Giddens said Strand suffered multiple in- juries, but would not elaborate on the cause of death. The medical ex- aminer in Norfolk performed the autop- sy and usually will release the cause of death. Not this time. That office referred callers to the sheriff’s department. “The cause of death is a very, very vital part of the investiga- tion,” the sheriff said. Giddens said investigators fo- cused on finding Strand’s vehi- cle, a black 1998 Ford Expedi- tion. A search of Dreamland Park in Accomac recovered the SUV at around 11:20 p.m. Tues- day. He got 136 of the bal- lots, compared to Councilman L.G. (Chris) Bannon with 268, Planning Commissioner Joan L. Natali with 237 and Michael J. Sullivan, the mayor’s husband, with 195. Burdiss is suing four town resi- dents. He claims they defamed his reputation by circulating petitions and attempting to have him re- moved from Council by alleging that he acted improperly. Natali is among the defendants. In Onley, Mayor Custis got 96 votes to defeat former Councilman Andrew K. Hurst, who received 41. Appointed Exmore Mayor Moore got 203 votes and beat out Council- man Dave Scanlan with 125. Returned to office unopposed were Hallwood Mayor K. Tim Raynor with 51 votes, Accomac Mayor Brooks E. Allen, with 18 votes, Melfa Mayor Denise D. Ben- dick, with 29, Belle Haven Mayor Marion F. Long, with 22, Painter Mayor Connie Widgeon Campbell, with 18, Saxis Mayor Charles E. Tull, with 21, Tangier Mayor James W. (Ooker) Eskridge, with 211, Cheriton Mayor Robert K. (Bo) Lewis Sr., with 35, Nassawa- dox Mayor Estelle J. Murphy, with 34 and appointed Eastville Mayor James C. Sturgis, with 21 votes. Keller Mayor M.V. (Ginny) Mueller with 26 ballots, and Blox- om Mayor Kimberly E. Cathell, with 25 votes, both appointed, won first elections unopposed. Mayors in Chincoteague and Parksley still have two years left on their terms. week, Chincoteague teenagers pickedfour top concerns for the island.

They called for a masterdrainage plan to be devised, the oldelementary school gym to be pur-chased for youth activities, and anyplans to eliminate parking on As-sateague Island to be chunked.

Student Mayor Hillary Chessonsaid while parking places de-stroyed on Assateague during astorm last year have been rebuilt,the students don’t want them doneaway with if it happens again.

Using buses to transport peopleto the beach would be dangerous ifthey needed to get off Assateaguein a hurry, she said. Parking is alsoimportant for tourism and thelivelihood of Chincoteague.

Later, Councilman Terry Howardagreed. If a survey of tourists weremade, none of them would say theyplanned on returning to Chin-coteague if they had to endure atransport system, he said.

The students also were con-

cerned about the confusing varietyof speed limits on the island. Ches-son complained that the intersec-tion of Maddox Boulevard andMain Street is too small for manyvehicles to safely turn when com-ing off the new bridge. Sidewalksalso are needed there, she added.

Chincoteague High School’s gov-ernment teacher and school ad-ministrators appointed the studentofficials. All are seniors.

Chesson said the teen councilbasically wants the same things asthe real government leaders. Shesaid making the gym a safe havenwould provide an alternative “toour boredom. Little League ends atage 16.” She said concerts anddances would be entertainment forolder teens.

The council was comprised ofCharles Snellings, Robbie Lang,Elizabeth Hipple, Mary Hudgins,Samantha Ciniello and MaryBesecker. Chase Haugh served asthe police chief. Logan Wright wasdirector of public works. ElizabethCathey was town manager.

ing the island may soon have toshell out more money.

A hike in the cost of vehicle de-cal fees, taxes on prepared meals,solid waste disposal, water, busi-ness licenses and some harbor sliprentals has been proposed. Andwhile the real-estate tax rate is notexpected to change, property own-ers may pay more because of as-sessment changes.

On Monday, Town Council set apublic hearing on its draft fiscal2010-11 budget and tax rates for 7p.m. June 7. Council’s regularmeeting will start at 6 p.m.

