CONNIE BELTRANVice Chair – Metro Manila

Ma. Concepcion “Connie” N. Bel-tran is presently the president of RECAR Commer-cial Complex, Inc., Recar Properties, Inc., and Recar Bataan Realty Corporation—the real estate devel-opment companies of her family that include a shop-ping mall, 60-room

dormitory, subdivision and housing developments. She is presently the Executive Vice-president and a member of the Board of Directors of the Chamber of Real Estate and Builders, Inc.Beltran joined Rotary in 1999 and became the 23rd and first female president of the Rotary Club of Pasay Silangan in RY 2004-2005. As president, she was awarded as one of the Most Outstanding Centennial Presidents – overall of District 3810. She also handled several district positions until she became the District Governor in RY 2009-2010 overseeing 96 Rotary clubs in the cities of Manila and Pasay and the provinces of Cavite and Occidental Mindoro. She is also presently a board of trustee of the Asian Charity Eye Foundation.

DIGNA R. RAGASAVice Chair - Luzon

Digna Ragasa, a medical doctor, joined the Rotary Club of Vigan, RI District 3790 in 1993 and became an active Rotarian since then. She held a number of positions such as club president,

Midyear Review Committee chair, community service direc-tor, youth service director, district cluster chair, and district vocational service chair. In RY 2011-12, Ragasa led District 3790 as district governor.

Ragasa finished her medical studies at Perpetual Help Col-lege of Medicine (Cum Laude) and took a Master in Hospital Administration course at Ateneo de Manila Graduate School of Business. She had her residency training at Quirino Memo-rial Medical Center in Quezon City. Currently, Ragasa holds the position of medical director in Metro Vigan Cooperative Hospital at Bantay,Ilocos Sr.

TESS NAVALESVice Chair – Visayas and Mindanao

Teresita Navales has been a true blooded Rotarian since 1990 and have proved her pledge to the creed “Service Above Self”. Tess was an Eagle President of the Rotary Club of Iligan Ma. Cristina and because of her dedication to ser-vice, she received

the Presidential Citation Award from RY 2001-2002 RI Presi-dent Richard King. She also served RI District 3870 as Group Study Exchange team leader, past assistant governor, gov-ernor’s special representative, district secretary, and chaired various committees. She always exudes energy in everything she does. Through her unflagging trips, she organized a lot of Rotary clubs in the district. Acknowledging her passion in helping people, she was trusted by her fellow Rotarians to lead their district as District Governor in RY 2013-2014.Navales is an educator by profession with a Master of Arts in English Literature degree that she took at Xavier Univer-sity in Cagayan de Oro City. After several years of educating young minds, She gave the corporate life a try and worked as manager for multinational companies like The Global Educa-tion Publisher and Grolier International. She also became vice president and sales training director of a pharmaceuti-cal company. Navales also served in the government as a

VIRGILIO G. FARCON, JR.Chairman and CEO

Virgilion Farcon Jr. is the Chair-man and CEO of the Philippine College of Rotary Governors for RY 2014-15.“Jun”, as he is fondly called, is a dedicated and committed leader and servant of our beloved organiza-tion. He proudly calls himself a “Rotary baby” because he spent

more than half of his life pursuing his journey in Rotary service starting as early as his high school days in 1975 as an Interactor. Then he crossed over to the Rotaract movement where he served as Charter President of the Rotaract Club of Marikina North in 1976. He served as the District Rotaract Representative in 1982 at the age of 23 in the former District 380, which covered from Aparri, Cagayan all the way to Quezon City. At the young age of 26, Farcon accepted the call of service and became a Rotarian and eventually became the president of his club, RC Marikina, in RY 1996-97 at the age of 36. He was adjudged as the Most Outstanding Rotary Club President of District 3800 that period. It was also dur-ing the same year where he served as the PETS Chairman of his own batch of presidents and the District Chair for New Generation and Vice Chair for Urban Peace. On July 1996, Farcon was selected as the official delegate of the Philip-pines in the Urban Peace Conference held in Kobe, Japan, where the Convenor was PRID Rafael Hechanova.Farcon’s passion and love for Rotary continued as he went on to serve in higher positions and important committees at the district level. He practically served all district gover-nors year in and year out until his time came to serve as the governor of District 3800 in RY 2010-2011. He was among the four district governors around the world who came from Rotaract and the first district governor in the Philippines who came from the ranks of Interact and Rotaract, thus earning him the title as the first New Generation Governor of the Philippines. His major accomplishments during his term include the organization of the first e-Club in the Phil-ippines: the Rotary e-Club of San Juan; record breaking TRF Contributions of his district amounting to $355,000.00, the highest in Zone 7A; a per capita of $149, the highest in Zone 7A, thus earning his district the recognition of TRF Foun-

