For the past eight years I have been actively engaged as a consultant, conducting Superintendent searches for school districts throughout the state of Texas, including Valley districts (McAllen, Sharyland, Mission, Port Isabel, La Villa, Mercedes, Raymondville and Corpus Christi). I have conducted Superintendent searches for public school districts in Alabama, Arkansas, Louisiana, Missouri, Oklahoma and Ohio. The most recent Superintendent searches that I have personally conducted over the last 12 months are Ysleta in El Paso Texas, Corpus Christi, Texas, Roma ISD, and Mission CISD. As a current school board member, serving my 27th year in Harlingen, I know firsthand what it takes to be an effective leader to meet the needs of raising student achievement for all students and building a cohesive relationship with the board and Superintendent. It will be an honor to have the opportunity to conduct the Superintendent search for San Antonio ISD. I have been involved with Building Team of 8 Training for many districts throughout the Valley including Rio Grande City, Weslaco, Mercedes, San Benito, McAllen, Sharyland, Mission, Port Isabel, Raymondville, Lyford, Santa Rosa, and PSJA. Listed below is a general overview of the process and what our plans will include assisting the board with a Superintendent search.

Advise the School Board on procedures for conducting a search for Superintendent of the San Antonio Independent School District.

Actively recruit qualified applicants for the vacancy of Superintendent.

Screen the applicants received and present to the School Board a number agreed upon applicants with the best qualifications.

Assist and advise the School Board on initial and final interviewing and the selection process to fill the vacancy.

Provide transitional follow-up after the superintendent is hired.

We will perform the following tasks in the search for your new Superintendent:

Interview members of the School Board and other personnel of the district as well as parents, students and members of the community. I will compile and develop a leadership profile of leadership skills and characteristics required to be successful as a Superintendent.

Contact potential candidates by phone who might not otherwise respond to advertisements and letters. We will use a network of selected educators asking them to identify, nominate, encourage, and invite qualified candidates to apply for the District’s Superintendent position. We will develop a marketing plan for recruitment that will include advertising statewide on TexasISD.com, and American Association of School Administrators (AASA) optional national advertising.

Provide specific assistance to the School Board in facilitating the interviewing of candidates by recommending interview procedures, along with questions to be asked and assist the School Board in preparation for interviews. Reference background checks including criminal checks will be conducted and provided to the board, prior to your final interview and hiring the Superintendent.

The hiring of the new Superintendent is guaranteed for 2 years with no charge fee, expenses only, if Superintendent separates from the district before the end of 2 years.

Provide transitional follow-up by providing on-site team building within six to eight weeks, after the Superintendent is hired.

The search will insure confidentially for all candidates and information will be kept confidential, except to the extent otherwise requested by the board or as permitted by Texas law.

The time period for the search will range from 90 to 120 days. The fees and conditions of my services are as follows:

1) The professional fee for performance of the Superintendent search will be $20,000.00 and expenses, will not exceed $5,000.00. This fee does not include travel costs for candidates or any costs associated with travel for members of the San Antonio School Board to visit the School District finalists. The Superintendent search fees shall be paid in three (3) equal installments; the first due following the completion of interviewing the School Board, school district personnel, parents and community groups, the second installment is due at the mid-point of the search, the third installment is due the month that the Superintendent is officially hired by the School Board. There is no charge for services to assist the School Board in negotiating a contract with the new Superintendent.

2) Reference checks and other search expenses such as meals, lodging, travel, advertising, express mail and printing will not exceed $5,000.00.

GEORGE McSHAN

GEORGE McSHAN has lived in Harlingen for over 45 years and was employed 32 years at Texas State Technical College – Harlingen; for the last 20 years as College Dean. In 1988, he was elected to the Harlingen School Board and is still serving some 27 years later. He has served in every officer position, including 8 different times as President. During his tenure, numerous honors have been bestowed on the board, including the recognition of Best Board in Texas 1993 and Superintendent of the Year in 1993. In 1998-1999, he was elected President of the Texas Association of School Boards, its first African American, and in 2004, he was elected President of the National School Boards Association, only the second Texan to hold this position in its 66 year history. In 2002 McShan started his business as an Independent Consultant providing professional educational services and is a partner with BWP & Associates, a national Superintendent Search firm. He is a registered provider by the Texas Education Agency for School Board/Superintendent training and conducts Superintendent Searches nationally. He has conducted school board governance training for over thirty different school districts in Texas, fifteen in Region One, Alabama, Oklahoma, Wisconsin, and Louisiana. He has conducted over twenty five Superintendent Searches including Bryan, Cedar Hill, McAllen, Mercedes, Raymondville, Port Arthur, Point Isabel, Sharyland, San Antonio, and Ysleta in Texas. Also included are Bentonville, Arkansas, Huntsville, Alabama, Mobile, Alabama, Tulsa, Oklahoma, Shreveport, Louisiana, Springfield, Ohio, Webster Groves, Missouri, and Greenville, South Carolina. McShan served as President of North Forest Independent School District Board of Managers from 2008 to 2010 appointed by the Texas Education Commissioner. Some of his significant honors are: Recipient of the Annual National Hispanic Caucus “Abrazo” Award 2006 outstanding leadership award, first recipient of the Leadership TASB “Celebration of Leadership 2006 outstanding alumni award”, recipient of “Lifetime PTA Membership” for Texas and the “National PTA Association”. In 2008 he was appointed by the Mayor as Chairman of the Harlingen Task Force on Juvenile Crime, Graffiti and Gang Violence. McShan has been married over 44 years to his wife Lola. They have three adult children, Marlow, Sonja, and LaMetria, who are proud graduates of the Harlingen school system and two graduates from the University of Texas in Austin. They are also the proud grandparents of granddaughter Ashley and grandson Cannon.