Officials blamed the cost in-creases on Accomack officials whorecently eliminated landfill tip-ping-fee rebates.

Town Manager Rob Ritter said$50,000 in those rebates and$20,000 cut by the state for locallaw enforcement must be made upto help fund the more than $5.8

million budget. According to towndocuments, the water rate is set togo up by 6 percent, harbor sliprentals by 4 percent, the meals’ taxby 1 percent (from 4 percent to 5percent), the vehicle decals from$27 to $33, solid waste disposalcollection from $1 to $1.50 perweek and the minimum fee forbusiness licenses from $30 to $50.

Officials said the increase in de-cal fees would match the county’s.

Councilman John Howard saidhe wants to put the money towarddrainage.

In a 4-1-1 vote, Council rezoned4.5 acres in the Oyster Bay devel-opment from R1- Residential Dis-trict to R2 to allow duplexes to bebuilt. John Howard abstained. ViceMayor John Jester was opposedand failed to get a second when hemotioned to accept the PlanningCommission’s recommendation toturn down the request. Councilmembers Jim Frese, TerryHoward, Ellen Richardson and

Nancy Conklin favored the change.The move will allow landowner

Jester said there is very littleR1 left on the island and once Et-tinger sells the parcels, there willbe no control over what the newlandowners do. “It just appearsyou’re getting around the subdivi-sion ordinance,” Jester said.

“That’s my personal opinion.”The town’s Planning Commis-

sion voted to recommend denial forthe request because it is “not con-sistent with the adopted Compre-hensive Plan.”

Town Public Works DirectorHarvey Spurlock said plans to ad-dress drainage concerns alongRidge Road and Horseshoe andWayne drives would be discussedwhen the Public Works Committeemeets at 5 p.m. May 17. He as-sured residents that the issue hasnot been taken off the table.

Town Council declared May 8-14 Spring Clean-Up, Paint Up andFix-Up Week to encourage projectsthat enhance, restore and main-tain the island’s beauty and to kickoff the tourist season. Residentsshould call the town office to havedebris picked up.

The Town of Melfa proposes to increase town property tax levies on real estate located withinthe corporate limits of the Town of Melfa for 2010.

1. Assessment Increase: Total assessed value of real property, excluding additional assess-ments due to new construction or improvements to property, exceeds last year’s total assessedvalue of real property by 7.47%.

2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levythe same amount of real estate tax as last year, when multiplied by the new total assessed valueof real estate with the exclusions mentioned above, would be 2.79 cents per $100 of assessedvalue. This rate will be known as the “lowered tax rate.”

3. Effective Rate Increase: The Town of Melfa proposes to adopt a tax rate of 5 cents per $100 ofassessed value. The difference between the lowered tax rate and the proposed rate would be 2.21cents per $100, or 79.21 percent. This difference will be known as the “effective tax rate increase.”

Accomack Circuit CourtCraig Turner, 32, of Melfa was

sentenced in Accomack CountyCircuit Court to 20 years on eachof eight counts of burglary, with$15,233 in restitution. Accordingto Commonwealth’s Attorney GaryAgar, Turner also was sentenced tofive years for grand larceny; fiveyears on each of two counts of for-gery, with $606 in restitution; fiveyears on each of four counts of for-gery; five years for larceny of acredit-card, with restitution of$1,775; and 12 months on each oftwo counts of petty larceny. All butnine years was suspended.

The charges included break-insat Hollies Baptist Church in Keller,Pungoteague Community Church,Idle Hour Theater in Belle Haven,Belle Haven Moose Lodge andPainter Volunteer Fire Department.

Herbert Lane, 19, of Exmore wasconvicted of armed burglary, robberyand possession of a sawed-off shot-gun. Sentencing was deferred until apresentence report is prepared.

Jack Steward Jr., 49, of Chin-

coteague was convicted of credit cardlarceny and forgery. He was sen-tenced on each count to 12 monthsin jail, with all but two weeks sus-pended, to run consecutively.

