On its front page The Times headline was

“Disgraced MMR fraud doctor back in UK”.

Dr Andrew Wakefield published a scientific research paper in 1998 in the Lancet Medical Journal in which he stated that the MMR vaccine may cause autism.

The Westminster News knows for a fact that hundreds of thousands of children around the world have got autism from the MMR jab, a devastating disease that ruins the lives of both the children, and the parents.

However, it makes $29 bil-lion a year for the big phar-maceutical companies, so doctors will still be coerced into using it. And now one in 50 children, with a predicted one in two by 2032, has autism as a result.

Big Pharma, with their $3 billion lobby, have their men of the boards of most western government health departments, including NICE and the MHRA in the UK. So the GMC simply struck Dr Wakefield off as a doctor; he’s a threat to the $29 billion a year.

The film Vaxxed, which the Times, with typically ap-

palling journalism, was too bone idle to report on, was financed by the actor Robert de Niro, who’s son got autism from the MMR jab. Andrew Wakefield directed the film, and appeared oc-casionally in it.

The film is absolute proof the MMR jab causes autism, from an an astonishingly wide number of sources. It details the toxic content of the injection, which also contains the poison mercury. It shows how the younger the child is, the greater the chances of contacting autism.

Perhaps the most astonish-ing part is the dishonesty of the CDC, the USA’s Centres for Disease Control, who continually state the MMR

does not cause autism, and wrote a scientific research paper to prove it. However the author of that paper, Dr. William Thompson, became a whistleblower, and admitted the report was fraudulent, with data delib-

erately omitted, and some deliberately destroyed. His life is in danger - there’s $29 billion at stake.

Sixty one doctors have been murdered in the last year, presumably by the FDA (the USA’s drug licensing, the Food and Drug Admin-istration) who are wholly controlled by big pharma directors. They are one and the same. These doctors, starting with Dr Bradstreet,

who was found with a bullet in his chest, knew autism vaccines contain poisons, avoided them, and were also a threat to publish the truth. Dr Thomson has published the truth.

Interviews in the film

included Big Pharma insid-ers, doctors, politicians, and devastated parents, who reported autism on the day, or within two weeks of the MMR jab, and video of testi-mony given by Dr Wakefield and others inside Capitol Hill to Senators and the House of Representatives.

The best treatment for autism is GcMAF, a human protein and human right with no side effects. It's also the best treatment known for cancer and 50 other diseases. USA production was shut down by the FDA, and UK production by the MHRA. Yes, both those or-ganisations have big pharma on their boards. 60% of children were being cured before the GcMAF clinics were shut down.

GcMAF's persecution mirrors that of Dr Wakefield. The MHRA and its predeces-sors have concealed it from the public for 26 years, and ignored the research papers of 300 scientists from 8 nations.

The British Company, Immuno Biotech Ltd, has treated 11,000 people with fabulous results. The

MHRA raided and closed their laboratory and clin-ics, closed the company and its bank accounts, raided their offices with 20 police, and arrested its managing director, David Noakes. Anything to stop this superb protein reach-ing the public, and reduc-ing the huge profits of big pharma's drugs.

We know investigative journalism is dead - so is The Times part of big pharma’s lobby, or are their journalists and Editor hopelessly sloppy and incompetent? Either way, they owe Dr Wakefield a full retraction, damages and an apology for their libel. The Times is committing a fraud on the British people - helping big pharma conceal the fact the MMR jab often causes autism.

So powerful is big pharma’s lobby they had managed to shut down two cinema venus so Vaxxed could not be shown. The one we attended was very clandestine - we were told to be in central London at a certain time. Then a text arrived telling us to go to Baker Street Tube.

The next text told us to go Regent’s Park Univer-sity, where there was tea and coffee waiting, and a number of people we knew on the honesty side of the spectrum. The surprise for us was at last we met a per-

secuted hero - Dr Andrew Wakefield himself.

British Peers who have built up individual pen-

sion pots worth into tens of millions of pounds by selling out British sovereignty are not satisfied with their ill-gotten gains.

They now conspire to get the democratic decision of the British people reversed. Echoing the scandal of the English Rotten Boroughs of the 18th Century, these people want to keep Britain firmly in the clutches of the Rotten European Union.

