MALAYSIAN TECHNICAL COOPERATION PROGRAMME (MTCP) OBJECTIVES The Malaysian Technical Cooperation Programme (MTCP) was first initiated at the First Commonwealth Heads of Government Meeting (CHOGM) for Asia Pacific Region in Sydney in February 1978. It was officially launched on 7 September 1980 at the Commonwealth Heads of State Meeting in New Delhi to signify Malaysia’s commitment to South-South Cooperation, in particular Technical Cooperation among Developing Countries (TCDC). The MTCP was first formulated based on the belief that the development of a country depends on the quality of its human resources. The programme forms part of the commitment of the Malaysian Government towards the promotion of technical cooperation among developing countries, strengthening of regional and sub-regional cooperation, as well as nurturing collective self-reliance among developing countries. The MTCP emphasises the development of human resources through the provision of training in various areas which are essential for a country’s development such as public administration, good governance, health services, education, sustainable development, agriculture, poverty alleviation, investment promotion, ICT and banking. More than 100 short term specialised courses are offered by 79 MTCP training institutions, many of which are centres of excellence for training. Since its launching, more than 25,000 participants from 140 countries have benefited from the various programmes offered under the MTCP. • To share development experience with other countries; • To strengthen bilateral relations between Malaysia and other developing countries; To promote South-South Cooperation (SSC); • To promote technical cooperation among developing countries (TCDC). NATIONAL INSTITUTE OF VALUATION(INSPEN)

The National Institute of Valuation, in short INSPEN, is the training and research arm of the Valuation and Property Services Department (VPSD), Ministry of Finance, Malaysia. Established in 1985, it is a leading provider of real estate training, education, research, and consultancy in the Southeast Asian region. Certified MS IS0 9001:2008 since 2001, INSPEN has dedicated its services to real estate professionals in the region as well as worldwide.

INSPEN provides services for your needs in the following areas:

i) Valuation and Property Services Training

ii) Research, Product Development and Consultancy in Real Estate

iii) Academic Programme (Certificated Level) in Real Estate

INTERNATIONAL CERTIFICATE:VALUATION OF SPECIAL PROPERTIES

This programme is offered by the parent department i.e. the Department of Valuation and property Services, Ministry of Finance, Malaysia. INSPEN act as the coordinators for this programme.

This programme is designed to provide services of ex- perts to advise on the valuation of special properties e.g. valuation of airport, shopping complexes, development properties, industries, plant and machinery etc.

The programme is designed to enable the participants:

• to acquire knowledge on concepts and principles of valuation for special properties; and

• to gain knowledge on the appropriate methods of valuation

COURSE OBJECTIVE

• Understanding of each properties

• Concepts and Principles of Valuation

• Valuation methods used for each properties � Comparison � Cost method � Income method/ Investment method

• Data collection/ data management-sources and types of data

• Report writing (International Valuation Standards)

COURSE CONTENTS

Candidates should:

• Have at least three (3) years of working experience in Real Estate valuation or related field. Land

Administrators, Real Estate Tax Officers, Land Officers, Real Estate Officers and those who work in the real estate related industry are encouraged to apply.

• Possess a basic university degree in property valuation, urban land appraisal or related field. Basic knowledge on word processing and spreedsheet is required. A photocopy of school and higher learning certificates or equivalent MUST be enclosed.

• Have a good command of spoken and written English. A photocopy of English higher learning certificate or equivalent MUST be enclosed.

• Aged 26 to 45 at the commencement of the course and certified medically fit to attend the course.

• Have never participated in any MTCP.

INSPEN reserves the right to send home any participant found to be medically unfit during the course of the programme.

REQUIREMENTS

Participants shall conduct themselves at all times in manner compatible with their responsibilities as MTCP scholarship holders and abide by the rules and regulation of the training institute.

The award may be terminated at any time due to unsatisfactory conducts, breach of the conditions of the award or failure to make satisfactory progress.

METHODOLOGIES

Successful candidates will be required to prepare a country paper (of 5-8 pages) on their respective property valuation or land administration systems. All country papers must be completed before leaving their country and to be submitted during course registration.

PREPARATION OF COUNTRY PAPER

The course shall be conducted over a period of 4 weeks from 18th August - 12th September 2014.
