SCHEMES OF DC(MSME)
Office of Development Commissioner operates a number of schemes for the MSME sector.
At a glance these are:-
1. National Manufacturing Competitiveness Programme (NMCP) - The Government
has announced formulation of National Competitiveness Programme in 2005 with an
objective to support the Small and Medium Enterprises (SMEs) in their endeavor to
become competitive and adjust the competitive pressure caused by liberalization and
moderation of tariff rates. 2. Micro & Small Enterprises Cluster Development Programme (MSE-CDP) -
DC(MSME) launched MSE-CDP for holistic development of selected MSEs clusters
through value chain and supply chain management on co-operative basis. 3. Credit Linked Capital Subsidy Scheme for Technology Upgradation -
The Scheme was launched in October, 2000 and revised w.e.f. 29.09.2005. The revised
scheme aims at facilitating Technology Upgradation of Micro and Small Enterprises by
providing 15% capital subsidy (12% prior to 2005) on institutional finance availed by them
for induction of well established and improved technology in approved sub-
sectors/products. The admissible capital subsidy under the revised scheme is calculated
with reference to purchase price of Plant and Machinery. Maximum limit of eligible loan for
calculation of subsidy under the revised scheme is also been raised Rs. 40 lakhs to Rs.
100 lakh w.e.f. 29-09.2005. 4. Credit Guarantee Scheme - Collateral free loans upto a limit of Rs.50 lakhs -
for individual MSEs. 5. ISO 9000/ISO 14001 Certification Reimbursement Scheme - Incentive Scheme of
Reimbursement of expenses for acquiring Quality Management System (QMS) ISO 9000
certification/environment management (EMS) ISO 14001 certification to the extent of
75% or Rs.75,000/- whichever is lower.- For individual SISIs/Ancillary/tiny/SSSBE units 6. MSME MDA - The scheme offers funding upto 75% in respect of to and fro air fare for
participation by MSME Entrepreneurs in overseas fairs/trade delegations. The scheme
also provide for funding for producing publicity material (upto 25% of costs) Sector
specific studies (upto Rs. 2 lakhs) and for contesting anti-dumping cases (50% upto Rs. 1
lakh) - for individual MSMEs & Associations. ? Participation in the International Exhibitions/ Fairs - For registered Small & Micro
manufacturing enterprises with DI/DIC.

Financial Assistance for using Global Standards (GS1) in Barcoding - Recognized the importance of barcoding and avail financial assistance through Office of DC(MSME). Purchase and Price Preference Policy - This is administered through the Single Point
Registration Scheme of NSIC. Under this, 358 items are reserved for exclusive purchase
from MSME by Central Government. Other facilities include tender documents free of cost,
exemption from earnest money and security deposit and 15% price preference in Central
Government purchases - for individual MSMEs
Mini Tool Rooms - Assistance upto 90% or Rs.9.00 crores, whichever is less for setting up new
Mini Tool Rooms. For upgradation of existing Tool Rooms, assistance is 75% or Rs.7.5 crores
- for State Governments Assistance to Entrepreneurship Development Institutes - For strengthening training
infrastructure in EDIs, assistance upto 50% or Rs. 50 lakhs whichever is less - for State
Governments. Scheme of Micro Finance Programme - Creating self employment opportunities is one way of
attacking poverty and solving the problems of unemployment. There are over 24 crore people
below the poverty line in the countryScheme of National Award - The Micro, Small &Medium Enterprises (MSMEs) in India have
seen a vast development in the last five decades. The MSMEs have registered tremendous
growth as also progress in terms of quality production, exports, innovation, product
development and import substitution, very much beyond the expected objectives of setting up
MSMEs by the planners of industrial production base in the country. Scheme to Support 5 Selected University / Colleges to Run 1200 Entrepreneurship Clubs per
Annum - A package for the promotion of Micro and Small Enterprises, based on the Circular
No.2(6)/2006-MSME Policy dated the 7th November,2006 has been approved by the Cabinet

ORDER
Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012
Whereas, the Central Government Ministries, Departments and Public Sector Undertakings shall procure minimum of 20 per cent of their annual value of goods or services from Micro and Small Enterprises;
And whereas, the Public Procurement Policy shall apply to Micro and Small Enterprises registered with District Industries Centers or Khadi and Village Industries Commission or Khadi and Village Industries Board or Coir Board or National Small Industries Corporation or Directorate of Handicrafts and Handloom or any other body specified by Ministry of Micro, Small and Medium Enterprises;
And whereas, the Public Procurement Policy rests upon core principles of competitiveness, adhering to sound procurement practices and execution of orders for supply of goods or services in accordance with a system which is fair, equitable, transparent, competitive and cost effective; and
And whereas, for facilitating promotion and development of micro and small enterprises, the Central Government or the State Government, as the case may be, by Order notify from time to time, preference policies in respect of procurement of goods and services, produced and provided by micro and small enterprises, by its Ministries or Departments, as the case may be, or its aided institutions and public sector enterprises.
