NEW DELHI, Dec 30:

Incidents of fake e-ticketsusage to gain illegal entry intoIndian airports were highest in2018 in past four years, prompt-ing security agencies to mootbiometric or barcode-basedaccess system for passengers.

While security officials ruledout any terror-like or extremesabotage threat in these recordedincidents, they expressed con-cern over the potential of thismenace being misused in futureto breach the airport security.

As per a CISF dataaccessed, a total of 140 inci-dents (about 26 per cent more)of illegal entries of passengersusing fake or cancelled e-tick-ets were intercepted till early

December as compared to 111such incidents registered lastyear. The comparative figuresfor 2016 were 74 while for2015 it was 43.

The Central IndustrialSecurity Force (CISF) is themandated security unit to guardIndian civil airports and it has61 such facilities under itsumbrella at present.

The force has caught bothIndians and foreigners for theseoffences.

It found that either igno-rance of rules or sheer desire tosee off a family member orfriend has prompted theoffenders to gain illegal entryinto the airport terminal byshowing a paper printout or

mobile-based PDF attachmentof an air ticket, that has beencancelled, to a CISF securitypersonnel at the gate.

"While none of these inci-dents were serious from thepoint of view of a serious secu-rity breach, the possibility ofsomeone using a fake or can-celled e-ticket to cause a seriousbreach to airport security in thefuture cannot be ruled out," asenior official involved in air-ports security said.

The multiple security agen-cies tasked for airports securitylike the CISF, IntelligenceBureau and Bureau of CivilAvaition Security (BCAS) wantthis menace to be checked byusage of biometric or barcode-based entry of passengers, theofficial said.

Some Government propos-als in the offing like 'DigiYatra' and barcode-based airtickets are being mulled asoptions. Work is in progress,the official added.

Under 'Digi Yatra', it is pro-posed to have a centralised reg-istration system for passengersand each of them would get aunique ID.

The ID would be shared by

passengers at the time of book-ing tickets. It can be created bysharing name, e-mail id,mobile number and details ofany identity proof, includingAadhaar.

Before travel, the airlinewould share the passenger dataand the ID with the airport fromwhere the passenger would beflying out.

There would be one-timeverification at the departure air-port while travelling for the firsttime using the ID. After success-ful verification, facial recogni-tion biometric would be cap-tured and stored in the DigiYatra ID.

A registered passenger cango to the e-gate of the airportand scan the barcode/ QR codeof the ticket. The system wouldalso generate a token combiningthe face of passenger with PNRof the ticket, so that at subse-quent check-points the ticketdetails would be available onface recognition.

The usage of smart tools willnot only help eradicate the men-ace of fake tickets but will easepassenger travel experience atthe airports, the official said.(PTI)

Prime Minister NarendraModi Sunday announced renam-ing of three islands of Andamanand Nicobar archipelago as atribute to Netaji Subhas ChandraBose.

The Ross Island was renamedas Netaji Subhas Chandra BoseDweep, the Neil Island asShaheed Dweep and the HavelockIsland as Swaraj Dweep, Modisaid during a speech amidst thun-derous applause from the audi-ence here.

The three islands are majortourist spots.

Earlier in the day, the PrimeMinister inaugurated a slew ofdevelopment projects and laidfoundation stones of several oth-ers related to energy, connectiv-ity, education, tourism andhealth sectors.

Donning the Azad Hind Fauj(Indian National Army) cap, headdressed a public meeting atNetaji Stadium on the occasion ofthe 75th anniversary of the hoist-ing of the Tricolour by Bose here.

"When it comes to heroes ofthe freedom struggle, we take thename of Netaji Subhas ChandraBose with pride. The first PrimeMinister of the Azad Hind gov-ernment Subhash Babu had madeIndia's independence resolutionon the soil of Andaman," he said.

"The country draws inspira-tion from Andaman. That is whythe government has issued anotification and I am proudlyannouncing that henceforth,Ross Island will be known asNetaji Subhas Chandra BoseDweep. The Neil Island will beknown as Shahid Dweep andHavelock Island as SwarajDweep," he said.

On this day in 1943, Bosehad suggested that Andamanand Nicobar Islands be renamedas Shahid and Swaraj Dweeprespectively. During the WorldWar II, the Japanese had cap-tured the Andaman and NicobarIslands, and Netaji came here asthe Azad Hind Fauz led by himwas an ally of the Japaneseforce.

"The historical event of 30thDecember 1943 has been com-pleted today after 75 years," hesaid.

Modi began his speech byasking the people in the groundto switch on the flashlights oftheir mobile phones to honourBose.

Thousands of mobile flashlights were then switched onproviding a visual delight.

At the stadium, the PM alsoreleased a commemorativestamp, its first-day cover and aRs-75 coin on this special day.He also announced setting up ofa deemed university named afterBose.

NEW DELHI, Dec 30:

Violence perpetrated byPakistan-sponsored terrorgroups in Jammu and Kashmir,natural calamities such as thefloods in Kerala and securitythreats posed by social mediawere among the big issues thatkept the Home Ministry busy in2018.

Besides, providing logisticsfor smooth assembly electionsin nine states, preparation of theNational Register of Citizens(NRC) in Assam and theAmarnath pilgrimage were partof the key tasks in the year gonefor the sensitive Ministry, whichlooks after the country's internalsecurity.

