Meeting Minutes #1. Call to Order/Welcome The Regular Meeting of the First Things First Santa Cruz Regional Partnership Council was held on Monday July 22, 2013 at the Mt. View Elementary School Library, 580 Camino Lito Galindo, Rio Rico, Arizona 85648. Chair William Kirkpatrick welcomed everyone and called the meeting to order at 3:35 p.m. He thanked Mr. Manuel Carrillo, Principal, for the meeting space and Senior Director Erin Lyons, also Shannelle Washington and Violeta Dominguez, both from Norton School of Business, University of Arizona for attending. He asked each member to introduce themselves, identifying their seat. Members Present Chair William Kirkpatrick, Vice-Chair Karen Woodford, Dr. Melisa Lunderville, Danna Gallardo, Veronica Santillo and Lee Vellom. Members Attending Telephonically Anna Lepa Members Absent Renee Travers-Huerta #2. Approval of Minutes Chair Kirkpatrick directed everyone to the draft of the minutes of June 06, 2013 and asked if there was a motion to approve. Member Lunderville so moved, Member Vellom seconded the motion. Motion carried. #3. Call to the Public None #4. Presentation: 2014 Needs & Assets Report Chair Kirkpatrick introduced Violeta Dominguez and Shannelle Washington from the Norton School, University of Arizona. They supplied a handout of their Power Point presentation which provided an overview of their process in compiling the 2014 Report. This is the second time that Norton School will be putting together the Needs & Assets Report for the Santa Cruz Regional Partnership Council. They stated that the Regional Council members are welcome to submit any data to them for use in the report that they may have exclusive access to. This will be a base report; the Regional Council did not fund deeper investigation on any topic. Member Gallardo stated that she found their 2012 Needs & Assets Report both informative and interesting. #5. Presentation: Read On Arizona Overview Director Padilla reviewed the Power Point slides used by Terri Clark, Virginia Piper Trust- Read On Arizona, when she presented to all Regional Directors last month. The program is a statewide, public/private partnership of agencies, philanthropic organizations and community stakeholders committed to creating an effective continuum of services to improve language and literacy outcomes for Arizona’s children from birth through age eight. In May she presented to the Santa Cruz County Superintendent of Schools as well as the local school district superintendents and community members. The program would offer professional development for the areas educators and create a county-wide collaboration. The County Superintendent of Schools is handling the next steps in order for Santa Cruz to become a Read On Arizona area. #6. Discussion & Possible Action: Election of Chair and Vice Chair for Fiscal Year 2014 Chair Kirkpatrick explained that according to Governance Policy, elections for Chair and Vice-Chair are to be held at the first meeting after July first of every year. He added that anyone was eligible to run. Member Lunderville nominated current Chair William Kirkpatrick for Chair for SFY2014; the motion was seconded by Member Santillo. Motion carried unanimously. by Member Lunderville nominating current Vice-Chair Karen Woodford as Vice-Chair for SFY2014, Member Gallardo seconded the nomination. Motion carried unanimously. #7. Santa Cruz Regional Council Governance Policy: First Read The Council was reminded that at their May meeting the opportunity for changes were announced. As the First Reading the policy is not eligible for Regional Council approval but will be brought back at the next meeting for final approval. #8. Discussion & Possible Action: Approval of Fiscal Year 2014 Meeting Dates Chair Kirkpatrick referred to the attachment with proposed meeting dates for Fiscal Year 2014. Member Lunderville moved to accept the calendar as presented with meetings the first Monday of the month at 3:30 p.m. Member Gallardo seconded the motion. Motion carried. #9. Regional Benchmarking Update Regional Director Padilla provided Benchmarking updates; he explained that the Benchmarks will be used to monitor progress on the School Readiness Indicators that the Regional Council has identified as its regional priorities. Benchmarks should be aspirational but obtainable. The final deadline for all Regional Councils to establish their Benchmarks is April 2014. Dr. Amy Kemp, Consultant to First Things First, will be facilitating two upcoming sessions for the Regional Council’s work in setting the regional benchmarks. #10. Regional Director’s Report Director Padilla referred everyone to the Expenditure Report. He reminded everyone that the final report for 2013 expenditures will be available in September. Grantees appear on track for fully utilizing their allocations. Any unused funds will become carry-forward dollars, available for reallocation. He referenced the Systems Building Workgroup held July 15th. There were 16 attendees; Vice-Chair Woodford represented the Regional Council. Discussion about addressing existing opportunities brought up the lack of a true collaboration for those actors in the birth to age five arena. It was requested that First Things First take a lead in creating that group. Member Lunderville offered her assistance because she deals with many of these agencies monthly. He provided a positive example of System Building work as the relationship between the Family Resource Centers and Child & Family Resources (Home Visiting grantee) and the “baby party” that is held at the FRC for families receiving home visitation services. #11. Regional Council and Staff Announcements Member Vellom reminded of his upcoming vacation. Member Lunderville announced the Back to School Blitz for District 35 that will be held on Saturday July 27th. All students of the district are invited and school supplies are given out by area agencies and businesses. Director Padilla told everyone that he had attended the Rio Rico Exchange Club meeting last week and Member Lepa had presented. He also conveyed that he and Administrative Assistant Faubion had attended the District 1 Jump Back to School event on Saturday July 20th, distributing Scholastic Books. #12. General Discussion None #13. Meeting Reminder/Adjourn Chair Kirkpatrick reminded everyone that the next meeting would be held on September 9, 2013 at 3:30 p.m., location to be determined. Home Visitation

