SUMMARY

In 2007, the primary goal of the Global Index Medicus (GIM) was to establish an online database

containing a bibliographic index of medical and health journals published by WHO Member States.

Since then, each regional office has developed its own regional index medicus. The Western Pacific

Region Index Medicus (WPRIM) is a bibliographic index of medical and health journals published by

the Member States of the Western Pacific Region. WPRIM allows free, public access to research and

publications that may not be available through other popular medical indexes.

The WPRIM database was developed by WHO in collaboration with the Institute of Medical

Information, Chinese Academy of Medical Sciences (IMICAMS), a WHO collaborating centre based

in Beijing, China, and continues to be maintained by this WHO collaborating centre. Since the

database was launched in 2010, 521 596 articles from 547 journals have been registered and indexed.

WPRIM is also continuously updating its contribution to GIM.

In 2007, the WPRIM Regional Journal Selection Committee (RJSC) was created to oversee the peer

review of journals for inclusion in the database. The committee consists of journal editors from across

the Region who review the journal titles proposed by their national journal selection committees. In

2010, an online tool was created to help committee members review the journals before their

inclusion in the database; however, it was determined that face-to-face meetings were still essential.

The WHO Western Pacific Regional Office Library financially supported the organization of WPRIM

RJSC meetings from 2007 to 2011.

From 2012 to 2016, WPRIM RJSC meetings have been held in conjunction with the annual Asia

Pacific Association of Medical Journal Editors (APAME) meeting and convention. WPRIM and

APAME have been sharing the common goal of supporting and raising the level of journal publishing

and access to information in the Region.

1. INTRODUCTION

1.1 Meeting organization

A Meeting of the Western Pacific Region Index Medicus (WPRIM) Regional Journal Selection

Committee was held for the first time at the WHO Regional Office for the Western Pacific in Manila,

the Philippines on 24 August 2015. The meeting was attended by delegates from 18 countries,

including 13 from the Western Pacific Region and five from the South-East Asia Region. The meeting

preceded the 2015 Asia Pacific Association of Medical Journal Editors (APAME) meeting and

convention that was held from August 25 to 26.

WPRIM was launched by WHO and its Member States in 2006. Its goal is to develop and sustain an

online index (database) of medical and health journals published in the Western Pacific Region.

WPRIM allows free, public access to research and publications that may not be available through

other popular medical indexes. The Regional Journal Selection Committee (RJSC) is composed of

editors and librarians from WPRIM member countries who meet annually to select and approve

journals for indexing and inclusion in the database.

1.2 Meeting objectives

The objectives of the meeting were:

(1) to select and approve new journals for indexing and inclusion in the WPRIM database;

(2) to share lessons learnt and plan activities for 2016; and

(3) to support and sustain programmes related to the improvement of scientific

and medical journal publications in the Western Pacific Region.

2. PROCEEDINGS

2.1 Opening session

Dr Corinne Capuano, on behalf of Dr Shin Young-soo, WHO Regional Director for the Western

Pacific Region, welcomed delegates and representatives from the South-East Asia and Western

Pacific regions. She briefly reviewed the histories of WPRIM and APAME and stated the importance

of working together to improve the quality of medical journals in the two regions and to increase

accessibility to health information.

Ms Marie Villemin Partow thanked the WPRIM National Journal Selection Committee (NJSC) chairs

for their leadership and support. She also welcomed the participation of editors from the South-East

Asia Region and stated that they would have a separate meeting to discuss the Index Medicus for the

South-East Asia Region (IMSEAR), which would be led by Mr Charles Raby. She introduced the

meeting chairperson, Professor Dr Jose Florencio Lapena; co-chairperson, Dr Wilfred Peh; and

rapporteurs, Ms Allison Alley and Prof Kyi Kyi Thinn. The motion to adopt the agenda was called by

Professor Dr Jose Florencio Lapena.

2.2 Summary of the 2014 WPRIM and APAME meeting

Dr Wilfred Peh acknowledged and thanked Professor Burmaajav Badrakh and the Mongolia

Association of Medical Journal Editors (MAMJE) for hosting the 2014 joint meeting of WPRIM and

APAME in Ulaanbaatar, Mongolia. The minutes of the 2014 meeting were presented for comments

and approval. The following changes were suggested:

1) correct the meeting title from “Asia Pacific Association of Medical Journals” to “Asia Pacific

Association of Medical Journal Editors”;

2) update the participants list to include Professor Aminul Haque Khan, Professor Anwar

Hossain, Dr Oh Hoon Kwon and to correct the spelling of Professor Se Jeong Oh.

