WELCOME MESSAGE EUROPEAN ATHLETICS PRESIDENT

I am very happy that Belgrade will host the 2013 SPAR European Cross Country Championships. The Athletics Federation of Serbia has presented an excellent proposal to European Athletics for a great city centre course and we are looking

thforward to a memorable 20 edition of the championships.

It will be the first time Serbia will have hosted the SPAR European Cross Country thChampionships the 15 nation to stage the event since it was inaugurated in 1994 –

and I am confident that the local organising committee are doing their utmost to ensure a successful event takes place in December 2013.

Athletics is a popular sport in Serbia with the country boasting some excellent athletes who have enjoyed many recent successes on the international stage and we hope this translates to a well-received event among fans of our sport.

The discipline of cross country is growing to be an ever more important part of athletics during the winter months. Cross country brings together athletes from the middle distances up to the marathon in the same race and provides a special challenge as the running surface can change according to the weather conditions.

The SPAR European Cross Country Championships are always an exciting and interesting competition, with the added dimension of also being a team event. The combination of the fantastic city of Belgrade surrounding the course will provide a memorable experience for athletes, officials and fans alike.

I would like to thank in advance the Athletics Federation of Serbia, the Belgrade 2013 local organising committee and city of Belgrade for their hard work now and in the future with regards to the organisation of the championships. We know the federations are becoming experienced organisers of European Athletics events.

I would also like to thank the media, officials, athletes and our stakeholders for all their support.

I hope that Belgrade 2013 continues the success story of the SPAR European Cross Country Championships and I look forward to meeting Europe’s cross country family in December 2013 in Serbia.

In my role as President of the Athletic Federation of Serbia, I have a great honour and thprivilege to welcome all of you to Belgrade for the 20 SPAR European Cross Country

Championships . This highly regarded competition is one of the most prominent events in our sport and you can take my word as a guarantee that Belgrade is ready to be the best host anyone can hope for. This Championships is the most significant athletics competition that Belgrade has organised since 1969, so you can be sure we are taking this opportunity extremely seriously and working very hard to complete all the preparations in time.

Our recent track record regarding organisation of international athletic events is quite impressive. In 2009, Serbia hosted the European Athletics Junior Championship,

ndfollowed by the European Athletics Team Championships 2 League and the European Athletics Convention in 2010 and European Athletics Team Championships in 2011. We see the upcoming SPAR European Cross Country Championships as the crown of our efforts to revive athletics in our country and put Serbia on the map of European sports, where it rightfully belongs. Based on the previous experiences, we firmly believe that our organisational capacities are sufficient to handle this responsibility in appropriate manner and all of you will be in position to evaluate our hospitality, level of technical aptitude and dedication to precision and punctuality.

It is our hope that the organisation of a major event like the one European Athletics entrusted us with can be a key driver of athletics popularity in the country and can bring us in closer contact with the larger European family of sports professionals and enthusiasts. Belgrade lies at the crossing of the communication lines between Eastern and Western

Europe, on the Balkan Peninsula. It rises on the banks of the Sava and the Danube and

the two rivers run along three sides of the city.

The geographic coordinate of Belgrade are:

- 44049'14'' North geographic latitude,

- average elevation 116,75 m .

Belgrade, the capital of Serbia, is the third largest city in South-eastern Europe after

Istanbul and Athens.

Just over 1,700,000 people live in it. Belgrade is the city of youth. More than 40% of its

citizens are between 15 and 44 years of age.

All citizens of Belgrade love to talk of the spirit of the city. Open and ever ready for fun,

many Belgraders will claim to be true hedonists – and many of them really are –

knowing all there is to know about good food, wine and music.

The citizens of Belgrade like all sorts of things: pleasant conversations and long walks,

drinking their morning coffee or days off work, they also love it when they find freshly

baked warm bread in the local bakery. They like being in motion and therefore the

streets, walkways, cafes and restaurants are always filled with people. More

importantly, Belgraders like everyone, so get to know Belgrade by getting to know

Belgraders!

TERRITORY2The urban core of Belgrade, encompasses an area of 36 km , and the total municipal

2territory amounts to 322 km .

Administratively, Belgrade is subdivided into 17 municipalities:

- 10 urban (Čukarica, Novi Beograd, Palilula, Rakovica, Savski venac, Stari grad,

Voždovac, Vračar, Zemun and Zvezdara),

- 7 suburban (Barajevo, Grocka, Lazarevac, Obrenovac, Mladenovac, Sopot and

Surčin).

CLIMATE

The Belgrade climate is moderate continental, with four seasons. The average annual oair temperature is 11,90 C autumn is longer than spring, with lengthy sunny and warm

periods (Indian summer). Winter is not particularly harsh, and averages 21 one days with

below zero temperatures. January is the coldest month of the year with an average O

temperature of 0,4 C. Spring is rather short and rainy. Summer starts abruptly. The hottest O Omonths are July (21,7 C) and August (21,3 C).

