The Mekong Basin Disease Surveillance Foundation (MBDS), in collaboration with Ministry of Health Myanmar and together with Canada’s GPP organized the “Workshop for the Development of Biosafety Manual for Cross Border Coordinators” on 5 May 2016 in Yangon, Myanmar. MBDS is a self-organized sub-regional network among six Mekong Basin countries (and provinces of China), including Cambodia, Yunnan (and, since 2006, Guangxi) provinces of China, Lao PDR, Myanmar, Thailand and Vietnam to strengthen national and sub-regional capabilities in infectious disease surveillance and outbreak response, especially on 18 currently designated priority diseases, to rapidly and effectively control them. Deputy Director General Prof: Dr Htay Htay Tin, National Health Laboratory, Department of Medical Services, Ministry of Health and Sport of the Republic of Myanmar, is one of our focal points in Myanmar and is acting sharing her expertise to the expanding role of MBDS in the countries. The workshop offered the cross border officials to increase the knowledge for the field work and related stakeholders on the risk of the cross borders pathogens related with biosecurity and biosafety concern. In addition, the workshop facilitated discussion on the Biosafety issue in the

cross borders among stakeholders and building capacity for cross border coordinators. Other priority area such as raising awareness of the stakeholders in the risk of cross borders pathogens will also be explored.

This workshop was facilitated by Myanmar MoHS with participants from MBDS member countries. MBDS Secretariat provided economy airfare, local transportation, per diem and honorarium.

AGENDA

The workshop engaged MBDS member countries and laboratory, veterinary and public health experts for the development of biosafety manual for cross border coordinators. Representatives from the member countries proposed ideas, topics for the manual development and discussed on the content based on agreed topics.

PARTICIPANTS

Thirty-seven participants from five countries attended the workshop held at Summit Park View Hotel, Yangon, Myanmar. The participants profile vary from laboratory experts, public health personnel, cross border personnel from MBDS region.

MEETING REPORT

This document records the dynamic sharing of topics, ideas during the workshop through discussion format. MBDS and Ministry of Health personnel from MBDS member countries defined the plan for biosafety manual development for cross border coordinators. The pictures are uploaded in MBDS Facebook Page and the presentations are available on MBDS website.

The opening speech is given by Director General of Medical Research, Dr. Kyaw Zin Thant, from Ministry of Health, Myanmar.

Good morning, officials from MBDS office, participants from Cambodia, Laos, Thailand, Vietnam and Myanmar, officials from Ministry of Health, Ministry of Agriculture, Livestock and Irrigation, all distinguished guests, ladies and gentlemen.

It is my great pleasure to deliver an opening speech in this auspicious occasion of the opening ceremony of the workshop for the development of biosafety manual for cross border coordinators. The output of this one day meeting for the development of biosafety manual will be applied in cross border sites in Mekong Basin Region.

The Mekong Basin Disease Surveillance (MBDS) cooperation comprises of six countries, Cambodia, China (Yunnan and Guangxi Provinces), Laos, Myanmar, Thailand and Vietnam and

a growing number of development partners who together seek to reduce the morbidity and mortality caused by outbreak-prone diseases in the sub-region. MBDS countries have been working together since 2001 to build local capacity progressively, share information and cooperate in outbreak response and pandemic influenza preparedness. The MBDS structure and governance include the Executive Board (EB), comprised of a senior health officials from each member country to provide guidance and oversight; Country Coordinators (CCs), who provide operational oversight; and the MBDS Coordinator, who coordinates communications and operations and manages administrative elements.

All countries will implement all seven strategies and each country will also serve as lead strategy coordinator for one of the strategies. One of the key strategies of MBDS is to maintain and expand cross-border cooperation. I am very proud of Myanmar being a leading country on this biosafety and biosecurity issue of cross border cooperation.

The goal of cross border cooperation is to use this cross border cooperation as an important mechanism for effective and comprehensive disease prevention and control at key border areas. Experiences and lessons from SARS indicate that unprecedented worldwide cooperation led to a successful responses; therefore, multi-country outbreaks need effective cooperation and coordination.

MBDS has established cross border program that complements national and regional efforts.

