Minutes Chair Holt indicated the TPS Summary Minutes of March 17, 2017 were included in the July TPS Agenda. He asked for corrections or amendments to the minutes. Hearing none, Mr. Tim Cross Moved to approve the minutes as written; seconded by Ms. Carolyn Murphy. The Motion Carried.

Application Cycles for Various Project Selection Processes Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, stated that on December 7, 2016, the Commonwealth Transportation Board (CTB) approved a resolution that changed the application cycles for certain funding programs/ project selection processes. The following project selection processes will continue to be conducted annually:

• State of Good Repair (SGR) Program • Regional Surface Transportation Program (RSTP) • Congestion Mitigation and Air Quality Improvement Program (CMAQ) • Highway Safety Improvement Program (HSIP)

The following project selection processes will be conducted in even-numbered years:

• High Priority Project Program (SMART SCALE) • District Grants Program (SMART SCALE)

The following project selection processes will be conducted in odd-numbered years:

• Revenue Sharing Program • Transportation Alternatives (TA) Set-Aside

Allocating RSTP Reserve Funds

Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, reported that as a result of excess RSTP funding on a completed project being returned to the HRTPO RSTP Reserve Account, there is currently $674,656 in FY 2012 funds available to allocate to a current RSTP project. He stated that the funds may be allocated to cover a cost overrun or to possibly advance a project or phase that is ready to proceed but waiting for needed funding. Mr. Kimbrel asked members to review current RSTP projects and notify him by August 4, 2017, of any projects that could benefit by allocation of all or part of the available FY 2012 funding. Ms. Jamie Oliver indicated that Isle of Wight will be requesting RSTP funds for an overage of $117,000 on Turner Drive, an existing project.

Mr. Phil Pullen commented that Virginia Beach planned to request RSTP funds for approximately $500,000 on an existing project. Mr. Josh Moore noted that WATA will request approximately $90,000 in RSTP funds for an update on its Transit Development Plan, an existing project. Mr. Kimbrel asked for these requests and any others in writing by COB Friday, August 4, 2017. 2017 CMAQ/RSTP Project Selection Process Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, stated that HRTPO staff provided an overview and timeline for the 2017 CMAQ/RSTP Project Selection Process during the TTAC meeting on June 7, 2017, noting that this year’s process will focus on the allocation of FY 2024 funds. Although that presentation provided figures for estimated available funding for FY 2024 of $14,243,448 for CMAQ and $35,645,134 for RSTP, Mr. Kimbrel noted that there are significant “penciled in” allocations of FY 2024 funds associated with previously-approved projects which will limit the amount of funding available for new projects. The following two tables depict the “penciled in” allocations for FY 2024 CMAQ/RSTP funds associated with previously approved projects.

Mr. Kimbrel stated that TPS members need to review their applicable CMAQ and RSTP projects to determine whether the “penciled in” requests for FY 2024 funding are still valid or need to be changed and notify him in writing to confirm the continued need or to update the needed amounts for FY 2024. He noted that HRTPO staff advocates for leaving some reserves as the marks may go down and, therefore, funding may need to be adjusted. Mr. Rob Lewis suggested that no new CMAQ/RSTP applications be accepted this year and that the current remaining funds be held in reserve. Mr. Phil Pullen indicated that Virginia Beach will more than likely free up approximately $4 – $5 million on its Elbow Road project; however, he agreed with Mr. Lewis. Mr. Bryan Stilley suggested that TPS members confirm their project figures, inform HRTPO staff, and then determine whether another TPS meeting is needed. Mr. Josh Moore Moved to recommended that no applications be submitted this year for FY 2024 funding for CMAQ/RSTP projects unless HRTPO staff determines, once they receive FY 2024 funding confirmation from the localities and agencies, that there is a significant amount that can be allocated; seconded by Mr. Bryan Stilley. The Motion Carried. The Subcommittee requested another meeting on Friday, July 28, 2017 at 10:30 a.m. to review the figures for FY 2024 available funds after the “penciled in” requests are updated. Mr. Mike Kimbrel stated that HRTPO staff must receive confirmation, in writing, of FY 2024 CMAQ/RSTP “penciled in” requests from the localities and agencies by COB Wednesday, July 26, 2017 in order to have the updated information ready for the July 28th meeting.

