(MUSSD)

• Measurement Units, Standards & Services Department (MUSSD) was established in 1997 to implement the Measurement Units Standards & Services Act No 35 of 1995. (The department earlier established as weights and measure division of the department of Internal trade which was established in 1952 to implement weights and measure ordinance No 37 of 1946 engaged mainly on legal metrology)

• The Act Empowers MUSSD to engage in, Fundamental metrology

• Maintaining and disseminating Standard Time of Sri Lanka, Regulation (related to T&F) 2011-Sri Lanka Standard time.

Current developments of mussd • Contraction of new MUSSD building complex: Scientific, completed (Phase 1)

(Started in 2014 January and completed in 2015 December), Now in the process of expanding scope with existing and new fields

• Accreditation and CMC Publication: Accreditation of Temperature, Volume, Pressure, Length, Time and Frequency, and Electrical parameters started (Quality manual management requirements already completed, Technical requirements and CMC calculation under development) (Consultancy from APMP received for Pressure, Time and Frequency laboratory under MEDIA project and Consultancy from PTB Germany received for temperature laboratory.

• Starting New Fields: Establishment of Force and Toque, Chemical and Photometry laboratories has been initiated

Time and frequency laboratory • Equipment

– Time and Frequency Standard system: Cs Primary frequency standard (Micro semi 5071A Cs primary frequency standard), Rubidium Atomic standard (Fluke 910R GPS Controlled Rubidium Reference Clock), Time interval counter with rubidium oscillator (Fluke PM 6681R Rubidium Frequency Reference/Counter/Calibrator), Distribution amplifiers

– Time dissemination system: NTP time servers stratum 1 and 2(LAN time M600GPS/MRS NTP Stratum 1Time Server), web server for time display

– Time transfer system: GNSS receiver (Polar RX4-TR Pro), Choke ring antenna – Time and Frequency calibration system: Signal Generator, Digital Storage

Oscilloscope, Timer and Stopwatch calibration software with NTP server • Staff

– Two Metrologists (MSC, Physics Special), two experimental officers (BSc Degree with Physics as a final year subject), one Lab helper (GCE. A/L) ( Shared responsibilities with other one laboratory)

Current activities of Time and frequency Laboratory

• Maintaining and disseminating Sri Lanka Standard Time (Regulation: Sri Lanka Standard Time Regulation 2011)

• Maintaining National standard for frequency

• Calibration services to industry and calibration, testing and medical laboratories (Stopwatches, timers, rpm meters, centrifuges, function generators, oscilloscopes, other timing and time interval measuring instruments used in government authorities and industry) (Number of calibrations: 65 items/year)

NTP Server address: www.sltime.org (a) standard time of Sri Lanka shall be 5 hours and 30 minutes in advance of Coordinated Universal Time (UTC) ; and (b) a

reference to time in any instrument or oral contract shall be a reference to the standard time of Sri Lanka. In this Notification–

“Coordinated universal time (UTC)” means the time determined by the International Bureau of Weights and Measures and

maintained in Sri Lanka under section 6 of the Measurement Units, Standards and Services Act, No. 35 of 1995 ; and “Instrument”

includes any written law, judgement or order of a court, deed contract, agreement or other similar document.

• Started submitting data from January 20018 RINEX and CGGTTS files Daily to UTC and UTCr

• BIPM Circular data available from May 2018

• Technical support received from Media project in 2017, Consultancy from Mr. Louis Marais, NMI Australia-(Support for all the activities with automation , Integrated software development for Windows 7 and Ubuntu 16.04 OS based systems, Proper Installation of equipments, Continuous online support from emails and through the remote desktop access.)

• Appreciate Mr. Louis, APMP MEDIA Project and BIPM staff for great support to development of T&F laboratory and increase international recognition of MUSSD. Extended appreciation for All TC members to share there knowledge and experiences.

GPS receiver calibration: G2 calibration from TL (Taiwan),

from TL (Taiwan) => RCM-LIPI (Indonesia) => MUSSD (Sri-Lanka) => TL (Taiwan).

Artifact expected to be received in December 2018

Appreciate the work done by Dr. Huang-Tien LIN, National Time and Frequency Standard

Lab., TL for organizing the calibration and TCTF chair Dr. Aimin Zhang for coordination of

this activity.

Current plans • Establish CMCs for time interval and frequency parameters (By

2019)

• Established for backup instruments for time and frequency standards and further development for maintain environment conditions with recording and reporting

• Train more staff members and raise awareness about T&F field to increase research activities combine with other NMIs and international and local institutes and universities.

• Establishing a time stamping ( 2019 ).

• Studying and developing time and frequency dissemination methods to get more use and recognition in Sri Lanka.

Problems difficulties

• Lack of Staff

• Cs clock frequent technical faults

• Heavy Lightning Problems in April

• Software compatibility with Frequent security and software updates of OS
