MEMORANDUM FOR Army National Guard (ARNG) Recruiting and Retention Force(RAF)

SUBJECT: SMOM 19-012, Strength Maintenance Training Center (SMTC} CoursePrerequisites

1. References. A complete list of references is in enclosure 1.

2. SMOM 18-071 is rescinded.

3. Coordination. The SMTC will provide all students registered within the Army TrainingRequirements and Resource System (ATRRS) detailed content pertaining to in­processing and completing any interactive multimedia instruction (IMI) requirementswithin 30 days of the course start date. 4. Recruiting and Training Cadre Suitability.

a. Effective 8 Nov 18, all students attending a course requiring suitability approvalmust meet the suitability requirements identified in Army Directive (AD) 2018-16 (Suitability Criteria for Military Personnel in Specified Positions). Students must reporton day one with a memorandum signed by the Recruiting and Retention Commander(RAC) stating the Soldier has met suitability screening criteria as outlined in AD 2018-16.

b. Effective 7 Jun 19, all students attending a course requiring suitability approvalmust meet suitability requirements identified by SMOM 19-009 (Recruiting and TrainingCadre Suitability). 5. 805B-ASIV7, ARNG MEPS Guidance Counselor (GC) Course.

a•. Purpose: This course is required before awarding of additional skill identifier(ASI) V7. The course provides newly assigned or selected for assignment ARNG MEPS GCs with knowledge, skills, and techniques to perform successfully.

b. Prerequisites: ARNG Soldiers in the rank of SSG through MSG and have been awarded the MOS 79T. All personnel attending the MEPS GC course must complete a minimum of ten working days of training at MEPS prior to attendance. The training will focus on using the US MEPS Integrated Reservation System (MIRS), Guidance Counselors Resource Center (GCRc), Recruit Quota System (REQUEST), and quality control of enlistment packets.

(1) The Recruiting and Retention Battalion (RRB) Operations SGM will complete the SMTC Form 1136 (MEPS Pre-Execution Checklist), verifying the ten day training requirement has been completed. Soldiers must provide the SMTC Form 1136 and a memorandum from the RRC substantiating the ten day training requirement. No waiver authorized.

(2) Course attendance is required within six months of assignment or first available.

c. Target audience: ARNG Soldiers in the rank of SSG through MSG. Department of the Army Civilians (DACs) in the grade of GS-6 through GS-12 and selected to fill a TOA position of ARNG MEPS GC are eligible to attend this course. No waiver authorized.

d. Length: This course is scheduled for two weeks.

e. Recruiting and Training Cadre Suitability: See paragraph 4 for guidance.

f. APFT: Soldiers attending ARNG MEPS GC Course are required to pass an APFT as a graduation requirement. Soldiers who fail the APFT will be administered one retest. Soldiers who fail the retest will be dis-enrolled from the course and returned to their State. Soldiers dis-enrolled under this paragraph will be issued an Academic Evaluation Report (DA Form 1059) that reflects "Failed to Achieve Course Standard".

g. Height and Weight Standards: Soldiers will be screened IAW AR 600-9 on day one. Soldiers who fail to meet the body composition standards of AR 600-9 will be administered one re-screening. Soldiers who subsequently fail to meet the body composition standards will be dis-enrolled from the course under the same guidance as subparagraph d.

6. 805B-F03, ARNG Liaison/lADT Manager Course.

a. Purpose: To provide ARNG and USAR Soldiers with the knowledge, skills, and techniques to perform as a Liaison (LNO)/IADT Manager.

b. Prerequisites: All personnel attending this course must be assigned, or selected for assignment, as an ARNG/USAR Liaison NCO (LNO) or State IAOT Manager. ARNG Soldiers must have been awarded the MOS 79T. Exceptions may be considered on a case-by-case basis. State IAOT Managers not assigned to MOS 79T TOA positions are exempt from training requirements but are encouraged to complete this course.

c. Target audience: ARNG and USAA Soldiers, currently assigned or selected for assignment as ARNG/USAR TRAOOC LNO or State IAOT Managers.

d. Length: This course is scheduled for two weeks.

