First quarter 2011, the start of a new year and MCIEAST ATC continues to set the pace for the community. The facilities are
adapting to the changes ahead in both technology and manpower requirements of the operational force.
With budget constraints being felt by everyone, the community will function as it always has by doing more with less. Training
opportunities may be limited forcing the facilities to look to within for additional training for their Air Traffic Controllers.
APX-25 recently implemented a change that will now allow MCAS Beaufort, the ability to award a 7253/54 dual qualification
with approach low position. The decision was made based upon the realization that approach low qualified controllers are capable
of working arrival and or approach control in a complex environment such as Al Asad Iraq. This was also extended to MCAS
Iwakuni, MCAS Yuma, and Cherry Point within the message, this change will allow Marines flexibility in their career with re-
gards to MOS compliance.
GySgt Sisler is checking in and will be conducting a turnover before I depart for my third tour at Bogue Field. He is looking for-
ward to going through endless amounts of analytical data, reading through revocation packages, and sending massive amounts of
greenside information to the company office. I expect he will accomplish all of these tasks while maintaining a smile on his
face :).
In the time I have spent at MCIEAST I have learned a lot about the inter workings of the MOS from the station and regional as-
pects. I also learned that the station and wing sides still need to work together as a single community with the best interest of all
controllers in mind. Unfortunately I realized how personalities and negativity can hinder the progress of the 90 percent hard
working Marines and Civilians within the community.
Mr. Carter Brandenburg is now the Director of Aviation Plans and Policies as Col. now Mr. Stenger, has moved on to the civilian
sector. LtCol Herbert, the ATC T&R Officer, is still looking forward to retirement this summer while his replacement, Major
Taylor from Okinawa will be stepping in.
David Grange wrote on asymmetrical warfare, “we Americans look at conflict through a winner‟s eyes...and if our quick fix for
the conflict at hand derails, due to unintended consequences, we usually overreact and are unstable to deal with reality. Our
standard approach to adversary actions means that we have trouble adapting to what we actually find on the ground. Past high
tech, standoff warfare is largely ineffective against these fourth generation adversaries. We continue to play American football on
a European soccer field”.

NEW 2d MAW CG INTENDS TO EXERCISE THE
WING
We received news from 2d MAW G-3 and G-5 staff that Maj
Gen. Davis intends to exercise Wing assets in ways some of
us haven‟t seen since the early 1990‟s. Think Solid Shield;
think airspace support.
It‟s been so long since we supported large scale, multiple
Group exercise participation, that the approach will be careful
and deliberate. Crawl, walk, run. We will begin with an ex-
panded EWTGLANT training scenario. Initial planning ses-
sions are being conducted and the „MAILED FIST‟ mission
footprint is still under development. The search for active
MAGTF players is ongoing.
During the week of 20 Jun 2011, we should expect to see ac-
tive participation from MAG-14, MAG-26, MAG-29, MAG-
31, MWSG-27 and MACG-28. MACS-2, TAOC, DASC,
LAAD, MWSS will support operations mostly in eastern NC.
Breaking out their newly installed TACAN and PAR capabili-
ties, Bogue Field will support at least a deployed harrier de-
tachment. Tactical recovery of aircraft and personnel mis-
sions are planned at OLF Camp Davis, NC, and a long range
raid is planned at Fort Pickett, VA. We expect Stationary
ALTRVs (JO 7610.4N, Ch 3) to be built for the latter scenari-
os.
A mid-term planning conference is scheduled for 19 Apr
2011. Expect formal Exercise planning and coordination via
regular channels in the weeks ahead. In accordance with the
new 2d MAW CG‟s wishes, expect the Wing to get more ex-
ercise.

Recent equipment Installs/Upgrades:
MCAS Beaufort received the Next Gen ECS upgrade (Jan/
Feb).
MCAS Beaufort received the AN/FPN-63 PAR Tech Refresh
(Feb).
MCAS Beaufort is currently a key test site for the new Inde-
pendent STARS Analysis Tool (INSTANT). MCAS Beau-
fort will be conducting a 60 day field test, providing data and
feedback to SPAWARLANT. The INSTANT software inte-
grates DALR audio and STARS plot playback files into a sin-
gle file for playback on any modern personal computer.
MCAS Quantico:
The Air Traffic Control Maintenance and Weather
Division has enjoyed several personal and professional suc-
cesses since the last newsletter, as we have received new Ma-
rines to the family and presented awards for outstanding pro-
fessional achievement. We are happy to welcome LCpl An-
drew Tarquin to the MCAF family as he arrived on board
from his Military Occupational Specialty (MOS) School in
Pensacola, Florida where he earned the MOS of 5954, ATC
Communications Systems Technician.
LCpl Peter Kim represented himself and the division well as
he won the 2nd quarter Marine of the Quarter board amid
keen competition. We would like to congratulate him on a
job well done! Cpl Nichole Reavis and Cpl Luke Peterson
also continued their own professional development during
this period by completing the Corporal‟s Leadership Course
and the Marksmanship Instructor‟s Course, respectively. Cpl
Reavis, like Cpl Peterson, won the Honor Graduate for her
outstanding performance while attending the course.
We are also excited to announce that Cpl Andrew Robinson
and Cpl Alexander Donnelly reenlisted for four more years of
service to our country and Corps. Not only have these excel-
lent Marines decided to extend their service to our country,
they have also been accepted for lateral moves into other
MOSs. Cpl Robinson is moving into the air traffic control
MOS, while Cpl Donnelly will be moving into the aviation
electronics micro miniature repair technician specialty. We
wish them the best of luck in all future endeavors. Finally,
we would like to congratulate SSgt Brian Roberts on his well-
deserved promotion to his current rank.
MCAS Cherry Point:
BT-11‟s ASOS will be getting its DCP replaced by
SPAWARS in April and the wind tower will be removed for
restoration.
MCAS New River:
Cpl Pryor was promoted to his present rank and Sgt
Garza was awarded the Navy and Marine Corps achievement
medal.

