The Medal of Valor represents the highest award our community can bestow upon the men and women who protect us and our property through the conscientious enforcement of our laws. And although this coveted award is presented to those few individuals who have distinguished them-selves through meritorious service, it is, in a sense, a sincere tribute to all police officers.

Sponsored by the Crusade Against Crime of America and the St. Louis Area Police Chiefs’ Association, the Medal of Valor is presented in recognition of a conspicuous act of bravery exceed-ing the normal demands of police service. It expresses the community’s gratitude for the sound judgment demonstrated by the officer in the performance of his or her duty, often without regard for personal safety, yet with full awareness of the reasonable attainment of his or her objective. The award guidelines were broadened in 1974 to provide for the recognition of citizen involve-ment in performing a heroic act out of concern for the safety and welfare of a police officer or in the prevention of a crime.

Since its inception in 1969, the Medal of Valor has been presented to over 400 police officers and local citizens, including several individuals who have each received the Medal twice for heroic deeds. The recipients are selected each year from nominations submitted to the Medal of Valor Judges Committee by more than 140 Police Departments in the St. Louis metropolitan area. The guidelines governing the qualifications for nominations were established by a panel of high-rank-ing police officers. All nominees must be approved by their respective chiefs.

While the Medal of Valor provides a unique opportunity for honoring the heroism of individual police officers and citizens, it also offers the means through which everyone can express their sup-port of all law enforcement officers.

PROGRAM EMCEE

Miller currently co-anchors weekdays for FOX 2 News at 6 p.m. and is an anchor for Fox2 NewsEdge at 10:00p.m. She joined FOX 2 in October 2002. Before joining the FOX team, Sandy co-anchored the 9 p.m. news at KPLR-TV for 4 years. She also served 3 years as the Director of Marketing for Koplar Communications prior to her anchoring and reporting duties. In addition to news media, Sandy has spent over 10 years in corporate televi-sion working for Anheuser-Busch, STIHL-TV, Lutheran Church Missouri Synod and many others.

Miller grew up at the Lake of the Ozarks and graduated from Missouri State University in Springfield, Missouri where she was attending on a scholarship. She worked as an intern at KOLR-TV while in Springfield and moved to St. Louis in 1985.

Miller won the Miss Missouri USA 1984 title and placed 3rd runner-up to Mai Shanley of New Mexico in the national Miss USA pageant in 1984. She went on to win the Miss International USA title and compete in the Miss International 1984 pageant in Japan but didn’t place. She is involved in many community organizations and volunteers for numerous charities. Some of the organizations she enjoys donating time to include the Missouri Humane Society, United Cerebral Palsy and the Cystic Fibrosis Foundation.

Sandy lives in western St. Charles County with her husband, Matt and sons Cole and Clay. She is still an active member in the St. Louis community including the Humane Society.

Duane Benton became a judge on the United States Court of Appeals for the Eighth Circuit on July 8, 2004. Judge Benton served on the Missouri Supreme Court from 1991 until 2004, serving as Chief Justice from 1997 to 1999. He is a 1972 graduate of Northwestern University and a 1975 graduate of Yale Law School, where he was managing editor of the Yale Law Journal. From 1975 to 1979 Judge Benton served with the U.S. Navy as a judge advocate. While in the Navy, he earned a master’s in business administration and accountancy from

Memphis State University, becoming a CPA in Missouri in 1983. After private practice from 1983 to 1988, Benton served as Missouri’s Director of Revenue from 1989 to 1991. A Vietnam veteran, he retired from the U.S. Naval Reserve at the rank of Captain, after 30 years of active and reserve service. Judge Benton also served as an adjunct professor at Westminster College, the University of Missouri–Columbia School of Law, and Vanderbilt University School of Law.

suspect began to choke Officer Kenyon while punching him on the side of the head. Realizing he was losing consciousness, Officer Kenyon took decisive action; he removed his pistol and shot, striking the suspect. The round caused the suspect to stop the assault and back off of Officer Kenyon.