Now, therefore, in exercise of the powers conferred in section 11 of the Micro, Small and Medium Enterprises Development (MSMED) Act 2006, the Central Government, by Order, notifies the Public Procurement Policy (hereinafter referred to as the Policy) in respect of procurement of goods and services, produced and provided by micro and small enterprises, by its Ministries, Departments and Public Sector Undertakings.
2. Short title and commencement. -
(1) This Order is titled as 'Public Procurement Policy for Micro and Small Enterprises (MSEs) Order, 2012'.
(2) It shall come into force with effect from 1st April 2012.
3. Mandatory procurement from Micro Small and Enterprises. – (1) Every Central Ministry or Department or Public Sector Undertaking shall set an annual goal of procurement from Micro and Small Enterprises from the financial year 2012-13 and onwards, with the objective of achieving an overall procurement of minimum of 20 per cent, of total annual purchases of products produced and services rendered by Micro and Small Enterprises in a period of three years.
(2) Annual goal of procurement also include sub-contracts to Micro and Small Enterprises by large enterprises and consortia of Micro and Small Enterprises formed by National Small Industries Corporation.
(3) After a period of three years i.e. from 1st April 2015, overall procurement goal of minimum of 20 per cent shall be made mandatory.
(4) The Central Ministries, Departments and Public Sector Undertakings which fail to meet the annual goal shall substantiate with reasons to the Review Committee headed by Secretary (Micro, Small and Medium Enterprises), constituted in Ministry of Micro, Small and Medium Enterprises, under this Policy.
4. Special provisions for Micro and Small Enterprises owned by Scheduled Castes or Scheduled Tribes. ─ Out of 20 per cent target of annual procurement from Micro and Small Enterprises, a sub-target of 20 per cent (i.e., 4 per cent out of 20 per cent) shall be earmarked for procurement from Micro and Small Enterprises owned by the Scheduled Caste or the Scheduled

Tribe entrepreneurs. Provided that, in event of failure of such Micro and Small Enterprises to participate in tender process or meet tender requirements and L1 price, 4 per cent sub-target for procurement earmarked for Micro and Small Enterprises owned by Scheduled Caste or Scheduled Tribe entrepreneurs shall be met from other Micro and Small Enterprises.
5. Reporting of targets in Annual Report. - (1) The data on Government procurements from Micro
and Small Enterprises is vital for strengthening the Policy and for this purpose, every Central Ministry
or Department or Public Sector Undertaking shall report goals set with respect to procurement to be
met from Micro and Small Enterprises and achievement made thereto in their respective Annual
Reports.
(2) The annual reporting shall facilitate in better understanding of support being provided by different Ministries or Departments or Public Sector Undertakings to Micro and Small Enterprises.
6. Price quotation in tenders. - (1) In tender, participating Micro and Small Enterprises quoting price
within price band of L1+15 per cent shall also be allowed to supply a portion of requirement by
bringing down their price to L1 price in a situation where L1 price is from someone other than a Micro
and Small Enterprise and such Micro and Small Enterprise shall be allowed to supply up to 20 per
cent of total tendered value.
(2) In case of more than one such Micro and Small Enterprise, the supply shall be shared proportionately (to tendered quantity).
7. Developing Micro and Small Enterprise vendors. - The Central Ministries or Departments or Public Sector Undertakings shall take necessary steps to develop appropriate vendors by organizing Vendor Development Programmes or Buyer-Seller Meets and entering into Rate Contract with Micro and Small Enterprises for a specified period in respect of periodic requirements.
8. Annual Plan for Procurement from Micro and Small Enterprises on websites. – The Ministries or Departments or Public Sector Undertakings shall also prepare Annual Procurement Plan for purchases and upload the same on their official website so that Micro and Small Enterprises may get advance information about requirement of procurement agencies.
