RESOLUTION: Convention Vote for MDGOP Representative to the RNC Rules Committee
WHEREAS, in January 2013 the Republican National Committee (RNC) resolved to convene the
Standing Committee on Rules (Rules Committee) at its April 2013 meeting; and
WHEREAS, upon passage of said resolution, the Chairman of the Republican National Committee asked
each state delegation to appoint one member to the Standing Committee on Rules; and
WHEREAS, the Maryland delegation to the Republican National Committee, under leadership of former
Chairman Alex Mooney, appointed National Committeewoman Nicolee Ambrose to the RNC Standing
Committee on Rules, and that this appointment was received by the RNC Counsels office on February
19, 2013; and
WHEREAS, the Maryland delegation to the Republican National Committee, under leadership of interim
Chair Diana Waterman, then rescinded the appointment of Nicolee Ambrose to the Rules Committee,
replacing it with the appointment of National Committeeman Louis Pope, and that this change was
received by the RNC Counsels office on February 28, 2013; and
WHEREAS, this change was not communicated to members of the Maryland Republican State Central
Committee in any timely manner, and that it has undermined the confidence of members of the Central
Committee in the ability of the Maryland delegation to perform its duties in appointing a representative
to the RNC Rules Committee who will best serve our state and party;
THEREFORE BE IT RESOLVED, that the appointment of the Maryland representative to the Republican
National Committees Standing Committee on Rules shall be decided by a simple majority vote of all
Central Committee members during the Maryland Republican Partys 2013 Spring Convention, in
accordance with the voting procedures defined in the bylaws of the Maryland Republican Party, Article
VIII, Section 4; and
BE IT FINALLY RESOLVED, that the outcome of this vote shall be binding upon the Maryland delegation
to the RNC until such time as the RNC again resolves to convene the Rules Committee and the RNC
Chairman again asks the state delegations to submit appointments to the Rules Committee, or until such
time as the Maryland Republican Party holds it next scheduled elections for National Committeeman
and National Committeewoman in accordance with its bylaws.

RESOLUTION: Future MDGOP Appointments to the RNC
WHEREAS, the Rules of the Republican National Committee (RNC) call for Marylands delegation to
select one member of the delegation to serve as a representative on the RNCs Standing Committee on
Rules; and
WHEREAS, the Maryland Republican Party Chairman or the Maryland delegation may be called upon in
the future to select and appoint representatives to other committees of the RNC, whether standing or
temporary; and
WHEREAS, these appointments represent all Maryland Republicans and the interests of the Maryland
Republican Party as an organization;
THEREFORE BE IT RESOLVED, that any such appointment to any RNC committee made by the Maryland
Republican Party Chairman or by the Maryland delegation must be approved by a simple majority vote
of all Maryland Republican State Central Committee members during the next regular convention of the
State Central Committee, in accordance with the voting procedures defined in the bylaws of theMaryland Republican Party, Article VIII, Section 4; and
BE IT FURTHER RESOLVED, that if the appointment is not approved during this vote, that an additional
simple majority vote will then be held, also in accordance with the voting procedures in the bylaws, to
select the representative to be appointed; and
BE IT FURTHER RESOLVED, that if the representative selected by the Central Committee vote is different
from the original appointment, that the person selected by the vote shall replace the original
appointment on the appropriate RNC committee effective immediately; and
BE IT FURTHER RESOLVED, that should the particular RNC committee schedule a meeting between thedate of the original appointment and the date of the next regular convention of the State Central
Committee, the appointed representative may serve on the committee in an acting capacity until a
convention vote may be taken; and
BE IT FURTHER RESOLVED, that should the work of the particular RNC committee be concluded before
the next regular convention of the State Central Committee, then no vote shall be required at the
convention, and the appointment shall stand; and
BE IT FINALLY RESOLVED, that the outcome of this vote shall be binding upon the State Party Chairman
and/or Maryland delegation to the RNC until such time as the Chairman and/or delegation is again asked
by the RNC to submit an appointment to the particular committee.