Their greed is now visible for all to see. They have been told by democracy campaign-ers that they should in all conscience declare their pen-sions before they oppose the Brexit Bill being debated in the

House of Lords.

Outraged Ex-Tory minister Dominic

Raab said: ‘Lords with gener-ous EU pension pots should be open with the British people and declare this when they speak in Parliament on Brexit. The public would be rightly outraged if peers voted to protect their Brussels bonuses rather than respect the refer-endum result.’

Twenty Peers who worked for the EU have a lot at stake personally. Lord Kinnock for instance is said to have an EU retirement fund of £1.7mil-lion and an annual income from it of £87,800 per year. He described the Referen-dum result as “Absolutely bloody appalling”.

“Rise up” Lord Mandelson, the

Labour Peer who lied in his

mortgage application, urged his colleagues not to throw in the towel on Brexit. As a for-mer Trade Commissioner to Brussels, he will receive nearly £35,000 a year. He urged peers to ‘rise up’ against the Referen-dum result.

As the first High Commis-sioner for Foreign Affairs, sixty-year-old Baroness Ashton was the highest-paid politician in the world, with a salary package of around £328,000. Her pension pot of £1million will pay her around £51,400 a year.

If Oliver Cromwell was alive today he would surely clear the benches of such Lords.

Historical note: The town of Old Sarum, which contained not even three houses, sent two members to Parliament; The town of Manchester, which contained upwards of sixty thousand people was not permitted to send any.

Cressida Dick, the worst choice for Met Commissioner

TraitorLords

Cressida Dick, as we expected

11 years ago, is to be the next commis-sioner of the Metro-politan police. She replaces Sir Bernard Hogan-Howe, who also didn't under-stand what ordinary people are.

Both of these have their heads full of imaginary plots involving the innocent man on the street. The inevitable biased internal data was fed to the home secre-tary, Amber Rudd, and London’s Labour mayor, Sadiq Khan, who made the deci-sion, having no idea

whose agenda they were serving.

She is part of the unseen arm of govern-ment, put forward by her peers to make our

lives yet more con-trolled, uncomfortable and threatened.

Dick is the Com-mon Purpose senior police officer who authorised the "Shoot to kill" policy without reference to Parlia-ment, the law or the British Constitution. Jean de Menezes was one of the innocents who died as a result. Her shoot to kill policy still stands today.

Common purposeCommon Purpose, a

"Charity," with 80,000 graduates, plans to lead Britain's govern-ment departments in what they cal the "Post democratic era."

Today Jean de Menezes' family are

devastated at her ap-pointment.

The police have shot dead 60 innocent people since 1992, but they never get convicted. If you want to shoot to kill, join the police. You get off Scott free. They are responsible for 1,800 deaths in police custody. With Dick in charge, we can be sure this will get worse.

More gunsWe can be sure there

will be more guns.We couldn't have

a Met boss further removed from help-ing the man on the street, which is actu-ally the job we pay the police for.

Next commissioner of the Metropolitan police Cressida Dick and London mayor, Sadiq Khan.

Marble Arch is set to host a 9-month run of

a West End show following a decision from Westminster City Council.

The council has approved proposals for part of the Marble Arch island to be used as a 650 seat temporary theatre from 7 April to 6 December.

The plans were submitted by Underbelly, who have a track record of producing success-ful pop up productions across the UK and will be working in partnership with the council to stage the show.

There will be up to 8 ticketed performances of Five Guys Named Moe each week. The Olivier award-winning musical is based on a book by Clarke Peters featuring lyrics and music by Louis Jordan.

Speaking at his first commit-

tee as Chairman, Westminster City Council Senior Planning Chairman, Richard Beddoe, welcomed the proposal.

He said: “The council is com-mitted to bringing exciting events like this to Westminster. Five Guys Named Mo will be a huge draw for the area, generat-ing a terrific atmosphere and giving local businesses a boost. Underbelly have been creating spectacular entertainment to the streets of our city for several years and we’re delighted to welcome them to Marble Arch for Five Guys Named Moe.”

In April, business rates are being

updated to take into account changes in property values.

Westminster City Council is calling for a full review of the effec-tiveness of the business rates system.