9. Enhancing participations of Micro and Small Enterprises including those owned by Scheduled Castes or Scheduled Tribes in Government Procurements. For enhancing participation of Scheduled Castes or Scheduled Tribes in Government procurement, the Central Government Ministries, Departments and Public Sector Undertakings shall take following steps, namely:-
(a) Special Vendor Development Programmes or Buyer-Seller Meets shall be conducted by Departments/Public Sector Undertakings for Scheduled Castes or Scheduled Tribes;
(b) Outreach programmes shall be conducted by National Small Industries Corporation to cover more and more Micro and Small Enterprises from Scheduled Castes or Scheduled Tribes under its schemes of consortia formation; and
© National Small Industries Corporation shall open a special window for Scheduled Castes or Scheduled Tribes under its Single Point Registration Scheme (SPRS).
10. Reduction in transaction cost. - To reduce transaction cost of doing business, Micro and Small
Enterprises shall be facilitated by providing them tender sets free of cost, exempting Micro and Small
Enterprises from payment of earnest money, adopting e-procurement to bring in transparency in
tendering
process and setting up a Grievance Cell in the Ministry of Micro, Small and Medium Enterprises.
11. Reservation of specific items for procurement. - To enable wider dispersal of enterprises in
the country, particularly in rural areas, the Central Government Ministries or Departments or Public
Sector Undertakings shall continue to procure 358 items (Appendix) from Micro and Small
Enterprises, which have been reserved for exclusive purchase from them. This will help in promotion
and growth of Micro and Small Enterprises, including Khadi and village industries, which play a
critical role in fostering inclusive growth in the country.

12. Review Committee. – (1) A Review Committee has been constituted under the Chairmanship of Secretary, Ministry of Micro, Small and Medium Enterprises, for monitoring and review of Public Procurement Policy for Micro and Small Enterprises vide Order No. 21(1)/2007-MA dated the 21st
June 2010 (Annexure).
(2) This Committee shall, inter alia, review list of 358 items reserved for exclusive purchase from Micro and Small Enterprises on a continuous basis, consider requests of the Central Ministries or Departments or Public Sector Undertakings for exemption from 20 per cent target on a case to case basis and monitor achievements under the Policy.
13. Setting up of Grievance Cell. ─ In addition, a 'Grievance Cell' will be set up in Ministry of Micro,
Small and Medium Enterprises for redressing grievances of Micro and Small Enterprises in
Government procurement. This cell shall take up issues related to Government procurement raised
by Micro and Small Enterprises with Departments or agencies concerned, including imposition of
unreasonable conditions in tenders floated by Government Departments or agencies that put Micro
and Small Enterprises at a disadvantage.
14. Special Provisions for Defence Procurements. ─ Given their unique nature, defence
armament imports shall not be included in computing 20 per cent
goal for Ministry of Defence. In addition, defence equipments like weapon systems, missiles, etc. shall remain out of purview of such Policy of reservation.
15. Monitoring of Goals. ─ The monitoring of goals set under the Policy shall be done, in so far as
they relate to the Defence sector, by Ministry of Defence itself in accordance with suitable
procedures to be established by them.
16. Removal of difficulty. ─ Any difficulties experienced during the course of implementation of the
above Policy shall be clarified by Ministry of Micro, Small and Medium Enterprises through suitable
Press releases which would be kept on the public domain.

The state of Orissa comprising 4.74% of country's landmass and with 36.7 million
population (2001 census) accounts for 3.74% of India's population. About 87% of the state's
population reside in rural areas and depend directly or indirectly on agriculture for their
livelihood. Orissa is mineral rich state virtually the mineral storehouse of India. It has nearly 98%
of Chrome Ore, 92% of Nickel, 60% of Bauxite, 28% of Iron Ore and 24% of Coal resources of the
country. It has also substantial resources of Dolomite, Manganese Ore, Quartzite, Fire clay,
Pyroplyllite and lime stone. Orissa is already in the list of the most popular destinations in India
for the establishment of Steel, Thermal power and Aluminium Plants due to the availability of raw
materials and low cost of processing and distribution. The state has also got good reserve of
precious and semiprecious stones. Besides, the state has abundant water resources with a
number of rivers, rivulets and huge stock of ground water. The state has extremely fertile soil and
has the unique advantage of 480 kms of coastal brackish and riverine eco-systems that can
support commercially viable Aqua-culture in a big way. With more than one third of the land area
covered under forest, the state has rich forest resources also.The state has got world famous tourist spots like Puri, Konark, Bhubaneswar, Chilka etc.