The corrected minutes of the meeting are available in Annex 3.

2.3 WPRIM report

2.3.1 Activities and database

Ms Alma Prosperoso, Librarian, and Ms Marie Villemin Partow, Technical Officer, Publications,

WHO Regional Office for the Western Pacific, reported on the status of WPRIM and the WPRIM

database. Mr Fang An of IMICAMS presented technical updates on data contribution and protocols

by countries to the WPRIM database, including:

1) changes to the composition of WPRIM NJSC members and contact persons by country;

2) the data collection protocol followed by IMICAMS for each country, specifically for web

crawling and uploading extracted data;

3) an explanation to Korean delegates that data are collected every three months from the

KAMJE system via web crawling and a promise to inform KAMJE about future crawling;

4) statistics on data contribution to WPRIM by country, number of website visits, and data

contribution by WPRIM to the Global Index Medicus (GIM) module of the Global Health

Library (GHL).

2.3.2 Development of compliance framework

Professor Dr Jeong Wook Seo presented on the development of a compliance framework based on the

following: journal selection criteria; application process; review, selection and post-selection

processes; and periodic evaluation of metadata. The presentation was followed by a discussion.

Ms Marie Villemin Partow stated that the Western Pacific Regional Office Library trusts the peer-

review process of the editors because librarians are not involved in assessing the content of the

articles. She also mentioned that it is important not only to welcome new journals for WPRIM

inclusion, but also to help them improve their quality while also assuring the quality of WPRIM. The

Library will continue to work with WHO country offices to help journals accepted in WPRIM but are

t having challenges submitting their data. The next WPRIM training workshop in December 2015 is

proposed to assist and address technical and procedural concerns on data contribution to WPRIM.

Librarians and IT support staff from WPRIM contributing countries shall be invited to contribute their

technical expertise on how to solve issues on data contribution. The WPRIM 2014 report is available

in Annex 4.

2.3.3 2015 Regional Journal Selection Committee (RJSC) report

Professor Dr Jeong Wook Seo reported that eight members and three observers attended the

discussion of the RJSC which was held as a parallel session in this meeting. The committee approved

22 journals from five countries for inclusion in the WPRIM database: China, twelve (12) journals;

Japan, one (1) journal; Mongolia, three (3) journals; Papua New Guinea, one (1) journal; and the

Republic of Korea, five (5) journals. The detailed RJSC report is available in Annex 5.

The Philippines NJSC proposed to remove the Philippine Journal of Thoracic and Cardiovascular

Surgery from the list of WPRIM indexed journals because it has been inactive for eight years. It was

clarified during the discussion that if a journal is discontinued for indexing in WPRIM, the metadata

previously uploaded in the WPRIM database will be retained, but the journal title will no longer

appear on the official list.

The RJSC proposed to create a publication to celebrate the 10th year anniversary of WPRIM.

2.4 Committee reports

2.4.1 Education Committee

Professor Wilfred Peh reported on the following activities of the committee:

1) Two national medical writing skills workshops were organized in the Philippines in

collaboration with the Philippine Association of Medical Journal Editors (PAMJE),

Philippine Council for Health Research and Development, Pediatric Infectious Disease

Society of the Philippines, and Research Institute for Tropical Medicine.

2) The activities proposed for 2016 include the following: workshops in countries in the

South-East Asia Region (e.g. Nepal and India); and development of online training and

education activities for authors, reviewers and editors.

2.4.2 Ethics and Editorial Policy Committee

Professor Datuk Dr Looi Lai Meng reported on the following activities and recommendations of the

committee:

1) Modifications to the template for ethics and editorial policy were proposed. The first

version, dated 6 August 2014, was submitted during APAME 2014. The proposed revised

template and committee report are available in Annex 6.

2) A survey of APAME journals based on the APAME directory of members was done.

Fifty-four (36%) out of 151 invited journals participated in the survey.

3) Based on the results of the survey, plagiarism of manuscripts (75%) is the number one

ethical issue encountered by APAME journals. Other cited ethical issues are: data

falsification, fraudulent manipulation, duplicate publication, no Institutional Review

Board (IRB) approval, unethical study, unjustified authorship or authorship dispute,

breach of confidentiality, copyright violation and conflict of interest.

