MCA Namibia - Textbook Distribution
The Ministry of Education and MCA Namibia (MCA-N) announce to teachers, school
administrators, Ministry of Education (MoE) Regional Offices and Head Office, parents and thepublic at large, that the distribution of textbooks to some 950 schools country wide has
commenced through NAMPOST Courier Services.
MCA Namibia procured English, Science and Mathematics textbooks for grades 5 to l-2. The
other grades and subjects are catered for by the Ministry of Education Textbooks budget and
ETSIP funding.
Only schools that submitted valid orders to the Ministry of Education are included in this firstround of MCA-N funded textbook purchase and distribution.
The total value of textbooks for this first round, procured by MCA-N is approximately N$35
million.
MCA-N expects that all books will be delivered to schools from the beginning of June 2010 until
the end of July 2010.

Rationalization of Orders: Some schools ordered more than one title for a subject grade and
these orders were changed to only one title per subject grade. ln many cases more books were
ordered than the number of children in the school/grade and these orders were brought in line
with the actual enrollment figures (accounting also for stock on hand at the school and orders
placed directly with distributors).
School principals/administrators receiving the MCA-N funded textbooks and other learning
materials such as teacher guides and dictionaries are required to:
STEP 1: Carefully check that the books received are the books indicated on the MCA-
N "Receipt of Textbooks" (delivery note), and sign off on the receipt given to them
by NAMPOST Courier Services, onlv if all books are in the boxes. lf there are
differences these should be clearly written on the MCA-N "Receipt of Textbooks".
One copy of the "Receipt of Textbooks" remains at the school, one copy goes with
NAMPOST Courier and the other copy to the Regional Education Office*'
STEP 2: Submit the signed off* MCA-N "Receipt of Textbooks" to the Ministry of
Education Regional Office for onward submission to the Supply Chain Management
Unit at MoE Head Office.
STEP 3: lf there are excess books or wrong titles at the school, school management
should notify the Circuit lnspector or the regional-level Textbook Official in writing
within a week of receipt. These books SHOULD NOT be stored at the
STEP 4: lf a school needs additional Math, Science, or English textbooks for Grades
5-12, they should order these books through the normal textbook ordering process
along with their other textbook orders. These orders should only address current
needs.
Please note that mistakes may have been made in the orders, due to errors in typing the orders
received from many schools into the central computer database of the Ministry of Education
and also in the packaging of all 700,000 books. lf you believe such an error affected the order
for your school, please direct enquiries as indicated below.
ln some cases the books were not delivered in time before the NAMPOST Courier trucks left the
warehouse in Windhoek. However, the MCA-N "Receipt of Textbooks" will show a line drawn
through the order, but these books are still coming and will be delivered by Nampost shortly.

The Ministry of Education and MCA Namibia are appealing to the schools to cooperate and
make sure that wrongly delivered books find their way to the right owner of the books to
ensure that all learners get access to these books so that they can learn and excel! The
Ministry of Education Head office, Regional Education Directors, circuit lnspectors and
Textbook officials in the regions are ready to assist schools in the successful delivery of the
textbooks.
The objective of the Textbooks Activity in the Education Project of MCA Namibia is to fill the
gaps in textbook provision in the education system in support of the ETSIP objective to give all
learners access to a textbook for each priority subject. ln addition, McA Namibia is assisting the
Ministry of Education with the implementation of the reforms as set out in the Textbook Policy
which focus on the procurement system and procedures as well as textbook management and
utilization at school level.
