During the month of May, the COVID-19 pandemic problem continued to impact Department of Public Safety operations and strain our preparedness. Many problems we had not encountered before in normal operations strategies and deployments continued to create the need to develop new plans and protocols. EMS continued to assist with the procurement of N-95 and surgical masks and coordination of supplies to all public safety.

May 1st, 2020 – Governor Wolf announced 24 counties in the northwest and north-central regions of the state to move from red to yellow effective May 8th. Cumberland County remained in red.

May 6th, 2020 - Worked with Don Smith, the Capital City Mall Manager, on the malls’ s anticipated opening plan when Cumberland County is moved to the Yellow Phase. Don is working on a written guidance document to be approved by Preitt, the mall owner. He has also discussed the Plan with Bill Yeagley concerning fire or other Township Occupancy restrictions. Bill and I are both in agreement with the plan. Don will provide a final copy to us when complete.

May 8th, 2020 - The extended stay-at-home order remains the same as the original statewide stay-at-home order announced on April 1, which was set to expire tonight at midnight and is now extended to June 4 for all Red Counties. The yellow phase order provides guidance for those counties entering the yellow phase of reopening

May 8th. Additionally, Governor Wolf announced 13 more Pennsylvania counties will move to the yellow phase of reopening at 12:01 a.m. on Friday, May 15. Those counties include Allegheny, Armstrong, Bedford, Blair, Butler, Cambria, Fayette, Fulton, Greene, Indiana, Somerset, Washington, and Westmoreland. Cumberland Co remains in red.

May 11th, 2020 - Governor tells counties that reopening early, and defying orders won’t get funding. Saying we are in a fight for our lives, Governor Wolf had a warning for counties that reopen early and defy his orders.  He said funding to assist during the COVID-19 pandemic, including money from the Federal Cares Act would be withheld from counties that do not comply.  He said counties that follow his orders will get the funding.

May 14th, 2020 – Governor Wolf announced 12 new counties move into the yellow phase of Gov. Tom Wolf’s coronavirus reopening plan next Friday. Adams, Beaver, Carbon, Columbia, Cumberland, Juniata, Mifflin, Perry, Susquehanna, Wyoming, Wayne, and York counties will all be able to begin following aggressive mitigation practices instead of living under a complete stay at home order on May 22.

May 15th – I spoke to VFW Commander Puckett. He advised for the 25th they were going to do a very small outdoor ceremony. He and the Auxiliary President planned to lay a wreath at the Post Memorial. The post chaplain will say a prayer, and one of the Honor Guard will play taps on a bugle.

May 2nd – Cumberland County moved to the Yellow Phase under the Governor’s Order.

May 26th, 2020 - PD issued Administrative Order 2020-07 Covid-19 P4ocedurees, Part 5, updated guidance as Cumberland County moves to the Yellow Phase.

Although overall call volume continued to decrease, a great deal of activities for planning and preparedness continued. Much of the meeting schedule for public safety continued to online Zoom or Web-ex meetings. Most of my time, as Director and Emergency Management Coordinator, focused on monitoring the public safety preparedness and response to the potential virus impact on the employees and the Lower Allen Community. I remotely joined the daily briefings by the Governor and the Secretary of Health. I monitored the PEMA, FEMA,

DEPARTMENT HEAD:

The agency started the month continuing to be fully immersed in the COVID-19 pandemic, continuing to evolve how duties were to be performed in compliance with orders from the Governor and the PA Department of Health. PPE wear guidelines had been set, internally, and have been adhered to. The acquisition of additional PPE, including masks and hand sanitizers has been and ongoing priority. Monitoring of staff for symptoms has been rigorous and consistent.

Before the month ended, the death of George Floyd at the hands of police in Minneapolis set off a wave of protests and civil unrest that continues to resonate and impact the operations of police departments, nationwide. Four officers from our agency were used in an assist capacity for the first major disturbance in Harrisburg. Staffing adjustments and efforts toward constant situational awareness have been ongoing.

Meetings were a mix of face-to-face and virtual, including: Board of Commissioners Meetings, Department Head Meetings, Police Department Command Staff Meetings, a Police Supervisors’ Meeting, a County Chiefs’ Meeting, Captains’ Meetings, a meeting to discuss alternatives to Net Motion for connection to IT resources, and UCR Beta Testing meetings, along with various ad hoc meetings regarding current issues.