Cllr Lindsey Hall, Dep-uty Cabinet Member for Business, Culture and Heritage, said: “West-minster is the shop win-dow to the UK with over 50,000 businesses; the West End alone provides more business taxes for the Exchequer than any other place in the UK - £17bn annually.

“That is why Westmin-ster City Council is lead-ing the way, alongside the city’s businesses, in calling for a full review of the proposed changes

and effectiveness of the business rates system. With unprecedented competition from on-line shopping giants, as well as the highest rental costs in the country, confidence and stabil-ity for local businesses - big and small - is more important than ever.

Investing innew enterprise

“We are playing our part by investing in new enterprise spaces across the city. We recently launched a new business unit to offer support and make it easier to do business here. We also partnered with the local enterprise community to host over 2,800 young people at the Westmin-ster Enterprise Week at the end of last year. The

last thing we want to see are businesses closing and jobs lost because costs are unsustainable.

“Our city’s diverse busi-nesses must be protected so that they can continue to invest in jobs and in turn maintain and grow the na-tion’s economic prosperity.”

Westminster Cllr Lindsey Hall, Deputy Cabinet Member for Business, Culture and Heritage.

No to the Single Market disasterThe Luvvies, the Lefties, the Lib

Dems, and everyone else hard of reasoning, are horrified we may be leaving the EU's Single Market. They imagine they are losing something lovely, but it has been a huge disaster for Great Britain.

Before we joined it, Britain had an even balance of trade with the EU. Now we've been in it 40 years, we lose £70 billion a year trading inside that Single Market.

The sooner we get out of it, the better.

On top of that, the Single Market imposes horrible restrictions on us.

Regulations We have to comply with EU

regulations to "harmonise" with the market. There are 120,000 EU regulations, all circumventing Parliament, and passed here by "Orders in Council." They are still

arriving at the rate of 3,500 a year. The economic cost was

estimated by the government's Better Regulation Task Force as £100 billion a year in 2005, the last year the government published the figures.

The Single Market restricts our trade with the rest of the world. A graphic example being limits on trade with New Zealand, resulting in furious farmers having to drive three million sheep over the cliffs into the Pacific Ocean, as Britain was no longer allowed to buy them.

Many of the Commonwealth nations are also disgusted that they sent their young men to die for us in World War II to save us from the Germans, and then we joined an EU dominated by the Germans. They see it as our throwing their young lives away.

Wrecked nations A combination of the Single

Market and the Euro has wrecked

the economies of six EU nations - Ireland. Spain, Portugal, Italy, France and Greece.

France has never been so poor in our lifetimes. Outside Paris a third of shops are shut and 70% of bars. Marine Le Pen of the French National front, who has a 30% chance of being the next French President, says she will pull France out of the Euro, a superb goal. She wants France to be for the French, and for families to prosper.

Greece is twice as bad as France, with half of businesses closed.

Professor Issing of the European Central Bank, who designed the Euro, has now pronounced its collapse as inevitable.

Overseas trade is only 10% of the British economy. The EU is 44% of that (and falling), only because it restricts us from trading elsewhere.

Lets get clean away from the economic basket case of the EU, and trade with healthy nations.

Westminster City Council calls for review of the effec-tiveness of business rates

By Julian Williams

Like most judges, those who decided

on the 24th January Parliament must vote on Brexit know little about the British Constitution.

The "Supreme" Court" seems not to understand the law.

It has always been fundamental in Great Britain that the people, not Parliament or the Queen, are sovereign.

And therefore when the people voted for Brexit, that is a fact neither the Queen nor Parliament can change. The people's wishes are paramount.

Magna Carta Many judges repeat

the lie that Britain has an unwritten constitution. No, every word of it it written since Magna Carta in 1215.

It is also a fact that MP's and Parliament are only allowed to implement the will of the people. Very few MP's understand that.

Referendums are a good way of finding out what the wishes of the people are. We don't have enough of them. There should have been one on the 4.2 million public spy

cameras, and on roadside speeding cameras. They were just imposed on us by a Parliament breaking the Constitution.

Drinking and driving, an EU law, and

as one of the few times you can be prosecuted without having done any harm, should also have qualified.

The laws of a foreign nation are all illegal in

Britain; yet 75% of our laws are now the EU’s.

