• CIWMB Active since 1987 in developing solutions to management of leftover paint
• CIWMB has participated since 2002 in the Paint Product Stewardship Initiative’s National Paint Dialogue

• CIWMB helped fund 3 projects:
• Recycled Paint Standard
• Paint Collection Infrastructure Study
• Product End Of Life Framework Report

Concerns with MOU
• Measurable collection goals and performance standards be customized for each state and based on significant increase above that state’s baseline
• Alternatives on how to revise/improve system if goals are not met should be specified
• Voluntary system: need clarity on retailer involvement, level playing field

Next Steps• CIWMB will continue to press for specific
measurable collection & performance goals
• Comprehensive evaluation of MN Project led by US EPA
• Lessons learned from Demo Project will be used to improve system
• Rolls out to OR, WA, VT in July 2009
• California in July 2010

MOU Options
• MOU is not ideal; but represents best current process to move Paint Stewardship forward
• Board staff recommends Option 1: sign the MOU (accompanied by statement of concerns) to continue Paint Product Stewardship Initiative forward through December 2010.