A data field is flagged in grey for a SFY quarter: Home visitor caseload for the quarter – when the ratio of home visitors to families served is above 1:20. Staff turnover for the quarter – when the staff turnover is above 20% (from one quarter to the next). Client turnover for the quarter - when the client turnover is above 20% (from one quarter to the next). Clients disenrolled due to moving - when the percent of clients disenrolled due to “moving” is above 20%. Clients disenrolled due to unable to locate - when the percent of clients disenrolled due to "unable to locate" is above 10%.

New for Fiscal Year 2013 Data Reports: If one of the above listed data fields appear gray, FTF staff will continue to monitor the progress or digression of that particular data field by each Fiscal Year Quarter. Important considerations behind the gray box: Varied Reasons for a Gray Box: When reviewing the data, it is important to look at other data fields in conjunction with a gray box. Because a box is gray, it does not automatically entail an issue. The gray box may, in some instances, reflect additional monitoring needed; however there are also reasons that a gray box may appear that is conducive to the home visitation process. For example, client turnover may show gray; however it may be for positive reasons such as families successfully graduating from the program or the child entering Kindergarten. Client Disenrollment Gray Box: The data field, number of families disenrolled during the quarter goes hand in hand with the following two data fields, clients disenrolled due to moving and clients disenrolled with due to unable to locate. The percentage for data fields, clients disenrolled due to moving or clients disenrolled with due to unable to locate, is related to the number above, number of families disenrolled.

It’s important when looking at the gray boxes to remember other data should be considered and there is potential for the data to appear to be skewed. Just because the box is gray, it does not mean there is immediate concern.

Caseload Gray Box: Typically, the home visiting caseload is 20 families per visitor. The First Things First Santa Cruz home visiting program is evidence-based. The grantee is acutely aware of the caseload per home visitor and it is necessary for them to monitor their caseloads, which is part of maintaining their accreditation/certification status.

Santa Cruz Regional Partnership Council Quarter 4 Program Data Summary

programs and services delivered in Quarter 4 (May, June & July 2013).

