G.S.R. - ln exercise of the powers conferred by the proviso to article 309 of the Constitution, and insupersession of the Ministry of External Affairs, Central Passport Organization (Group 'C post)Recruitment Rules, 2003 in so far as they relate to the post of Stenographers except as respectsthings done or omitted to be done before such supersession, the President hereby makes thefollowing rules regulating the method of recruitment to the posts of Stenographer Grade-1,Stenographer Grade ll and Stenographer Grade lll in the Central Passport Organization, Ministry ofExternal Affairs (CPV Division), namely :-

1. Short title and commencement. - (1) These rules may be called the Ministry of ExternalAffairs, Central Passport Organization (Stenographer Grade I Group 'B' Posts Non-Gazetted) and(Stenographer Grade ll Group'C' Posts), Recruitment Rules, 20'17.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application - These rules shall apply to the posts specified in column (1) of the Scheduleannexed to these rules.

3. Number of posts, classification and scale of pay.- "Level" in the Pay Matrix. - The number ofthe said posts, their classification and "Level in the Pay Matrix attached thereto shall be as specified incolumn (2) to (4) of the said Schedule.

4. Method of recruitment, age limit and other qualifications, etc. - The method of recruitment, agelimit, qualifications and other matters relating to the above said posts shall be as specified in columns(5) to (14) of the said Schedule.

5. Terms and conditions of Service. - Stenographer I and Stenographer Grade-ll will be liable toserve in any duty post in lndia to which he/she may be posted by the Controlling authority.

6. Disqualification. - No person,-

(a) who has entered into or contracted a maniage with a person having a spouse living, or

(b) who having a spouse living, has entered into or contracted a marriage with any person, shall beeligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible underthe personal law applicable to such person and the other party to the marriage and that there areother grounds for so doing, exempt any person from the operation of this rule.

7. Power to relax.- Where the Central Government is of the opinion that it is necessary orexpedient so to do, it may by order, for reasons to be recorded in writing and in consultation with theUnion Public Service Commission, relax any of the provisions of these rules with respect to any classor category of persons.

8. Savings. - Nothing in these rules shall affect reservation, relaxation of age limit and otherconcessions required to be provided for the Scheduled Castes, the Scheduled Tribes, OtherBackward Classes, Ex-Servicemen and other special categories of persons in accordance with theorders issued by the Central Government from time to time in this regard.

Note . Where juniors whohave completed theirqualifying or eligibilityservice are beingconsidered for promotion,their senior shall also beconsidered provided theyare not short of therequisite qualifying oreligibility service by morethan half of suchqualifying or eligibilityservice or 2 years,whichever is less andhave successfullycompleted their probationperiod for promotion tothe next higher gradealong with their juniorswho have alreadycompleted such qualifyingor eligibility service.

(i) holding analogous poston regular basis in theparent cadre ordepartment; or

(ii) with 10 years regularservice in the Level-4 inPay Matrix or equivalent.

Note 1: The departmentalofficers in the feedercategory who are in thedirect line of promotionshall not be eligible forconsideration forappointment ondeputation. Similarly, thedeputationists shall not beeligible for considerationfor appointment bypromotion.

Note2:Periodofdeputation including theperiod of deputation inanother ex-cadre postheld immediatelyprecedinq this

appointment in the sameor some otherorganizationdepartment of the CentralGovernment shallordinarily not exceedthree years.

The Maximum age limitfor appointment bydeputation shall be 'Notexceeding 56 years'as onthe closing date of receiptof applications.
