Purpose of the Melbury Abbas and Cann Neighbourhood Plan & Questionnaire
The group parish of Melbury Abbas and Cann together make up an outstanding combination of landscape and history. Melbury Abbas and Cann are delightful rural communities facing the challenges of the 21st century.
Under the Localism Act 2011, parish and town councils can develop a Neighbourhood Plan to complement their area’s Local Plan and other national policies, so a plan is in place to reflect community priorities.
An application by the Melbury Abbas and Cann Parish Council to North Dorset District Council requesting designation as separate ‘Neighbourhood Area’ was approved in November 2017. Previously we were working with Shaftesbury to develop a joint Neighbourhood Plan. However, the Neighbourhood Plan steering group felt the more rural issues that are important to our community were lost and a separate designation was sought. For a map of our approved designation please see page 16 of this questionnaire.
As such, it is sensible to survey our community again since the last survey in 2014 was carried out in conjunction with Shaftesbury, which overlooked some of these rural aspects. This is the principle reason for having a separate and more specific plan of our own.
The Melbury Abbas and Cann Neighbourhood Plan 2018-2031 (MA&CNP 2031) intends to work with the various elements of that mix to take our communities forward whilst celebrating and protecting the most important aspects of that landscape and heritage.
MA&CNP 2031 will create local planning guidelines with sustainability at their heart. These will focus on economic, social and environmental aspects that underpin a viable and sustainable community. Based on a theme of sustainable development, our overall approach is to create a forward-looking vision for the parishes that delivers an environment where people want to live, work, invest and visit.
MA&CNP 2031 belongs to the community that lives and works in the parish of Melbury Abbas and Cann. Once adopted, following consultation, a referendum and examination by an independent inspector, the plan will become part of the statutory planning framework.
Your input will be crucial to the plan’s validity and longevity and ensure the needs of the community are the basis of the plan. Please help us to make it relevant, forward thinking and effective by filling in this questionnaire. It should take approximately 15-20 minutes to complete.
We also want to hear from you if you have skills and knowledge of planning or a deep desire and plenty of energy to shape the future. We have a role for you that will suit the time you can give, please leave your details at the end of this questionnaire if you are interested in getting involved.
This is the online version of the questionnaire. This is a 'fillable form' where you can complete your responses electronically and submit your form using the 'submit my questionnaire' button on page 15 of this questionnaire. Alternatively you can complete and save your form and return to [email protected] or [email protected]. Rest assured, your data will besecurely stored in line with the Data Protection Act.
If you wish your responses to remain anonymous then please complete a printed copy, these will be distributed by a team of local volunteers in January 2018 and will be collected late January/early February (check your distributed printed copy for more detail).

1 Under the National Planning Policy Framework (NPPF, para 76), Local Green Spaces (LGS) are defined as spaces that are important to a community that should be protected from development. For instance, areas with recreational functions or as spaces for natural beauty and tranquility. However, there are stringent conditions on the types of land and their extent that can qualify as LGS designation; they cannot be extensive tracts of land or part of the open countryside, they should be close to the community it serves, and demonstrate special characteristics for the local community, such as recreational, tranquillity, wildlife, beauty, historic functions.