The age old art and craft of Orissa is also famous even outside the country. There is a
concentration of good no. of PSUs and medium and large scale industries in the state which
facilitate to promote ancillary and downstream industries. By the year 2010-2011, there are
243(working) no of large and medium industries in Orissa. A good number of large-scale
industries are also in pipeline for which MOU has already been signed. Proposed industries are
already at different stages of implementation and it is expected after the implementation of these
projects. it will carve out a place for the state in the industrial map of India. This will also help
MSEs in a great way to market their products, thereby promoting ancillarization and down
stream industries in the state. Considering the importance of MSE sector, the Govt. of Orissa and Govt. of India
emphasized adequately for the promotion and development of this sector and as a result
considerable progress has been made in the small scale sector of the state. Rural development
programmes have also been geared to diversify the rural economy by promoting village and
small industries in the rural area. The status of MSMEs as per Quick Study Report , 4th All India
Census of MSMEs is annexed as “A”. As per the data available the Repairing and Servicing sector exhibits highest growth
during the above period of the total MSMEs in the state followed by Food and Allied sector. But,
the development of small scale industries have failed to correct regional imbalances within the
state as these industries continue to remain concentrated in the non-backward districts. There are lot of advantages as already mentioned earlier but the state depicts a dismal

picture at the national level being poorest state with the picture of industrial backwardness. The
agriculture sector though plays a vital role through forward and backward linkage is also not
properly developed compared to other developed states of the country. If we see the present
industrial scenario of the state there are world-class industries in this sectors like spices,
Foundry, plastic, cables and conductors, marine based, ceramic industries and Coke etc.. The
I.T. sector is also growing well in the state. But compared to the advantages and potentialities of
the state there is a long way to go in developing the industries particularly the MSMEs sector to
match with the other states of the country. The major factor responsible for sickness in Odisha is
inadequate working capital followed by marketing problem. There are also problems like raw
material, power, labour problem and technological and managerial problem etc.
The credit flow to MSME sector by financial institutions also is not encouraging.
Issues relating to low credit to MSMEs sector are as follows:
a) Low off take credit under scheme of Government of India/SIDBI: The credit
absorption under the scheme Credit Guarantee Trust Schemes, Credit Linked
Capital Subsidy Scheme Of O/o DC(MSME) and other schemes of SIDBI is very
low due to many reasons. As a result the entrepreneurs of the state do not get these
investment friendly schemes.
b) Low Credit off take to MSME sector: The number of MSME promoted by
assistance of financial institutions/ Banks are gradually decreasing due to poor
financial condition of Orissa State Financial Corporation which is now in a
restructuring stage.
1) The state also suffers due to lack of cluster approach development of MSMEs.
Many problems of infrastructure, support services, marketing etc. persist due to this
draw back in location of industries, although the Central Government and State
Government are pursuing it vigorously now.
2) Infrastructural Bottleneck: Although the state has been declared as a power surplus
state, the industries are still to get quality and adequate power at different points where
industries are located. The per capita industrial power consumption in the state
compare very unfavourably with the corresponding figure at all India level. Despite
rapid stride made by the banking system throughout the country many areas of the
state remain unbanked. The entrepreneurs are mostly of first generation who do not
have qualities of dynamism in decision making and management of the enterprise.
Very few entrepreneurs are willing to change their mindset and outlook as per the need
of the hour.
3) Lack of well informed technically/managerially trained enterprises. The
technically trained personnel still have the mindset of opting Govt. and white-collar
jobs and not to take risk by accepting entrepreneurship as a career.
4) The marketing is also a major problem for MSMEs in the state. The MSMEs are
largely depending on government purchases and local market. There is also

difficulty in penetration to outside market due to quality constraint and lack of
information. The purchase statistics of Central Public Sector Undertakings from the
small scale units of the state shows not encouraging trend. Further, in the changed
scenario of economic reforms, liberalization and globalization after WTO agreements,
there are many challenges for industries, specially MSME sector in the state. Any
product manufactured or services provided it should be at a very competitive price with
desired quality. In this scenario to make the industrial sector more vibrant and
competitive there is a need of reorientation and repositioning as well as concentrating
in the area of core competency and products with comparative advantage from
resources and other angles. Some of the suggestive prescription is as follows:
1) After the economic reforms initiated, there is a pressure on large scale industry to
specialize and focus on core activities and leave the rest to be done by MSME. So the
existing MSMEs and prospective entrepreneurs can take advantage of prospect of
ancillarisation and setting up of down stream industries in the state where there is
large concentration of PSUs and other mother plants.