Officer Kenyon repositioned himself and attempted to gain his balance, but the suspect charged at him again. Officer Kenyon, still recovering, fired again, striking the suspect and ending the assault.

Officer Kenyon displayed tremendous courage and never gave up; continuing to fight in the defense of his and the female victim’s life is clearly deserving of the Medal of Valor.

On April 18, 2012 the O’Fallon Police Department received a 911 call in reference to a subject causing a disturbance while under the influence of LSD.

Officer Kenyon quickly arrived and observed a subject hang-ing halfway inside the driver’s side window of a van beating a female. Officer Kenyon got the suspect to focus his sole attention on him and remove himself from the vehicle. After a brief verbal exchange, the suspect charged Officer Kenyon, who discharged his Taser. But due to a faulty probe strike it had no effect.

The suspect began to viciously assault Officer Kenyon, strik-ing him on the face and head, as well as biting his face. During the fight the suspect made several attempts to gain control of the officer’s pistol. After several unsuccessful attempts to dis-arm the officer during this violent hand-to-hand combat, the

On September 2nd, Ferguson police officers received informa-tion concerning a suspect who was wanted for a robbery includ-ing stealing the vehicle the sus-pect was operating.

While on patrol Officer Eddie Boyd observed the suspect vehi-cle in the parking lot of a local convenience store. Officer Boyd attempted to stop the vehicle. The driver refused to stop and fled in the vehicle.

the vehicle. While in pursuit, the front seat passenger, later identified as the wanted robbery suspect, forced his way into the driver’s seat, opened the driver’s door and forced the driver out of the moving vehicle causing him to tumble onto the pavement. Now operating the vehi-cle, the suspect continued to flee until losing control and crashing.

The suspect got out of the vehicle and continued his flight on foot. Officer Boyd and Spradling stopped their vehicles and continued their pursuit on foot as well. Suddenly the suspect turned and fired gun shots at the officers. Responding quickly, Officer Boyd returned fire forcing the suspect to flee again. The officers pursued the suspect to a near-by apartment building, where the suspect forced his way into an apartment and barricaded himself.

Officer Boyd, Officer Spradling and responding officers surrounded the building, and with the assistance of the Saint Louis County SWAT team, were able to negotiate a peaceful surrender.

Officer Eddie Boyd’s and Officer Barb Spradling’s actions are characteristic of the highest traditions of valor found in police work and deserving of the Medal of Valor.

On October 26, 2011 the Sunset Hills Police Dispatch received a 911 call for a home invasion in progress. Detective Sergeant Robert Siscel, along with a patrol officer, responded to the rear of the residence. There, the patrol officer immedi-ately identified an armed gunman inside the house holding an elderly female hostage. The patrol officer ordered the sus-pect to release the victim; the gunman complied, but fled the kitchen into the family room.

Sergeant Siscel entered the home and ran into the family room where he confronted the suspect. The suspect then pointed his pistol at Sergeant Siscel, who in defense of him-self, the victim and his partner fired his weapon, striking the gunman. The gunman was then taken into custody without further incident.

Sergeant Siscel’s actions are characteristic of the highest traditions of valor found in police work and is deserving of the Medal of Valor.

On June 2, 2012, Officer Michael Hitchcock and Nathan Jaeger received a call for a house fire. Officer Hitchcock was the first to arrive and observed a large amount of smoke surrounding the resi-dence. Officer Hitchcock, assist-ed by Officer Jaeger, made contact with the male homeowner, who advised his wife was still in the residence in the top floor bedroom.

Officer Hitchcock and Jaeger attempted entry into the home, but were unable to breath and forced

out by the heavy smoke. With no breathing apparatus, their unwavering determination to gain access to the victim

directed them to an alternative entry method. The officers found a neighbor attempting to break a bedroom window to assist in rescuing the victim.

Utilizing ladders found outside the residence, the officers climbed up to the bedroom win-dow and broke out the glass. Officer Jaeger located the unresponsive victim lying on a bed just inside the window. Officer Hitchcock, assisted by Officer Jaeger, pulled the victim through the window and lowered her to fire personnel below.

