Introduction The Mental Health Benchmarking Dashboard provides a high level performance management overview of the Adult Mental Health service in Scotland It is derived from the Adult Mental Health Benchmarking Toolkit which is published annually on the ISD website For comprehensive details of the indicators covered and for access to the toolkit please refer to the Mental Health Benchmarking web page
REQUIREMENTS
Software Requirements
In order to view the dashboard Adobe Flash Player needs to be installed and the appropriate permissions may need to be granted To install Flash Player please go to httpgetadobecomflashplayer or request from your IT department Due to a known problem with compatibility the dashboards may not work with flash player version 101 and you are advised to upgrade your version of flash if the dashboards do not appear on screen The latest version of flash player is recommended for use with this tool It is recommended that you do not run any other programs while accessing the files as they require a fairly large amount of processing power to run

Software Permissions
To ensure access to any linked documents available you may have to give Adobe Flash Player permission to access the web page location Instructions on how to do this are given below Go to the Flash player setting Manager accessed by the following link Flash Player Global security settings Select bdquoglobal security settings from the left hand menu if you are not already in the security panel select bdquoedit locations‟ bdquoadd locations‟ and paste in the following link (httpwwwisdscotlandorgHealth-TopicsFinanceNational-

Screen resolution
In order to experience the optimum viewing of the tool the recommended screen resolution is 1024x768 for a 15rdquo screen or 1280x1024 for a 17rdquo screen If the tool appears too small or too big on screen temporarily adjusting the screen resolution may correct this To temporarily change screen resolution go to start ndash settings - control panel ndash display ndash settings tab and move the

The Mental Health Benchmarking Dashboard is accessed via a password protected area on the ISD website httpwwwisdscotlandorgHealth-TopicsFinanceNational-Benchmarking-ProjectDataMental-Health Once logged in click on the dashboard link and the tool will open in a new full screen window The dashboard may take a few minutes to fully load depending on the speed of your computer
General notes
These data are released for management purposes and have not been adjusted to conform with Office of National Statistics Guidance on Disclosure Control The tables may contain disclosive cells (cells with small numbers which might enable an individual patient or member of staff to be identified perhaps with the aid of further knowledge of the topic) and should not be published without further consideration of the contents in light of the guidance lthttpwwwstatisticsgovukaboutConsultationsdisclosureaspgt

DASHBOARDS
Overview
The indicators are split into 3 categories Community Inpatient and Staffing A separate tab on the dashboard is available to view data for each category Each tab is structured in the same way to include a summary scorecard a spider diagram trend analysis and a board comparison chart There is also an Information tab and a Combined tab for creating a user defined spider diagram
Information tab
This tab provides a brief description of all the indicators included in the dashboard and the defined direction of performance for each Also included in this tab are links to this User Guide the Definitions and Sources manual and a link to the Adult Benchmarking Toolkit from which much of the data included in the dashboard is taken

Summary Scorecard
The summary scorecard table for each category displays the current value for the relevant time period for each indicator by Health Board
Clicking on a Health Board within the scorecard table will automatically display the spider diagram for that particular board and will also highlight their position in the Board Comparison chart for the selected indicator
Interpreting the Scorecard colour coding
There are three categories of performance direction for each indicator as highlighted on the Information tab and also at the bottom of each column in the Scorecard table
High values are desirable ndash values higher than the Scottish mean are desirable
Low values are desirable ndash values lower than the Scottish mean are desirable
No direction ndash no defined direction of performance ie desirable performance could mean either high or low values depending on interactions with other factors

To illustrate these the Scorecard uses colour coding and symbols to distinguish between the three categories Clicking on the Interpretation button on each tab displays a summary of the key used
No preferred direction of performance is defined Colour coding is based on statistical differences from the Scottish mean
High values are desirable Value is coded green if it is greater than the Scottish mean or within one standard deviation lower Values more than one standard deviation lower than the mean are colour coded from yellow to red The direction of the arrow indicates whether the value is above or below the Scottish mean
Low values are desirable Value is coded green if it is less than the Scottish mean or within one standard deviation higher Values more than one standard deviation greater than the mean are colour coded from yellow to red The direction of the arrow indicates whether the value is above or below the Scottish mean

Spider Diagram The spider diagram chart shows the Board‟s performance compared to the Scottish mean and upper quartile for all indicators The closer the result is to the outside of the diagram the better it is results closer to the centre are less positive A value of 1 on the chart highlights that the indicator is performing at the Scottish upper quartile
The diagram can be enlarged by clicking on the check box at the top right of the screen Please note that all Staffing indicators are defined as having no defined direction of performance but for illustration purposes in the spider diagram they are assumed to be bdquohigh is desirable‟ This can be changed in the bdquoCombined‟ tab by creating a user defined spider diagram For graphical representation of the spider diagram the delayed discharges upper quartile calculation excludes NHS Boards with a value of 0 per 100000 population

