FEDERATION COUNCIL REQUEST FOR PROPOSALS FOR THE ARTIST-LED MEMORIAL MURAL

OVERVIEW

The Federation Youth Council in conjunction with the Federation Council seeks proposals from a professional mural artist or a team of artists, experienced with community engagement to create a mural in collaboration with local youth (ages 15-25).

The lead artist / team will engage with youth throughout the development and execution of the project. The selected artist(s) will be expected to lead workshops to develop appropriate local content and to mentor youth in the mural making process.

BACKGROUND

The Federation Youth Council is an advisory committee of the Federation Council.

The Federation Youth Council resolved at their July 2019 Ordinary Council Meeting to engage an artist to work with a group of young people from the Federation Council to paint a mural on the wall in the walkway adjacent to the Memorial Hall in Corowa.

The approach was for the artist/s to work with the young people to come up with a concept design that enhances the area, is youth focused and is accepted by the wider community and approved by the Federation Youth Council and Federation Council. Then for the successful artist is to work in collaboration with the same group of youth to transfer the design to the blank wall.

The project will be supported by the NSW 2019 Rural and Regional Youth Grant from the Department of Family and Community Services.

PROJECT GOALS

The Memorial Mural Project aims to:

Involve young people in the process from planning to final product encouraging personal investment in the project.

Reflect a spirit of inclusivity throughout the entire process – from concept development to final artwork. Provide youth participants with a tangible, hands-on opportunity to participate in the arts and create a

public art mural. Create a contemporary, professional mural using imagery inspired by the youth participants. Visually improve, brighten and upgrade of the area and to enhance the wellbeing of the community by

making a shared space feel more welcoming and safe.

PROJECT DELIVERABLES

The artist/s will be required to deliver the following: Stage 1: INITIAL CONSULTATION Initial meeting with the Federation Youth Council, and Council’s Community Development Team Leader to discuss project plan and timelines. Marketing of the workshop will be the responsibility of the Federation Youth Council, Community Development and the Communication Team at Federation Council. However, the artist/s is encouraged to share with their networks. Stage 2: YOUTH WORKSHOP 1 Develop and lead a creative ½-day workshop for youth designed to identify artwork themes and to inform youth about the mural making process. Stage 3: YOUTH WORKSHOP 2 Develop and lead a creative ½ day workshop for youth designed to identify artwork themes and to inform youth about the mural making process. Workshops days and times are negotiable. Stage 4: MURAL CONCEPT Using information gathered during the workshop, develop a minimum of two mural concepts. Concepts should be hand-drawn / painted or developed in Photoshop. Design should show intended design elements in detail, such as artistic features, colours and scale of works. Stage 5: PUBLIC CONSULTATION Present concepts to youth involved in the project, and assist with consultation with the Federation Youth Council, owner of the building, and the broader community for feedback. Stage 6: MURAL PREPARATION Preparation for the delivery of the mural including cleaning of site, priming of the board, and purchasing of consumables. Stage 7: ART Creating a high quality artwork on board working with the young people from the workshops. Small letters at base of mural to read: “Painted by Artists. Commissioned by Federation Youth Council 2019/20.” Stage 8: INSTALLATION Installation of the artwork on the wall in the walkway of the Memorial Hall. Stage 8: LAUNCH The mural project will conclude with a celebration of the finished work and a public presentation to recognize each individual participant’s contribution. The bespoke launch event will be organised by the Federation Youth Council, with the expectation that the artist/s would be in attendance.

SITE The site is the Memorial Hall Walkway. The building is located at 92 Sanger Street, Corowa. The art work will be on the wall been the exterior face of the South facing wall of the building, parallel to the Memorial Hall. The area is a public access walkway between Sanger Street and Queen Street.

THEME Community focused. The themes outlined from by the Federation Youth Council can be:

Corowa Community It must be appropriate to its surroundings, can obtain a message and integrate with its surroundings. No Graffiti style or large block writing. Artwork concepts are not permitted to contain logos, trademarks or brand names, contain offensive material or infringe on any intellectual property rights of any person.

