    Altering provisions of law governing collective bargaining for State employees and employees ofState institutions of higher education; specifying that the State Labor Relations Board is an

    independent unit of State government; altering the membership of the Board; requiring theDepartment of Budget and Management under specified circumstances to provide specifiedinformation to exclusive representatives; prohibiting the State and employee organizations fromengaging in unfair labor practices; etc.

    Allowing an individual a State income tax credit for 30% of up to $5,000 paid by the individualduring the taxable year for qualified tuition and related expenses for the individual or theindividual's spouse or dependents, subject to specified limitations and conditions; providing thatan individual must enroll in an approved program or approved industry certificate program thatprovides training in specific work-related skills or occupations that are in short supply and arecritical to Maryland's economic development strategy; etc.

    Clarifying that a corporation may include specified provisions in its charter and bylaws;clarifying that a real estate investment trust may include specified provisions in its declaration oftrust or bylaws; providing that the duties of directors of a corporation and the duties of thetrustees of a real estate investment trust do not require them to take specified actions; providingthat specified provisions of the Act do not apply unless specified corporations or real estateinvestment trusts elect to be subject to them; etc.
