ADVICE ON CONSTRUCTION TRAFFIC MANAGEMENT PLAN (CTMP) FOR PETER DOHERTY INSTITUTE AT GRATTAN STREET AND ELIZABETH STREET CARLTON

Reference is made to the application by Cardno Grogan Richards, on behalf of Brookfield Multiplex, seeking Council approval for a Constmction Traffic Management Plan (CTMP) for the Peter Doherty Institute development at the south east corner of Grattan Street and Elizabeth Street, Carlton. Construction works had been scheduled to commence from August 2011, with an estimate 26 month construction duration (Service Request 1610221 refers).

Based on the submitted Construction Traffic Management Plan (CTMP) and associated traffic management plans (TMPs), it is understood that the following items and features are proposed:

General

• Working hours between 7:00am and 7:00pm Monday to Fridays, and between 8:00am and 3:00pm Satmdays. Any work outside these times will proceed subject to approval and issue of Out of Hours Pennit.

• The typical ingress route for construction vehicles will be Tullamarine Freeway (Cityl ink) -Flemington Road - Eliot Avenue·- MacArthur Road - Royal Parade - Elizabeth Street -access the site. For ingress to the Berkeley Street loading zone: Tullamarine Freeway (Citylink) - Flemington road ··· Eliot Avenue - MacArthur Road - Royal Parade - Elizabeth Street - Pelham Street - Berkeley Street access the site.

• The typical egress route for construction vehicles will be Elizabeth Street --· Elizabeth Street · roundabout - Flemington Road - Tullamarine Freeway (Citylink). For egress from the Berkeley Street loading zone: Berkeley Street - Grattan Street - Swanston Street - College Crescent - MacArthur Road - Eliot Avenue- Flemington Road -Tullamarine Freeway (Citylink).

• The average truck movements in and out of the site will range between 6 to 40 trucks and/or delivery vehicles a day, depending on the project stage.

• Traffic controllers to be on site during all construction activities to assist motorists and pedestrians, as well as supervising vehicle movements in and out of the site.

• Installation of road side traffic signage and devices, in accordance with the Australian Standards ASl 742.3~2009.

Excavation Stage

• No changes to existing road and footpath conditions. Constrnction vehicle (18 .5m truck and dog trailer) access into the site will be from either at Gate l , from the west side of Berkeley Street, or at Gate 2, from the east side of Elizabeth Street. All vehicle movements in and out of the site will be left in and left out.

Construction Stage

• Installation of perimeter timber hoarding stuTounding the project boundary, including the frontage on the south side of Grattan Street, on the east side of Eli 7.abeth Street, and on the west side of Berkeley Street.

Berkeley Street • Placement of one row of water-filled I irorunan safety barriers, to accommodate for a Loading

Bay on the west side of Berkeley Street adjacent to the building frontage. • Installation of Construction Zone parking restrictions on the west side of Berkeley Street to

accommodate for the Loading Bay. This will require occupying an existing Loading Zone area, and part of a Permit Zone area for Construction Vehicles.

• Modification to the Berkeley Street line marking to accommodate for the Loading Bay. This will require reducing both the northbound and southbound traffic lanes down to 3.00 metres. No changes to the parking spaces on the east of Berkeley Street.

• Installation of an overhead protective gant1y over the Berkeley Street western footpath along the extent of the project boundary. The gantry will have a 3.00 metre height clearance above the foorpath, and will provide a minimum 4.50 metre width for pedestrian access between the hoarding.

Grattan Street • Placement of one row of water-filled I irorunan safety barriers, to accommodate for a Loading

Bay on the south side of Grattan Street adjacent to the building frontage. • Indentation of the Grattan Street southern footpath to allow for the Loading Bay and to

maintain all traffic lanes in Grattan Street. • Installation of Construction Zone parking restrictions on the south side of Grattan Street to

accommodate for the Loading Bay. This will require removing two 2 Hour metered parking spaces·immediately west of Berkeley Street.

• Installation of an overhead protective gantry over the Grattan Street southern footpath along the extent of the project boundary. The gantry wi11 have a 3.00 metre height clearance above the footpath, and will provide a minimum 1.50 metre (mostly 4.50 metre) width for pedestrian access between the hoarding.

• Relocation of a light pole on the south side of Grattan Street to accommodate for the Loading Bay. This will need be to coordinated with Citipower, the owner of this asset.

Elizabeth Street • Placement of one row of water-filled I ironman safety barriers, to accommodate for a Loading

Bay on the east side of Elizabeth Street adjacent to the building frontage. • Installation of Construction Zone parking restrictions on the east side of Elizabeth Street to

acconunodate for the Loading Bay. This will require occupying an existing No Parking area. • Modification to the Elizabeth Street line marking to accommodate for the Loading Bay. This

will require reducing the southbound slow lane from 4.80 metres to 3.50 metres, and realigning the 1.50 metre wide southbound bicycle path. No changes to the parking spaces on the west of Elizabeth Street.

• Installation of an overhead protective gantry over the Elizabeth Street eastern footpath along the extent of the project boundary. The gantry will have a 3.00 metre height clearance above the footpath, and will provide a minimum 4.50 width for pedestrian access.

A check of Engineering Services records has indicated that no other approved road or footpath closures are pla1med for the area when these works are scheduled.

Further, Engineering Services has reviewed the submitted CTMP and associated TMPs, and offers no objection to the works and the associated construction traffic management features and requirements described above. This endorsement is subject to complia.nce with the following conditions:

I. The applicant must obtain approval from VicRoads for the changed traffic conditions in Elizabeth Street mentioned above, as this section of Elizabeth Street is classified as Arterial which is under the care and maintenance of VicRoads. All conditions in· VicRoads approval must be complied with. VicRoads must also be satisfied that the proposed overhead gantries do not impact on sight distances to traffic signal facilities at all intersections.