dation Cup champion for garnering the highest per capita in the Philippines and Indonesia. District 3800 was also recognized as the first 100 percent all clubs giving district in the Philippines by RRFC Roberto Viray and the first district which received 49 EREY Club Awards in a single year with 75 percent of the active Rotarians in the district giving to the foundation. On membership, his district emerged as second highest growth in the Philippines. During the 2011 New Orleans International Convention, Past RI President Ray Klinginsmith personally requested for the playing of the District 3800 Global Music Video during a jam-packed plenary session on the third day of the convention, whose main speaker at that time was Bill Gates. It was a day to remember as Rotarians from the Philippines stood very tall in the eyes of the Rotarian delegates from different countries who attended the convention when the District 3800 Global Music Video was played to the delight and warm applause of the more than 20,000 delegates who attended the plenary session. At present, Farcon serves as a member of the Rotary Coor-dinator Team and heads the New Generation Committee of Zone 7A and advertising coordinator for the Philippine Rotary magazine. He was awarded as the Most Outstand-ing DGR-PRM in RY 2012-13, where District 3800 received seven out of the eight major awards. He also chaired of the first Philippine Rotary Open, a golf fellowship among the ten districts in the Philippines which was started in 2013. His love for golf paved the way for his continuous hosting of the annual Jun Farcon Birthday Golf Tournament, now on its 20th year. The proceeds of the tournament are donated to his favorite charities and service projects.The Chairman is happily married to the Past National Presi-dent of the Inner Wheel Clubs of the Philippines, Zenaida “Zeny” Farcon, who served as chair of the Spouses Partici-pation for five times, under PDGs Arsenio Tanco, Santos Chua, Jose Peralta, Efren De Guzman and her own husband. They are blessed with three children: Jayjay, the eldest, who is a graduate of De La Salle College Antipolo and now a Sen-ior Auditor at the Sycip Gorres Velayo and Company; Jojo, a Juris Doctor graduate of Ateneo School of Law and is pres-ently preparing for the 2014 bar examinations and Zarah, a Communication Arts graduate of Ateneo De Manila and who is presently into creative writing and a freelance writer. While it would seem that Farcon is very busy with his duties as a CPA-Lawyer and in his endeavors in Rotary, Knights of Columbus, Couples for Christ and others, he still makes it a point that his family comes first and continue the tradition of sharing Rotary with the family as what his parents, PP Ver Farcon of RC Marikina and PP Ludy Farcon of RC San Juan did to him and his siblings. In fact, he already shared Rotary with his son, Jayjay, 28, and daughter, Zarah, 23, who are now both charter members of the newly chartered Rotary e-Club of Marikina.

RUFINO L. POLICARPIO IIISecretary

Rufino Policar-pio III served as the 26th District Governor, of R.I. District 3780, for RY 2012-13, under the R.I. Theme: “Peace Thru Service”. “Penny” is a Past President of The Rotary Club of San Francisco Del Monte, among the oldest and admired clubs in

the district. A Rotarian since 1993, he holds the classifica-tion: Corporate Law Practice, and is a Paul Harris Fellow – Major Donor.His year of leadership as district governor is remembered for such significant achievements as the Rotary Golden Wheel Awards (vocational service excellence awards); Concentrated Language Encounter, a literacy program for elementary public school students; and for the various Dis-aster Relief Operations in Quezon City and Davao. Under his term, District 3780 attained a remarkable, new record in annual contributions to The Rotary Foundation of USD 242,000.00, which made it second overall among the 10 dis-tricts in the Philippines, and 4th in Zone 7 (PHL, Australia, NZ, Indonesia).Policarpio is a dynamic young professional, a civic leader with a passion for service, combined with 21 years of experience and service in Rotary. He has served with distinction in numerous club and district positions, and has received many awards and recognitions. He was a found-ing Member of the Rotary Leadership Institute, and will serve as the Chairman of The Rotary Academy of D-3780. He is also the incoming Chairman of the D3780 Council of

Governors.A practicing lawyer for the past 24 years, Policarpio co-founded his own law firm in 1995, now known as Policar-pio & Acorda Law Office, and continues to serve as Manag-ing Partner. He also currently serves as corporate director, legal counsel and corporate secretary to several domestic & multinational companies and works as a part-time faculty member of the University of Asia & the Pacific School of Management.

DENNIS SUNIOTreasurer

Dennis Sunio’s journey in Rotary started in 1987 with the Rotary Club of Pagsan-jan, RI District 3820, eventu-ally becoming its president in Rotary years 2000-2001 and 2001-2002. His stint as a district officer began in 2002-2003 and from then on, he

rose through the ranks and became district governor in RY 2012-2013. His term was very fruitful, spearheading his district to significant service projects.Dennis was born, raised and educated during his elemen-tary years in New Lucena, Iloilo, proceeded to St. Paul Seminary for his high school stint, excelling academically, graduated with a Bachelor’s degree from the University of the Philippines, Diliman, Quezon City, and his medi-cal degree from UERMMMC in 1981. He is married to the charming Angelita Fernandez, with whom he has two children, Lily Kristine, and Caesar, who are both medical doctors. Sunio truly believes in this truism attributing his current status to the positive influence of his deceased parents, Engr. Cayetano M. Sunio and Lily B. Sunio, who were always passionate about hard work, integrity, honesty and quality education. As a leader, he believed that his success depended on his club and District leaders, when he said, quoting Carly Fiorina, “Leadership is about empowering others to reach their full potential.”