TIMELINE Specific dates and times can be negotiated at the initial consultation meeting. However, the workshops, and the mural are to be completed outside of school hours, after school or on weekends. The workshop/s must be completed by the 22nd of December 2019 (due to funding requirements). The mural, and installation can be done in early 2020.

COPYRIGHT AND OWNERSHIP The Artist/s will be the owner of the copyright to the work and will share the right to take photos, video footage and publish images of the art work with the Federation Council and the Federation Youth Council.

ARTWORK LIFESPAN

The lifespan of the art work is five years excluding exceptional circumstances. All reasonable steps will be taken by the Federation Council and the Owner of building to maintain the artwork for a minimum period of five years, after which the artwork can be reinstated or removed at Council’s / Owners discretion. As such, the artist should ensure that the artwork is of a quality and finish that can endure all weather conditions for an exhibition period of at least five years.

MAINTENANCE The maintenance of the Mural remains the responsibility of the Federation Council, if the work is damaged and / or needs attention for the period of the life span. The artist to provide a maintenance schedule to the business owner or property owner of all materials used, including exact paint colour palette. The business owner or property owner to consult with the artist in the first instance regarding ongoing maintenance.

BUDGET The total project budget for the Memorial Mural Project is $7590 (inclusive of GST.) Stage 1- Concept Design delivery - $1900. Stage 2- Mural Installation delivery - $5000. The artwork commissioning fee must cover the costs of the following:

On site briefing meeting with project team prior to commencing works

Delivery of one day creative workshop and all associated costs.

Concept design of the mural created by the artist/s.

Site priming and anti-graffiti coating.

Artist fees

All premium quality (all weather conditions) exterior paints

All paint brushes, paint trays, spray equipment and drop sheets

All PPE required to carry out the work in accordance with the NSW WHS guidelines, such as safety masks and sun protection.

Any tickets or license required to operate relevant access equipment and machinery to deliver the artwork.

All time involved in meeting with Youth Council, Council and Youth involved with the project.

All travel, accommodation, meals and incidental travel expenses associated with the project.

Artist Public Liability Insurance and Working with Children Check. Exclusions Federation Council and the Federation Youth Council will arrange and cover the costs for the following items:

Marketing of the project to attract youth involvement.

Preparation of the site and cleaning.

Footpath closures / signage.

Community Consultation promotion and recording.

Launch event.

COMMISSION FEE PAYMENT Artists must be set up as creditors with the Federation Council. Artists are to forward their bank account details, ABN and contact details on the ‘New Creditor -Vendor Request Form’ (to be provided to successful artists at commissioning stage) to the Federation Council’s accounts department. The payment term for the payment of invoices is within 14 days or as agreed in the terms of payment with the Supplier. This project can be completed and paid in two stages. Stage 1- Concept Design delivery. Stage 2- Mural Installation delivery.

SUBMISSION REQUIREMENTS Artists are required to:

1. Include a brief (50-100 word) artist biography 2. Provide at least three examples of previous works or provide link to website / social media pages which

details this information. 3. Include evidence of experience working collaboratively with young people and/ or experience delivering

community workshops, or two references that can be contacted via phone to verify your experience. 4. Provide a copy of the artist/s current certificate of currency for public liability insurance with a minimum

indemnity of $20,000,000. 5. Provide proof of WWC in NSW. 6. Name and contact details of two references that can be contacted via phone to verify your experience.

Details of their project plan

1. Overview of how the workshops and the mural delivery will run (100-200) words. 2. Advise on expected work schedule and delivery timeframes within the allocated timeframe. 3. Provide a total cost for the artist commissioning fees including artist time, workshop delivery, design,

consumables and all other requirements to deliver the project. Submissions Close: 4 pm on Thursday 12 September.
