Expanding uses of disclosure
• Publicize data now available on number, types and wages of jobs at subsidized business projects
• Build “investment” in detailed subsidy disclosure through a practical development tool
Purpose of Job Subsidy Snapshot Databases
• More partnerships between subsidized businesses and non-profit or public training providers
• Make grassroots workforce training and job placement groups aware of opportunities
• Expose substandard wages at subsidized sites
Two approaches-Illinois and New York City
• Different geographic focus and data presentation
• Illinois—statewide, on-line Excel database
• New York City—focused on community boards in each of the five boroughs, interactive mapping
IL Corporate Accountability in Tax Expenditures Act
• Made law in August 2003, comprehensive on-line subsidy disclosure and reporting system(www.corpacctportal.illinois.gov/)
• Includes number, type and wage range of currently open or recently filled jobs
• Data reported yearly, not all subsidies covered

• “Snapshot” database includes a lot of data about projects NOT currently covered by the state’s disclosure law--e.g., coal development and technology innovation subsidies
• Uses state press release data from multiple agencies, press reports