2) The cluster approach of development of MSME sector has been considered right
one from the angle of infrastructure, marketing, service facilities/testing due to
advantage of operation of economies of scale so emphasis should be given to identify
cluster and make it vibrant by providing support service and modernizing the old
cluster.
3) The state of Odisha is having huge potentialities in tourism sector. Due to the
presence of world famous tourist spot, there is tremendous scope to develop support
service particularly in the line of hospitality, entertainment, tour and transport
operation etc.
4) The state is well known for its handicraft products and filigree which needs to be
developed further with the use of technology with focus on marketing promotion.
5) The state is emerging in the IT sector. Due to availability of proper infrastructure and
manpower in this sector in the state, it is now poised to have a big stride in activities
including exports.
6) Besides this the other sunrise industries like bio-technology has also got good
scope in the state which are more viable industries now.
7) The sectors like agro based and marine, needs further attention to develop it
considering its potentiality in the state.
8) Encouragement of big projects utilizing the locally available resources is also an important step in the right direction to promote industries particularly the ancillary and down stream industries and also have a dent on the regional disparities and backwardness of the state. 9) The service sector activities are now progressing ahead particularly after the
WTO agreement. The entrepreneur will face less competition in this sector as the local players will dominate by their cost effective approach.
10) Similarly, there are other areas like horticulture, fishery, etc. opens up many
opportunities in the state, especially in the MSME sector. To face the challenges and
also to reap the benefits of opportunities, the industries specially the MSMEs, have to
take some measures to be more competitive.
a) Improvement in quality:
Now the motto of the business and industries is customer satisfaction. By maintaining quality
the industry can achieve this goal by obtaining the ISO-9000/14000 /HACCPcertification. In
this respect MSME-DI, Cuttack can assist the entrepreneur for consultancy for getting the
Certification as well as for reimbursement of Expenditure incurred.
b) Technology up gradation:
The product of the industries become uneconomical due to use of obsolete technology. Now
they can use the state of the art technology, in order to become more competitive and
productive. In this respect MSME-DI, Cuttack can assist the entrepreneur for selecting
upgraded technology through CLCSS scheme.
c) Energy conservation/waste minimization:
It becomes essential on the part of the industries to cut down the energy cost and minimize the
waste to reduce the production cost and become more competitive. In this respect MSME-DI,
Cuttack can assist the entrepreneur by way of consultancy.
d) Skill up gradation:
There is a need of upgrading not only the skill of the workforce in the industry, but also
managerial and decision skill of entrepreneurs to take right and quick decision. MSME-DI,
Cuttack conducts a no. of Entrepreneurship & Skill Development Programmes for the
prospective youth.
e) Information:
The information is flowing at a quicker speed with the development of faster communication
and it enhances the decision-making quality. So the entrepreneur has to adopt the latest tools
and techniques and like e-mail, e-commerce, e-governance, etc. to get information on
marketing, raw material etc.......
f) Awareness/sensitization:
The important factor that lacks entrepreneurship in Orissa is lack of awareness and
sensitisation among entrepreneurs. There is a need of constant awareness and
educational programmes to sensitize them about the potentialities and oppoartunities
open. MSME-DI conducts a no. of Industrial Motivational Campoaign at dispersed
location of the state. Promotional agencies bank and financial institutions have to play
a positive role by providing all sorts of infrastructure, conducive environment to start
enterprises. Power, communication and industry friendly labour law etc. are some of
the important areas where Govt. have to bring some drastic change to make it friendly
for industrial growth. The availability of timely and cheap credit is also essential to
make the industry sound.

Objective Availability of bank credit without the hassles of collaterals / third party guarantees would
be a major source of support to the first generation entrepreneurs to realise their dream of setting
up a unit of their own Micro and Small Enterprise (MSE). Keeping this objective in view, Ministry
of Micro, Small & Medium Enterprises (MSME), Government of India launched Credit Guarantee
Scheme (CGS) so as to strengthen credit delivery system and facilitate flow of credit to the MSE
sector. To operationalise the scheme, Government of India and SIDBI set up the Credit
Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE).The main objective is that the lender should give importance to project viability and secure
the credit facility purely on the primary security of the assets financed. The other objective is that
the lender availing guarantee facility should endeavor to give composite credit to the borrowers
so that the borrowers obtain both term loan and working capital facilities from a single agency.