Board Comparisons and Trend Analysis The Board comparison chart shows the performance of each Board by indicator The indicator is selected using the button list in the centre of the screen Note that this also controls the display of the Trend analysis chart The currently selected Board will be highlighted in red on the comparison chart
The Board comparison and Trend Analysis charts can also be enlarged by clicking on the check box at the bottom right of the screen Due to the change from NHS Board of Residence to NHS Board of Treatment when costs indicators are selected a comparison is available showing a trend for both Board of Treatment and Board of Residence Additional information on the indicator selected can be obtained by clicking on the link at the bottom of the screen This will display detailed data from the Adult Mental Health Benchmarking Toolkit

Combined tab This tab allows the user to create their own spider diagram populated with any of the indicators from the Community Inpatient or Staffing categories
Step 1 Set the preferred direction of performance for those indicators where no performance direction has been defined Step 2 Choose the list of indicators to be plotted on the spider diagram Indicators can be selected by double clicking on the indicator within the left hand box clicking on the arrow or by dragging from the left hand box to the right hand box Click on the bdquoConfirm‟ button to create the spider diagram Please note that it is recommended that a minimum of 5 and a maximum of 13 indicators are selected When choices are confirmed click ldquoShow Spider Diagramrdquo

Step 3 Select the Health Board to view using the drop down menu The table at the bottom displays the actual values for the indicators and Health Board selected in comparison to the Scottish mean and upper quartile The direction of indicators can be changed in this window also and the chart and table will change accordingly To change the setup of the spider diagram click ldquoReconfigurerdquo to return to the previous screen ExampleNHS Forth Valley Mental Health Officers (Low values are desirable defined by user) The table in the screenshot above shows the Scottish mean of 132 Scottish upper quartile of 124 for Total Mental Health Officers per 100000 population and 99 for NHS Forth Valley This is reflected in the spider diagram where the board rate sits beyond the Scottish mean and upper quartile indicating desirable performance If the user changed the direction of Mental Health Officers to ldquoHighrdquo then NHS Forth Valley‟s rate in the diagram would move closer to the centre of the diagram indicating a less positive value

Unable to log in to view tools

Summary Scorecard
The summary scorecard table for each category displays the current value for the relevant time period for each indicator by Health Board
Clicking on a Health Board within the scorecard table will automatically display the spider diagram for that particular board and will also highlight their position in the Board Comparison chart for the selected indicator
Interpreting the Scorecard colour coding
There are three categories of performance direction for each indicator as highlighted on the Information tab and also at the bottom of each column in the Scorecard table
High values are desirable ndash values higher than the Scottish mean are desirable
Low values are desirable ndash values lower than the Scottish mean are desirable
No direction ndash no defined direction of performance ie desirable performance could mean either high or low values depending on interactions with other factors

The Board comparison and Trend Analysis charts can also be enlarged by clicking on the check box at the bottom right of the screen Due to the change from NHS Board of Residence to NHS Board of Treatment when costs indicators are selected a comparison is available showing a trend for both Board of Treatment and Board of Residence Additional information on the indicator selected can be obtained by clicking on the link at the bottom of the screen This will display detailed data from the Adult Mental Health Benchmarking Toolkit

Combined tab This tab allows the user to create their own spider diagram populated with any of the indicators from the Community Inpatient or Staffing categories
Step 1 Set the preferred direction of performance for those indicators where no performance direction has been defined Step 2 Choose the list of indicators to be plotted on the spider diagram Indicators can be selected by double clicking on the indicator within the left hand box clicking on the arrow or by dragging from the left hand box to the right hand box Click on the bdquoConfirm‟ button to create the spider diagram Please note that it is recommended that a minimum of 5 and a maximum of 13 indicators are selected When choices are confirmed click ldquoShow Spider Diagramrdquo

Step 3 Select the Health Board to view using the drop down menu The table at the bottom displays the actual values for the indicators and Health Board selected in comparison to the Scottish mean and upper quartile The direction of indicators can be changed in this window also and the chart and table will change accordingly To change the setup of the spider diagram click ldquoReconfigurerdquo to return to the previous screen ExampleNHS Forth Valley Mental Health Officers (Low values are desirable defined by user) The table in the screenshot above shows the Scottish mean of 132 Scottish upper quartile of 124 for Total Mental Health Officers per 100000 population and 99 for NHS Forth Valley This is reflected in the spider diagram where the board rate sits beyond the Scottish mean and upper quartile indicating desirable performance If the user changed the direction of Mental Health Officers to ldquoHighrdquo then NHS Forth Valley‟s rate in the diagram would move closer to the centre of the diagram indicating a less positive value

There are three categories of performance direction for each indicator as highlighted on the Information tab and also at the bottom of each column in the Scorecard table