Belgrade has a characteristic south-eastern and eastern wind called "košava", which

brings fair and dry weather. It is most frequent in the fall and winter, lasting for 2-3 days.

The average “košava” speed is 25-43 km/h, particularly when there is a high air pressure

over Ukraine and Bessarabia, and low pressure over the Adriatic Sea.

Belgrade has an annual average of 139 days with precipitation, including 27 days of

snow. The most intense precipitations are in May and June, and in February they are the

least. One-day rains are most frequent. The annual average of precipitations is 667,9

mm. The snow blanket averages 30 to 44 days, and its average thickness is 14-25 cm. The oaverage temperature in December is 6.2 C

POPULATION

According to the 1991 census, the Belgrade urban area has a population of 1.168.454,

and together with the suburban areas the capital city has a population of 1.602.226.

Estimates are that Belgrade now has more than 2.000.000 inhabitants. As a result of its

stormy past, many nations have been living in Belgrade for centuries, and Serbs are the

majority (86%).

TIME ZONE

Belgrade lies in the central European time zone CET (GMT+1 hour). The summer daylight

saving time is from the end of March to the end of October (GMT+2 hours).

3.1 Arrival by Air

The official airport is “Nikola Tesla” International Airport (Belgrade) which is situated 15km from the competition venue “Park of Friendship”.The Welcome Desk is situated in departure exit at the airport and will be open from Thursday 5 to Sunday 8 December from 08:00 to 22:00 (depending on travel schedules).Media representatives will be escorted to the official buses by the welcome desk staff and taken to the media hotel, approximately 25min from the airport.

The media hotel for the SPAR European Cross Country Championships Belgrade 2013 is Tulip Inn Belgrade Hotel, which is located 10 minutes from the competition venue.

There is Wi-Fi available in the hotel so journalists can do their work during the days leading up to the competition. Parking is available at the hotel free of charge for hotel guests.

An Information Desk will be located in the lobby of the hotel with qualified personnel offering relevant information about all aspects of the SPAR European Cross Country Championships Belgrade 2013.

Each media representative will receive an accreditation card, which must be worn at

all times and should be clearly visible. Security personnel will control all areas. The

accreditation is not transferable and does not allow the holder to take another person

beyond checkpoints. Photos are not required for the accreditation card system.

Accreditation cards will be prepared in advance of the event, based on the

information provided by the journalists in the online accreditation procedure.

For those staying at the official Media Hotel and havign settled hotel payment,

accreditation cards will be distributed at the LOC Information Desk located in the

lobby of the Tulip Inn Hotel. Those not staying in the official Media Hotel and/or not

having settled hotel payment are kindly requested to pick up their accreditation at the

Main Accreditation Centre located at the Hyatt Regency Belgrade Hotel (Milentija

Popovica 5). Any lost or damaged accreditation cards should be reported to the LOC

Information Desk. Duplicate cards can be obtained where proof of identity can be

established. A description of the accreditation system is included on the back of the

accreditation card. All media accreditation cards will allow access to the Media

Centre, Media Tribune and Mixed Zone. This card will also give access to a Refreshment

Area installed at the Media Centre.

The Main Accreditation Centre (Hyatt Regency Belgrade Hotel, level -1) will be open

as follows:

*There will be an additional accreditation centre located in the LOC office at the competition venue to be used

The Media Centre will be located in the Park of Friendship and will consist of an

Information Desk and a working room for media.

The opening hours of the Media Centre are as follows:

Saturday 7 December 09:30 – 17:00

Sunday 8 December 08:00 – 17:00

Working Area - For all working stations, power is electric power – 220 volts/AC 50 cycles.

The LOC will not provide adapters.

Event information - Pigeon holes for the following information: start lists, results, flash

interviews, statistical and general information, jury of appeal decisions.

Note: The whole area is a non smoking zone.

6. MEDIA SERVICES

6.1 Media centre

The Media Tribune will be located close to the finish line and in front of the video board.

Official results of each race and flash interviews with the medallists will be also

distributed in the tribune.

The media tribune has fully equipped seats for 45 journalists. For TV/Radio there are 10

positions.

Each media desk is equipped with an electricity socket (220 volts). There will be free

internet in the Media Tribune. Seats will be allocated by European Athletics/LOC. Seats

are allocated as per the Media Tribune seating plan, which will be available in the

Media Centre as well as at the entrance of the Media Tribune. Commentator’s

Information System (CIS): Monitors and CIS terminals will be available. Some will be

available in the Media Centre and the Mixed Zone as well.

Refreshments: A refreshment area will be available in the Media Centre.

6.2 Media Tribune

The photographers' briefing will be held on Sunday 8 December at 08:30 in the Media

Centre. The photographers’ bibs will be distributed during the meeting.

