INTELLIGENT TRANSPORTATION SYSTEMS (ITS) MEETING OF OCTOBER 8, 2015

MINUTES

CALL TO ORDER The meeting was called to order by Gena Torres at 1:31 PM. The meeting was held in the Planning Commission Boardroom. MEMBERS PRESENT: Vik Bhide, City of Tampa; Michael Flick, Hillsborough County Public Works; Shannon Haney, HART; Jeff Sims, Environmental Protection Commission; Joe Ferreira, THEA; and Don Rainard, City of Plant City. OTHERS PRESENT: Gena Torres, Beth Alden, Rich Clarendon, Sarah McKinley, Linda Ferraro, MPO staff; Roger Roscoe, Doug McCloud, FDOT; Bob Frey, THEA; Tyrone Scorsone, Cambridge Systematics. CONSENT AGENDA/APPROVAL OF MINUTES (July 9, 2015) Mr. Flick made a motion to approve the July 9, 2015 ITS meeting minutes. The motion was seconded by Mr. Sims and carried. STATUS REPORTS A. Approach to Connected Vehicle Pilot Project Mr. Bob Frey, Planning Director for Tampa-Hillsborough Expressway Authority (THEA) was awarded a $2.4 million dollars by the US Department of Transportation to begin the first phase of a three-phase Connected Vehicle Pilot Program. If the plan is accepted, THEA will then receive an additional $14 million to complete the pilot program, which will take 18 months. After that time, there will be a three-year study of the program. Tampa was one of three states selected by the US DOT. The other two states were New York and Wyoming. B. Mobility Performance Measures – Corridor Reports Mr. Tyrone Scorsone of Cambridge Systematics and FDOT Central Office held a regional workshop on mobility performance measures as part of the ITS meeting. Mr. Scorsone highlighted FDOT Mobility Performance Measures Source Book, and covered a number of topics related to travel-time data and how it can be used for planning purposes. OLD/NEW BUSINESS A. Next ITS Committee Meeting – January 14, 2015 ADJOURNMENT There being no further business, the meeting adjourned at 3:01 pm.

Summary: The MPO By-Laws require that “at a minimum, committee member attendance will be reviewed annually.” The MPO may review, and consider rescinding, the appointment of any member of any committee who fails to attend three (3) consecutive meetings.

There are no members at risk for three or more unattended consecutive meetings.

There may be other agencies that members feel should be represented on the ITS

Agenda Item: 2016 Election of Officers

Summary: The MPO By-Laws require that officers are to be elected at the first meeting of each year. There are no term limits for officers, therefore they can be re-elected and serve indefinitely. The By-Laws state:

Officers of Standing Committees: The committee shall hold an organizational

meeting each year for the purpose of electing a committee chair … a committee vice-chair, and, at the discretion of the committee chair, an officer-at-large. Officers shall be elected by a majority vote of a quorum of the members.

The current ITS officers are:

Officer-at-large Pierre Valles Members can nominate themselves or any other member. No second is needed, and each nomination is voted on individually until one member receives a majority of votes for an officer’s position.

Proposed app would cut motorists’ wait at MacDill gatesBy Howard Altman

JAY CONNER/STAFFCars, trucks and SUVs approach the Dale Mabry gate at MacDill Air Force Base. Some drivers are beta-testing a smartphone application that will help them choose the gate with the least amount of traffic.

TAMPA — Anyone who needs to get onto MacDill Air Force Base knows how long it can take to get through the gates.

Especially Dale Mabry. At rush hour.

But the 15,000 vehicles passing through the base’s four gates every day not only create long waits for those headed to MacDill, they also create a ripple of vehicle congestion throughout South Tampa.

Now help is on the way.

The Tampa-Hillsborough Expressway Authority, which oversees the Selmon Expressway, has developed “via511,” a smartphone application providing near real-time data on travel times for primary and alternative routes onto the base. In addition to the Dale Mabry gate, vehicles travel through the Tanker Way, Bayshore and MacDill gates, depending on the time and day of the week.

The app specifically was designed for MacDill users to give the wait time from Gandy Boulevard south to each of the four base access points, according to authority spokeswoman Susan Chrzan.