7. 805B-F16, ARNG Recruiting and Retention Automation NCO Course.

a. Purpose: This course provides newly assigned or selected for assignment RRB Information System Specialists with knowledge, skills and techniques to perform successfully. Additionally, this course allows Information System Specialists to maintain their current information security certifications.

b. Prerequisites: ARNG Soldier, SGT or above, qualified in the MOS 258 or 79T, assigned or selected for assignment to TOA position of ARNG Recruiting and Retention Information System Specialist. Soldiers must have been appointed IATA or IATII for the RRB, granted ARISS accounts as a state operations-level user, assigned correct roles in IMS and HSS, completed the Cyber Security Fundamentals Certification Course, and be CompTIA Security+ preparation course compliant. The RRC may submit a request for an Exception to Policy (ETP) for Soldiers in the rank of SPC/CPL, or who do not meet MOS requirements. Only one ETP may be submitted per Soldier.

c. Target Audience: ARNG Soldiers, SGT through MSG currently assigned or selected to perform ARNG Recruiting and Retention Information System Specialist duties.

8. 805B-F17, ARNG Officer Strength Manager (OSM) Course.

a. Purpose: This course provides newly assigned or selected for assignment ARNG Officer and Warrant Officer Strength Managers with knowledge, skills and techniques to perform successfully.

b. Prerequisites: ARNG enlisted Soldiers, SGT through MSG and qualified in MOS 79T. No waiver authorized. ARNG Officers and Warrant Officers are branch immaterial and are not required to have held the MOS 79T.

9. 805B-F20, ARNG Recruit Sustainment Program (RSP) Cadre.

a. Purpose: This course provides newly assigned or selected for assignment ARNG Recruit Sustainment Program (RSP) Cadre with knowledge, skills and techniques to perform successfully.

b. Prerequisites: ARNG Soldiers, SPC or above assigned or selected for assignment as RSP Cadre.

c. Target audience: ARNG Soldiers, SPC or above currently serving in, or selected for RSP Cadre duties.

d. Length: This course is scheduled for two weeks.

e. Recruiting and Training Cadre Suitability: See paragraph 4 for guidance.

f. Height and Weight Standards: Soldiers will be screened IAW AR 600-9 on day one. Soldiers who do not meet screening requirements will only be enrolled if the recommended weight loss can be obtained within seven days. IAW AR 600-9, para 3-9, monthly weight loss of 3 to 8 pounds or 1 percent of body fat is considered to be safe and attainable. Soldiers exceeding authorized body fat and weight will only be authorized to enroll in the course if they are within 8 pounds or no more than 1 percent. Soldiers who fail to meet this standard during their second screening will be dis-enrolled under the same guidance of the APFT failure. Soldiers will be rescreened on a date determined by the course manager.

10. 8058-F21, ARNG Recruiting Pre-Command

a. Purpose: This course provides newly assigned or selected for assignment Recruiting and Retention Battalion (RRB) leadership with the knowledge, skills and techniques to perform successfully.

b. Prerequisites: ARNG Officers in the ranks of MAJ and L TC, must be assigned or selected for assignment as the Recruiting and Retention Battalion (RRC) or RRB XO. ARNG enlisted AGR Soldiers in the rank of MSG through CSM must have been awarded the MOS 79T, the Expert Recruiting and Retention Badge and be assigned or

selected for assignment as RRB CSM/SGM or RRB Operations SGM. No waiver authorized.

c. Target Audience: ARNG enlisted and officer personnel currently serving in or selected for RRB leadership duties.

d. Length: This course is scheduled for one week.

