We have had a trying spring for sure this year! On a great note we had January, February and a Presidential Primary with no worries! Kris and I are writing this letter together since these are unprecedented times and we have not had an Annual Meeting to change officers and to be sworn into our new positions. Cancelling our March Conference was the hardest thing the Board has ever had to do. This was not something that anyone wanted to do since we were all looking forward to it and to seeing all of our clerk friends but we had to look out for the good of the organization. Since then we have seen everything cancelled, a stay at home order from the Governor put in place, and all non- essential business shut down. The Board had (we thought) proactively rescheduled the Institute to July. Now, depending on the Governors decisions on how quickly to turn the dials”, this may not be possible. We will be exploring alternatives for the Institute. Iowa cancelled their April conference and the IIMC conference being cancelled was yet another unpleasant blow. All of these measures have been to keep everyone safe and well and I hope that it has worked for all of you. Kris is working from home and I am in the office but it is locked to the public so we are available should anyone need us. There is good news, the Planning Committee will only have to meet in September and December. Since we did not use our itinerary for March, we can offer the pertinent sessions next year and since our keynote speakers have been so accommodating to let us reuse the deposit from this year to next year, we do not have to schedule keynotes. Even the banquet entertainment will reschedule with us for next year. The MCFOA Board has decided to meet in Rockville at their City Hall on May 29, a big Thank You to Kary Tillmann who will help set up a virtual meeting for people who would like to attend in that manner and to Martin Bode, Rockville who has graciously offered to host. We will go over the Annual Meeting Agenda that was scheduled for March. Immediately following the annual meeting we will have our first Board meeting. Angie Storlie will send out the Annual Meeting notice and the virtual meeting access information by May 15, 2020. “Hello! Welcome to 2020, a new year filled with lots of promise!!” This was my opening sentence for the January 2020 Munifacts Region II article. Oh, how things have changed in a couple of short months . Our first 2020 Region II training on March 5 in Nashwauk, and on March 6 in Sandstone, combined an OSHA presentation focused on Violence in the Workplace and an LMC presentation focused on Blight and Nuisance issues. Approximately 20 MCFOA and non MCFOA members attended. Many thanks to April and Amber as well as Alana and Leaha for showcasing your cities by hosting the trainings! The Athenian Dialogue partnership between Region I and Region II featuring the book, Toto’s Reflection, and being facilitated by Marita Rhude, has been scheduled for 10.9.20 in Grand Rapids. To date, about 16 spots are reserved, but note that the session reservations cap at 30. If you have never participated in a Dialogue, I believe you will really enjoy it! Please contact me as soon as possible if you want to register! As you know, the 2020 MCFOA Annual Conference was cancelled due to COVID-19. MCFOA by-laws state that an annual meeting must be held in March, April or May, therefore a meeting has been set up for 5.29.20 at 1 pm at Rockville City Hall. Members can attend via Zoom as well. A regular board meeting with the new MCFOA board will be held immediately after the annual meeting, also available on Zoom. Watch for details by May 15th! The MCFOA MN Clerks Institute, scheduled for May 2020 in St Cloud, has been postponed until July 20-24, 2020 (this may change). MCFOA’s Advanced Academy is scheduled for September 14-15, 2020 in Waite Park. Information for both events is available at MCFOA.org! In anticipation of my exit as Region II Director, I am pre-planning some additional trainings for this year. Sue and I would love to help someone get started in this great two-year adventure with some events already in place!! In the works for 2020 are presentations on lawful gambling procedures, to be held in August in Coleraine, and data practices to be scheduled before year’s end. Host cities are needed. Please note that attention to details regarding social distancing and sanitizing will be high priority! Don’t hesitate to contact Sue or me with any questions, ideas for training, retirement celebrations, or willingness to host trainings!! We all love to visit our Region’s beautiful cities, and we love serving you! I will leave you with some Silver linings of COVID-19 and sheltering at home: much needed family time, cooking, game time, reconnecting with outdoors and nature, canals in Venice are less cloudy & filled with fish again, greener climate due to less CO2 emissions worldwide, bears and other wildlife coming back to Yosemite Park, stunning views of Himalayan mountains due to dip in pollution, opportunities for creativity and communication due to more free time, human kindness and gratitude in every city worldwide. Essential vs. Non-Essential? We are all essential and very important to a well-run City. This is what many of us in these uncertain times have been reminding ourselves over and over since March 17th. It is very hard to believe that our new ‘normal’ has now been the norm for over a month. With the changes we have gone through in a very short amount of time, our cities have done exactly what our citizens expect: to run - without issues, without faults, but with strong leadership and strength from City staff and elected officials. When our cities go back to ‘normal’ is yet to be determined but one thing is for certain, we will continue to adapt and overcome challenges so our communities beat COVID-19. Many of you have had to endure new ways of doing your jobs whether remotely or with less staff. Many of you have had to learn new technology for ‘virtual’ meetings and then teach it to others. I want to remind you of the slogan that has been drilled into our brain. YOU ARE NOT ALONE. WE ARE ALL IN THIS TOGETHER. So whether that means having a virtual meeting with a neighboring clerk to learn or teach, don’t forget to pick up the phone to ask for or offer help. It is our network of MCFOA that will hold us together and keep us resilient. The MCFOA board is working on rescheduling the annual meeting due to the conference in March being canceled. Please stayed tuned for an email update on when it will commence, virtually or otherwise. Also, for those clerks awaiting Institute, that too has been rescheduled (for now) for July 20-24, 2020. Please watch your email for more information on this as that may change. Region 1 is still working to hold a training hosted by Gloria French of Detroit Lakes to review lawful gambling permits. The Minnesota Gambling Board will be our trainers. We are currently looking for an alternative date and the possibility of hosting a webinar or zoom meeting for this. I will send an update at a later time. Finally, I want to tell all the new clerks that I had hoped to meet face to face at conference to hang in there. I still want to meet you all and am willing to help whenever I can during the quarantine time. Just pick up the phone.

