Guidelines for School Principals & Teachers for the UHSK Palistahan (March 11-22, 2013)

PALISTAHAN ADVISORY

The GMA Kapuso Foundation recognizes that for poor parents, provision of school supplies for their children is an additional burden. Thus, the GMAKF came up with the Unang Hakbang Sa Kinabukasan (UHSK) project, where backpacks complete with school supplies are given to Grade 1 pupils.

To avail of these UHSK bags, an early PALISTAHAN is conducted for parents to enlist their children who are eligible for Grade 1 by June 2013.

Through the PALISTAHAN, the parents are encouraged to take time to enlist their children and free themselves from worry come school opening.

The UHSK Palistahan is an important activity that will determine the number of pupils that will be given backpacks with supplies. The GMAKF needs time to pack and prepare these items. Thus, only the number of pupils enlisted in the Palistahan will be given UHSK bags. It will strictly follow the 'no stub, no bag' policy during the actual date of distribution by the GMAKF Team.

The School Principal/ Teachers are requested to announce the PALISTAHAN and advise its importance to the parents. Parents who have not enlisted must not expect to receive UHSK backpacks during the distribution.

After Palistahan:

1. Review the registration forms and ensure that all have been duly filled up. Tally the number of released UHSK stubs with the number of registrants.

2. Reproduce copies of the Registration Forms for sending to GMAKF. All Registration Forms should be submitted to the GMAKF by April 5, 2013.

3. File the original Registration Forms at the Principal's Office and retrieve during GMAKFs Distribution of UHSK bags as this will serve as masterlist.

4. The GMAKF will only prepare the actual number of bags based on the data submitted. Teachers should be reminded that only those in the masterlist will receive UHSK bags.

5. Advance information should be registered to the GMAKF on any concern about the Palistahan, for ex. delay on submission of registration forms, inconsistent tally of stubs & registration forms, etc., so that this can be immediately addressed.

6. The GMAKF will coordinate with the School Heads on the actual date of distribution of the UHSK backpacks.

UNANG HAKBANG SA KINABUKASAN 2013 Guidelines for Distribution

Upon arrival to the Distribution Site, the Team Leader immediately coordinates with the Principal/Head Teacher on the project recipients.

2. The Palistahan List should be reviewed to ensure that the number of pupils registered matches the number of UHSK bags prepared.

3. It can be expected that there will be additional enrollees not covered by the Palistahan. The Principal/Teacher may request that their additional enrollees be covered. In this case, the Team Leader should reiterate the policy that was registered during the Palistahan process (no stub, no bag) and this should be complied with.

a. Information on the Palistahan was disseminated and parents were encouraged to have their children listed in advance. It should be emphasized that it was GMAKF's intention for parents to take responsibility in having their children registered. Thus, GMAKF will put value on the efforts of parents who took time to participate in the Palistahan.

b. Only those listed in the Palistahan will receive UHSK bags. The issued stubs should be presented on the actual distribution.

*In the event that there is a case of lost stubs, the Palistahan Masterlist can serve as reference. The Teacher In-Charge should also validate identity of pupil. *Each GMAKF Team has a few buffer bags intended as back up in the event of one sack with less than 15 bags and for replacement of a damaged backpack or backpack with incomplete supplies

Unused buffer bags will have to be returned especially those who will travel by land. Consideration may be given especially for teams on plane travel to have their unused buffer bags distributed to deserving indigent pupils. Additional recipients should be noted in the Palistahan list and duly signed by the Parent or Teacher. All buffer bags that will be distributed should be properly accounted.

4. All concerns should be settled with the Principal and the Grade 1 Teachers before actual distribution takes place. It is the responsibility of the Principal/School Head to explain to the parents the Palistahan policy which was registered early on by GMAKF.

5. The Teachers should organize the recipients prior to the distribution. Only the registered Grade 1 pupils will fall in line holding their claim stubs. Parents/Guardians should not fall in line, as well as the other Grade 1 pupils who were not registered to avoid confusion and disorder. *Make sure that the Teachers have their list and validate the identity of the pupils lined up. *principal/Teacher should already notify the Team Leader if there are absent recipients, or those who will not pursue enrollment, among others. This is in order to determine the number of bags that will be released for distribution. The UHSK bags which the GMAKF Team Leader will endorse to absentees should be properly acknowledged by the Teachers In-Charge by signing in a receiving form.

6. The GMAKF team will only start the distribution proper once everything has been settled. At any point, The GMAKF Team Leader may decide to halt the distribution if there is disorder or refusal for the parents to cooperate in the process.

7. After all the bags have been distributed, the GMAKF Team Leader will have the Principal/Head Teacher sign the UHSK Certificate of Acceptance Form.
