MELBOURNE METRO RAIL PROJECT ENVIRONMENT EFFECTS STATEMENT INQUIRY AND ADVISORY COMMITTEE

MMRA TECHNICAL NOTE

TECHNICAL NOTE NUMBER: 002

DATE: 26/07/2016

PRECINCT: Precinct 5 - Parkville Station EES/MAP BOOK REFERENCE: Page 41 of Appendix B to the Transport Impact Assessment (Technical Appendix D to the EES). SUBJECT: Public Off-Street Parking Facilities within the Parkville Precinct Response to item 2 of the IAC request for information dated 13 July 2016. NOTE: 1. Page 41 of Appendix B to the Transport Impact Assessment (TIA) made reference to the locations of major public car parks in Parkville as follows:

“There are a number of public off-street car parking facilities that service land uses within the study area (Figure 5-15 shows the location of the major public car parks). These parking facilities range in size from small off-street facilities containing less than 50 spaces to significantly larger multi-deck parking facilities containing over 1000 spaces. In total, there are approximately 5,600 public off-street parking spaces within the study area with the greatest number located on the Melbourne University central campus.” 2. However Figure 5-15 was not included in the TIA documents. 3. Figure 5-15 is attached to this Technical Note. 4. The figure shows the location of the major carparks in the Parkville Station precinct and the surrounding areas. In the immediate vicinity of the Grattan Street closure there are around 2570 spaces in the Health Precinct west of Royal Parade, and 2100 spaces in Melbourne University and the University Square carpark south of Grattan Street. Additional carparks in the area exceed the 5,600 referenced in Appendix B to the TIA.

5. During construction, access will be maintained to the health precinct carparks. 6. Similarly, access to the 970 spaces on the Melbourne University campus will be retained at all times, though access from Gate 10 will be limited (from Grattan Street opposite University Square). Melbourne University has expressed a preference during consultation to remove vehicle access from this gate to prioritise pedestrian and bicycle access, both during and post construction as there is currently limited vehicular use of this gate. 7. The access to some of the car parks shown on Figure 5-15 may be affected by the construction works, largely due to the closure of Grattan Street to enable the construction of the Parkville station. The proposed temporary construction work sites around the Parkville Station are shown on Map 5 of the Map Book (Horizontal Alignment Plans). 8. The University Square Car Park has access via Bouverie Street and Berkeley Street, and will be affected at times due to the Grattan Street closure and the increased truck activity associated with the construction works. The EES anticipates no loss of car parking and plans to maintain two accesses to the University Square Car Park during construction. Drivers will need to arrive via Pelham Street when Grattan Street is closed. 9. The Melbourne University Royal Parade Car Park is accessed via Royal Parade, between Genetics Lane and Medical Road (beneath Kenneth Myer Building), several hundred metres north of Grattan Street. This access will be largely unaffected by the works. 10. The parking on the main campus is spread across the southern education precinct and the northern residential colleges with multiple access points to small off-street carparks, most of which have restricted access. The only access that would be directly affected by the construction works is the access from Grattan Street near University Square that will be ‘pedestrianised’ in consultation with the University as discussed in point 6 above.