Officer Shiley is the May Patrol Officer of the Month. From his supervisor’s submission: On May 30, 2020, Harrisburg City requested all available units to respond to the city for an active riot. Ofc Shiley stepped up to go before I even asked. This is the day to day work ethic of Officer Shiley. He is first officer in before others get a chance. He responded to the city and was literally on the front line being taunted by protesters. He had projectiles thrown at him. He held the line with fellow officers. This was not done for recognition or reward, but out of his sense of duty to himself, this department and his fellow officers.

On May 17, 2020, Ofc Shiley was part of assisting Shiremanstown with a male that broke into an apartment in the borough. He took the suspect into custody. On May 22, 2020, Ofc Shiley assisted West Shore units in taking suspects into custody as they fled from a burglary at 717 gym. Also, on May 22, Ofc Shiley assisted New Cumberland units with a stolen vehicle call. He went and advised officers that the suspects reporting it were wanted by Fairview Township for a hit and run involving the same vehicle. Ofc Shiley also assisted his fellow platoon officers by doing transports to the prison and the hospital, so they could take care of paperwork.

There was one Naloxone administration by police personnel in Lower Allen Township this month.

UCR Crime Statistics

Though we are closer to resolving UCR issues than ever before, there are still problems at the PSP end of things that are being analyzed. We will continue to post various statistics in a variety of formats until the “normal” charting is available again.

The following chart shows March, April, May, and June (through 6/15) numbers from this year and last year to demonstrate the COVID-19 impact on call volume. After a bit of a dip, the return to “normal” volume is well underway, with June, so far, just edging out the same time period last year in terms of UCR cases.

Significant Open Investigations: CHILDLINE cases were received during the month, one case of significance will be investigated by the East Pennsboro Township PD, alleged statutory sexual assault from a decade or so prior, suspect identified and investigation is pending in East Pennsboro: CHILDLINE alleged physical abuse of a child from 5100 Block of Simpson Ferry Road, accusation of staff being rough with child, CRC Pending;

Other Significant Activity: 8 Search warrants were applied for or executed in the Month of April 2020. They ranged for cases involving the following crimes: Child Pornography, Theft, Retail Theft, Fraud, Burglary and Homicide. MDIT meeting held over Zoom due to pandemic.

The Lower Allen Twp. Police Dept. (LATPD) had 1,067 dispatched calls for service from Cumberland County Communications in May 2020. Of those calls, 86 were UCR related. During the month of May 2020, LATPD made arrests or filed criminal charges on 25 individuals, issued 22 non-traffic citations, 85 traffic citations, 48 warnings, and 3 parking ticket. There were 25 crashes reported to LATPD in May 2020. Of those 25 crashes, 3 were reportable crashes and 22 were non-reportable crashes. Report prepared by: Sgt. Douglas L. In May EMS was fully immersed in the COVID-19 pandemic response. All EMS resources were focused on ensuring the health and safety of the EMS staff, public safety, administration, and the residents of Lower Allen Township. The EMS staff continued to rise to the challenge and meet all expectations and demands created by the COVID-19 pandemic. EMS continued to rapidly change and adapt to meet the needs of the residents of Lower Allen Township. EMS continues to focus on developing and establishing consistent and reliable supply chains for PPE, medical equipment, and medications. The availability of supplies continued to be extremely limited in May requiring continual searches and use of non-traditional supply chains such as Grainger, Home Depot and Lowes. EMS continues to incorporate changes effectively and efficiently in clinical treatments resulting from COVID-19. COVID-19 limits the ability for EMS to safely administer aerosolized medications. These limitations have resulted in new medications being added to maintain clinical effectiveness. Captain Deaven continues to support and talk weekly to Bethany Village, The Woods and SCIC to support any unmet needs. The efforts of Bethany Village and The Woods are a primary reason the COVID-19 outbreak has not had a severe impact on Lower Allen Township EMS. EMS continued to provide assistance to the extended care facilities by providing fit testing to additional five (5) members of the Bethany Villages staff. Captain Deaven continues to actively participate in EHSF, PA Bureau of EMS, Pennsylvania Emergency Health Services, Ambulance Association of Pennsylvania and Pennsylvania Fire and Emergency Services Institute virtual meetings and updates. The Ambulance Association of Pennsylvania, Pennsylvania Emergency Health Services and Pennsylvania Fire and Emergency Services Institute have been the lead on State EMS funding and COVID-19 legislation related to EMS. The Ambulance Association of Pennsylvania is gathering data on EMS systems across the commonwealth related to the financial impact on EMS, Lower Allen Township EMS has been participating in all State and Federal data collection. Dr. Modi continues to be actively involved in providing oversight and direction for all treatment updates, protocol changes, medication changes and reviewing the daily screening process and requirements. COVID-19 and the methods being used to mitigate the threat have created a continued reduction in EMS responses across the commonwealth. Our data matches with the state and national data. Emergency rooms and hospitals are also experience a decline in patient census. EMS responses in May involved sicker patients due to people being afraid to go the Emergency Department. The impact of EMS was magnified and incredibly beneficial to the residents of Lower Allen Township due to

