McLean Citizens Association Resolution
That MWAA Be Required to Share Profits from Metrorail Developmentto Reduce Tolls on the Dulles Toll Road
Supporting the Reston Citizens Associations RequestMarch 13, 2013
Whereas, the Metropolitan Washington Airports Authority (MWAA) has approved a proposed
amendment to its operating authority under its lease with the U.S. Department of Transportation(DOT) requested by the DOT Secretary to revise the scope of its authority to include power to
conduct non aviation related activities; and
Whereas, MWAA has, in recent meetings, indicated its interest in promoting
non aviation related commercial development on MWAA land near the Rt. 606 Silver LineMetrorail station and along the western edge of the airport property; and
Whereas, such development would be enabled by the construction of the Silver Line (Phase II),
which, in turn, is being funded heavily by increased tolls on the Dulles Toll Road (DTR); and
Whereas, the Reston Citizens Association (RCA) has sent a letter to several government
officials, dated February 4, 2013, in which it recommends that, in the event Congress approves
of such increased operating authority for MWAA, Congress also directs MWAA to share anyincome from these commercial initiatives with those who are paying for the Silver Line, namely
the DTR users, in the form of reduced tolls; and
Whereas, the revenue for such sharing would reduce future DTR toll increases, benefiting users
of the DTR and reducing the incentive for commuters to use already-crowded neighborhoodstreets, including those in McLean and surrounding communities, to avoid tolls.
Now, therefore, be it resolved that the McLean Citizens Association supports the position of theRCA as set forth in its February 4, 2013 letter and urges that Virginias elected officials to
Congress support an initiative to require MWAA to share any income from these commercial
initiatives with those who are paying for the Silver Line in the form of reduced DTR tollincreases, and that the DOT not approve any request from MWAA to allow non-aviation
commercial development on Dulles Airport property unless income derived from such
development be used to reduce DTR toll increases.
