• State leadership and political will are critical
– Greatest success when Medicaid and SCHIP officials with authority to make changes were involved
• Simplification and coordination work
– Evidence from case studies in Virginia and Arkansas
• Infrastructure is needed
– Infrastructure and systems facilitate enrollment and retention, or can create hurdles when inadequate to meet demand.