4) The survey also revealed that 96–100% of journals have editorial policies on publication

ethics, but it is unclear if these policies are being implemented.

5) The committee recognized that journals might need help with strengthening the ethical

culture of researchers and reviewers, using anti-plagiarism software, and identifying

plagiarism, conflict of interest and copyright violation.

6) APAME also needs to address the issue of editorial independence and commercial issues

among journal publications.

2.4.3 Library and Information Technology Committee

Dr Chinmay Shah reported that APAME hosted a webinar (online interactive seminar) on the

application of appropriate statistical tests in medical and health research. It proposes to host another

webinar on scientific writing. The participation of Professor Dr Wilfred Peh and Professor Dr Jose

Florencio Lapena as speakers and APAME representatives at the 6th Regional Conference on Medical

Journals in the Eastern Mediterranean Region from 18 to 20 February 2015 in Shiraz, Iran was also

reported.

Dr Oh Hoon Kwon reported that KAMJE and XMLink Korea, in collaboration with the Western

Pacific Regional Office Library, had supported internships for library and information science

students from Sookmyung University Korea who uploaded data to the APAMED Central database.

The Library also reported that it had proposed changes and modifications to the APAMED Central

interface to XMLink. The APAMED Central database is indexed in the WorldWideScience.org portal,

a global science gateway comprised of national and international scientific databases and portals. The

report of the APAMED Central Committee which is a sub-committee under Library and Information

Technology Committee is available in Annex 7.

2.5. COHRED Fairness Index consultation

Professor Dr Jose Florencio Lapena reported on his participation in the Council on Health Research

for Development (COHRED) colloquium hosted at the Welcome Trust in London from 16 to 17 April

2015. APAME and PAMJE were listed as institutional endorsers of the COHRED Fairness Index

consultation.

2.6. Declaration the availability and use of health research information in and for low-middle

income countries in the Asia-Pacific region

The draft Manila declaration on the availability and use of health research information in and for low-

and middle-income countries in the Asia-Pacific region were distributed to the meeting participants

for their review and comments. The finalized declaration will be launched at the 2015 APAME

convention in Manila, Philippines in conjunction with the COHRED Global Forum on Research and

Innovation for Health (Forum 2015). It will also be published in WPRIM and IMSEAR indexed

journals as a special announcement. The declaration is available in Annex 8.

3. CONCLUSIONS AND RECOMMENDATIONS

3.1 Conclusions

1) The RJSC reviewed and approved 22 new journals from five countries for WPRIM indexing:

China, twelve journals; Japan, one journal; Mongolia, three journals, Papua New Guinea, one journal;

and the Republic of Korea, five journals. To date, 597 journals from 13 countries have been approved

for WPRIM indexing.

2) The WPRIM database now has 553 289 bibliographic entries. There was a 19% increase in data

contribution in 2014. WPRIM will continue to contribute to the GHL and GIM database.

3) IMICAMS, a WHO collaborating centre that maintains the WPRIM database and collects data for

uploading, is now preparing for a system upgrade of the database to further improve and develop

accessibility at regional and global levels.

4) The WPRIM NJSCs, through their authors, editors and librarians, will continue to prepare more

journals for WPRIM indexing by supporting the programmes related to the improvement of scientific

and medical journal publications in the Region.

3.2 Recommendations

3.2.1 Recommendations for Member States

1) Member States should continue to collaborate with editors of national journals to improve the

quality of medical journal publications in the Region through continuing education activities.

2) Member States that have no online journal system, but are interested in having open access

visibility on the web, are encouraged to submit their journals to the Western Pacific Regional Office

Library.

3.2.2 Recommendations for WHO

1) The Library should work closely with the country offices to help WPRIM journals that are having

challenges with data contribution.

2) The Library in collaboration with IMICAMS should continue to provide assistance to member

countries on data contribution and uploading by conducting technical trainings and workshops for

librarians and IT support staff.