The Snoopers Charter, the Proceeds of Crime Act 2003, and the Banking Compliance system, where you are convicted

behind your back with no court or evidence, and can lose everything, breach the "innocent until proven guilty" parts of the Constitution, are illegal, and should very definitely have been put to referendums.

Null and voidAll six EU treaties

the Queen signed were illegal under the British Constitution; any attempt to subvert it or our sovereignty is treason, and still carries the death penalty.

So we don't need Article 50. Theresa May simply has to confirm those six Treaties are null and void, and we are out.

If our Parliament, judges and Queen had obeyed the British Constitution, we wouldn't be in any of this mess now.

If you want to be an American TV talk-

ing head or a Western presstitute, you are required to be braindead and integrity-challenged like Bill O’Reilly, CNN, MSNBC, and the New York Times, Washington Post, Wall Street Journal and all the rest.

In an interview with President Donald Trump, O’Reilly said:

“Putin is a killer.”O’Reilly is indifferent

to the fact that thermo-nuclear war is a killer of planet Earth. For O’Reilly, President Trump’s desire to normalize relations with Russia is an indication that the President of the US is comfortable making deals with killers, as if America’s

last three presidents have not been mass killers comfortable with their destruction in whole or part of many countries and millions of peoples.

President Trump’s response to O’Reilly’s was: “We’ve got a lot of killers. What do you think – our country’s so innocent?”

The only thing wrong with President Trump’s response is that it implic-itly accepts that Putin is no different from Obama, George W. Bush, and Bill Clinton. Yet there is no evidence that Putin is a “killer.” This accusation is an assertion from those who prosper from having a “Russian threat” to keep the money and power flowing to themselves.

As Finian Cunningham shows, Trump should have reprimanded O’Reilly for his unsupported and undiplomatic accusa-tion against the president of a country with which President Trump hopes to restore normal relations.

President Trump’s statement of an obvious fact was quickly branded “defense of a killer” by congressional Republi-cans, Hillary Democrats, the liberal, progressive, left-wing, and the Western presstitutes.

Washington’sgenocide

Even online sites, such as politico.com, jumped in to criticize “Donald Trump’s defense of Vladimir Putin’s homicidal history.” Allega-tions of “Putin’s homicidal history” are astonishing after 24 years of Wash-ington’s genocide against Muslins in Afghanistan, Iraq, Libya, Somalia, Yemen, Pakistan, and Syria, and non-Muslims in Yugoslavia and the Rus-sian regions of Ukraine. Washington ranks as one of the worst mass murder-ers in human history, but the Western presstitutes brand Putin as the one

who is homicidal.Listen to these members

of Congress who represent Americans in Washington:

Senate Majority Leader Mitch McConnell (R, Ky) said referring to the thrice elected President of Russia: “He’s a thug.” Mc-Connell has gone along with Washington’s mass murder of peoples for 15 years, and this accomplice to mass murder said that

Washington’s murder of countless millions, which have sent refugees all over the Western world, are not evidence against America. In his response to Trump’s statement, McConnell actually said: “We don’t operate in any way the way the Russians do. I think there’s a clear distinction here that all Americans understand, and I would not have characterized it that way.”

The Republican senator from Florida, Marco Rubio, said: “We are not the same as Putin.” Of course we aren’t. We are mass murderers.

The Republican senator from Nebraska, Ben Sasse, said, and this is a level of ignorance hard to believe even for Americans,

that “Putin is an enemy of political dissent. The U.S. celebrates political dissent and the right for people to argue free from violence about places or ideas that are in conflict [as at Cal Berkeley]. There is no moral equivalency between the United States of America, the greatest freedom loving nation in the history of the world, and the murderous thugs

that are in Putin’s defense of his cronyism.”

The Wall Street Jour-nal’s Bret Stephens said: “Trump puts US on moral par with Putin’s Russia. Never in history has a President slandered his country like this.”

No Bret, you have it backwards. No US presi-dent has ever slandered Russia like this. There is no moral equivalency between Washington and Moscow. Washington is totally devoid of all moral-ity. Russia is not. It is not Russia that has murdered, maimed, and displaced peoples in at least 9 coun-tries in the last 15 years, sending refugees all over the Western world, some of whom no doubt bear legitimate grudges.