In the fag-end of 2018, theministry was hit by a controver-sy over giving power to 10 cen-tral agencies to intercept infor-mation from any computer.However, the Government saidrules for intercepting and moni-toring computer data wereframed in 2009 when the UPAwas in power and its order onlynotified the designated authori-ty.

"The internal security sce-nario during 2018 remainedlargely peaceful while the situa-tion on the borders withBangladesh, Myanmar andChina has significantlyimproved, even though cross-border firing along the Indo-Pakborder has been a regular fea-ture," a senior Home Ministryofficial said.

Along the western borders,security forces have retaliatedwith equal measure to ceasefireviolations and neutralised infil-tration attempts.

Till early December in 2018,86 security personnel and 37civilians were killed in Jammuand Kashmir. A total of 238 ter-rorists were eliminated by secu-rity forces during the same peri-od, which also saw 759 inci-dents of stone pelting in theKashmir Valley.

As Jammu and Kashmir hasbeen under the Governor's/President's rule since June, theministry is now more involvedin maintaining security in theState where it has provided over60,000 paramilitary troops toassist local police in ensuringlaw and order.

"The Centre took a major

conciliatory initiative in Jammuand Kashmir in 2018 by declar-ing the suspension of operationsin the State coinciding with theholy Ramzan month," the offi-cial said.

However, after a review itwas not extended beyondRamzan following which secu-rity forces launched concertedanti-militancy operations result-ing in significant gains, he said.

In the Northeast, the securityscenario has improved signifi-cantly which led to withdrawalof the Armed Forces SpecialPowers Act from Meghalayaand parts of Arunachal Pradeshduring the year.

Left-Wing Extremism (LWE)affected districts have decreasedfrom 76 in 2013 to 58.

But the Government said therules for intercepting and moni-toring computer data wereframed in 2009 when the

Congress-led UPA was in powerand its new order only notifiedthe designated authority whichcan carry out such action. It hasalso rejected the opposition'scharge of snooping.

On women's safety, anotherofficial said it is a "matter ofconcern for all and in order tochannelise the government'sefforts, the Home Ministry hascreated a new division in May toaddress issues of women's safe-ty comprehensively."

Setting up of special fasttrack courts, strengthening offorensic set up and building up aNational Registry of SexualOffenders are among the stepstaken by the ministry.

The Ministry has alsolaunched two pilot projects ofsmart fencing along the Indo-Pak international border inJammu.

The smart border fencingprojects built under theComprehensive IntegratedBorder Management System(CIBMS) programme is the firstof its kind in the country.

The two projects, each cov-ering a 5.5 km stretch along theinternational border, have got ahi-tech surveillance system thatcreates an invisible electronicbarrier on land, water, and evenin air and underground.

It helps the BSF detect andfoil infiltration bids in the mostdifficult terrains.

The CIBMS is designed toguard stretches where physicalsurveillance is not possibleeither due to inhospitable terrainor riverine borders.

For the first time, India-China high level meeting onbilateral security cooperationwas held which was participatedby Home Minister RajnathSingh and his Chinese counter-part Zhao Kezhi, StateCouncillor and Minister ofPublic Security of China.

An agreement on securitycooperation between the HomeMinistry and the Ministry ofPublic Security of China wassigned by the two sides.

"The pact further strengthensand consolidates discussionsand cooperation in the areas ofcounter-terrorism, organisedcrimes, drug control and othersuch relevant areas," the officialsaid. (PTI)

Fake e-ticket cases at airports in 2018 highest in four years; agencies mull alternatives

Nineteen people have beenarrested in connection with thekilling of a policeman in UttarPradesh’s Ghazipur district, asenior police official said today.

Director General of Police(DGP) O P Singh, in a tweet,clarified that the deceasedpoliceman, Suresh Pratap SinghVats, was a head constable.

Vats (48) was killed Saturdaywhen protesters hurled stones atvehicles returning from the venueof a public meeting addressed byPrime Minister Narendra Modi.He was hit on the head by a stonewhen he went to end a traffic jamcaused by the protests.

“The death of head constableSuresh Pratap Singh Vats inGhazipur in stone pelting isextremely tragic. So far 19 accusedin 3 cases have been arrested,which include 11 in the case ofmurder. Strict action will be takenagainst those involved in violenceunder stringent sections of law(sic),” the DGP said in a tweet.

According to Superintendentof Police (Ghazipur) YashveerSingh, the protesters were work-ers from the Rashtriya NishadParty who were prevented by theadministration and the policefrom going to the rally venue.

“When the Prime Ministerhad left Ghazipur, the partyworkers blocked traffic at vari-ous places and started peltingstones on the vehicles returningfrom the programme venue,” hesaid on Saturday.

The SP said the police aretrying to identify other protest-ers by scanning video footageof the incident.

Chief Minister YogiAdityanath has announced acompensation of Rs 40 lakh forthe wife of Vats and Rs 10 lakhfor his parents, the State hasGovernment said.

Adityanath also directed theDistrict Magistrate and theSuperintendent of Police to takestrict action against unruly ele-ments and arrest them immediately.

The death comes less than amonth after the killing ofInspector Subodh Kumar Singhin Bulandshahr district. He wasshot dead during a mob vio-lence over alleged cow slaugh-ter. The man who allegedly shotthe Bulandshahr inspector wasarrested last week.