This past quarter NKT experienced a major personnel charge in the office.
MSgt McMillian retired and GySgt Thacker took over the reigns as the
SNCOIC.
GySgt Rainbow executed orders to MCAS Miramar while GySgt Hearn has
taken over as the Tower Chief. GySgt Bufkin who recently checked in from
Iwakuni Japan, has assumed the billet of Training Chief from SSgt Kroemer.
In March Cherry Point facility reached a couple of milestones in training with
the following accomplishments: Most OJT hours since March 2006 (1,362.37),
simulated training hours ever (264.52). Highest percentage of civilian instruc-
tor contribution since 2005 (50.04%), the most Marines depart in a four month
period ever (37), and they are on pace for the most position qualifications ever
(260) shattering the old record of (241). Great job!

Team New River started the New Year off with Back in the Saddle Training
provided by the Headquarters Squadron to continue the focus on quality Marine
Corps Leadership and continued quality Air Traffic Control services.
During this quarter Sgt Kotara, and Cpl Snider were sent to ATC School to
begin training in their new MOS. ATCFO Capt. White was sent to Biloxi, MS
to attend the Military Air Space Management course to increase his knowledge
base in the field of ATC.
Also during this quarter we welcomed the addition of SSgt Coronado to his pre-
sent grade in the SNCO ranks. Additional promotions for the period were LCpl
Miguel, and LCpl Vasquez to their present grades.
MCAS New River was visited by a team from Marine Corps Combat Develop-
ment Command in order to participate in their ongoing MOS Training and Rev-
ocation process study. New River ATC is gearing up for their upcoming Naval
Safety Center inspection process to take place early next quarter.
As always New River ATC is training quality controllers who continue to sup-
port ongoing operations acreoss the globe in support of our freedoms. Unit
next quarter.

The first few months of 2011 have been busy but productive for the Marines
and civilians of MCAF Quantico. We welcomed new personnel to the facility
while bidding farewell to others. We continued to see numerous strategic air-
craft at MCAF as they moved HMX-1 personnel and equipment around the
world in support of the President of the United States. The traffic and some-
times unusual hours paid dividends in training opportunities and qualifications.
SSgt Nason earned his initial qualification as a FAA Control Tower Operator
and the MOS of 7252, Air Traffic Controller-Tower. Numerous others earned
the MOS of 7257, Air Traffic Controller. Congratulations to LCpls Burger,
Burrows, Carrigan, Johnson, Eull, and Maldonado. In addition to qualifica-
tions, Sgt Davis graduated from the Basic Air Traffic Control School and LCpl
Johnson attended the Advanced Radar Air Traffic Control Course given at NAS
Pensacola, FL.
In order to fill the gap in our simulated training program, Sgt Mathews and Mr.
Wimsett attended the SIGNAL Radar Simulator Workshop at Tinker AFB, Ok-
lahoma. Returning with software tailored to MCAF Quantico‟s Class E (radar)
airspace, we look to completely integrate this program into our Arrival Control
training syllabus to augment the ADACEL simulator we currently use for Con-
trol Tower trainees. Though we‟ve only had the simulator for a short time,
we‟re already seeing results.
In addition to the productive quarter from the training perspective, two of the
facility‟s Marines were recognized for their achievements. MSgt Draffen re-
ceived a Meritorious Service Medal presented by CAPT Easler (USN) for his
outstanding service at NAVFIG, and LCpl Johnson received a Navy and Ma-
rine Corps Achievement Medal for winning the title of MCAF Quantico‟s Ma-
rine of the Year board for calendar year 2010. Kudos to both Marines.

2011 is here and moving fast! It has been a very motivated year so far and we
are looking forward to the future continuing in a positive direction. We always
want our first quarter to be a solid starting line for the remainder of the year;
this first quarter is just that. We are steadily heading down range in a strong
fashion with great direction and team work.
The Beaufort Team has added six new joins to our family, and they are fitting
in perfectly. Training is always moving forward with qualifications, our first
quarter has already produced nine tower and radar qualifications and 20 OJTI‟s.
Beaufort is also currently undergoing the modification of the DALR recording
system. SPAWAR is providing training for both technicians and controllers.
This system will continue to help us synchronize audio and radio playback for
training and review.
Beaufort will continue to set goals and adhere to new challenges.