We are expecting to develop draft of Biosafety Manual for cross border coordinators which will be applied in cross border sites in Mekong Basin Region as an outcome of this important workshop. I think Biosafety Manual for cross border coordinators will realize after a few months following this meeting.

On conclusion, we are so much grateful to Ministry of Health, MBDS office, all the participants and experts from Mekong Basin Region for successfully organizing of this important workshop for the development of biosafety manual for cross border coordinators. I would like to say that Ministry of Health will continuously cooperate and support for the success of this MBDS project in Myanmar and wish all of you have a nice stay in Myanmar. OBJECTIVES OF THE WORKSHOP

Professor Dr. Htay Htay Tin welcomed the participants and explained the expected output of the workshop “the development of biosafety manual for cross border coordinators”. She mentioned the two objectives of the workshop as follows:

1) To increase the knowledge for the field work and related stakeholders on the risk of the cross border pathogens related with biosecurity and biosafety concerns. This workshop

could also facilitate discussion on the Biosafety issue in the cross borders among stakeholders, building capacity for cross border coordinators.

2) The other objective is to raise the awareness of the stakeholders on the risk of the cross borders pathogens.

Dr. Tin also emphasized the importance of the meeting and point out the mixed participant profiles, cross border personnel, lab, vet would bring the success. This workshop could bring the expertise from all the participants, and identify the cross border sites and the focal persons in respective cross border sites.

The session is followed by group photo session and participants’ introduction. They all shared their experiences, acknowledged the importance of biosecurity and biosafety concerns and agreed to contribute to the development of the manual. With all the support from Canada’ Global Partnership Program, Ministry of Health Myanmar, and all the participants from member countries, the development of manual for cross border is not far-fetched.

The representative from Cambodia started sharing the background of biosafety in Cambodia. The current coordination mechanism on biosafety in Cambodia includes National Laboratory Biosafety Committee and Provincial Laboratory Biosafety Committee. Better collaboration is a key and identification of focal points for biosafety is of importance. He presented the proposed items for XB Biosafety Manual and emphasized the roles and responsibilities of focal points and pointed out the different level of infrastructure in terms of facilities in the region. Cambodia also shared the challenges they are facing in terms of biosafety.

Lao P.D.R

Dr. Phonekeo started with the importance of Biosafety and Biosecurity as mentioned in Global Health Security Agenda. The representative from Laos proposed to conduct the assessment of national biosafety and biosecurity system, and training and practices. She also shared having translated the WHO guideline into Laos language (3rd edition) and further proposed to established the regional Biosafety and Biosecurity network led by MBDS.

Dr. Ohnmar Lwin started her presentation by sharing the background situation of biosafety and biosecurity in Myanmar. The emerging microbial infection is a reality and constitutes a major public health challenge in the area of emerging diseases in Myanmar. National Health Laboratory (NHL) Myanmar has responsibility to investigate the episodes and it is mandatory that this laboratory facility manages the suspected samples in appropriate biosafety laboratory. However, NHL could only provide the facility of BSL 2+. Although NHL does practice its own biosafety manual and the biosafety guideline, biosafety manual for national level as well as institutional level including cross-border coordinators have not been developed yet. Structure of collaboration among cross border healthcare personnel and items for the manual was also proposed.

Dr. Prasit Palittapongarnpim started with the concerns in biosafety and practices of biosafety. He also shared that there are several overlapping laws and national regulations in Thailand. The regulations at the institutional level and current guideline are also explored. He stated that eliminating the risk is not possible, and we could only design the risk reduction strategies. Collaboration is key in developing such manual and he will contribute and commit to the development of biosafety manual for cross border personnel.

Dr. Thuy presented the background of biosafety, and shared the structure of biosafety collaboration at national level, provincial level and medical laboratories in Vietnam. The regulations related to biosafety in Vietnam is also highlighted and proposed items for the manual as follows: purpose, scope, mechanism for cooperation, sharing information and transportation. This event is a pioneer in this region and he emphasized on sharing the knowledge, peer reviews, and the training program, which Vietnam is willingly to train the representatives from the respective countries.

The workshop is intended to brainstorm among health personnel in the regions with the special focus on developing the manual on biosafety for cross border coordinators. The participants were grouped by countries and asked to recommend the topics to be included in the manual.