Both officers sustained smoke inhalation and were treated at a local hospital. The heroic efforts of Officer Hitchcock and Jaeger, in spite of imminent personal danger,

showed the compassion and unparalleled dedication of the oath they took to protect the com-munity and is deserving of the Medal of Valor.

On May 30th, Detective Michael Moore Sr. and Officer Rajah Johnson received a call for a fire at an apartment complex. When the officers arrived they observed large plumes of smoke venting from the building and towering into the sky. Also responding to assist were Officer David Porter, Detective Michael Cavanaugh, Sergeant John Edgecombe and Sergeant Michael Stoehner.

Instead of merely charging in, Sergeants Stoehner and Edgecombe organized the officers into two teams, each taking a floor to evacuate the building. The officers entered without hesitation despite the overwhelming smoke, intense fire, heat and low visibility.

Making their way from door to door, the officers assisted residents, some who were elderly and/or disabled, from their homes to safety outside of the complex. The officers communicated their progress with each other, while Detective Moore and Officer Johnson wrote down the apartment numbers that were evacuated and those that they were unable to gain entry. They relayed this infor-mation to the fire department.

The officers were inundated by smoke during the rescues, but persisted by making it to as many doors as possible with each deep breath they took. The great risk taken by the officers resulted in the building being cleared of residents. It wasn’t until the building was evacuated that the officers left the building for safety, each having been overcome by smoke inhalation.

Because of their quick response, organized approach and courage, no residents were seriously injured. Their actions are characteristic of the highest traditions of valor found in police work and is deserving of the Medal of Valor.

couch. The officers observed an assortment of weapons including a rifle, handguns and knives with-in his reach. The man began to threaten the officers and immediately turned towards the couch, reached between two cushions and removed a revolver. The gunman then pointed the revolver at the officers.

At the same time Officers Ambrose and Appelbaum drew their pistol and while taking cover commanded the gunman to drop his weapon, but he refused and instead fired gun shots at the officers. The officers had quickly darted down a short hallway and took cover around a corner. Having made the corner first, Officer Appelbaum moved himself back allowing Officer Ambrose cover in the narrow space. Officer Appelbaum, who was now positioned behind Officer Ambrose, was unable to safely engage the gunman without having to shoot over his partner. Knowing his responsibility, Officer Ambrose did not hesitate and posted himself on the corner and exchanged fire with the gunman down the hallway.

During the exchange of fire Officer Ambrose’s was struck in the left arm, but continued to fire at the gunman striking him and ending the threat.

Officers Jonathon Ambrose and Stephen Appelbaum’s actions are characteristic of the highest traditions of valor found in police work and deserving of the Medal of Valor.

On June 28th, Officers Jonathan Ambrose and Stephen Appelbaum received a call for a disturbance at a residence. After arriving, the officers met the victim, who stated she was arguing with her husband who was highly intoxicated and was refusing to allow her to retrieve her belongings and leave. Additionally, the victim stat-ed her husband had a large assortment of weapons in the house and she feared for her safety.

While inside the residence the offi-cers met with the man in the living room, who was standing next to the

On September 19, 2011 a bank robbery occurred at Commerce Bank. Witnesses of the incident were able to provide a description of the robbers and the vehicle they were occupying. The information was then broadcast to responding officers.

Soon after the broadcast, the Police Aviation Unit located the vehicle and relayed this information as well. Detective Marc Wasem, as well as other assisting officers, quickly responded to the area.

While in the area Detective Wasem located the vehicle and observed the robbers abandoning it and fleeing on foot. As Detective Wasem exited his vehicle he also noticed both robbers were armed with handguns. Despite the risk Detective Wasem did not hesitate and continued his pur-suit on foot. Detective Wasem ordered the men to drop their weapons and surrender. One of the armed robbers complied, dropped his weapon and surrendered, but the

second refused and instead quickly turned his weapon in the direction of Detective Wasem. Detective Wasem acted quickly in defense of his life and fired his pistol at the armed robber forc-ing him to flee.

Detective Wasem, with the assistance of other officers, took the first robber into custody, while the second robber was apprehended a short distance away by additional supporting officers.