2. Prior to implementation of the above features, a Desktop road safety audit must be conducted and submitted to both VicRoads and Council for consideration. All comments and recommended modifications to the CTMP should be addressed and actioned accordingly.

3. A post implementation road safety audit must be conducted at no cost to Council, by an independent road safety auditor, within 5 working days of the full implementation of all the features described above, including the installation of the roadside barriers, installation of the overhead protective gantries over aJI roads, laneways and footpaths, modifications to all road line markings, and instaUation of all road work signagc and devices. All recommendations from these audits must be actioned in a timely manner, and then fonvarded to Engineering Services for our records.

4. The applicant MUST consult with all adjoining properties and businesses for the losses of any parking spaces, as a result of the installation of Loading Bays. Consultation MUST be made prior to all changes and adequate efforts must be made to provide alternate parking arrangements with all affected properties and businesses.

5. After completion of the project, all roads and footpaths shall be reinstated to their original condition and configuration at no co~t to Council. This includes the replacement or relocation of all assets that were either removed or relocated as a result of this project.

6. As The Sita Group Pty Ltd and Dysons Pty Ltd both operate services in Grattan Street, the applicant must contact the Sita Group Melbourne Office (9689 7999) and the Dysons operator (9463 3999), for any impact on their bus services as a result of all construction activity in Grattan Street.

7. Suitable pedestrian facilities must be provided to ensure pedestrians' safety at all times. Traffic controllers should assist pedestrians and maintain the integrity of all closures. At no time should pedestrians be permitted to pass underneath a crane during any lifting and slewing operations.

8. Qualified traffic controllers must be on-site at all times to supervise all road and footpath closures, assist pedestrians and assist local traffic around the closure as indicated on the submitted traffic management plans. Local access and egress must be maintained at all times in all streets/laneways. The applicant must ensure that suitable pedestrian crossing facilities are provided for any temporary full footpath closures e.g. pedestrian bypass, signalised crossings, zebra crossings, etc.

9. Whenever required, the applicant must obtain approval for any hoarding /scaffolding I gantry erection, construction zones, concrete pump, crane, road opening, space occupancy, and out of hours permits, by applying for the appropriate permit(s) from Council's Supervisor - Site Services 3rd Floor 240 Lt Collins Street, Melbourne (telephone 9658 8489). The applicant must present a copy of this letter when applying for the permit or quote Service Request No. 1610221 and Docs#6626553-vl.

10. Written notification must be sent to all property occupiers in the area bounded by Elizabeth Street, Grattan Street, Berkeley Street, and Pelham Street. All emergency services affected by the works must also be notified as early as possible prior to commencement of works and, demonstrate if necessary (and to Council's satisfaction), that adequate efforts have been made to assist property occupiers.

11. Temporary road diversion barriers, signage, fencing and any other safety measures to be provided and maintained in accordance with AS 1 742.3 - 2002 "Traffic Control Devices for Works on Roads" and with the 'Code of Practice' for Worksite Safety- Traffic Management, as stipulated in the Road Management Act 2004. All signs and temporary bollards are to be installed at no cost to Council.

12. The Council is to be fully indemnified against any claim laid against it either by members of the public or persons engaged in any activities associated with the proposal who, as a

. result of the closure, suffer personal injury, property damage or financial loss. This is essential given that applicants take on a leadership role with "duty of care" implications for an activity.

13. The acquisition of any parking spaces, other than via an application for Construction Zone, can be arranged with Council's Permits Branch (Attention T.S.A. Officer), on telephone number 9658 9658.

14. Noise emanating from the works shall not exceed 10 dB above background noise.

15. On completion of the works, the area should be left clean and tidy.

16. All partial and full closures affecting traffic and pedestrians must be supervised and maintained at all times.

17. The contractor is not to leave any materials, plant and machinery in statutory,"No Stopping" areas, particularly outside the closure times.

18. Caution is to be exercised in proximity of pedestrian crossing points, traffic signals, etc.; in order to maximise visibility at all times.

19. Access must be provided for the servicing of abutting properties, where applicable or suitable arrangements made with the occupiers.

20. Any agreement for the closures/partial closures does not constitute any approval from Engineering Services to perform any excavation within either the footpath or adjacent carriageway.

21. All conditions are based on average traffic flows and should unforseen circumstance arise it may be necessary to make amendments lo these conditions and I or revoke approval at short notice.

22. In the event of an emergency (unplanned) full road closure, it will be necessary to give notice to the following authorities immediately both before implementation and on removal of the unplanned closure:-

23. Notification should be given to Council's Events Melbourne office on 9658 9750 and Council's Hotline on 9658 9658, twenty four (24) hours prior to commencement of work and upon completion of work.

24. All proposed work shall comply with the MCC Parks and Recreation Branch's conditions on 'Protecting Trees' (attached). Should any works be closer than 4.5 metres to the face of any tree, approval for the works must be obtained from Council's Arborist Tania Macleod, Parks and Urban Design, telephone 9658 8714 (BH) or David Burke, Citywide TreeCare on mobile 0419 145 698 (AH).

The Engineering Services Branch provides the above conditional approval for the attached CTMP and associated TMPs. It should be noted that five (5) working days notice is required to process applications for implementation or changes to long term traffic managements setups, applications for all road and/or footpath closures forming the scope of this project, and processing of any Constmction Zones.