To say that 2020 is off to a rocky start would be a complete understatement! I miss you – fer real! The Annual MCFOA Conference is always a highlight of my year – and it seems so weird to have missed that! I’m still in my office, but working reduced hours while being closed to the public and life as I know it is completely different than anything I expected it to be at this time. I should be getting set to watch my youngest daughter graduate from High School in two weeks and putting the finishing touches on her Graduation Party. Instead, we’re waiting to hear if there will even be a ceremony and have pushed her grad party back to the middle of July. Whatever your Spring looks like, I hope you are healthy and well and managing as best you can under completely crazy circumstances! The Board did not take the decision to cancel this year’s Conference lightly – and we are looking forward to coming back next year with a great conference for our state association. The Board will meet at the end of May to discuss both this year’s and next year’s conferences – so watch your email for updates from the Board – and if you have any questions in the meantime, feel free to reach out and I’ll do the best I can to answer your questions. Speaking of the Board, we are still looking for a new Region 4 representative. My term as Region Director officially ended in March, so a new Region Director needs to be appointed. If you are interested, the application form can be found on the MCFOA website. Applications can be returned to Glen Pederson and the Board will consider applications for appointment in near future. If you have any questions about what being a Region Director entails, please call, email or let’s chat over virtual coffee! I’d love to share my experiences with you. Times have sure changed haven’t they? City Hall is locked up and customers have to figure out how to use the drop box for payments and correspondence or they have to buy envelopes and stamps. Adjustment is hard on some people and my regulars are missing their face-to-face time. Personally, I am getting a lot of work done with fewer interruptions so it’s not all bad from my viewpoint. ☺ However, I didn’t get my “fix” at conference. I missed seeing all of you in St. Cloud. At this time, Region V is not planning any trainings due to the Shelter in Place order being extended through May 18th. I do not anticipate being able to host meetings for groups at any point in the near future either. However, I am looking in to online training options for us. We could either try to do some Zoom trainings or individual log-in type events. I’ll see what I can find. If you have any ideas for training events please let me know and I will look into it. Here is wishing you all a happy and healthy Spring/Summer. Now that the weather is getting nicer it will be harder to stay at home. Please be safe and try to get some sunshine on your face.