6.4 Press Conference

The official European Athletic/LOC press conference will take place on Saturday 7

December at 13:00 in Belgrade City Hall and will consist of members of European

Athletics and the LOC and also with outstanding athletes set to take part in the

competition.

6.5 Mixed Zone and Flash Interview Service

The Mixed Zone where media representatives meet participating athletes will be

located close to the finish line. There will be a dedicated Mixed Zone for TV right holders

and for the rest of the accredited media. Immediately after each victory ceremony

the flash interview team will hold interviews with all the medallists in the championships.

These interviews will be distributed on information sheets to the media and will be

posted on the European Athletics and LOC website. It is up to the athlete to decide

whether he or she will give an interview.

The SPAR European Cross Country Championships is held annually and comprises of an

individual as well as a team competition for both men and women. There are six

championships races: Senior Men, Senior Women, Under 23 Men, Under 23 Women,

Junior Men and Junior Women.

Entries & Scoring

There shall be separate team championships for each race, in which each European

Athletics. Member Federation may enter 1 (one) team. A maximum of 8 (eight)

athletes in each event may be entered per Member Federation, of which a maximum

of 6 (six) may participate. Each team’s score shall be determined by the aggregate of

the finishing positions achieved by its 4 (four) best placed athletes. If two or more

athletes tie for a place in any event, the attributable points shall be divided equally

between them. A team with fewer than 4 (four) finishing athletes shall not be counted

in the teams classification. A separate classification of all athletes in each event shall

be compiled and the championship determined accordingly.

OMEGA provides world-class timekeeping for Europe’s cross country athletes

OMEGA looks forward to bringing its unparalleled sports timekeeping expertise to

Belgrade for the 20th SPAR European Cross Country Championships.

OMEGA has been involved in athletics timekeeping for more than 80 years. In 1932, its

pocket watch chronographs were already considered the most reliable instruments

available for measuring world-class performance at sporting events and OMEGA’s

reputation was such that the International Olympic Committee (IOC) asked the firm to

supply all sports timing devices for use at the Olympic Games to be held that year in Los

Angeles. The company was happy to oblige, and delivered 30 OMEGA chronographs,

accompanied by an expert watchmaker, to ensure precise timekeeping and reliable

results from all the competitions. OMEGA has continued to develop and deliver state-

of-the-art sports timing and measurement systems ever since, and at the London 2012

Olympic Games, it assumed the Official Timekeeper role for the 25th time. Preparations

are well underway for the Sochi 2014 Olympic Winter Games and the Rio 2016 Olympic

Games.

Every year, OMEGA’s experts deploy teams of timekeeping professionals to sporting

events around the world, armed with a veritable arsenal of advanced sports

timekeeping and measurement equipment. Their innovative systems include starting

blocks and false-start detection systems and the latest photo-finish cameras for the

sprints and middle-distance events, as well as height and distance measurement

devices for field disciplines.

OMEGA records and displays the results with the world’s best equipment

OMEGA’s official timekeepers ensure timely delivery of the official results to everyone

involved in the competitions they support. At the events it serves, OMEGA is also

responsible for the competitor displays for the athletes and their support teams along

with the public displays to spectators at each venue. The official results are also

delivered in real time to broadcast, network and print media who in turn relay results

and commentary to remote audiences around the world.

Though each event requires a specific configuration of precisely tuned devices and

systems, perhaps the most famous of OMEGA’s timekeeping inventions is the photo-

finish camera. First developed for use at the London 1948 Olympic Games, these

cameras solved the problem of grouped finishes by enabling judges to separate the

winners from the runners-up. The OMEGA Scan’O’Vision cameras have evolved

continuously over the years and the current version, the Scan’O’Vision Star, provides

more than 2000 high-definition images of the participants as they cross the finish line.

OMEGA and athletics

While the number and variety of events make the Olympic Games the most famous,

complex and challenging of world championships, OMEGA’s track and field

timekeeping experts are busy every year at competitions around the world. Along with

the 2013 European Athletics Indoor, Under 23, Junior, Team and Cross Country

Championships, OMEGA has continued its relationship with the IAAF Diamond League,

serving as Official Timekeeper at its meets in the 2013 season.

The Opening Ceremony is scheduled at 09:45 at the competition venue. The

ceremony will consist of the country flags parade and opening speeches from the

European Athletics and LOC Presidents.

9. CEREMONIES

9.1 Opening Ceremony

In each event, the individual winner, second placed and third placed shall receive

gold, silver and bronze medals respectively.

For the winner, second and third in each team event, the 4 (four) scoring members as

well as non scoring members who completed the race shall attend the ceremony and

receive medals.

9.2 Victory Ceremonies

The closing ceremony will take place immediately after the last victory ceremony and

will consist of the handover of the European Athletics flag to the organisers of the 2014

edition of the SPAR European Cross Country Championships taking place in Samokov/

Bulgaria.
