60 miles. This factor alone helps to assure uninterrupted operations regardless of events occurring in other areas of the state or region.
In recent years Merced County was one of California’s fastest growing regions. The area is projected to continue to increase at a rate of over two
percent per annum, twice the state average. There are over two million people within a one-hour drive of Merced.
The economic base of Merced County is driven by a multi-billion-dollar annual agriculture production. Three of the world’s largest food processing facilities – Foster Farms, Hilmar Cheese and Morningstar Packing – and one of the largest wineries (E&J Gallo) are located in the region.
Non-agricultural industries such as Quebecor (printing), Arvin Sango (auto parts), Malibu Boats and Label Technology help diversify business and employment options in the area. The newest University of California opened in Merced in 2005, hinting of a dynamic new asset as education, research and innovation are anticipated to play a greater role in the local economy. Merced College also opened a new campus in Los Banos in 2007 offering vocational education and nurse training.
The cities and county of Merced have embraced a regional perspective, and support the valley-wide initiatives of the California Partnership for the San Joaquin Valley. Our common message and leveraged resources are instrumental in securing new investment. Perhaps the best example of regional teamwork is the new countywide Enterprise Zone offering significant savings to local businesses that invest or hire within the county.
The underlying theme is to support innovation and technology development to help the region compete for investment and jobs. Fostering research and commercializing new products and enabling techniques are keys to diversification and heightened prosperity.
Merced County’s primary assets for new economic development are founded in the expansion of existing industries but also induced from commercializing innovation at the new University of California, Merced. Merced’s central location and highway connections, augmented by the evolving and redeveloping Castle Airport, suggest logistics and air freight as a growth sector. Alternative energy, particularly solar, is a focal point of research at UC Merced and may offer significant opportunities.
Proximity to natural resources, the abundance of affordable land, a large available workforce and access to international tourist attractions also bode well for Merced County. Rising costs and operating constraints for many businesses in Southern California and the San Francisco Bay Area help position the Central Valley as the last frontier in California with the space and affordability to retain California firms and attract new investment

seeking access to the state’s huge population as a market for products.
Merced County will remain a leader in agricultural production and processing, but the local economy will experience growth in new sectors supporting cluster industries, innovation and entrepreneurs, and the resulting higher incomes will encourage more retail sales. Reducing the number of commuters will also support local retail operations and the subsequent expanded array of goods and services will improve lifestyle pursuits and prosperity for all residents.
Perhaps the most important economic development resource offered within Merced County is a dedicated and committed approach to accommodate business to foster community wealth generation and enhanced prosperity. The cities and county have agreed to collaborate and support regional initiatives knowing that they will all benefit from new investment throughout the region.
The primary objectives of the economic development strategy are:A) retention and expansion of all existing enterprises; b) new business invest-ment; c) employment generation; d) improved services for residents and visitors; and e) an enhanced quality of life with access to health care, less commuting, higher incomes and stabilized home ownership for residents.
The economic foundation of Merced County is well positioned to compete. The central location, established affordable facilities and improving trans-portation infrastructure of the valley bode well for local food processors serving the dynamic California population, as well as global markets.
ETHNICITY
The population is young and culturally diverse with Hispanic (52 percent), Anglo (35 percent) and Asian (7 percent) accounting for major segments. The Hispanic population is expected to increase to 60 percent by 2050.
Merced County closely mirrors California’s population for place of birth. Merced County has a larger percentage (75.3 percent) of native-born residents than California (73.2 percent), while California has a larger percentage (19.2 percent) of residents born out-of-state than Merced County (12.8 percent).
AGE
Comparatively, Merced County has a younger population than the rest of the state. Minors account for over two-thirds (36.1 percent) of the population while seniors account for 9.4 percent of the population. There are proportionally more seniors (65 and older) and 19-64 year olds in California, 11 and 60.2 percent respectively, than in Merced County.
GENDER
Males make up 121,829 (50.3 percent) of the population, while females comprise roughly 120,409 (49.7 percent). The statewide gender makeup is the opposite of Merced County with 42.7 percent (1,696,441) male and 57.3 percent (2,274,754) female.