“Install the via511 app on your smartphone and we’ll tell you how long the wait is at each of the MacDill gates,” according to the via511 Web page. “No more guesswork!”

There’s no catch, the website says.

“The app is free to download and free to use. You get better information by sharing your smartphone’s location data — that’s the whole deal.”

The app is part of a larger effort to study the flow of vehicles headed to the base to reduce wait times and the effect on surrounding neighborhoods, Chrzan said.

It was developed as the result of an ongoing traffic study conducted by general engineering consultant HNTB Corp. that examined issues at MacDill access gates during morning rush hours.

“The peak time queues back up from the gates into surrounding Tampa neighborhoods and add to congestion there due to school and commuter traffic,” said Chrzan.

Tampa, she added, is a “cooperative partner in exploring potential recommendations.”

One recommendation — adding a right turn lane and other intersection improvements at the Tanker Way gate — already has been approved, said Vik Bhide, Tampa’s chief traffic management engineer.

Now the city is looking for ways to pay the $300,000 needed to implement the recommendation, Bhide said.

The MacDill Gate Queue Study “is looking at a variety of traffic management options,” said Capt. Jessica Brown, spokeswoman for the 6th Air Mobility Wing, the MacDill host unit. “The intent is to reduce wait times at the gates as well as improve mobility in the general South Tampa area.”

The main role of the base, however, is participating in the smartphone app program, Brown said.

The app has been beta-tested by base personnel for more than a month, said Chrzan. The testing, she said, is ongoing and will provide additional data collection for the study, and assess accuracy and user opt-in rates.

While MacDill officials won’t speculate on how well the app will work, Brown said the hope is it will reduce wait times and improve traffic conditions in South Tampa.

“This is a great example of the ongoing community partnerships we have here at MacDill,” Brown said.

But you don’t have to live or work on base — or even be in the military — to use the app. Just search for via511 and download it from the app store location on your smartphone.

The rollout of the custom MacDill gate traffic app cost about $10,000, said Chrzan, adding that the funds were reallocated from HNTB’s fee for the traffic study and by eliminating a less applicable data collection method.

Al Steenson, president of the Gandy Civic Association, which represents residents living near the base, said traffic is not a major headache.

“It is what it is, and our community is very supportive of the military and base itself,” said Steenson. “We have learned to live with it.”

As for the app, Steenson said he is not sure how much it will help.

“This is the first I have heard about it,” he said. “I don’t know that it would have that big an effect.”

Jorge Ugarte, a South Tampa Realtor who presided over the now-dormant Interbay Homeowners Association, has a different take.

“That is a great app,” said Ugarte after learning how it would work. “It is usually the Dale Mabry entrance backed up, all the way back to the Home Depot on Pearl (Avenue). The only thing I know is that traffic is really backed up when something is going on overseas.”

Ugarte said he agreed that those who live near MacDill aren’t overly concerned.

“I’ve lived in South Tampa for 25 years,” he said. “I literally lived 100 feet from the base. Traffic never bothered me and it doesn’t bother most people.”

The MacDill app is just one step the authority is taking in coming months to help handle traffic. Later this year the authority will install message boards on the Selmon Expressway that will provide motorists with the latest traffic information, including at MacDill, as well as Amber and Silver alerts, Chrzan said.

And in September the authority was awarded $17 million by the U.S. Department of Transportation to conduct a Connected Vehicle pilot program designed to “make transportation safer, smarter and greener.”

The program would outfit vehicles and roadside equipment with technology so they can communicate with each other about traffic conditions.

Agenda Item: Data Business Plan Pilot

Presenter: Anita Vandervalk, Cambridge Systematics

Summary: The FHWA Office of Operations is developing a guidance document to follow in creating, developing, and implementing of a data business plan for roadway travel mobility data, including: stakeholder outreach, data assessment and improvement plan, data governance processes and documents, and data management practices. This will help state and local partners understand what roadway travel mobility data is being collected within their organizations and at the regional level, how the data supports mobility planning, operations, and performance measure activities, and who is responsible for managing/updating the data. The guidance document is being developed based on the U.S. DOT Roadway Transportation Data Business Plan. The initial guidance will be tested and implemented within three pilot transportation agencies around the country, with the Hillsborough MPO being one of those agencies.