(RJSC) and the Asia Pacific Association of Medical Journal Editors (APAME)

I. Self- Introduction of Participants II. Overview of the meeting

Prof Dr Jose Florencio Lapena gave a brief background about the meeting. The SEARO delegates were welcome as Observers to the WPRIM RJSC meeting. The WPRIM RJSC meeting shall be presided by Dr Jeong Wook Seo (WPRIM RJSC

Chair) There would be subcommittee meeting (3 groups) after the WPRIM RJSC meeting The SEARO delegates were encouraged to be nominated as APAME Committee Co-

Chairs. III. WPRIM Regional Journal Selection Committee ( Prof Dr Jeong Wook Seo)

1. The countries with National Journal Selection Committee (NJSC) briefly explain their journal selection process. Prof Kiichiro Tsutani mentioned additional criteria for Japanese journals referring to clinical trials that must follow the CONSORT rules. The Japanese selection committees also do not accept Medline indexed journals but accept PMC journals as candidate journals for WPRIM.

2. The countries with no candidate journals for the 2014 review are: China, Cambodia, Laos, Papua New Guinea, Singapore and VietNam.

3. 16 titles of candidate journals for review from 6 countries.

Fiji 1 Approved Japan 1 Approved Malaysia 1 Approved Mongolia 2 Suspended Philippines 1 Approved Republic of Korea 10 Approved

4. 14 journal titles were approved (Fiji, Japan, Malaysia, Philippines, Republic of Korea.

5. Mongolia - 2 journals were suspended for review next year because of lack of English

abstracts (agreed by NJSC Mongolia Chair Prof Nymadawa).

6. Philippines 2 journals (Phil Journal of Internal Medicine and Phil Journal of

Psychiatry) previously on probationary status were recommended to reinstatement to active status.

1 journal (Philippine Journal of Anesthesiology) that was previously suspended to return to probationary status in 2015.

Due to non-publication, 2 journals (Phil Journal of Surgical Specialties, Phil Journal of Neurology Association) recommended for continued probationary status.

Journal of the Philippine Medical Association (JPMA) was recommended to be in active status.

7. No objection from RJSC on the decision of NJSC Philippines regarding suspension of

journals that do not adhere to the selection criteria.

8. In the WPRIM Database, the last year that the journal was approved would be put as the indicator in the database to show that journals are either suspended or in probationary status.

10:00-11:30 IV. Committee Meetings Reports (Education, Ethics & Editorial Policy, IT & Library) 1. Education Committee (Ms Merlita Opena)

6 training and education activities on medical writing and train the trainer's workshops were organized by the committee in 2013-14 (4 in the Philippines, 1 in Brunei Darussalam and 1 in Mongolia).

The training workshops were held in coordination with the Philippine Association of

Medical Journal Editors (PAMJE), Ministry of Health Brunei and the Mongolian Association of Medical Journal Editors (MAMJE)

2. Ethics and Editorial Policy Committee (Dr Siva Svaganesh)

The committee reviewed the current status of ethics, editorial guidelines, COI, authorship and the scope of publication ethics

The following recommendations were noted: a. Professor Lai-Meng Looi (Malaysia) was recommended as the Chair of the Committee and Dr Sirajul Islam Molla (Bangladesh) as the Co-Chair. b. To strengthen the collaboration with WAME adopting guidelines; and c. To explore collaboration with FERCAP on the ethics of publication.

3. Information Technology and Library Committee (Prof Dr Jeong Wook Seo)

A WPRIM Steering Committee was organized during the visit of Mr Ian Robert (WHO HQ Librarian) in Manila in August 29, 2013. The committee as a policy making body will ensure that the future activities of WPRIM are aligned regionally vis-à-vis the Global Index Medicus.

The 2nd WPRIM Training Workshop for country contributing focal librarians and IT was organized in Beijing, China in collaboration with IMICAMS from December 16-18, 2013.

There are 12 countries (Brunei Darussalam, Cambodia, China, Japan, Lao PDR, Malaysia, Mongolia, Papua New Guinea, Philippines, Republic of Korea, Singapore, and

Viet Nam) with journals accepted for indexing to WPRIM database. There are no changes in the composition of WPRIM National Journal Selection

Committees (NJSC) from the following countries: China, Japan, Mongolia, Philippines, and Singapore.

There are changes in the NJSC of the following countries: Malaysia, Republic of Korea and Viet Nam.

There are 434,742 WPRIM entries submitted for update and inclusion in the Global Index Medicus.

There is also a 12% increase in the number of data contributed by countries (from 466 776 in 2013 to 521 596 in 2014)

WPRIM database

IMICAMS presented the frequency and different process of data contribution of countries to the WPRIM database. The process of data contribution includes the following: by web crawling, online system uploading and submission of xml files for IMICAMS to upload.