Trump’s vice president, Mike Pence, rushed to tell NBC that Trump didn’t mean that Washington is not morally superior to Putin’s Russia. Of course the US is morally superior to everyone. The millions of peoples we kill and dislocate are proof of our unques-tioned moral superior-ity. Every time we bomb a wedding, a funeral of the wedding guests, a children’s soccer game, innumer-able hospitals and medical centers, schools, farms, public transportation, we exceptional and indis-pensable Americans are demonstrating our moral superiority over the Earth. Only the morally superior can commit vast crimes against humanity without being held accountable.

New Cold WarNormal relations with

Russia do not seem to be in the cards. The de-monization and lies will continue. The New Cold War is too important to the ruling establishment, and to the members of the House and Senate who are dependent on military/security campaign dona-tions, for Trump to be allowed to normalize rela-tions with Russia.

Everything that Reagan and Gorbachev achieved has been undone. The material interest of a few has again placed human-ity at risk.

“The greatest freedom loving nation in the his-tory of the world” can’t even have a debate about it, because a debate is Putin apologetics and moral equivalency.

If there was to be one word in Arabic to describe Hell on earth,

perhaps it would be Alradwania. For at

the prison there, men turned into monsters. They unleashed terror and suffering on an unimaginable scale.

Hell is a mythical concept in religion,

but the pain and death endured by the

captives there was very much of this earth.

Countless thousands of ordinary Iraqis were

picked up off the streets and thrown

into Alradwania Prison in 1991. Out

of 50,000 detainees, only a few thousand survived, and of the

survivors only one was a university professor

Theresa May’s Inves-tigatory Powers Act

became law on the 29th November 2016. This is the most draconian at-tack on privacy and civil liberties seen anywhere in the world. All your internet activity and phone calls will now be recorded by government.

Their excuse, as always, is terrorism, but anti terrorism laws are used against inno-cent members of the British public, 99% of the time. The Snoopers Charter means ignorant govern-ment departments, stuffed full of political correctness, incompetence, political motives, vested interests and poor judgement, can now arrest you by misjudging what you mean when you communicate. And they will know everything about your

communications. Now they don’t even need to go to court or get a warrant. Already over 211,000 people have signed a peti-tion to repeal it, at www.petition.parliament.uk/

petitions/173199. The gov-ernment now has to debate it, but decided not to - ie, to ignore the petition.

Illegal Before he became Secre-tary of State for Brexit, and while still a Backbencher, MP David Davis, and Tom Watson MP, Labour’s deputy leader, won a case against it in the High Court. The

government appealed, and judges referred the appeal to the ECJ. The European Court of Justice also ruled, on the 21st December, the Snooper’s Charter was illegal. That hasn’t stopped

Theresa May. The snoopers charter started out as EU legislation, enthusiastically adopted by the Labour party ten years ago, but dropped by all other EU nations. It was taken up by the Conserva-tives under Theresa May as Home Secretary. Now finally, as Prime Minister, she’s forced it through. She must hate us.

The Banking Compliance System allows the govern-ment to order banks to close all your accounts and keep the money, no judge, no jury and no justice. The Proceeds of Crime Act 2002,

allows government to go to court behind your back and steal everything you once had without you knowing.

No appeal Every year thousands of innocent English lose every-thing they have under these two provisions. There is no appeal - victims are pre-vented from going to court, as their money is deemed

to be tainted - proceeds of crime - so they are not al-lowed to pay a solicitor. European nations don’t have this level of govern-ment dishonesty. Its only England. And the only way to escape it is to move abroad. Put the Snooper’s Charter together with these two, and it allows unprec-edented secret attacks on innocent people by government, And we are prevented, by law, from establishing our innocence. Terrorism is the excuse here too. But why do we have terrorism? There are two reasons.

Bombed The US and British governments fermented a revolution in Egypt, bombed and invaded Libya, Iraq where we created ISIS, and Syria. In each case they overthrew stable govern-ments, created terrorism, caused 3 million deaths,

and left four nations in a permanent state of anarchy and carnage. A million Iraqi children have been born horrifically maimed and mutilated by radiation from our depleted uranium shells. Yes, our British gov-ernment creates terrorism. Tony Blair, George Bush, Hilary Clinton and Barack Obama must stand war crimes prosecutions. President Putin is having to destroy the murder-ous ISIS for us, and clear up the mess we created. Our corrupt government should thank him for that, but won’t.