Dennis Taylor, 48, of Bloxomand Roy Wise Jr., 46, of Tasleywere convicted of possession of co-caine. Each was given First Of-fender’s Status, under which thecharge will be dismissed if a cleanrecord is maintained.

Kevin Nock, 47, of Onley was con-victed of a third offense of shoplift-ing and Phillip Justice, 27, of Tem-peranceville was given a five-yearsuspended sentence for possessionwith intent to distribute cocaine. Hewas ordered to participate in deten-tion and diversion programs.

Durrell Lilliston, 25, of Bloxomwas sentenced for burglary to 10years, with all but three years, sixmonths suspended.

Annett Davis, 29, of Melfa wassentenced to five years each forburglary and grand larceny, withall but two years suspended oneach count, to run consecutively.

Northampton Circuit Court An Exmore man pleaded guilty

Monday in Northampton CircuitCourt to robbery and relatedcharges, according to Common-wealth’s Attorney Bruce Jones.

Steve Lamar Kilgore, 24, plead-ed guilty to two counts of robbery,use of a firearm during the com-mission of robbery, possession of afirearm by a convicted felon andbreaking and entering whilearmed with a deadly weapon. Apresentence report was ordered.

Quantrell Shirnett Wilson, 22, ofCape Charles was given a 12-month suspended sentence for writ-ing a bad check. Supervised proba-tion, restitution and 100 hours ofcommunity service were ordered.

Clarastine Nettie Moses, 57, ofCape Charles was sentenced forpossession with intent to distributecocaine to five years in prison, withall but eight months suspended.Moses also was placed on super-vised probation for two years andher driver’s license was suspended.

Omar Giddens, 40, of Machipon-go was sentenced for possessionwith intent to distribute marijua-na to 12 months, with all but 30

days suspended; 100 hours of com-munity service also was ordered.

Akeem A. Lawal, 31, of Austell,Ga., pleaded guilty to possession ofEcstasy and marijuana and was given12 months on each count, to run con-currently, with all but three monthssuspended. Lawal’s driver’s licensewas suspended for six months.

Guilty pleas were entered by Shak-endra Washington, 22, of Machipon-go, to grand larceny; Yolanda O.Stines, 34, of Accomac, to passing badchecks; and Devon Oneil White, 21,of Birdsnest, to passing a bad check.Presentence reports were ordered.

Mayor William Moore Jr. statedthat the town needs to move for-ward following the loss of ChiefSteve Elliott in April. Potts, whosecareer in law enforcement spans17 years, has been with the Ex-more department 13 years and wassenior officer under Elliott. Pottshas been serving as acting policechief since Elliott’s death April 14following a motor vehicle crash.

Council also authorized InterimTown Manager Arthur Miles to ad-vertise for an officer in that thetown is currently down two officersfrom its authorized eight-personforce. Miles and Town Councilagreed to seek applicants who arealready certified police officers in or-der to put them in the field as soonas possible andsave the cost of send-ing recruits to the police academy.

Town resident Dawn Parks

spoke in support of the police de-partment, noting that when shehas called for assistance, the re-sponse has been immediate andprofessional. Councilman DaveScanlan echoed Parks’ comments.

Town Council heard a requestfrom Miles to modify the currentsick-leave policy that caps sickleave accumulation at 50 days.Miles noted that employees are notcompensated for additional unuseddays when the leave the town’s em-ployment. Following a brief discus-sion, Council voted unanimously toremove the cap from the policy.

Born in Upland, Pa., the oldest offour children, he had to leave schoolat an early age to help support hisfamily when his father died in awork-related accident. He receivedtraining as an electrician and wasemployed at Scott Paper Companyin Chester, Pa., for 30 years. In1979, Mr. Baxter moved to the East-ern Shore, where he enjoyed his re-tirement years traveling and fish-ing in the Chesapeake Bay.

