WEEKLY INTERN SPOTLIGHT (Tune in each week for a focus on the City’s new Summer Interns!)

Justin Chestnut – Justin is the Utility Intern, working closely with Water Treatment Plant 2 (WTP2) staff. He has been working with the City for over a year now, as a part time intern, training under the supervision of the City’s certified operators. In this time, Justin has earned over 1,000 hours, which is halfway to the requirement to achieve his Water Treatment Plant Operator license. Upon completion of his training, and after obtaining his license, Justin hopes to be a Chief Water Treatment Plant Operator in Florida and perhaps with the City of Palm Coast.

Danica Leili – Danica is one of our Public Works Interns, working with the Landscaping & Parks Division. She is a local 2013 graduate from Matanzas High School, and just graduated this spring from Saint Leo University, where she majored in Biology, minored in Spanish and played lacrosse. Danica is working with the Public Works department on developing an operational maintenance manual, with a focus on turf management, which will serve as a guideline for current and future employees. This manual will consist of all of the maintenance practices that are required throughout the city to maintain all of the parks, equipped with safety modules. Upon completion of this internship, Danica hopes to begin a career as an Officer in the military.

Michelle Dominguez – Michelle is our other Public Works intern, working with the Landscaping & Parks Division. Michelle graduated from Matanzas High School in 2014 and is currently an undergraduate at the University of Central Florida pursuing a bachelor’s degree in Biology and a minor in Environmental Studies. Michelle is completing an operational manual for the median landscaping division. This manual will serve as a guideline for future and current employees, and includes training modules to ensure safe practices. She will return to UCF in the fall for her senior year and plans on continuing her education after graduation, with a masters in Conservation Biology.

Palm Coast Graduates 40th Session of Citizen’s Academy This month, twenty-nine residents graduated from the Palm Coast Citizen’s Academy, its 40th session since inception. Students spent five weeks learning about City departments and visiting City Hall, Fire Station 25 and Water Treatment Plant #3. July is National Parks & Recreation Month – Enjoy the fun locally, in Palm Coast! On June 28, 2017 a development order was issued for a Vystar ATM to be located at Palm Coast Corners/Bealls site.

On June 28, 2017 a development order was issued to rehabilitate the landscape buffers at Kings Point. Kings Point is a

commercial subdivision located at the northeast corner of Old Kings Rd. N. and State Road 100.

Update from the Environmental Intern

Dashboard Demo/EMS Update

The Environmental intern spoke with a dashboard company about conducting demo with the SAP team that will

hopefully occur within the next few weeks. Additionally, the intern finished final brochure templates that could serve as

a new medium for the EMS document.

LIDAR

The environmental intern accompanied several employees to the SJRWMD in regards to LIDAR sensing. The meeting

was to check out the initial data set and get a quick look at the new GIS layers.

Miscellaneous

The environmental intern also retrieved data about recycling and fuel usage by the City of Palm Coast and will be

looking for trends in the data whenever there is time. Additionally, the intern is still awaiting email replies from CPH to

get UMAM scores for the Indian Trails Sports Complex to conduct a small UMAM study. UMAM is the uniform

mitigation assessment method which determines mitigation needed to offset impact.

Update from the Recreation II of Nature Programs Staff

This week the Rec II of Nature Programs staff cross referenced all of the Final Elevation Certificates that the city has on

file. They then checked On Base to see if all of the Final EC were on both the spreadsheet as well as On Base to comply

with FEMA standards. They also attended a meeting at the St. Johns River Water Management District to check their

progress on creating a LiDAR layer for the city’s GIS maps. LiDAR stands for Light Detection and Ranging, it is a

remote sensing method that uses light in the form of a pulsed laser to measure the height of objects on the Earth’s surface

to create 3D models of an area. They also lead a nature walk at Graham Swamp Trail along with the Environmental

Intern.