patients requiring more care and aggressive interventions as a result of fear of contracting COVID-19 in an Emergency Department.

LATEMS has continued to deliver high quality, effective, efficient, and safe patient care directly to their side in every location. In May, LATEMS touched the lives of 193 people.

Events/Activities: The Lower Allen Township Department of Public Safety continued the suspension of all car seat inspections/installs, smoke alarm installs, fire extinguisher training, and fire prevention presentations until further notice. For now, Public Safety Officers will be taking contact information and once the COVID-19 restrictions are lifted, we will work to schedule those activities requested. The Lower Allen Township Department of Public Safety is continuing 24/7 PSO Coverage to ensure consistent Fire Apparatus Driver/Operator coverage during the COVID-19 pandemic. The business meetings of Lower Allen Fire Company No. 1 and Lisburn Community Fire Company were conducted virtually during the month of May due to the COVID-19 pandemic. The focus of the Lower Allen Township Department of Public Safety was getting as much driver/operator training accomplished with the time available. As noted, much of this training has been completed. Also, Fire Inspector Bill Yeagley is mid-way through work on updating the list of businesses in the township, developing a hazard/risk assessment of businesses, and incorporating this information into the fire inspection program. On 5/6/2020 Fire Captain Frank Wirth participated in a webinar on the 2019 Fire Prevention and Safety Grant conducted by the Federal Emergency Management Agency. On 5/12/2020 Fire Captain Frank Wirth and PSO Keegan Toot conducted a virtual tour of Fire Station #1 and a Fire Prevention Presentation for the ARC of Cumberland and Perry Counties. On 5/14/2020 Fire Captain Frank Wirth participated in a webinar on Reducing Senior Falls and Fire Prevention conducted by the National Fallen Firefighters Foundation and National Fire Protection Association. On 5/14/2020 a Training Committee Meeting was held to discuss the upcoming training schedule for the late Spring and Summer of 2020, which will primarily focus on Basic Firefighting Operations, Rural Water Supply Operations with Lisburn Fire Company, and Electrical Safety for First Responders from PPL. On 5/8/2020 and 5/22/2020 meetings were conducted on the Alpine RedNMX Software Implementation Project for Lower Allen Fire Company, Lisburn Fire Company, Lower Allen Public Safety, and Lower Allen Fire Codes with the following in attendance: Public Safety

PSO Kettering has completed his Driver/Operator Training on Engine 24, Tanker 24, and Mini-Pumper 24. PSO Kidd has completed Driver/Operator Training on Truck 12, Engine 24, Tanker 24, and Mini-Pumper 24.

Incidents: On the morning of 5/21/2020 Lower Allen Fire Company responded to a House Fire at 213 N. Railroad Ave. in Mechanicsburg Borough. Squad 12 personnel assisted with fire attack, search, ventilation, and overhaul. The house was a total loss.

Live-In Firefighter Activities:

• Firefighter Bob Yeagley responded to 36 (65%) Incidents during the month.

• On 5/27/2020 Fire Captain Frank Wirth met with Stewart Sinclair to start the process of

onboarding him as a Work Live-In at Fire Station #1. It is anticipated that he will be moving in

around Mid-July.