Mr. Baxter was predeceased byhis first wife, Wanda Baxter and hisbrother, Edward Baxter. Survivorsinclude his daughter, Wanda Cal-

houn (and husband, William); grand-children, William Alexander, MeganBaxter Calhoun, Jennifer CalhounStock and Erin Calhoun Strickland;great-granddaughter, Meredith; sis-ter, Mary Elizabeth McCulley; sec-ond wife, Hattie Killmon Baxter ofthe Hermitage in Onancock; andstep-children, Patricia K. A native of Onancock, she wasthe daughter of Clifford Lee Barnesand Florence Parks Barnes. Shespent much of her childhood in LeeMont with her brothers, C.L. Barnesand Duncan Barnes, with whom sheenjoyed an extremely close relation-ship that was to last over 70 years.

Having married Francis Arthurof Melfa, Mrs. Arthur moved to Nor-folk in 1942 and worked for the Civ-il Service at the Naval Air Station inNorfolk until sheretired, then re-turned to work asa librarian atGreen Run HighSchool in VirginiaBeach until hersecond retirement.

Mrs. Arthurthen moved backto her birthplace, Onancock, whereshe was a familiar presence atOnancock Baptist Church and theWoman’s Club, as well as a con-

tributor to numerous charities andthe author of an autobiographicalbook, “Memories.”

Survivors include her sons,Robert, William, David and James;and 21 grandchildren and great-grandchildren.

Meanwhile, Strand’s family,friends, customers and acquain-tances are left trying to rationalizehis death. They are mourning theever-smiling Christian who en-joyed singing and encouraging oth-ers. The flag is at half-staff at thepizza parlor. Nearby, flowers aredisplayed in an impromptu memo-rial. Down the road, the marqueeat the Bojangles Restaurant says“In Memory of Johnny Strand.”

Two memorial sites have beenestablished online at Facebookwhere membership is climbing atmore than 1,400.

As a teenager, Strand laboredfor another pizza restaurant. The1978 Onancock High School gradu-ate worked at the former Pappy’sFamily Restaurant, also in Onley,one shopping center south.

Carla Savage-Wells, a teacherand forensics director at NanduaHigh School, wrote that she “knewJohnny at T.C. Walker Elementary.I have been on stage with him,sung with him, and ‘cheered’ withhim. He was a big part of the suc-cess of many of Nandua’s fundrais-ers … Johnny’s bright eyes andquick smile never left him. … Hewill be missed.”

“Mr. Johnny Strand, your livingwas surely not in vain and your lifesurely speaks volumes as evi-denced by the many heart-felt sen-timents expressed on this page,”wrote Michelle M. Johnson White.“But now we must sadly bid yougoodnight.”

Giddens said Strand’s body wasfound at about 2.30 p.m. May 1.Melfa Rescue responded “and victimwas determined to be deceased.”

Visitation will be tonight from 6to 8 at Cooper & Humbles FuneralHome in Accomac. The funeralservice will be held at 3 p.m. atMacedonia AME Church to accom-modate the anticipated crowd. In-terment will be at Metropolitan

Bayside Community Cemetery onBayside Road. Strand was a mem-ber of the Metropolitan church.

The Sheriff ’s Office was assistedin this case by the Virginia StatePolice and the Virginia Marine Re-sources Commission.

In Keller, the six Council seats were filled bymembers Margaret Farlow Miles and her hus-band, Samuel Miles, each with 25 votes; andConway Stevens and his wife, Georgie MaeStevens, with 23 and 22, respectively. Newcom-ers R. Greg Nottingham and Bonnie WarrenWallace each got 24 votes.

In Melfa, five were seeking to be returned.Councilman Andre J. Elliott garnered 24 votes,Woodrow C. Gaskins, 23, Arthur C. Miles Jr.,

Top vote getters won six Tangier Councilseats. The results were Council Members PaulR. McCready, 183, and Anna E. Pruitt-Parks,171. William T. (Tommy) Eskridge, nephew ofthe mayor, got 178. Former Councilman JamesR. Parks with 202 votes and Bradley AllenThomas Jr., with 146, also were winners. Theothers were Karl Joseph Karnes, 32, Council-man E. Bryan (Spanky) King, 136, Eugene L.Pruitt, 120, and Michael R. (Tiny) Parks, 111.