I hope you all are staying safe and healthy during this pandemic our nation is facing right now. A lot of difficult decisions have had to be made with the Annual Conference and future meetings/trainings as we are trying to navigate during this time. I am pleased to state we were able to reschedule the Minnesota Municipal Clerks Institute for July 20-24, 2020 at the Best Western Plus ~Kelly Inn and River’s Edge Convention Center in St. Cloud - though this is subject to change based on updated social distancing guidelines. The Advanced Academy is being held September 14-15, 2020 in Waite Park, MN. The topic will be Facilitation (parliamentary procedure, goal setting and ethical leadership). Check out the website for more details! These are both great learning experiences for all clerks to attend as well as opportunities to network with your fellow clerks! Pending what will be change in the following months we do have a training scheduled for May 28th in Lake City! The MN Gambling Control Board will present on “Lawful Gambling” followed by fellow Region Director Kary Tillmann, Clerk/Treasurer for City of Zimmerman, who will present on “Records Management Essentials”. Following our May Board of Directors meeting the new Region Director, Daphney Maras Clerk for City of Albert Lea, will try to nail down topics for the rest of the year and would love any and all input. ANNUAL AND MAY BOARD MEETINGS RESCHEDULED

The Annual meeting that would have taken place during the March conference has been rescheduled for Friday, May 29, 2020 at 1:00 p.m. in Rockville, MN and virtually. The official meeting notice and virtual access instructions will be emailed out to members no later that May 15th. The new Board of Directors will be elected at this meeting. The May Board of Directors meeting has also been rescheduled to Friday May 29, 2020, immediately following the annual meeting.

News from the Institute Director’s desk!

I hope that all of you and your families are well and safe in these challenging times. Hope you

are enjoying the spring weather as one way to alleviate stress! Among the challenges that

some of us may be experiencing is predicting the outcome of this year’s Institute. Though the

Institute was previously reset for July 20-24, as this article hits the MCFOA press SCSU staff

and MCFOA are working to determine what format for MMCI is appropriate given

surrounding COVID-19 uncertainty. We ask for your patience as we make these decisions, and

to please stay tuned.

Dates and location are set for 2020’s Municipal Clerks Advanced Academy (MCAA), to be

held September 14 and 15 (note this is a Monday and Tuesday this year, as the Advanced

Academy Committee is accommodating election conflicts). We plan to hold the event at the

Hilton Garden Inn/The Park Event Center in Waite Park. The topic is “Facilitation

(Parliamentary Procedure, Goalsetting, and Ethical Leadership)”. SCSU staff will have the

website and registration site updated this summer (Angie Storlie sent an electronic save-the-

date card on our behalf in March). In the meantime, please save the dates for some great

programming and bookmark the MCAA website at www.scsutraining.com/MCAA.

Minnesota Municipal Clerks Institute Due to the uncertainty surrounding the ability to having gatherings, including trainings, during the COVID-19 global pandemic, the MCFOA Board of Directors thought it prudent to reschedule the 2020 MMCI. The dates for which the Best Western Kelly Inn could accommodate the group are July 20-24, 2020. However, and as noted above in the Institute Director’s and Region Directors’ updates, even these dates are now uncertain as the situation and recommendations surrounding COVID-19 continue to evolve. The Board will be discussing options for the 2020 Institute at their meeting on Friday, May 29 and an announcement will be made to you, the members, as soon as possible thereafter.

Crosby city admin to resign for League of Minn. Cities job

Crosby Mayor Bob Novak praised the outgoing city administrator for eight years of diligent work for the municipality.

Crosby City Administrator Lisa Sova is leaving her position after eight years with the city to become the next assistant finance director for member outreach with the League of Minnesota Cities.

The Crosby City Council convened 6 p.m. Monday, April 13, with the acceptance of Sova’s resignation on the agenda. Crosby Mayor Bob Novak said Sova was expected to resign effective June 5 and begin her new job with the League of Minnesota Cities on June 8.

“Crosby’s loss is the state’s gain. Her work with the League of Minnesota Cities will really be based on her strengths,” Novak said during a phone interview. “She’s been a really strong administrator for us and Lisa has really been pivotal in getting the city of Crosby on really strong financial footing. She’ll be missed.”

The League of Minnesota Cities is billed as a membership organization with 800 cities across the state that promotes excellence in local government through advocacy, education and training, policy development, risk management and other services.

Novak said Sova sports an educational background with a bachelor’s degree in accounting and a master’s in finance, as well as a resume that includes being a master municipal clerk. He added he believes she is now in a position where she can serve more people in a larger role that will make waves in communities across Minnesota large or small and urban or rural.

