Meaford Energy CentreProviding jobs and investmentMeaford Energy Limited is carrying out statutory consultation withthe community and other stakeholders around its proposals for a299MWe (megawatt electrical) combined cycle gas turbine(CCGT) power station and integral gas and electricityconnections. Together this is the “Meaford Energy Centre”.

This statutory consultation follows a stage of non-statutoryconsultation in 2013 during which the project was introduced tothe community.

During this statutory consultation we are asking for feedback ondetailed designs for the Meaford Energy Centre, which will:

n Provide 30 highly skilled permanent local jobsn Create up to 800 construction jobs over three yearsn Deliver the catalyst to progress the development of

Meaford Business Park, creating more jobsn Reduce the area's reliance on imported energy as well as

improving its energy security.

Securing the UKselectricity supplyThe proposals will help secure theUK's supply of electricity as oldercoal, oil and nuclear powerstations are forced to close orcome to the end of their functionallives. These closures represent atotal loss of a third of the UK'speak demand for power.

Meaford Energy LimitedMeaford Energy Limited is a jointventure between Glenfinnan andthe owners of the MeafordBusiness Park, St. Modwen. AsMeaford Energy Limited, thecompanies combine Glenfinnan'sextensive knowledge of the UKenergy market and St Modwen'sregeneration expertise.

Meaford Business ParkA prime locationThe Meaford Energy Centre will act as the catalyst to progress thedevelopment of Meaford Business Park.

Meaford Energy Limited selected the Meaford Business Park as a locationfor a CCGT power station as it is:

n A 106 acre brownfield site, 85 acres of which has planningpermission for industrial/warehouse units and offices

n Ready to be developedn The former site of the Meaford A & B power stationsn Served by existing electricity distribution infrastructuren Located a short distance from a local gas pipeline that can

supply fueln Set away from Stone, Barlaston and surrounding villagesn Well screened by trees and mature plants.

The Planning Act 2008 sets out criteria that designate certainprojects as Nationally Significant Infrastructure Projects (NSIPs).

NSIPs are major projects that support the economy or vitalservices. NSIPs require a planning permission known as aDevelopment Consent Order (DCO). DCOs are granted by therelevant Secretary of State.

As the Meaford Energy Centre is an onshore power station with agenerating capacity of over 50MWe, it qualifies as an NSIP.Meaford Energy Limited will therefore make its DCO application tothe Secretary of State for Energy and Climate Change.

Meaford Energy Limited's DCO application will be received,assessed and publicly examined by the Planning Inspectorate - thegovernment agency responsible for managing the DCO applicationprocess. The Planning Inspectorate will make a recommendation tothe Secretary of State on whether to grant a DCO.

Under law, before an application for a DCO is submitted, thecommunity and other stakeholders must be formally consulted onthe project's proposed design and its likely effects.

Submitting an application

Between 24 September and 1 November 2013, MeafordEnergy Limited introduced its proposals for the MeafordEnergy Centre through a voluntary, non-statutory stage ofconsultation. As well as raising awareness of our plans, weasked the community for their feedback on:

n The principle of building a CCGT power station at the Meaford Business Park

n Initial location options for the Meaford Energy Centre within the Meaford Business Park

n The Meaford Energy Centre's connection to the gas network

n Any general feedback.

We found that the community supported the principle ofbuilding a CCGT power station at the Meaford Business Parkand that, within the Business Park, there was a preference tolocate it on the site of the former Meaford B Power Station, thesouth site.

Meaford Energy CentreThe technology The power station complex of the Meaford Energy Centre proposal is for acombined cycle gas turbine (CCGT) power station. CCGT power stations play,and will continue to play, a vital role in the UK's energy mix.

They complement weather dependent power generation, such as wind and solarpower, by providing a dependable core of energy production that can be madeavailable to meet changes in supply and demand.

As a fuel, gas:

n Is the lowest emitter of CO2/kWh of any fossil fuel n Provides a reliable source of power, whatever the weathern Is flexible, providing the right amount of power as and when it is most needed.

CCGT power stations use two processesto generate power. Initially compressedair and ignited gas are fed into acombustion turbine that spins a generatorto produce electricity. The heat generatedby this process is used to create steam,which is used to spin a second turbineattached to a separate generator. Thisturns what could be waste heat into avaluable source of electricity.

Meaford Energy CentreAppearanceThe Meaford Energy Centre power station complex comprises a number of buildings and integral infrastructure elements. These include:

n Up to two turbine halls – to house the gas turbines that will generate electricityn Up to two heat recovery steam generators – to turn excess heat produced by

the exhaust gases into steamn A steam turbine hall – this houses the steam turbine that will generate

additional electricityn An air-cooled condenser – to return steam generated by the Meaford

Energy Centre to watern A demineralised water plant – to treat the water used in the

generation processn An electrical switchyard and transformers – to connect the

Meaford Energy Centre to the adjacent substation.

We have carefully considered the appearance of the Meaford Energy Centre and have produced indicative views based on detailed designs. As part of our statutory consultation we welcome your comments on these visualisations.

ConstructionBuilding the Meaford EnergyCentreAt this stage we have considered and assessed how construction couldbe undertaken and welcome your feedback on this aspect of ourproposals.

Subject to receiving our DCO consent, we anticipate construction of theMeaford Energy Centre to take up to three years.

Construction traffic will leave the A34, travel along Meaford Road andaccess the site from the current entrance at the north of the MeafordBusiness Park site. Traffic will not approach or leave the site fromBarlaston.

In order to operate and supply powerlocally, the Meaford Energy Centre needs aconnection to the local gas and electricitydistribution networks.

The Meaford Energy Centre's gasconnection will be made via anunderground pipeline between the powerstation complex and the Trent and MerseyCanal, overground, using the bridgecrossings over the Trent and Mersey Canaland West Coast Mainline railway and thenunderground to the connection point to anexisting gas pipeline. The pipeline will beapproximately 900 meters in length.

The Meaford Business Park is the formerlocation of Meaford A & B Power Stations.As such there are a number of points atwhich Meaford Energy Centre can beconnected to the local electricity network.This includes a substation operated byWestern Power Distribution.

The Meaford Energy Centre will connectdirectly to Western Power Distribution’ssubstation via buried electricity cables.

Our Environmental Statement will setout the likely significant effects of theMeaford Energy Centre and howthese will be mitigated throughcareful and considered design. TheEnvironmental Statement covers theconstruction period for the MeafordEnergy Centre, the effects of itsfuture ongoing operation and itseventual decommissioning.

Prior to producing and completingthe Environmental Statement, we arerequired to consult the community onthe environmental effects of theMeaford Energy Centre. We havetherefore produced a Preliminary

Environmental Information Report(PEIR) that is based on the initialenvironmental information that wehave gathered as part of our designprocess.

Our PEIR is an importantconsultation document and allowsthe community to provide us withinformed consultation responses. Inaddition to the full PEIR, we havealso produced a shorter NonTechnical Summary (NTS) of thePEIR.