Citizens Advisory Committee (CAC) Meeting of November 18, 2015 The CAC approved its meeting calendar for 2016, and heard reports on:

Temple Terrace’s plans for implementing complete streets, transit oriented development and multimodal transportation; members asked about their effects on walkability, parking and economic development

Hillsborough County Economic Development Initiatives, including competitive sites and redevelopment programs

Florida Transportation and Strategic Intermodal Systems Plans (FTP and SIS Plans)

The Expressway Authority’s innovative Connected Vehicle Pilot Project

Technical Advisory Committee (TAC) Meeting of November 16, 2015 The TAC approved its 2016 meeting calendar, and heard similar reports to the CAC, with comments on the following:

A suggestion was made to include the Florida Department of Education on the FTP steering committee reviewing the Florida Transportation and SIS Plans.

TAC members supported the Scott Street design, particularly the aesthetic and functional stormwater treatments, and members were assured that the roundabout curb heights would allow school buses and emergency vehicles to navigate through easily.

A presentation on previous passenger rail studies and the potential for joint use of CSX freight tracks prompted questions about the time frame and next steps.

CAC-TAC Joint Meeting of December 16, 2015

Today’s Bylaws Amendment was supported by both committees. Members commented on the following agenda items:

Tampa’s Spruce Street project – Pedestrian connectivity is a concern throughout the Home Depot/Target/Total Wine property at Spruce & Dale Mabry, a large retail area with residential neighborhoods directly behind. The proposed improvements on Spruce St are considered a good first step. The City’s consultant was asked to consider a trail connection across Dale Mabry, a recognized gap/barrier in the regional trail network. Members of both committees would like to be invited to the public meetings when they are scheduled.

Tampa-Hillsborough Expressway Authority Strategic Plan – Members were interested in more information on the Gandy Connector, the Brandon Parkway, greenway treatments, and safety on Meridian Avenue.

Legislative update – Hearing about the new FAST Act, members asked about new requirements for considering inter-city rail in MPO plans. Rule-making details are to come

Social Justice in Transportation – Members asked for mapping tools to show where low income and minority populations are located.

Walk-Bike Safety Outreach & Video Contest – The CAC asked for a future briefing on why our community is historically faced with such alarming numbers of fatalities.

Schools and Transportation – Ideas were generated on better planning for safe access to schools, such as ridesharing, HART passes for students, proactive site planning.

Tampa Bay TMA Leadership Group Meetings of November 6 and December 11, 2015 At the request of the Group members, the November meeting was held as a workshop on the concept of passenger rail service on the existing freight tracks that were offered for sale and joint use by a CSX Corporation representative at the Group’s previous meeting. Hillsborough, Pinellas, and Pasco MPO directors shared information about previous rail studies and transit-oriented development plans in each county. FDOT reviewed the federal and state requirements for analyzing potential rail projects. Group members asked that an information page on the concept be prepared for the state legislative delegation. An information page was drafted for the Bay Area Legislative Delegation’s December 8 meeting, accompanied by the TMA’s 2015 Top Five Priorities. This is included in your agenda packet. The Group expressed concern about waiting until February to meet again, and requested an additional special meeting, which was held on December 11 at PSTA. HART Director Eagan discussed their approach to regional stakeholder engagement for HART’s upcoming premium transit study, which will look at the CSX-owned corridors in Pinellas, Pasco, and Hernando as well as Hillsborough. TBARTA reviewed previously-prepared cost estimates for building and operating rail in the CSX corridors, and Pinellas MPO provided information on the scope and cost of real estate appraisals conducted by FDOT District 5 for the Orlando SunRail project. Members expressed concern about waiting until the end of the HART premium transit study to begin the real estate appraisal process, and asked that the legislative priorities be clarified to reflect that additional funding is needed for a real estate appraisal similar to Orlando’s. TBARTA MPO Chairs’ Coordinating Committee (CCC) Meeting of November 13, 2015 The MPO Chairs approved their 2016 meeting calendar and were briefed on the new Florida SUNTrail program and on major regional projects in the newly updated 2040 Transportation Plans of the Polk TPO and the Sarasota/Manatee MPO. The group also discussed the latest steps in the consolidation of the CCC with TBARTA, and confirmed that the group is renamed as a TBARTA standing committee. Hillsborough MPO was represented by Vice Chair Cohen. Bicycle/Pedestrian Advisory Committee (BPAC) Meeting of November 4, 2015 Committee members heard presentations on and were supportive of:

The City of Tampa’s partnership with the Housing Authority to make Scott Street a safer connector for children and an elder population to travel the corridor;

The Vision Zero movement that acknowledges that for safer road traffic systems, providers should account for inevitable human error and account for it in the design of roadways.

Livable Roadways Committee (LRC) Meeting of November 18, 2015 The committee approved the 2016 calendar and heard status reports on:

Orlando’s “Signature Corridor” vision for I-4, with common design themes that tie together diverse destinations and reinforce community identity;

Walk Bike Tampa, an alliance that started about two months ago with a goal to make Tampa safe, walkable and livable. The group is pursuing Vision Zero, a multi-national road traffic safety effort to achieve a highway system with no fatalities or serious injuries;

Scott Street Green Street, a low-impact development approach to street redesign. Infiltration planters and pervious sidewalks will help manage and treat stormwater in the right of way;

George Road Complete Street Health Impact Assessment (HIA) – The MPO has partnered with the Florida Department of Health to conduct a Health Impact Assessment of adding sidewalks, bike lanes and crosswalks to improve access to parks and regional trails;

SIS/Florida Transportation Plan – Members asked that the same briefing be provided to the HART ADA committee.

BPAC-LRC Joint Meeting of December 16, 2015 Today’s Bylaws Amendment was supported by the committees. Members commented as follows:

The committees support the Spruce Street Corridor Improvements proposed by the City of Tampa, but do urge the City of Tampa to provide a complete sidewalk network in the corridor.

The committees discussed the need to educate the public on the danger of crossing multi-lane roads. Specifically, the committee members reflected that a motor vehicle travelling at 45 miles per hour travels over 600 feet in 10 seconds.

A joint meeting of the Pinellas and Hillsborough MPOs’ BPACs is planned for January 13, 2016 at the Austin Davis Library, 17808 Wayne Rd, Odessa from 6- 7:30 pm. Transportation Disadvantaged Coordinating Board (TDCB) Meeting of December 11, 2015 The Board reviewed the Sunshine Line’s customer service survey for fiscal year 2015. Client satisfaction with service remains at 98%. The Sunshine Line provided service to 257 more clients than the previous year with no budget increase. It was noted, however, that approximately 14,000 fewer employment trips were provided in 2015. Following discussion, the TDCB made a motion asking that the MPO Board request an update from HART on HART’s activities related to the former Job Access & Reverse Commute (JARC) program. A draft of a letter to HART is included in the MPO packet. The Board approved the renewal of a coordinated contract with the City of Temple Terrace, which provided 4,112 trips to the senior citizens of Temple Terrace last year. Members of the TDCB will participate in the TD Legislative Day on January 21, 2016 in Tallahassee. Information on the needs of the transportation disadvantaged persons in being able to access services across county lines will be highlighted. TBARTA MPO Staff Directors Meeting of December 11, 2015 The MPO Staff Directors approved their 2016 meeting calendar – changing the meeting location from FDOT’s to TBARTA’s office – and discussed next year’s CCC-TBARTA interlocal agreement for administrative services, and the use of logos on printed documents. Hillsborough MPO will convene a conference call on the regional planning tasks to be included in each MPO’s Unified Planning Work Program (UPWP). FDOT is changing some of the requirements for MPO grants administration, effective with the next UPWPs; training is being provided. The Technical Review Team is looking at the use of a multimodal Accessibility Index as a supplement to the travel demand model. TBARTA will bring back another draft of the 2016 TBARTA Regional Priority Projects at a future meeting.