WPRO Library and IMICAMS will continue to collaborate and work together to increase number of data contribution, promote increase usage of the database and to assist the IT and Librarian from WPRIM contributing countries to follow standards and quality data control.

APAMED Central Database WPRO recommended that APAME Central Database should be managed under

APAME so that it can further maximize its purpose to assist countries in the Asia Pacific on having online journal visibility.

There was no objection from the APAME Board and it was suggested to create an AdHoc Committee on APAMED Central.

b. There is no updated report on IMSEAR.

RECOMMENDATIONS FOR APAME JOURNALS

TEMPLATE FOR ETHICS AND EDITORIAL POLICY (MINIMUM REQUIREMENTS)

It is encouraged that APAME journals include the following in their Information to Authors section. Modifications

should be made according to the requirements of each Journal and their readiness to adopt these

recommendations.

A. ETHICS

1. Authorship criteria and order

1.1 All authors should have contributed to the study in one or more of these areas: (i) concept and design,

(ii) acquisition of data, (iii) analysis and interpretation of data, (iv) preparation and revision of the

manuscript. When the manuscript is submitted, a statement should be included to show the

contribution of each author.

1.2 The order of authorship shall be the responsibility of the authors and should have been reached by

consensus.

1.3 Any contention over the validity or order of authorship will result in the manuscript being suspended

from consideration by the Journal until the contentions are resolved by all authors.

2. Originality and authenticity of published work

2.1 There shall be a statement that all the authors have read and approved the manuscript and affirm the

originality and authenticity of the research study.

2.2 Manuscripts found to have plagiarised other works or to contain false or fraudulent data will be reported

to the Institution where the work is alleged to be conducted and where the author or authors are

communicating from.

3. Approval by Institutional Review Board/ Ethics Committee

There shall be a statement that the study has been reviewed and approved by the Institutional Review

Board/Ethics Committee/Animal Care Committee where the study was conducted. When the study has been

waived from Institutional Review Board/Ethics Committee/Animal Care Committee review, based on

National/Institutional policy or guidelines, the statement should state this waiver.

There shall be a statement of declaration regarding conflict of interest by the author(s). If there is no conflict of

interest to declare, this shall be so stated. If there are clear or possible conflicts of interest, these shall be clearly

stated.

5. Confidentiality

The authors should diligently ensure confidentiality of patient information in the submitted manuscript. For

example, patient(s) should not be identifiable in the manuscript, particularly by name, initials or facial

photographs. If identifiable, such as in a unique case report, then proof of permission to publish these shall be

submitted to the Editor, and the permission granted stated in the acknowledgement section of the manuscript.

6. Copyright

The authors shall diligently ensure that copyrighted works (such as figures, photographs and graphs) are not

reproduced in their manuscript without written permission from the respective copyright holder(s), who is usually

the publisher.

B. EDITORIAL POLICIES

1. The Journal shall include a statement to affirm the practice of peer-review of manuscripts received.

Optional: Some journals may wish to outline the process of peer-review adopted e.g. preliminary

technical review, number of peer-reviewers, timelines, resolution of differing opinions, decision making,

etc.

2. The Journal shall include a statement to affirm Editorial independence in its decisions on publication.

3. The Journal shall include a statement to affirm its guidance by an editorial board/advisory committee.

4. The Journal shall include a statement affirming its responsibility to ensure confidentiality of the

manuscript prior to its publication.

5. The Journal shall have published guidelines/Instructions to authors, stating the Journal’s technical

requirements (manuscript preparation) and ethical requirements (authorship, IRB approval, conflict of

interest, etc)

MANILA DECLARATION ON THE AVAILABILITY AND USE OF HEALTH RESEARCH INFORMATION

IN AND FOR LOW- AND MIDDLE-INCOME COUNTRIES IN THE ASIA PACIFIC REGION

We, the participants in the Joint Meeting of the Asia Pacific Association of Medical Journal Editors (APAME), the Index

Medicus of the South East Asia Region (IMSEAR), and the Western Pacific Region Index Medicus (WPRIM) held in

Manila from 24 to 26 August 2015, in conjunction with the COHRED Global Forum on Research and Innovation for Health

held in Manila from 24-27 August 2015, drawing on the Pre-Forum Discussions on HIFA from 20 July to 24 August 2015

