SALE AND LEASE OF TOWN PROPERTY

§32S-11. Conveyance to Alexander Tavakalian.

A. In accordance with Home Rule Charter §2.12(5), the Town Council hereby authorizes theconveyance to ALEXANDER TAVAKALIAN of a certain parcel of land containing 3,280±square feet of land, more or less, which is shown as Parcel "B" on an Administrative SubdivisionPlan entitled ADMINISTRATIVE SUBDIVISION FOR THE TOWN OF SMITHFIELD, PLAT

On behalf of the School Department we are requesting authorization to advertise for aRequest for Proposals for an Architectural, Engineering & Planning Services Associatedwith RIDE Stage II Application - Smithfield School Department. This study andapplication process is a requirement as part of the RI Department of Education's reviewprocedure for all new projects requesting housing aid reimbursement.

The School Committee has previously authorized this project for the solicitation ofproposals.

CONDITIONS FOR BIDDING

1. Bids shall be delivered in a sealed envelope clearly marked "LIFE INSURANCE BID" to Randy Rossi, FinanceDirector, Town of Smithfieid, 64 Famum Pike, Esmond, R! 02917 on or before 10:00 am on Wednesday, April26, 2017. Proposals received after this hour shall not be considered unless postmarked 48 hours or more prior tothis hour. 2. All bids must be typewritten or written in ink. Any change or strikeout must be initialed by the person signing thebid.

3. Prices shall be listed for each article and for the number specified, and each price so listed shall be the price to theschool department.

4. Bidders must guarantee that the services can be provided to the Smithfieid School Department within the timespecified in the bid form.

5. Bidders will furnish sufficient descriptive literature with their bids to show that the services offered meetapplicable specifications. Services which do not, in the opinion of the School Committee, meet the specifiedrequirements will not be accepted.

6. The School Committee and Town Council of Smithfieid, reserve the right to reject any and all bids, also to acceptany bid in total or in part, but not necessarily the lowest bid, if it is deemed to be in the best interest of the Townto do so.

7. The awarding authority is School Committee and the Town Council for the Town of Smithfieid.

8. The Smithfieid School Department is exempt from sales tax.

9. Offer must be valid for sixty (60) days.

10. Certifications, if required, shall be made part of the bid package.

11. Any deviation from these specifications must be noted with the bid. The bidder shall provide a written basis forwhy the deviation should be accepted.

12. Each proposal shall contain an outline of the services provided by the agency and company representatives.Bidders should include the following information:

a) A brief general statement describing your agency and its ability to provide the indicated services,including the total number of staff, support and profession employees.

b) Background information regarding the specific individuals who will be responsible for servicing thisaccount from your agency.

c) List at least 3 references of other clients you service that are non-profit organizations, include the nameand telephone number of a person to contact.

13. All questions regarding bid specifications shall be directed in writing five (5) days prior to the opening of bids,submitted to the Town Finance Director.

The purpose of this correspondence is to inform you and the Smithfield Town Councilthat the Police Department will be requesting authorization at the April 4''', 2017, Town CouncilMeeting for the purchase of two (2) police vehicles from Tasca Automotive Group through theRhode Island State Bid (7551351). The vehicles to be purchased are 2017 Ford PoliceInterceptor (AWD) SUVs. The Rliode Island State Bid price for these vehicles is $28,451 each.

Please note that there is another purchasing option available. These same two (2)vehicles could be purchasedfrom MHO Municipal Vehicles through the MA State Bid (VEH98),which is $48.40 more, per vehicle, than the Rhode Island State Bid.

In the interest of safety and the reduction of continued maintenance costs, the two (2)vehicles listed below will be removed from our rotation of vehicles and auctioned on

govdeals.com, once the two (2) new police vehicles are ready for service.

The Finance Director has successfully advertised the project specification package &plans for the reconstruction of the Mountaindale Road Bridge. Attached please find thebid tabulation for your review.

The enclosed bid proposal fronn Manafort Brothers Inc., who is the apparent low bidderand based upon the Selection Committee's review of their qualifications to completework of this complexity; are being recommended for construction contract services.

The capital improvement funds budgeted for the project are in excess of $685,000. Tocomplete the project funding the balance of necessary funds has been requested in theupcoming fiscal budget for FY18.

The Selection Committee respectfully requests the Town Council's authorizationenabling the Town Manager to enter into a contract with Manafort Brothers, Inc. for atotal contract value of $898,102 including the indeterminate quantities for constructionservices related to the replacement of the Mountaindale Road bridge.

Honorable Council,

In December, 2014 the Council authorized the Town Manager to engage contract withAl Engineers to design planned replacement for the Mountaindale Road Bridge andassist the Town with permitting. The plans were completed in May of 2016 and permitwas sought after through RIDEM in June, which finally received permit in December.

To fulfill the bid phase and construction phase services for completion of the bridgeproject, the Town Engineer respectfully requests authorization from the Council toamend the contract with Al Engineers for the balance of the necessary phases tocomplete the replacement of the bridge, scheduled for the coming construction season.

Al Engineer's fee for tasks 4 & 5, as requested is $65,500. The funds are available inthe Capital Improvements budget sufficient for the requested services.

At this time I respectfully request the Town Council to authorize contract amendment #1with Al Engineers, Inc. in the amount of $65,500.