RSTP Project Evaluation Methodologies Mr. John Mihaly, HRTPO Transportation Analyst II, reported that during the TPS meeting of February 19, 2016, the Subcommittee voted to use the HRTPO Project Prioritization Tool to evaluate highway-type RSTP projects and to continue to use the previous RSTP methodologies to evaluate non-highway RSTP projects, since the Prioritization Tool is not currently capable of evaluating most non-highway type projects. During the TPS meeting of October 28, 2016, HRTPO staff reported that during the evaluation of RSTP projects it was determined that the Prioritization Tool could not be consistently used to evaluate all of the highway-type projects proposals because the Tool does not currently apply the Economic Vitality component for some projects types and, therefore, the scores for such projects cannot be directly compared to the scores for the other projects. Following discussion, the TPS requested that HRTPO staff review the most recent 10 years of project selection and allocations and provide some statistics that may be helpful in making a decision regarding RSTP project evaluation methodologies. During the TPS meeting of March 17, 2017, HRTPO staff presented the findings of a review of the most recent 10 years of project selection and allocations and provided some statistics to assist the TPS in making a decision regarding RSTP project evaluation methodologies. Following discussion, the TPS requested that HRTPO staff compare ranks of the RSTP Highway-Type project evaluated during the 2016 CMAQ/RSTP Project Selection Process to the following:

• Projects ranked using the Prioritization Tool, excluding the Economic Vitality component

• Projects ranked using the scores from the Prioritization Tool divided by the

maximum possible score for each project type

Mr. Mihaly stated the table below depicts each project’s change in ranking after scoring the projects without using the Economic Vitality Score. Highway Projects: Utilizing HRTPO Prioritization Tool (300 points max)

He stated that the LRTP Subcommittee Working Group is currently working on an update to the Prioritization Tool and one of the improvements under consideration is the potential use of a more complete incorporation of RSTP/CMAQ as an evaluation criterion. He commented that the goal of the Working Group is to complete this process within a six month timeframe. Mr. Kimbrel noted that HRTPO staff recommends that the Economic Vitality component remain in the scoring process. Mr. Phil Pullen Moved to continue the use of the HRTPO Project Prioritization Tool to evaluate highway-type RSTP projects that can be evaluated with the Tool and use the previous RSTP methodology to evaluate highway-type RSTP projects that cannot currently by evaluated with the Tool; seconded by Mr. Josh Moore. The Motion Carried. Old/New Business There was no Old/New business. Adjournment There being no more business before the Hampton Roads Transportation Programming Subcommittee, the meeting was adjourned at 10:20 a.m.

AGENDA ITEM #5: COST ESTIMATE UPDATE FOR PEDESTRIAN IMPROVEMENTS ON ROUTE 1208 (GREATE ROAD) PROJECT (UPC 107414) IN GLOUCESTER COUNTY

The cost estimate provided in the CMAQ application for this project was $500,000 (original

CMAQ application attached), but when the project scope and cost estimate was refined for a SMART SCALE application, the total cost was changed to $2,120,000 (both cost estimates were provided by VDOT staff). The Gloucester Board of Supervisors approved transferring $1.2 million in past year Secondary System funds to the project. Taking into account the $65,000 FY23 CMAQ allocation the project received in last year’s project selection process, the funding gap is now $855,000 (instead of the total $435,000 penciled-in amount in FY24 and FY25). The County requests TPS recommended approval of the revised cost estimate for the project. Should the TPS recommend approval of the revised cost estimate, the County requests that, under Agenda Item 5, the penciled-in figures for FY24 and FY25 be changed to $855,000 and zero, respectively. Ms. Joyce McGowan, VDOT Saluda Residency Administrator, will be in attendance to answer questions about the project. HRTPO staff reevaluated the project using the revised cost estimate and determined the project still would have scored well enough to receive an FY23 allocation during last year’s project selection process.

Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, will brief the TPS on this item. Attachment 5 RECOMMENDED ACTION:

Pedestrian Improvements on Rte 1208 Greate Road and Greate Road West from Intersection of Rte 17 George Washington Memorial Highway 0.04 miles east to the intersection of Greate West and Great Road, and south along Greate Road 0.6 miles south of Intersection of Rte 1240 Camp Okee Drive and Rte 1208 Greate Road to Gloucester Point Beach and Public Boat Ramp. Provide pedestrian improvements on adjacent side roads (1202 and 1206) to connect to sidewalks being installed along north bound U.S. Route 17 (UPC 100626) and a pedestrian crossing to provide a safe connection from the beach and VIMS to the overflow parking lot on the west side of Greate Road .

Description of Project: (Please provide a brief description of the scope of the project.) Pedestrian Improvements on Rte 1208 Greate Road and adjacent sideroads connecting to sidewalks currently being planned along Route 17 northbound to provide safe, functional pedestrian network that, in conjunction with the existing road network, internally connects the neighborhoods to existing and planned commercial, community and recreational desinations and amenities within the designated Gloucester Point-Hayes Village (Urban) Development Area.

Project Need: (Please provide the need for and benefit to be derived from the project, including the impact on air quality.) The Gloucester Point/Hayes area is a well established community located at the southern tip of Gloucester County just north of the Coleman Bridge. The sub-area plan that was developed for the community stresses the presence of a village environment; however the area currently lacks sidewalks and non-motorized connectivitly. Gloucester Point Beach, fishing pier and boat ramp, Tyndall Park and

VIMS (Virginia Institute of Marine Sciences) are amenities that residents and visitors regularly frequent. The Post Office and several small restail establishments are also located within close proximity to established neighborhoods and multi-family dwellings. Due to the lack of sidewalks, and the safety they provide, residents tend to use motor vehicles for transportation to these nearby amenities.

The Gloucester Point/Hayes Village Area Development Plan (http://www.gloucesterva.info/Portals/0/planning/documents/Projects/GPH-FinalPlan-Web.pdf) was adopted by the Board of Supervisors in October 2011 after substantial public input. Three of the seven total goals in the plan focus on the creation of a pedestrian-environment that facilitates and encourages alternative modes of transportation such as walking, jogging, and biking. Creating a more pedestrian-friendly atmosphere would encourage and enable nearby residents to take alternative, non-motorized forms of transportation to take advantage of nearby services mentioned above and reduce congestion from local traffic on Route 17 and adjacent secondary roads. This project works toward creating a safe, functional pedestrian network in conjunction with the existing road network, and internally connects nearby neighborhoods.

Creating such a pedestrian network by creating sidewalks along and to Greate Road will accomplish the goals established in the Gloucester Point/Hayes Village Area Development Plan. Furthermore, this project will reduce the number of local motorized vehicle trips in the area and will make a considerable difference in safety for local residents.

HRTPO Transportation Programming Subcommittee Meeting – July 28, 2017

AGENDA ITEM #6: 2017 CMAQ/RSTP PROJECT SELECTION PROCESS During the TPS meeting of July 21, 2017, HRTPO staff presented tables showing previously-approved CMAQ and RSTP projects with “penciled-in” funding requests for FY24. The tables showed that if all of the penciled-in requests were funding in FY24, there would be a total of $2.4 million remaining to allocate to new CMAQ and/or RSTP projects. Some TPS members suggested that rather than going to the effort (and possible expense) to prepare applications for new projects, it might be better to put the remaining funds into the CMAQ and RSTP reserve accounts and not accept applications for new projects this year.

The TPS requested that HRTPO staff verify the amounts of the penciled-in FY24 requests still needed to determine whether the amounts available to allocate to new projects may be larger than shown in the tables. The TPS also requested another TPS meeting be held on Friday, July 28, 2017 to update the members on this information so the TPS can decide whether to recommend that no new applications be accepted this year.

Mr. Mike Kimbrel, HRTPO Principal Transportation Engineer, will brief the TPS on

this item.

RECOMMENDED ACTION:

TPS to determine whether to recommend that no new CMAQ/RSTP applications be accepted this year.