He is also the Regional Director and Asia Pacific Chief Operating Officer of Brokerslink, one of the largest independent insurance brokerage firms in the world.

JAMES MAKASIARDirector

James Makasiar is the district trainer of RI District 3850. A position he will serve for a total of three years until RY 2015-16. He attended his trainings in Taipei, Republic of China (2012) and Kuala Lumpur, Malaysia (2013). In Rotary year 2014-15, he will also serve as

Assistant Rotary Public Image Coordinator for Zone 7A. Makasiar served as District Governor of RI District 3850 in RY -11. He was club president of the Rotary Club of Zam-boanga City West in RY 2002-03 and served as a member of the Board of Trustees of the Philippine Rotary Magazine Foundation.

Makasiar is a certified public accountant by profession. In business, he was president of the Zamboanga Chamber of Commerce and Industry in 2008-09 and the organization’s director/treasurer at present. He also leads his family’s real property development company as the president and chairman of the board. He is also currently serving as presi-dent and chairman of the board of the Western Mindanao Home Developers Association.“PDG Mcgyver” or “Papa James” is married to Ma. Teresa

ROMULO VALLE, JR.Auditor

Romulo O. Valle, Jr. is a charter member and char-ter director for in-ternational service of the Rotary Club of Cauayan in 1983. Later on, he became club presi-dent in RY 1993-94 and elected as vice president of the Council of Presi-dents. Valle, who is involved the

businesses of fuel, car accessories, and construction, was also appointed to various positions in RI District 3770 and his involvement in Rotary Service went deeper and diverse. In RY 1996-97, he became district governor of RI District 3770. Vallle, who took up Civil Engineering at Mapua Institute of Technology, is a recipient of Rotary International Presiden-tial Citation as Distinguished District Governor, “Service Above Self Award, RI Presidential Citation as Distignushed Past District Governor, PCRG “Serving Beyond your Year” award. He also served as district governor’s representative to the Philippine Rotary magazine for many years.

ISIDRO GARCIADirector

Isidro G. Garcia joined the Rotary Club in 1988 with the classification of Insurance Brok-ing. He became Club President of Rotary Club of Makati in RY 1997-1998. Under his Presidency, RC Makati was

Salvador, also a CPA, with whom he has three sons. Neil John, also a Rotarian, is a unit sales manager with a listed manufacturing and distributing company based in Manila. Jason Peter, is a graduating Culinary student from College of St Benilde - De la Salle and Michael James, a senior high school student from Ateneo de Zamboanga University. All the members of his family are Paul Harris Fellows.

PETER RODRIGUEZDirector

Peter Rodriguez served as Dis-trict Governor of RI District 3860 during the RY 2012-2013. He is happily married to PDGL Rina. “Perok”, as he is fondly called, is presently active in the rehabilita-tion efforts of the Help and Assist for Philippine

Rotary Districts, Inc. (HARPDI) as Project Coordinator for Ormoc City, where he also resides. Despite the tremen-dous losses the family suffered because of super typhoon Yolanda, his servant heart made him accept the assignment of being the contact person for the Rotary projects in his hometown. He could have declined the assignment, but because of his desire to help and to be of service, made him accept his present assignment with HARPDI—a hallmark of a true Rotarian.

CORINA TENGCO BAUTISTAEx-Officio

Corina Tengco Bautista joined the Rotary Club of Malolos Hiyas in 2004.Three years after becoming a member, she became president of her club in 2007-08. She undertook big projects and successfully partnered with a district in Gemany in major matching grant projects. Recognized by the district for her outstanding accomplishments, she con-tinued her Rotary involvement in the district level, particu-

larly in public image, as she was appointed representative of the district in the Zone Public Im-age Committee. In 2011-12, Bau-tista became the first lady gov-ernor of District 3770. Champion-ing the cause of women, she was elected to serve as Chair of the Philippine Col-lege of Rotary Governors for

RY 2013-2014, the first lady governor to hold the position. Bautista is also the incoming chair of the Philippine Rotary Magazine Foundation; Attendance and Promotion Chair of the 2013 Taipei Zone Institute; Chairman of the Asian Breakfast, 2014 Sydney Rotary International Convention; and RI President’s Representative to the 2014 DISCON of RI District 3870.Bautista finished her grade school and high school at Maryknoll College; took up BS Entrepreneurship at As-sumption College, and finished BS Restaurant Management with honors at College of St. Benilde. Then she worked at Bangko Sentral ng Pilipinas and for a year and, eventu-ally, was sent to the World Bank and Security Pacific Bank of California for training. Currently, she manages Max’s Malolos, for which she was awarded Most Outstanding Managing Director Award. Bautista also manages Malolos Properties, Inc., a family corporation engaged in real estate development.Bautista is the daughter of Atty. Pete Tengco, former chair-man of the Development Bank of the Philippines and Zeny Hipolito Tengco. She is married to Gabriel Bautista, a barangay captain serving his 18th year in office and mem-ber of the Rotary Club of Metropolitan Malolos. They are blessed with four children, Patty, a mass communication graduate, Paula, an who studied interior designing, Anton a graduate of computer engineering, and Miguel, who took up business management in college.