Family Resource Centers Partner: University of Arizona Cooperative Extension Santa Cruz County Strategy: Family Resource Centers Collaboration: Professional Development hosted by the Superintendent: The Superintendent of Santa Cruz County Schools has agreed to host a professional development training for educators of 3-5 year olds at the County Complex on July 29th. The title of the training is Paving the Way for Common Core. We are bringing together Catherine Parker from SCVUSD, Janet Annett, English Language Arts Coordinator for the Southern Arizona Regional Education Center and Sheri Marlin, Program Director at Office of the Pima County School Superintendent. The purpose will be to educate educators about the content of the Common Core and to provide tools for promoting critical thinking skills which can help children excel. AZEIP: We plan to work with the Blake Foundation again in the fall to help families identify delays early and to increase the number of referrals that we make. We will continue conversations with them regarding an MOU in the fall. Norton School of Family and Consumer Sciences: The evaluation of the PIPE program by the University of Arizona Norton School of Family and Consumer Sciences continues to generate evidence of impacting families. This past year we learned that when parents are more in tune with their children, the child’s level of cooperation increases. This kind of information will help parents to feel more motivated to connect with their children as it should produce additional benefits related to discipline. Barriers and Solutions to Share: Lacking Infants: At the FRCs we have a much larger number of toddlers and preschoolers than infants and would like to increase our communication with doctors’ offices and programs that serve families with babies. The FRC program is collaborating with Child & Families Resources in July to host “Baby Parties” where clients of CFR’s Healthy Families program are invited to the Center to attend classes and to meet families with children of similar ages as their own. The FRC’s will distribute the baby bags from Make Way for Books at these events. Success to Celebrate: NUSD Elementary School Tours: Through a unique collaboration with Dr. Utne and the elementary school principals, the NFRC staff were invited to offer tours of the elementary schools to the families who had pre-registered for Kindergarten. This was a valuable opportunity for families to connect with FRC staff, to learn about what will be expected of them in the school year and to find a place where they can go to prepare. Throughout the Kindergarten registration the FRC did significant (hence the high number of referrals to the Center in May) outreach for the Kindergarten Readiness Class.

SCVUSD Parent Orientation: At SCVUSD, RRFRC staff attended parent meetings and orientation and helped to administer Kindergarten Readiness tests. Families learned what skill areas they needed to work on with children and were referred to the Center for the Kindergarten Readiness class. Factoid Campaign: The Superintendent of Santa Cruz County Schools launched an early childhood factoid campaign as part of a promotional campaign for the FRC program. The campaign was comprised of one-minute radio spots highlighting four different early childhood topics: • Did you know that 90% of a child’s brain development happens between birth and age 5? • Did you know that raising a child to speak both English and Spanish gives them the skills to be better

learners? • Did you know that reading to your child in Spanish will help to build their English vocabulary? • Did you know that children are best wired for sound and language in their first year? These spots were designed to encourage families to further promote their child’s learning and ended with a reminder that the FRC’s offered a free, solid and fun learning environment. Home Visitation Partner: Child & Family Resources, Inc. Strategy : Home Visitation Collaboration: Child & Family Resources, Inc., Healthy Families Program continues to have a formal collaboration with Carondelet Holy Cross Hospital . CFR staff are in the hospital Monday- Friday talking to mothers of newborns to offer program services. CFR also has an informal collaboration with OB/GYN , Dr. Duran who offers program services to all women receiving prenatal care, staff pick up all referrals on Wednesday at Dr. Duran’s office . Barriers and Solutions to Share: Outreach to more rural areas in region: We will continue our outreach efforts and target the areas of Rio Rico and Patagonia to increase the number of families served in both of these areas. Success to Celebrate: There were two families that completed 5 years of service during this quarter; April –June 2013. One family (mother) graduated from high school. Two families (mothers) obtained full time employment. Oral Health Partner: Mariposa Community Health Center Strategy: Oral Health Collaboration: This quarter we collaborated with two Head Starts, as well as the Smart Kids pre-school and participated in the Teyechea Park Fair Event. Barriers and Solutions to Share: No barriers were identified by the grantee. Success to Celebrate: No specific successes were identified by the grantee.

Recruitment Into the Field Partner: Cochise College Strategy: Recruitment Into the Field Collaboration: The grantee has been working with the event planning committee and offering students’ services to help with the activity part of the February “FTF Celebrates the Young Child” event. Barriers and Solutions to Share: Students continue to struggle with their math classes. The grantee has tried to pair up students who are doing well with those that aren’t, but one student will have to take her class again at her expense. Success to Celebrate: Altogether the program now has had 7 students who have graduated from their program.