Foreign population The second reason is that the Department of Work

and Pensions and the British Border Force allow a million immigrants in a year. 22 of Britain’s largest cities now have majority foreign popu-lations. Even Londonistan is only 40% British. The government con-ceals the fact we have 30 million foreigners here. The NHS, the roads, our

schools and infrastructure just can’t cope. The ONS states in 8 more years the English will be a minority. No other EU nation has been so ethnically cleansed. The Department of Work and Pensions hands out 800,000 National Insurance numbers a year to arriving immigrants. Why has the government not stopped the DHSS? As Home Secretary, Theresa May was in charge, and still is. But they are not EU im-migrants. They come from all the nations we bombed, and many more, from Libya to India. Our government has deliberately imported the terrorism they created to England, and Theresa is committing treason.

Despise? The Snoopers Charter, Compliance, The Proceeds of Crime Act, and deliberate im-migration to destroy the Eng-lish, and bring in the terrorists our government created. Just whose side is our government on? Certainly not ours. They must despise the English.

A programme which will drive forward the devo-

lution agenda in London has taken another step forward, as the search begins for pro-viders to deliver the Work and Health programme.

Over 100 providers gathered at the Drum in Wembley recently to hear more about the scheme, which will help disabled people and the long-term unemployed into work. This follows another market engagement event at City Hall last week which also attracted over 100 organisations.

Whitehall officially passed the budget for the programme to four sub-regions in Lon-don, as well as the Greater Manchester Combined Au-thority, at the end of January.

The funding – which amounts to just over £70 mil-lion over five years – will be used by councils to help the

long-term unemployed and those with health conditions or disabilities enter the world of work in the capital. Addi-tional funding of around £65 million will also be available through the European Social Fund, taking the total to £135 million.

London Councils – along with the Mayor of London – has long been calling for greater borough involvement in designing future work pro-grammes for local communi-ties. It provides the oppor-tunity to align employment services with other locally run services such as housing, health, debt advice, childcare in order to reduce an indi-vidual’s barriers to work.

The agreement between the Department for Work and Pensions and the London boroughs now paves the way for the boroughs to work

together in four sub-regions to create initiatives tailored to communities’ needs. Lon-doners can expect the new programmes to begin from spring 2018.

Potential providers will sub-mit proposals in March this year and London boroughs will announce successful contractors towards the end of 2017.

Cllr Claire Kober OBE, Chair of London Councils, said: “This is a significant moment in London’s call for further devolution and we are pleased to be finally getting the wheels in motion.

“I’m delighted that so many providers attended these events and that there’s a real interest in working in new and different ways with boroughs on helping residents with complex needs back into the workplace.”

Proposals to locate a new permanent library at Seymour Leisure Centre

in Marylebone have been announced by Cllr David Harvey, Cabinet Member for Environment, Sports and Community at Westminster City Council. The pro-posed library will replace the temporary library, currently located on Beaumont Street following the closure of Maryle-bone Library at the Old Marylebone Town Hall.

Subject to consultation and planning, the proposals aim to create a modern library with a variety of services for local

people. These may include a children’s library offering regular family activities, space for studying and computers as well as information and books.

Feasibility studies followed by a full con-sultation with leisure centre and library users, local residents, businesses, schools and other interested parties will take place ahead of any future development.

Initial proposals focus on locating the li-brary in areas of the leisure centre that are currently under-utilised or are not used for sport and leisure activities including the courtyard and back of house areas.

Westminster City Council’s Cabinet has happroved

what is expected to be the low-est Band D Council Tax in the country for the financial year 2017/18. Westminster already has the lowest Band D Council Tax of any local authority and is 45% lower than the inner Lon-don average.