11. 805B-F24, ARNG Unit Retention NCO (URNCO) Course.

a. Purpose: This course provides ARNG enlisted Soldiers with specialized skills, knowledge and techniques required to perform the duties of ARNG URNCO and Career Counselor (Battalion/Unit/Forward Deployed) . This course trains and prepares Soldiers in the ARNG with the ability to assist commanders by providing retention and attrition management focus within the unit. Soldiers assigned this additional duty will work directly with 79T RRNCOs in support of the ARNG Strength Maintenance (SM) mission.

b. Prerequisites: ARNG enlisted Soldiers, SPC/CPL who have completed the Basic Leader Course and SGT through MSG/1 SG. All Soldiers are required to have an additional duty appointment memorandum that identifies the Soldier as the URNCO or Career Counselor (Battalion/Unit/Forward Deployed) (see enclosure 2). Soldiers are required to attend this training within six months of being assigned this additional duty or first available. All Soldiers scheduled to attend this training will have unit level or higher access to the Directors Personnel Readiness Overview (DPRO) and Retention Management System (RMS) within 72 hours of reporting and maintain access for the duration of assignment as the URNCO. Access to these systems are requested at the SMMS or G1 Portal. Access is to be granted by the Soldier's home state. No waiver authorized.

c. Target Audience: ARNG Soldiers, SGT or above, assigned the additional duty of a URNCO or Career Counselor (Battalion/Unit/Forward Deployed).

d. Length: This course is scheduled for two weeks.

12. 80SB-F31, ARNG Recruiting Company Pre-Command.

a. Purpose: This course provides newly assigned or selected for assignment Recruiting and Retention Company leadership with the knowledge, skills and techniques to perform successfully. This course not designed for the RRB leadership team.

b. Prerequisites: ARNG enlisted and officer personnel currently assigned or selected for assignment to perform company leadership duties. ARNG Officers in the

ARNG enlisted Soldiers in the rank of MSG/1 SG, must be assigned or selected for assignment as Recruiting and Retention Company First Sergeant or area NCOIC/RRSC, have been awarded MOS 79T and the Expert Recruiting and Retention Badge. No waiver authorized.

c. Target Audience: ARNG Recruiting and Retention Company Commander, XO, 1 SG, or NCOIC/RRSC.

d. Length: This course is scheduled for two weeks.

e. Recruiting and Training Cadre Suitability: See paragraph 4 for guidance.

13. 805B-F34, ARNG Marketing and Advertising NCO.

a. Purpose: This course provides newly assigned or selected for assignment ARNG Marketing and Advertising NCOs with the knowledge, skills and technical expertise required to support the three tenets of the ARNG SM mission.

b. Prerequisites: ARNG Soldiers in the rank of SGT through MSG and Department of Army Civilians (DAC) assigned or selected for assignment to a Marketing and Advertising or Marketing and Education Outreach TOA position. Contractors who are currently serving in an ARNG Marketing or Advertising position are eligible to attend this course. Students must complete fiscal law training prior to attending this course. Proof of completion will be required prior to the start of the course.

c. Target Audience: ARNG Soldiers, SGT through MSG or DAC, and contractors serving within the RRB.

d. Length: This course is scheduled for two weeks.

14. 805B-79T40-C46, Recruiting and Retention NCO (RRNCO) Senior Leader Course.

a. Purpose: This course will prepare newly selected ARB Soldiers to serve in positions of greater influence and responsibility within the ARNG Recruiting and Retention Force.

b. Prerequisites:

(1) ARNG Soldier, SSG or SFC and hold PMOS 79T.

(2) Be a graduate of Advanced Leader Course (ALC), 79T Conversion Course orcompleted the 79T Conversion process, at least six months prior to attending SLC.

(3) Completed Structured Self Development 3 (SSD3) prior to day one of thecourse.

(4) Soldiers who are over age 40 must have a PHA conducted within one year ofreporting to the course.

c. Length: This course is scheduled for three weeks.

d. APFT: Soldiers attending RRNCO SLC are required to pass an APFT as agraduation requirement. Soldiers who fail the APFT will be administered one retest.Soldiers who fail the retest will be dis-enrolled from the course and returned to their State.