Children’s is not only one of the biggest pediatric hospitals – it’s one of the best. In national benchmark studies, they are routinely recognized as one of the top four hospitals in their peer group. They have received exceptional ratings in key areas such as pain management, cleanliness and responsiveness to special needs. Their NICU, PICU and trauma services are particularly noteworthy for annually ranking among the highest in their peer groups for survival rates.
The mission of Children’s Hospital is to provide high-quality, comprehensive healthcare services to the children regardless of their ability to pay. ElectedMEET YOUR
OFFICIALSCONGRESSMAN JIM COSTA
Jim Costa is the Congressman representing California’s 16th Congressional District which includes all of Merced County and parts of both Fresno and Madera Counties. Costa’s grandparents immigrated to the United States from the Azores, and he is very proud of his Portuguese roots. Raised on a dairy farm in Fresno’s Kearney Park area, Congressman Costa is a third-generation family farmer. As a Member of Congress, Costa has
applied his farming background to ghting for Valley water, agriculture, and the economy.
Costa still grows almonds on his family farm and knows that where water ows, food grows. From pushing for the delivery of rescheduled water to investing in additional storage, he has fought to bring the Valley its fair share of water and improve water reliability. As a farmer, Costa knows the challenges farmers and ranchers face rsthand.
ASSEMBLYMAN ADAM GRAY
Adam C. Gray was born and raised in Merced working at his grandfathers’ local business, Merced Dairy Supply, and was a member of Golden Valley High School’s rst graduating class. He went on to attend Merced Community College before graduating from UC Santa Barbara with a Bachelor of Arts in Political Science.
He returned home to work with then Assemblymember, and former Congressman, Dennis Cardoza.
At the time, farmers were plagued with soaring energy prices, rolling blackouts, low rainfall and low-cost imports ooding the market. Adam helped exempt fuel and farm equipment from the state sales tax, otherwise known as the “Tractor Tax,” which encouraged farmers to upgrade their equipment and save jobs. He also worked on legislation to create tax incentives for small businesses and rst-time homebuyers, defend family farms from scrap metal theft, and protect homeowners against fraudulent loan modi cations.

40 | MERCED Today e Greater Merced Chamber of Commerce
Serving as the highest ranking Californian on the House Agriculture Committee, Costa pushed for cooler heads and bipartisanship to prevail with the passage of the long overdue 2014 Farm Bill. Costa also serves on the House Natural Resources Committee that oversees water issues such as water resources planning, research and development and irrigation programs, as well as mining, oil, and gas. His e orts include securing funding for dams, working to overturn unfair federal water regulations, and increasing Valley water allocations.
In addition to his committee assignments, Costa is a member of the scally-conservative Blue Dog Coalition and has worked with his colleagues to support more responsible budgeting practices. Costa’s work to improve the Valley stretches across the district. Costa played a leading role in the bipartisan e ort to secure Highway 99 funding in the infrastructure bonds approved by California voters in 2006. Additionally, as the primary author of state legislation to create the San Joaquin Valley Air Pollution Control District, Costa continues to work with local and state o cials to clean up the Valley’s air.
During his time in Congress, Costa has continually supported legislation to help businesses both big and small. Most recently, Costa voted to support Trade Promotional Authority which gives the President the strongest possible position at the negotiating table, allowing him to move forward with his current trade discussions, and provides certainty to our trading partners. Trade is the backbone of the San Joaquin Valley’s economy, and passing TPA was an important step in ensuring that the United States remains as the leader in the global marketplace.
Costa’s e orts to strengthen Valley agriculture and the economy have been recognized by organizations like e American Farm Bureau Federation who named him a recipient of its “Friend of the Farm Bureau” award. Costa is also a proud recipient of the “Spirit of Enterprise” award by the U.S. Chamber of Commerce.
Before being elected to the U.S. House of Representatives, Costa served for 24 years in the California State Legislature. From 1978 to 1994, he served in the California State Assembly where he was Chairman of the Water, Parks and Wildlife Committee, and from 1994 to 2002, Costa served in the California State Senate where he was Chairman of the Committee on Agricultural and Water Resources.
During his rst term in the State Assembly, Adam has consistently brought bipartisan interests together to improve the lives of his constituents in the Central Valley. He played a prominent role in the design of the 2014 Water Bond (Prop 1), advocating to maintain nearly $3 billion to construct new water storage to keep water prices a ordable for Valley farmers and businesses.
Adam traveled throughout the Valley to bring awareness to California’s valuable FFA programs when funding was threatened. He delivered state resources when Le Grand’s water supplies were threatened and organized an e ort to restore the electricity to a disadvantaged neighborhood in Santa Nella when a re destroyed their power source. He fought for state funding to construct a new special education school in Merced when bureaucratic red tape jeopardized the project and brought international attention to Merced and Stanislaus County as nalists for the multibillion dollar Tesla Motors “Giga-Factory.”
Adam has been recognized for his stance on rearms and has been named the 2014 California Ri e and Pistol Association’s “Legislator of the Year.” He is the rst Assembly Democrat in nearly a decade to receive the award. e National Ri e and Pistol Association also gave Adam high marks for his work on behalf of gun owners.
In November, Adam was reelected to a second term to serve the residents of the 21st Assembly District. e District includes the cities of Atwater, Dos Palos, Gustine, Livingston, Los Banos, and Merced in Merced County and Ceres, parts of Modesto, Newman, and Patterson in Stanislaus County.