In Wachapreague, the six unofficial winnersfor Town Council were incumbent Deborah D.Shrieves, Richard J. Puchalski, Sandra M.Puchalski, Susan A. Parker, John W. Joeckeland Stuart P. Bell. Figures were not completeat press time because of write-in ballots.

In Cheriton, Councilmen J. Wesley Travis,H.L. West and appointed Councilman LarryLeMond each got 39 votes. Joseph A. Habel got14 write-in votes. Councilwoman Norma P.Spencer was returned, with 40 votes. FormerCouncilman Henry J. Heneghan Jr. got 38.

In Eastville, incumbents were returned. Bob-by W. Berry got 18 votes, Eleanor C. Gordon, 20,R. Todd Simpson, 19, and Shannon W. Wescoat,18. Appointed Councilman John D. Crockett got19 and former Mayor Edgar S. Sturgis III got 21.

In Exmore, vying for the three seats were in-cumbents Doug W. Greer Sr., who got 198 votes,and Charles G. Ward Sr., 229; and challenger T.Bradley Doughty, 246.

In Nassawadox, all incumbents were re-turned. Jenny Jacob Floyd got 30 votes, Ed H.Gibb, 31, John W. Hallett Sr., 25, Claude F. Jones,32, and Willard R. Nicolls Jr., 29. AppointedCouncilman Isaac A. Smaw Sr. got 31 votes.

Yippee! Ithink I’vestumbled ona way to geta new out-look on lifeor rather toget life tohave a new

outlook on me. No, I’m not going tohave liposuction or a facelift. I’m noteven going to go so far as to get a tat-too or a new car or flashy clothes. Ican’t afford any of those.

This proposed change will notalter me physically (or mentally).But it could encourage others tothink I’m more fun and exciting.The idea won’t totally break thebank, is legal and would literallychange the way people address me.

Okay it’s the third paragraphand time to fess up. I’ve been fool-ing around with the idea of gettingmy name changed. It only costs

$39 for an adult, doesn’t involvethe fuss and muss of marriage ordivorce. (Lloyd and I are keepingeach other in all our marital bliss.We are also going to continue us-ing our own individual surnames.)

It started earlier this monthwhen I learned that a local guy’sfirst name is “Marvelous.” I know be-ing jealous is not an attractive trait.But I am. I’ve always wanted to havea cool name like that. I absolutelylove it! These days plenty of youngerfolks have interesting names.

If I were called something otherthan “Linda,” I would automaticallybe exceptional and well in the wordsof comedian Billy Crystal, “simplymarvelous darling.” Also my namedates me. Do you know any Lindaswho are under 40? If you do they arefew and far between. A new namewould make me 10 years younger.That’s better than any ole wrinklecream or lotion.

Nikki Davis at the clerk’s office(Accomack Circuit Court) encour-aged me. But she warned that needto make sure that I use the femi-nine, Marvela. She also commentedthat I shouldn’t go too far - like aHampton Roads’ mother whonamed her twins Orangejello andLemonjello. Hmmm. The pronunci-ation sounds different but in theend the names still made everyonething of that television commercialwhere a voice chanted, “Watch itwiggle, see it jiggle … Make Jellogelatin and make some fun.”

Nancy Jo Revell (also of theclerk’s office) handles these legali-ties. She said after the judge signsthe order (which could take min-utes or a couple of days), she wouldgive me three copies of official pa-pers that document any namechanges. Then I would simply usethose to let Social Security and theDivision of Motor Vehicles and oth-

ers know who I have become.That doesn’t sound too difficult.

I just have to come up with azinger. Ha! Maybe that’s who I willbe. I can’t choose Marvelous sinceit’s already taken. I don’t want toget rid of what I’ve already got ei-ther. But Linda Patricia Zinger Ci-coira could be the ticket even ifZinger doesn’t end with an “a” likethe rest of the names.

Troy Justis, the Eastern ShorePost’s ad manager, started callingme Zinger today. I like it. The namehas a certain laissez-faire - not toosnooty but with a zest. Yippee! ANDI don’t have to spend a penny be-cause I’m hoping that it will catchon with my family and friends.

Unless they have some othername they want to call me, I’vejust saved nearly $40.