International Institute of Municipal Clerks Region VI Update for

Iowa, Minnesota & Wisconsin

Greetings Region VI May 8, 2020

We are not sure where to start…since our last newsletter on January 31st there have been a few changes. COVID-19 has impacted each of us in one way or another. Typically, we would start with letting you know about the upcoming 74th conference that was to be held in St. Louis, Missouri and provide information regarding our Region VI Meeting and Social Gathering. UGH…we can’t say “meet us in St. Louis” this year, but let’s plan on meeting there in 2025. Thank you to the 2020 IIMC Conference Committee for all your hard work!

We were also disappointed to miss out on attending the Municipal Clerks and Finance Officers Association of Minnesota Conference that was to be held in March and the Iowa Municipal Finance Officers Association Conference that was scheduled for April. Both had great conferences planned. The Wisconsin Conference scheduled for August has been canceled and they are looking at a virtual option.

The 2020 Vice President Election recently concluded. There were two great candidates: ReNae Edwards of Grand Island, NE and Pamela Smith of Sanibel, FL. The results have been tabulated and Pamela Smith, MMC, received 55% of the votes, declaring her the incoming Vice President. She will succeed to the presidency on May 25, 2022 at the Annual Conference in Little Rock, Arkansas. Professional Municipal Clerks Week is this week, May 3rd to May 9th, 2020.

On Friday, May 15, 2020 we will participate in the IIMC Annual Board of Directors Virtual Meeting. This will be Director Etzel’s last meeting serving on the IIMC Board of Directors. The new Region VI Director, P. Kay Cmelik, MMC, from Des Moines, Iowa will be sworn in during the Virtual Incoming Board of Directors Meeting being held Wednesday, May 20, 2020.

Karen Li Lee started working on March 9th as the new Communication Coordinator.

The IIMC Foundation promotes education and training to municipal clerks making them proficient in the services provided. The foundation raises funds several different ways:

Running with the Big Dogs! In The Wizard of Oz, Dorothy's Toto was clearly a dog of character. He knew when to sit still, when to bark, and when to make a fuss. He was simply a real dog with real observations about real situations. And the Oz experience re-inforced what his parents taught him as a small pup: Care deeply. Bark only when necessary but then, forcefully. Be curious. Ex-press yourself. Embrace the world and have no fears. The story of Dorothy's journey to Oz has captivated generations of children and adults alike since it was first published by L. Frank Baum in 1900. Dorothy's adventures have been analyzed from virtually every perspective-psychological, historical, economic, and the like-except from the perspective of the only other character that was with her every step of the way: Toto! Dorothy's little dog wrote this book and buried his manuscript in a can with an old bone on the original Gale farmstead. Dr. Fickenscher came upon it quite accidently and was given the opportunity to edit Toto's original thoughts on the Leadership Lessons from The Wizard of Oz, which he now shares with you. Of course, there are the usu-al thoughts on brainpower, heart, and courage, but in this book, there is much, much more. The many lessons of Oz will capti-vate your imagination and, no doubt, serve as a guide in your quest to become a better leader! Marita Rhude has been the City Clerk/Treasurer for the City of Barrett, MN since June 1998. She has been an active member of the Municipal Clerks

and Finance Officers Association (MCFOA) of Minnesota since 1998 and holds the designation of Minnesota Certified Municipal Clerk (MCMC) which

she earned in 2009; and Minnesota Master Municipal Clerk (MMMC) which she earned in 2015. She has served MCFOA on their Executive Board

from 2015 to present, serving as the Treasurer, Secretary, Vice President, President and now as Past President. Marita is very passionate about Mu-

nicipal Clerk’s education serving as chair of the Institute Committee for 8 years and a member of the Advanced Academy Committee, including Chair,

for 3 years. Beginning in 2016, she started facilitating a Budget and Fund Accounting Roundtable at the Minnesota Clerks Institute.

Marita become a member of the International Institute of Municipal Clerks (IIMC) in 2012. She was awarded the designation of Certified Municipal

Clerk (CMC) in 2014 and awarded the designation of Master Municipal Clerk (MMC) in 2016. In 2017, she was inducted as a Fellow in the Athenian

Leadership Society. She loves to read and so far, has participated in 17 Athenian Dialogues. The Athenian Dialogue approved book list is her go to

source for reading.