The Cabinet’s recommendation to set Westminster’s Council Tax levels for 2017/18 will need to be approved by a vote at Full Coun-cil, which will meet on 1 March, and has been taken against the backdrop of ongoing austerity in the public sector and an increas-ing demand on many services, resulting in a projected budget gap of a gross £46m in 2017/18 that will be closed if the proposals recommended by Cabinet are ap-proved by Full Council. This will be achieved through the Coun-cil’s effective financial planning, as well as the relentless focus on providing efficient and value for money services.

The Cabinet has heard that there are two especially significant

changes in the Council’s current operating environment. Firstly, the withdrawal from the European Union (EU) following the referen-dum in June 2016 and secondly, the gradual move to fully localised business rates by the end of the decade. As the budget report from the City Treasurer states: “The true impact on the Council of both these issues is not yet fully clear and brings both potential risks and opportunities.”

As such, the Cabinet has ap-proved a proposed 1.9% increase in the Westminster element of council tax for 2017/18, as well as a 2% increase for Adult Social Care services that will raise £1m for the

most vulnerable residents. To put this in to context, latest figures from the Local Government Asso-ciation show that 147 of England's 151 local authorities are consider-ing or have approved introducing the social care precept in 2017/18.

With these modest increases, and subject to approval by Full Council on 1 March, the Westminster element of council tax (Band D) would increase from the current £392.81 to a proposed £408.12 per year from 1 April – equivalent to around 30p per week. The Greater London Authority `precept’ will then be added to this Westmin-ster element to generate the final amount that will appear in people’s

Council Tax bills.Cllr Tim Mitchell, Cabinet

Member for Finance, Property and Corporate Services said: “Despite the climate of austerity and in-creasing demand on our services, with our track record of continued leadership and strong management action I am confident that we will continue delivering the excellent services with low taxes that our residents, quite rightly, expect.

“Whilst we will continue to have tough budget decisions ahead and having already made £120m of savings over the last 3 years, we will be spending £800m this year on much valued local services, from libraries to leisure centres,

street cleaning and our green spaces as well as the wrap around support for our most vulner-able residents and our children’s services that were rated “outstand-ing” at their last inspection.

“But with increasing demands and some uncertain times ahead, that’s why we are proposing a mod-est increase in the Westminster element of council tax, equivalent to 30p per week. But, we will con-tinue to do all we can to make sure we make every penny of council tax payers’ money count and main-tain our proud position as having the lowest Band D council tax in the country with services that set standards for others to follow.”

The Print Sales Gallery presents The Cer-

emony of Life an exhibition of rarely seen black and white prints from world-renowned British photogra-pher, Martin Parr (b. 1952).

Parr is best known for his acerbic, bold, colour portraits charting the customs and pe-culiarities of British culture with wry wit and trademark unflinching gaze.

These early works - taken in the 1970s and early 1980s - reveal a gentler, less critical lens, unearthing a young pho-tographer with superlative ob-servational skills, passionate about capturing the unsung rituals of everyday life.

The exhibition features im-ages from Parr’s first major series’ and photo books, including, Bad Weather

(1975-1982), Fair Day (1980-1983) and Non-Conformist (published in 2013). The rare monochromatic prints - Parr finally abandoned black and white photography in 1986 - faithfully and tenderly chronicle the vernacular of people and landscapes across Yorkshire, Sussex, Dublin and the west coast of Ireland.

His subject matter encompasses services at nonconformist chapels, locals caught in downpours, seaside leisure activities and teatime community gather-ings both preserving and reframing the familiar.

Forty years after his first London solo show at The Photographers’ Gallery, Heb-den Bridge and Beauty Spot (15 Dec 1977 – 10 Jan 1978), this exhibition presents a

timely – and somewhat prescient - reflection of our national characteristics and values and offers a poign-ant reminder of Martin Parr’s distinctive and quietly humorous ability to preserve “the ceremony of life”.

Martin Parr was born in Epsom, Surrey, UK, in 1952. When he was a boy, his budding interest in the medium of photography was encouraged by his grandfather George Parr, himself a keen amateur photographer. Parr studied photography at Manchester Polytechnic, from 1970 to 1973. Since that time, he has worked on numerous photographic projects. He has developed an interna-tional reputation for his innovative imagery, his

oblique approach to social documentary, and his input to photographic culture within the UK and abroad.

The Ceremony of Life: Early Works by Martin Parr is presented in collaboration with Rocket Gallery, London.