Rubén D. Olivárez, Ph.D.

Executive Dir., Cooperative Superintendency Program Biographical Information Dr. Rubén Olivárez is a professor and Executive Dir. of the Cooperative Superintendency Doctoral Program at The University of Texas at Austin. He is also the holder of the L.D. Haskew Centennial endowed professorial chair in public school administration in the Department of Educational Administration. Dr. Olivarez began his tenure with The University in August of 2006, succeeding Dr. Nolan Estes, who along with Dr. L.D. Haskew founded and pioneered the University’s nationally acclaimed superintendency doctoral program. Dr. Olivárez’s professional career spans a period of thirty-five years in public education. He has served in various teaching and administrative capacities, in public schools, higher education and the State’s Department of Education. He served as a teacher, principal and central office administrator in the Ft. Worth, Austin, Dallas and San Antonio Independent School Districts. In 1987, he joined the Texas Education Agency where he served as Executive Deputy Commissioner for School Accreditation and Accountability. In this leadership capacity, Dr. Olivarez played a major role in the development of the State’s Public School Accountability system, which is now serving as the model across the country. Additionally, during his state tenure as Executive Deputy Commissioner, Dr. Olivarez provided leadership in various functions of the state agency, overseeing the departments of School Financial Audits, Governance Operations of Public Schools, Civil Rights and Equal Education Opportunities, Charter Schools and School Improvement Intervention and Support Services. As a leader in advancing social justice and equal educational opportunities for all students, he is known for his beliefs, stating that “accountability at all levels of the education system is vital to student success”. He is perhaps most recognized for his commitment to teachers stating that “the teacher is the most important and only real program in education, and principals are the key to school effectiveness”. In 1996 he joined the Dallas Independent School District as the Associate Superintendent for Instructional and Non-instructional Support Services. In January of 2000, Dr. Olivarez was appointed general superintendent of the San Antonio Independent School District where he served until his most recent appointment at The University of Texas at Austin’s College of Education. During his tenure as superintendent of San Antonio’s largest urban school district, Dr. Olivarez was credited for successfully leading the school district through several school re-structuring initiatives, restoring its fiscal management, and the implementation of over $700 million of construction projects. He has been recognized for creating a vision of excellence, attaining significant increases in student performance and bringing stability to the governance operations of the district.

He has served in several statewide leadership capacities as president of the Texas Council of Urban School Districts, officer of the Texas School Alliance, member of the Commissioner’s Advisory Council, and member of the boards of the Texas Public Schools Equity Center, and the Texas Business Education Coalition. He is also a current member of the Advisory Board of the American College Testing Board. He returns to The University of Texas at Austin, where he also served as Asst. professor in curriculum and instruction, and administrator of various multicultural, bilingual education graduate teacher education programs during the early tenure of his professional career.

Methodology and Process Four-Step Process

What do we do? The selection of a superintendent is the Board’s responsibility and the most important decision it makes. It is our belief and practice that the search must be customized so that candidates are identified who will best meet the needs of the district. Finding the right leader will determine the future of your district. We will guide and follow a four step process: 1) specification, 2) recruitment, 3) assessment, and 4) selection. 1. What do we mean by “specification”? To find the very best educational leader for your district, we will assist the Board in specifying or defining the characteristics and skill set that your next superintendent needs to be successful. This will include community and school district input. School Board interviews are a critical component of this process. An interactive form will be used to gather information using an online survey resulting in the development of a leadership profile for your district’s next superintendent. 2. How will we “recruit” candidates for your district? The goal is to provide you with personalized and quality service that identifies outstanding candidates who are seriously interested in serving as your next superintendent. Posting of the superintendent search notification will be on the school district web site, AASA (American Association of School Administrators), and statewide on Texas ISD website and other State educator associations. 3. How do we “assess” which candidates are best? The consultant is responsible for recruiting and identifying the best slate of candidates for the Board to consider. The School Board will make all decisions about which candidate is selected for your district. We will conduct informal interviews with candidates as well as secure formal and informal reference checks. The vetting of each candidate will be thorough using a broad network of educators that we know professionally throughout the state and nation. Because of the integrity of the professional relationships that have been built over the years we have the ability to secure considerable confidential information about candidates beyond that appearing in their official application. 4. How do we assist in the “selection” phase? When the candidate slate is presented, we will provide information and materials to prepare the Board for the interview process. These will include written guidelines and protocols developed to ensure comprehensive interviews relevant to your search. The Board will vote to select a lone finalist. If requested, we will assist the Board and/or its attorney in preparing a draft contract. In addition, we will provide follow-up correspondence to candidates not selected and assist the board to assure an orderly transition in leadership.