On March 17th, police officers observed the occupants of a vehicle fire multiple gunshots at victims near their location and then flee. The offi-cers quickly broadcast the incident and Officers Wieczorek and Derby responded to assist.

Officers Wieczorek and Derby located the vehicle and attempted to stop it, but the driver refused to stop. As the officers pursued the vehicle into an alley, the occupants began firing gunshots at the officers. Despite the danger, the officers refused to back off.

The gunmen soon stopped their vehicle and jumped out firing multiple gunshots at Officers Wieczorek and Derby as they approached. Officers Wieczorek and Derby quickly stopped their vehicle, took cover and returned fire. The gun battle forced the first gunman to flee while the other, who was struck during the gun battle, dove into his vehicle

Officer Wieczorek approached the vehicle where he found the second gunman had succumbed to his wounds. At the same time Officer Derby pursued the first gunman on foot, and engaged the gunman in a running gun battle to the rear of a local residence. There, Officer Derby struck the gunman with gunfire, and the gunman discarded his weapon and surrendered to Officer Derby and assisting officers.

Officer Derby and Wieczorek’s actions are characteristic of the highest traditions of valor found in police work and deserving of the Medal of Valor.

While on patrol Officers Jason Chambers, Rachel Capps and Brandon Johnson observed a gunman point a pistol at the glass front door of a local convenience store. The officers quickly exited their vehicle and ordered the gunman to drop his weapon. The gunman instead turned and aimed the pistol at the officers. In defense of themselves and citizens, the officers fired their pistols at the gunman forcing him to flee on foot, where he made his way around the corner of a building.

The officers pursued the suspect, but tacitly rounded the corner. There, waiting for the officers, was the gunman with his pistol pointed in their direction, attempting to ambush them.

The officers again fired their pistols at the gunman, who was again forced to flee on foot. The officers con-tinued to pursue the gunman to the rear yard of a near-by residence where the gunman fell to the ground.

While the officers tactfully approached, the gunman raised his pistol and fired. The officers returned fire striking the gunman and ending the threat.

Officers Jason Chambers, Rachel Capps and Brandon Johnson’s actions are characteristic of the highest traditions of valor found in police work and deserving of the Medal of Valor.

On March 29th, Officers Hammad Ahmad and Torey Phelps attempted to stop a vehicle wanted in connection with a robbery. The driver refused to stop and fled. The driver lost control of the vehicle and crashed into a fence. The driver got out of the vehicle and continued to flee on foot.

As Officers Ahmad and Phelps approached the suspect in their vehicle he turned and raised a Tech-9, semi-automatic gun with an extended magazine and fired multiple gunshots at the officers. As bullets riddled the officers’ vehicle, they quickly returned fire, forcing the gunman to flee.

Officers Ahmad and Phelps pursued the gunman on foot into a parking lot, where the gunman again turned and began firing multiple gunshots at the officers. Officers Andrew Wilson and Brandon Moore, who responded to assist, returned fire at the gunman as Officers Ahmad and Phelps took cover.

The officers continued to engage the gunman in a gun battle striking him and ending the threat.Officers Hammad Ahmad, Torey Phelps, Andrew Wilson and Brandon Moore’s actions are charac-

teristic of the highest traditions of valor found in police work and are deserving of the Medal of Valor.

On May 28th, the Florissant Police Department received a call for a residential alarm. Officers responded and discov-ered the rear door of the home was forced open. The officers heard the rattling of the rear fence and believed it was the suspect fleeing the scene. The residence backed up to Surrey Plaza I and II, and the officers broadcast this information to responding officers.

Officer Michael Vernon responded to the rear of Surrey Plaza II. As Officer Vernon was driving he observed a pair of athletic shorts lying on the ground. Officer Vernon got out of his vehicle to investigate. As he neared the clothing he heard a noise coming from the trash dumpster adjacent to him. Officer Vernon turned to investigate, when the lid opened. The suspect popped up from the dumpster with a hand gun and fired multiple gunshots striking Officer Vernon in the right shoulder, lower left leg and the spinal