In the United States, 4.5 million people are bitten by dogs each year. Owner victims (they own the pet or live in the same household) make up the majority of the dog bite cases. The average age for the victim is 5 to 9 years old. There are things that we can do to lower the dog bite average. Teaching our children bite safety is a must! They need to know what they can and can’t do to their pet. Allowing our children to pull/yank on an animal’s fur, ears, and tail are unacceptable and could result in a bite as the animal is in pain. You should never allow your children to sit on or “ride” the dogs. This can cause the animal pain or could even result in an injury to the animal. Be safe and protect both your children and your four legged friend. Donation Opportunities: The Flagler Humane Society Thrift Store always accepts donations. They cannot take in any computers/printers or large appliances. Call 386-597-2839 and leave a message. “General Donations” can be dropped off anytime at your convenience. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at Petco in Palm Coast on Fridays & Sundays and at PetSmart in Palm Coast on Thursdays & Saturdays. Flagler Humane Society currently has 3 rabbits up for adoption. Rabbits are nice starter family pets but they do require some

work! Rabbits must be tended to daily and socialized as much as

possible. Come and see the rabbits today! These pets can get overlooked and stay at a shelter for an extended amount of time.

Fire Department

In the past week, the department responded to a total of 157 calls. There were 4 fire calls. The department responded to two brush fires, a vehicle fire, and a structure fire. A total of 89 EMS calls were logged and the balance was miscellaneous in nature. The drought index is at 7 out of a possible 800 and the fire danger is low. With the holiday weekend coming up, please take note that it is prohibited and unlawful for a person or entity to use or explode fireworks in the City without the appropriate permits (Ord. No. 06-22,S7, 12-5-06). On July 1st and 2nd Officials and First Responders will be handing out Disaster Preparedness Guides at Publix supermarkets in Flagler Beach, the Hammock, and Palm Coast Island Walk locations. We will be hosting the Independence Day Ceremony (By the Dawn’s Early Light) on July 4th. We have a new tracking program that is being utilized for the inspection, testing, maintenance of fire hydrants, backflow preventers, Knox boxes and fire department connections as of this week. CPR/First Aid Training and Healthcare Provider-Basic Life Support Training was conducted this past weekend and all spots were filled. This is a 7-hr classroom course that teaches basic first aid skills and how to administer CPR to an infant, young child, or an adult. It teaches how to use an AED, how to stop visible bleeding, assist with possible sprain or broken bone and how to secure a scene for safety. This class is taught by FF/Paramedic Robinson to the public.

The City of Palm Coast Fire Department offers CPR and First Aid Training

1. The Healthcare Provider course -- a professional certification course -- includes a multiple-choice

written exam and a practical exam.

2. Workbooks for use during the class are provided. It is highly recommend that participants purchase a

course workbook. The American Heart Association recommends that each student review the course

information for two weeks prior to the course. Workbooks can be found at : http://www.aha.channing-

3. Course available to those ages 13 and up.

4. Participants should arrive a few minutes ahead of time for check-in.

5. A minimum of six persons is required for each course date. If fewer than six persons have registered,

The average water demand for this week was 7.877 million gallons per day. The average

wastewater flow was 7.192 million gallons per day.

Crews installed 12 new domestic water meters, 1 irrigation meter and 7 new PEP tanks.

There was a total of 50 calls after hours.

Due to the upcoming holiday, there were no

disconnects for non-payment this week.

maintenance and 80 service orders. They

also installed 11 new PEP pumps, 11

electrical assemblies, replaced 18 PEP pumps, 24 floats, and 10 cleanout caps.

Water Distribution crews repaired 4 meter pit manifolds, 2 retrofit water service lines, and

tested/repaired 78 backflow preventers. They also repaired a damaged fire hydrant on Club

House drive

Staff continued installing disconnects at Pump Stations. Completed pump station 11-2

(Belleaire).

