Mayor Chris Riley moved and Ms. Renee Green seconded to approve the recommendation of the Executive Committee to fill the positions of Chair (Comal County Commissioner Kevin Webb), Chair Elect (City of San Antonio Councilwoman Melissa Cabello Havrda) and First Vice Chair (Bexar County Commissioner Rebeca Clay-Flores). The motion passed unanimously.

5. Action on the MPO’s FY 2022 Staff Operating Budget Purpose

The purpose of this agenda item is to take action on the MPO’s fiscal year 2022 staff budget.

Issue

In accordance with MPO policy, the Executive Committee met on Tuesday, August 10, 2021 to review the MPO’s proposed FY 2022 line item budget. The MPO continues to commit to:

• a competent staff to do the required planning work

• continued strong partnerships with member agencies and sharing resources

• and information

• efficient and effective use of resources

• a proactive and inclusive approach to public involvement and information

• professional support and response to the MPO Transportation Policy Board and

• using best practices and continuing to enhance planning, modeling and mapping capabilities

The Executive Committee reviewed the draft budget and recommended forwarding it to the Board for review and approval. The draft line item budget and a brief presentation are attached.

• MPO staff operating expenses are funded through Federal Highway Administration and Federal Transit Administration Planning Funds

• Reimbursable program where Bexar County acts as the MPO’s fiscal agent

• MPO planning funds are included as part of the federal transportation bill, currently the Fixing America’s Surface Transportation (FAST) Act

6. Action on the Composition of the Consultant Selection/Study Oversight Committee for Subtask 4.3 Resiliency Study

Purpose

The purpose of this agenda item is to take action on the composition of the consultant selection/study oversight committee for Subtask 4.3 Resiliency Study.

Issue

The “Resiliency Study” was included in the FY 2022-2023 Unified Planning Work Program which was adopted by the Transportation Policy Board (TPB) in June 2021. The UPWP is under review by the Federal Highway Administration/Federal Transit Administration. Consultant procurement for this task is scheduled to begin later this calendar year. All of the MPO’s consultant studies in the UPWP are overseen by a multiagency study oversight committee. The committee will review consultant proposals based on the evaluation criteria outlined in the Request for Proposals. The committee’s recommendations on contract award will be forwarded to the TPB for action. The general scope of work as outlined in the UPWP is as follows: The purpose of this study is to assist with planning and developing a transportation system that can accommodate long term change and recover and adapt from unpredictable changes, such as extreme weather events or human-made disruptions. This study will 1) identify potentially disruptive events with stakeholder input; 2) perform risk assessments for how each event would impact all or parts of the transportation system; and 3) provide recommendations on how to improve transportation system resiliency. The consultant selection/study oversight committee is proposed to be comprised of the following representatives:

• Alamo Area MPO – 1 representative

• Bexar County – 1 representative

• City of New Braunfels/Comal County – 1 representative

• City of Boerne/Kendall County Area – 1 representative

• City of San Antonio – 1 representative

• City of Seguin/Guadalupe County – 1 representative

• Joint Base San Antonio – 1 representative

7. Discussion and Appropriate Action on STBG, CMAQ and TA Funded Projects in Support of the Development of the FY 2023-2026 Transportation Improvement Program

Purpose

The purpose of this agenda item is to take action on Surface Transportation Block Grant (STBG), Congestion Mitigation and Air Quality Improvement (CMAQ) Program, and Transportation Alternatives (TA) funded projects in support of the development of the FY 2023-2026 Transportation Improvement Program (TIP).

Issue

On October 1, 2020, a call for STBG, CMAQ and TA funded projects began in support of developing the FY 2023-2026 Transportation Improvement Program. Project submittals were due to the MPO on April 1, 2021. MPO staff compiled technical data during April and multi-agency workgroups scored projects during May. The MPO collected public input on funding priorities throughout June at www.alamoareampo.org/yourmove. Staff held a virtual public meeting on June 15 and solicited input online and through in-person feedback opportunities. A workgroup of the Bicycle and Pedestrian Mobility Advisory Committees (BMAC and PMAC) met on July 15 to develop a recommendation of Bicycle and Pedestrian projects eligible for TA, CMAQ and STBG funding. A workgroup of the Technical Advisory Committee (TAC) met on July 20 to review the Bicycle and Pedestrian project recommendations and develop a draft initial recommendation of Added Capacity, Operational, Transit, Bicycle and Pedestrian, and CMAQ projects. Agency priorities, project readiness, technical scores, and public input were taken into account. At their meeting on August 6, the TAC unanimously recommended their initial list of projects, which was forwarded to the Executive Committee for its consideration. The Executive Committee met on August 10, discussed and ultimately unanimously recommended the slate of projects, as presented, for TPB consideration. The draft presentation and list of recommended projects is attached.

A motion to approve a list of projects for STBG, CMAQ and TA funding in the FY 2023-2026 Transportation Improvement Program.

Purpose

The purpose of this agenda item is to receive a presentation on public input collected in June 2021 in support of the development of the FY 2023-2026 Transportation Improvement Program (TIP) and Metropolitan Transportation Plan (MTP).

Issue

AAMPO collected public input throughout June 2021 online at www.alamoareampo.org/yourmove and in person at numerous locations around the community. Feedback is being used to support the development of the FY 2023-2026 TIP and the MTP, known as Mobility 2050. A presentation will be provided at your meeting to summarize input received and potential next steps. The draft presentation is attached.

How is inputused?

• Selected projects will be added to the MPO's short-range transportation plan (TIP), now under development for fiscal years 2023 through 2026.
