PROJECT 1: IDAHO WORLD TRADE CENTER 9/11 MEMORIAL ACTION REQUIRED: Review and approve or deny request for acceptance of the design

chosen by the selection panel for the Idaho World Trade Center 9/11 Memorial.

RECOMMENDATION: Staff, Selection Panel, Arts & History Commission, Parks and

Recreation Commission, Chief Doan and Chief Masterson recommend approval of design.

FISCAL IMPACT/BUDGET IMPLICATIONS: There is no new fiscal impact from these

decisions. It is an allocation of existing budget from Percent for Art ($25,000) and Boise Fire

Department ($5,000).

BACKGROUND: In 2011 the Idaho Fallen Firefighter Foundation and Boise Fire Department spearheaded the acquisition of a ten foot beam from the World Trade Center (WTC) to be the centerpiece of a memorial in Boise to honor specifically emergency responders lost on 9/11. Steel from the WTC is being incorporated into memorials across the country in every state. The Port Authority of New York and New Jersey houses the remaining steel from the site and is the authority that releases it solely for use in memorials.

The intended site for the memorial is in Boise’s Riverside Park, where Idaho’s Fallen Firefighter Memorial is located. To determine the design of the memorial Boise City is partnering with the Idaho-Montana Chapter of the American Society of Landscape Architects to host a design competition among Idaho landscape architects. All submitted concept designs were featured in a week-long exhibition, where public comments were received. A stakeholder selection panel reviewed and selected the winning design. Panel Members are: Maryanne Jordan/City Council, Annette Reed/Boise Fire Department, William Bones/Police, Maggie Frole Spurling/Parks & Recreation Commission, Toby Norton/Parks Staff, Alecia Baker/Arts & History Commissioner.

The winning landscape architect will receive the contract to create the construction drawings and a stipend. Boise City Parks & Recreation staff will do the bidding, award public contract for construction and oversee construction with input from winning designer. The memorial will be bid publicly in May built in June-August, and be formally dedicated on September 11, 2012.

Selection Panel Recommendations Are: First Place: Proposal 6 - Jensen Belts Associates, Refinerii, Lochsa Engineering, Blake

Trailers & Fabrication Second Place: Proposal 9 - Beck and Baird Landscape Architects, Keller and Associates,

Benjin Third Place: Proposal 3 - Daland LLC See winning proposal attached.

PROJECT 2: 9th AND RIVER MOSAIC WALL ACTION REQUIRED: Review and approve or reject artist’s concept design. RECOMMENDATION: Arts & History Commission and staff recommend approval of the concept designs direction of the mosaic wall and related traffic box. FISCAL IMPACT/BUDGET IMPLICATIONS: Funds are already fully budgeted for this project at $18,000 from Capital City Development Corporation (CCDC). The final mosaic wall will be owned by the City of Boise. Project Purpose: The purpose of this project is to visually shield the parking lot at the corner of 9th and River and indicate investment and cultural amenities in this neighborhood, part of the Cultural District. Boise City owns the corner building behind, which is being occupied by Biomark. Proposal Description: “Botanica” by Boise artist Anna Webb This work has a monochromatic color palette, which reflects the current direction of artist Anna Webb’s mosaic work (see work sample below). The overall design (see next page) is a contemporary interpretation inspired by the palette and motifs of classical Roman mosaics. Natural vines are in keeping with the landscape of the area. The simplicity of the design is a nod to the industrial nature of the refurbished Biomark warehouse on the site. The artist will integrate more complexity in the design patterns, similar to compositional elements in her past work seen on the traffic box, as she makes the mosaic. PROJECT 3: BOISE VISUAL CHRONICLE COLLECTION PURCHASE RECOMMENDATIONS ACTION REQUIRED: Review and approve or deny request for acceptance for new

purchases to add artwork to the Boise Visual Chronicle Collection

BACKGROUND: The Boise Visual Chronicle is a collection of over ninety artworks by more than forty

Idaho artists that reflect the diverse expression and concerns of artists responding to life in

Boise. All works are on public view in several locations including Boise Centre Convention

Center, Boise City Hall, Capital City Development Corporation’s offices and the Boise

Airport. From February – May 2012 thirty works are on view at the Idaho State Capitol.

New works are purchased for the collection biennially. In FY12 Boise City allocated

$20,000 to the purchase of new works from the Percent for Art program. Arts & History

released a public call to artists. 48 Idaho artists applied.

RECOMMENDATIONS:

The Selection Panel, made up of representatives from the Arts & History

Commission, Visual Arts Advisory Committee, Boise Art Museum, and the Community,

chose twenty four works by twelve artists for purchase. Please see the attached list and

images of artwork.