Staff continues to install LED lighting on

exterior security lighting at wastewater treatment

plant no. 1. Installed 14 during past week, 29

Palm Coast Citizens Academy graduates 29 students in its 40th session Palm Coast – Twenty-nine Palm Coast residents graduated this month from the Palm Coast Citizens Academy, a comprehensive program designed to educate interested residents about the operation and workings of their City government. The graduating class – the 40th in the program’s history – spent five weeks learning about City departments and visiting City Hall, main Fire Station 25, and Water Treatment Plant No. 3. The class also attended a Palm Coast City Council meeting together. City Manager Jim Landon kicked off the Citizens Academy with an opening session titled, “Governing the City,” providing background on Palm Coast’s incorporation, City Charter, the Council-Manager form of government, and overall information about the City. Participants in the Citizens Academy received an overview on every City department and met City Council members, department directors and many other City employees. Mayor Milissa Holland did a presentation on development projects – both public and private – currently under way in Palm Coast. This session’s graduates were Gloria Benedict, Jim Bowling, Phyllis Bowling, David Burns, Kathy Burns, Paula Callaghan, Elaine Deehl, Todd Deehl, Mary DeVito, Robert DeVito, Martin Dusel, Maxine Dusel, Caroline Fleet, Mark Fleet, Jerry Frame, Katherine Frame, Nicki Haynes, Andre Hofmann, Eugene Hofmann, Jonita McCree, Partricia Nice, Bernard Packman, Sue Packman, Rod Poster, Tina Poster, James Stewart, Maria Stewart, Maryse Toussaint and Ilsa Wilhelm. The Citizens Academy meets once a week, usually on Monday evenings, for five straight weeks. The course is free and registration is limited to approximately 30 Palm Coast citizens per session. The academy is held three times a year. The remaining session for 2017, which starts in September, is full. City of Palm Coast renews contract with Waste Pro for garbage, yard waste, recycling Palm Coast – The City of Palm Coast has renewed its contract with Waste Pro for collection of garbage, yard trash and recyclables. Residents will continue to receive the same excellent service they’ve had – with two days of garbage pickup, one day of recycling and one day of yard waste. The City’s new five-year contract with Waste Pro went into effect June 1. Rates increased by $1.74, to $20.36/month. There hasn’t been an increase in the past five years, and the new rate is now locked in for the next five years. One change in the contract relates to the City’s innovative Doorstep Household Hazardous Waste program. There is no longer a requirement for a minimum number of items for pickup! So whenever residents have fluorescent bulbs, used motor oil, antifreeze, paints and supplies, pool and household chemicals, household cleaners, pesticides, fertilizer or batteries to discard, they can call Waste Pro at 386-586-0800 for a pickup. There is no extra charge. Residents simply place their items at the front door or in front of the garage by 7 a.m. on the day of pickup. For yard waste, vegetative debris will continue to be picked up weekly. Yard waste can be piled loosely in the yard next to the road. The loose piles still must not exceed 3 feet wide by 3 feet tall by 12 feet long. For yard waste placed in containers, the weight must still not exceed 50 pounds. Tree limbs must be no longer than 5 feet and no wider than 6 inches in diameter. The City encourages recycling, and the process is easy. Help protect our environment, conserve natural resources and energy, control litter and save valuable landfill space. Recycling materials can be mixed together in the same bin, and it doesn’t matter if the bin is blue or green. All households/customers may receive one additional bin at no charge (total of two). Items that can be recycled include glass jars and bottles; aluminum cans, foil and pie tins; tin or steel cans; cereal boxes, paper towel rolls and cardboard (please flatten all boxes); telephone books; junk mail; plastic bottles and containers; magazines and catalogs; newspapers and ad inserts; office paper, file folders and paper bags.

Please, NO electronics, yard waste, food waste, used pizza boxes, ceramics, dishes, motor oil containers, hazardous waste containers, light bulbs, window glass or mirrors in the recycling bins. As an incentive for recycling, the City of Palm Coast participates in the Recycle Rewards Program. Residents can sign up for Recycle Rewards at www.wasteprorewards.com or by calling 888-234-8211 to earn coupons and rewards. Each recycling bin has a computer bar code that is automatically scanned by an electronic reader in the cab of the collection truck. Bulk trash such as furniture, mattresses, construction debris from DIY projects at home, TVs, children’s play equipment and other bulk trash will be picked up weekly, on the customer’s second garbage collection day. For pickup of white goods, call Palm Coast Customer Service at 386-986-2360 to arrange for pickup. White goods include refrigerators and freezers (with doors removed), other appliances, hot water heaters, BBQ grills (no gas tanks), lawn mowers (gas removed) and small A/C units placed at the curb.
