Jacob Lee, a junior at Springdale Har-Ber High School, was named Arkansas’ Interscholastic Star for the 2011-2012 school year. Lee received the award on Wednesday, April 6, 2011, during a luncheon at the Comfort Inn in downtown Little Rock.

Lee has participated in interscholastic activities such as Quiz Bowl, State AYAA, Regional Art Competition, State History Day, Baseball and Football. As a freshman Lee was the Student Council President, S.A.D.D. representative and a National Junior Honor Society Mem-ber. During his sophomore year, he was the Class Council President. This school year Lee was a member of the Art Club Council, National Spanish Honor Society, National Honor Society and for the third con-secutive year was a member of the Fellowship of Christian Athletes.

Lee received a $1,000 savings bond.

Allie Wilson of Greenwood was named runner-up and received a $500 savings bond.

The other finalists who each received a $300 savings bond were Ra-chel Reece of West Memphis, Wilton J. Norris, IV of Mountain Home and Jayme Stroud of Hector.

The Interscholastic Star program is co-sponsored by the Arkansas Activities Association and State Farm Insurance Companies. In ad-dition to the savings bond, all five finalists received a plaque from State Farm Insurance. Eric Hodson, a State Farm agent from North Little Rock, presented the awards.

The Interscholastic Star program is designed to recognize and re-ward individuals whose efforts may or may not have been previously noticed. Such recognition includes highlighting the values found in school activities programs and their far-reaching effects on the lives of the participants.

Each Arkansas high school has at least one student whose attitudes and actions make the school a better place. These young people contribute to their school and community by exemplifying what are called the Three A’s.

* Active Involvement in school activities and community service.

* Adaptability to meet challenging situations with courage, persever-ance and commitment.

*Attitude of cooperation, dependability and application of interper-sonal skills.

A statewide screening committee selected the five finalists. The selection committee interviewed each of the five finalists prior to the luncheon.

The members of this year’s panel were Ronnie Higgins of Jackson-ville, Priscilla Thompson of Little Rock, Susan Standridge of Conway and Kim Lacy of Cabot.

The Arkansas Activities Association honored the five Interscholastic Star finalists for the 2011-2012 school year at a luncheon at the Com-fort Inn in Downtown Little Rock on Wednesday, April 6th. The finalists were (from left to right) Allie Wilson of Greenwood (second), Jayme Stroud of Hector (runner-up), State Farm representative Johnny Hooks of Little Rock, Jacob Lee of Springdale Har-Ber (winner), Wilton J. National Athletic Equipment Reconditioners Association, NAERA, announced in April the new 10 year policy adopted in their winter meeting. This policy will become effective at the start of the reconditioning season September 1, 2011 for the 2012 football season. The 10 years shall be determined by the manufactures date as required by NOCSAE document 001.

For example at the end of this upcoming 2011 football season, any helmet dated 2002 or older will not be recondi-tioned/recertified.

NAERA is an association of 21 athletic equipment recondi-tioners and four helmet manufacturers whose mission is to increase awareness and acceptance of high quality athletic

equipment reconditioning/ recertification. Particular empha-sis is directed towards reducing the risk of injury for athletic event participants. Members are licensed by NOCSAE to re-certify football, lacrosse, softball/baseball helmets, and face guards. NAERA members reconditioned/recertified over 1.7 million helmets last year.

For more information and a list of NAERA members please see our website at www.naera.net or contact Ed Fisher, Execu-tive Director of NAERA at 509-842-8516.

BULLETIN - 5

INDIANAPOLIS, IN – A clarification of the high school spirit rules dealing with allowable stunts on a basketball court or track ap-proved earlier this year by the National Federation of State High School Associations (NFHS) Spirit Rules Committee has been issued.

In addition to basket tosses, elevator tosses or similar multi-base tosses that must take place only on grass (real or artificial) or a mat, airborne twisting tumbling skills can only be performed on grass or a mat as well.

“The original release distributed earlier this year had a comma be-

tween twisting and tumbling, making it appear that all tumbling was prohibited on hard surfaces,” said Susan Loomis, NFHS spirit con-sultant and liaison to the Spirit Rules Committee. “That, of course, is not the correct interpretation. What has been relegated to grass or a mat from a risk minimization concern are twisting tumbling skills while airborne.”

The revised press release and a listing of the 2011-12 NFHS high school spirit rules changes are available on the NFHS Web site at www.nfhs.org/spirit.

Clarification Issued in High School Spirit Rules

Forward Approach Definition Altered in High School DivingINDIANAPOLIS, IN – Two significant changes in high school diving were among the six rules revisions approved by the National Federa-tion of State High School Associations (NFHS) Swimming and Diving Rules Committee at its March 27-29 meeting in Indianapolis. The rules changes were subsequently approved by the NFHS Board of Directors.

The definition of the forward approach in diving was revised to reflect current trends in the sport. In between the initial three steps and the jump off one foot to a landing on both feet at the end of the board, divers now may use additional steps, hops, leaps and/or jumps.

The revised Rule 9-5-2 now reads as follows: “The forward approach shall begin with not less than three steps and finish with a hurdle, defined as a jump off one foot to a landing on both feet at the end of the board. The diver may use additional steps, hops, leaps and/or jumps between the initial three steps and the culminating hurdle. The forward takeoff shall be from both feet simultaneously to an adequate height to perform the dive.”

“This change supports the advancement of high school diving and reflects the current trends in the variations of the forward approach and the athleticism of today’s high school divers,” said Becky Oakes, NFHS assistant director and liaison to the Swimming and Diving Rules Committee.

Another important diving change deals with the order of divers in championship meets. Beginning next season, in addition to deter-mining the order by lot, the meet director will have the option of seeding based on the diver’s best competitive 11-dive score submit-ted. If the seeding is done by dive scores, divers without 11 dive

scores will be seeded by lot at the beginning of the diving order.

The flexibility of seeding divers, which also may be used in non-championship meets that are conducted under the championship-meet format, is similar to the option in swimming.

Two additional diving rules were revised by the committee. A note in Rule 9-5-6 was expanded to clarify that flying dives demonstrating 1½ somersaults require the straight position to be maintained until the body has rotated to the vertical position.

The degree of difficulty for three twisting dives were changed as follows: 5227D from 3.1 to 3.2; 5126D from 2.7 to 2.8; and 5136D from 3.0 to 3.1.

In swimming rules changes, the committee changed the starting procedure for pools with a water depth of less than 4 feet and at least 3½ feet. Beginning in 2011-12, swimmers must start in the water rather than from the deck in pools with 3½ to 4 feet of water.

“For risk minimization purposes and to reflect current trends, this is a more appropriate starting restriction in water with a depth of less than 4 feet and at least 3½ feet,” Oakes said. “This rule change does not require any change in equipment.”

The final change is one that has been approved by the NFHS Board of Directors for use in all NFHS rules books regarding the meet ref-eree’s jurisdiction. The rule extends the clerical duties of the referee beyond the end of the contest through the completion of any reports required from actions that occurred while the referees had jurisdic-tion.