CONSIDERING

That the WHO Constitution “enshrines the highest attainable standard of health as a fundamental right of every human

being;” and that “The right to health includes access to timely, acceptable, and affordable healthcare of appropriate quality

in tandem with “the underlying determinants of health,” including “access to health-related education and information;”

That increasing the availability of quality health research information is fundamental to the successful attainment of global

health and progressive realization of the right to health; and that all healthcare stakeholders (individuals, researchers,

providers, professionals, leaders and policymakers) need seamless access to peer-reviewed research and information that are

relevant to their respective contexts, and presented in a language they can understand;

That despite a growing momentum towards free and open access to research literature, and important initiatives, such as

HINARI Access to Research In Health Programme and IRIS Institutional Repository for Information Sharing, that have

helped to improve the availability of research in low- and middle-income countries, there continue to be many challenges,

limitations and exclusions that prevent health research information from becoming freely and openly available to those who

need it;

That the Global Health Library (GHL), Index Medicus of the South East Asia Region (IMSEAR), Western Pacific Region

Index Medicus (WPRIM), and Asia Pacific Association of Medical Journal Editors (APAME) are important collaborative

initiatives that can promote and uphold the availability and use of health research information especially in and for low- and

middle-income countries in the Asia Pacific Region;

CONFIRM

Our commitment to champion and advocate for the increased availability, accessibility and visibility of health research

information from and to low- and middle-income developing countries through our Journals, our respective National

Associations of Medical Editors, and APAME;

Our commitment to make research information freely and openly available in the right language to producers and users of

health research in low- and middle-income countries through IMSEAR, WPRIM, the Asia Pacific Medical Journal Articles

Central Archives (APAMED Central) and other platforms;

Our commitment to improve availability, accessibility and interoperability of the different formats of health information

suitable to different users in their respective contexts including through both conventional and alternative channels of

research dissemination such as new and social media, mobile and disruptive technologies, blogging and microblogging tools

and communities, and communities of practice;

CALL ON

Member States of and governments in the South East Asia and Western Pacific Regions, in collaboration with stakeholders

from the non-government and private sectors to formulate and implement policies and certification schemes such as the

COHRED Fairness Index™ (CFI) that promote free and open availability of health research information for both its

producers and users, especially in low- and middle-income countries;

Stakeholders from the public and private sectors, national and international organizations, universities and academic

societies, and discussion groups such as Healthcare Information for All (HIFA2015) to support IMSEAR, WPRIM, the

GHL, APAMED Central, and develop Integrated Scholarly Information Systems and similar initiatives, in order to ensure

the free, open and global accessibility of health research done in the South East Asia and Western Pacific Regions;

The Eastern Mediterranean Association of Medical Editors (EMAME), the Forum for African Medical Editors (FAME), the

European Association of Science Editors (EASE), the World Association of Medical Editors (WAME), the International

Committee of Medical Journal Editors (ICMJE), the Committee on Publication Ethics (COPE) and other editors’ and

publishers’ associations to support APAME in implementing various activities, guidelines and practices that would improve

the quality, availability and accessibility of scientific writing and publications in the Asia Pacific Region and the world;

Bibliographic, Citation and Full-Text Databases such as PubMed, Global Health Database (CAB Direct), the Directory of

Open Access Journals (DOAJ), EMBASE, SciELO Citation Index, Scopus, and the Web of Science to review their policies

and processes for indexing Journals from low- and middle-income countries, as well as making health research information

freely and openly available to users in these countries who cannot afford to pay for it;

COMMIT

Ourselves and our Journals to publishing innovative and solution-focused research in all healthcare and related fields such

as health promotion, public health, medicine, nursing, dentistry, pharmacy, other health professions, health services and

health systems, particularly health research applicable to low- and middle-income countries;

Ourselves and our publishers to disseminating scientific, healthcare and medical knowledge fairly and impartially by

developing and using Bibliographic Indices, Citation Databases, Full-Text Databases and Open Data Systems including, but

not limited to, such Regional Indexes of the Global Health Library as IMSEAR, WPRIM and APAMED Central;

Our organization, APAME, to building collaborative networks, convening meaningful conferences, and organizing

participative events to educate and empower editors, peer reviewers, authors, librarians and publishers to achieve real

impact, and not just impact factor, as we advance free and open access to health information and publication that improves

global health-related quality of life.