The Credit Guarantee scheme (CGS) seeks to reassure the lender that, in the event of a MSE
unit, which availed collateral free credit facilities, fails to discharge its liabilities to the lender, the
Guarantee Trust would make good the loss incurred by the lender up to 75 / 80/ 85 per cent of the
credit facility.Any collateral / third party guarantee free credit facility (both fund as well as non fund
based) extended by eligible institutions, to new as well as existing Micro and Small Enterprise,
including Service Enterprises, with a maximum credit cap of Rs.100 lakh (Rupees Hundred lakh
only) are eligible to be covered. The guarantee cover available under the scheme is to the extent of 75% / 80% of the
sanctioned amount of the credit facility, with a maximum guarantee cap of Rs.62.50 lakh / Rs. 65
lakh. The extent of guarantee cover is 85% for micro enterprises for credit up to Rs.5 lakh. The extent of guarantee cover is 80%(i) Micro and Small Enterprises operated and/or
owned by women; and (ii) all credits/loans in the North East Region (NER). In case of default,
Trust settles the claim up to 75% (or 80%) of the amount in default of the credit facility extended
by the lending institution. The lender should cover the eligible credit facilities as soon as they are sanctioned. In any
case, the lender should apply for guarantee cover in respect of eligible credits sanctioned in one
calendar quarter latest by end of subsequent calendar quarter. Guarantee will commence from
the date of payment of guarantee fee and shall run through the agreed tenure of the term credit in
case of term loans / composite loans and for a period of 5 years where working capital facilities
alone are extended to borrowers, or for such period as may be specified by the Guarantee Trust
in this behalf.

ELIGIBILITY CRITERIAEligible Lending Institutions
All scheduled commercial banks and specified Regional Rural Banks, NSIC, NEDFi,
SIDBI, which have entered into an agreement with the Trust for the purpose. The eligible lending
Institutions, on entering with an agreement with CGTMSE, become Member Lending Institutions
(MLIs) of CGTMSE.Eligible Borrowers
New as well as existing Micro and Small Enterprises.Maximum Risk Cover
Of the credit facilities extended by MLIs, Trust shall guarantee, in case of default by the
borrower, up to 75 per cent (85% for select category of borrowers), of the defaulted principal
amount in respect of term credit including interest on principal for one quarter and / or outstanding
working capital advances (inclusive of interest), as on the date of account becoming NPA, or as
on the date of filing the suit, whichever is lower. Other charges such as penal interest,
commitment charge, service charge, or any other levies/ expenses shall not qualify for the
guarantee cover.Rehabilitation assistance
For the unit covered under CGTMSE and becoming sick due to factors beyond the control
of management, assistance for rehabilitation extended by the lender could also be covered under
the scheme provided the overall assistance is within the credit cap of Rs.100 lakh.Non-Eligibility
Any facility given on the basis of collateral security or third party guarantee shall be
disqualified for coverage under the scheme. The Trust also reserves the right to reject any
application for the guarantee cover, if it deems necessary.FEESGuarantee fee
For credit facility upto Rs.5 lakh, an upfront Guarantee Fee (GF) of 1% of the amount
sanctioned will have to be paid to the Trust by the MLI. For amounts sanctioned beyond Rs.5 lakh
and upto Rs.100 lakh, the GF is 1.5%, while for credit facility upto Rs. 50 lakh for units in the
North Eastern Region including Sikkim , the GF is 0.75% . The GF will have to be paid within 30
days from the date of first disbursement of credit facility by the MLI to a borrower.Annual service fee
Guarantee cover extended by CGTMSE in respect of any specific borrower shall be valid
provided the MLI concerned pays an Annual Service Fee (ASF) of 0.50% on the amount
guaranteed for credit facilities upto Rs.5 lakh and 0.75% on the amount guaranteed for credit
facilities beyond Rs.5 lakh and upto Rs.100 lakh. Such ASF is to be paid by the MLI on or before
31st May of that year. The Trust reserves the right to revise the guarantee fee / annual service fee
from time to time.Cost to the borrower
The Credit Guarantee Scheme leaves it to the discretion of the MLIs to decide about
passing on the incidence of Guarantee Fee and Annual Service Fee to the borrower or
alternatively they may decide to bear it themselves. Interest rate payable by borrower
The MLI shall follow the guidelines issued by RBI. However, interest rate shall not exceed 3
per cent over and above the Prime Lending Rate of the MLI, excluding the annual service fee.

A VENDOR’S PERSPECTIVE
Introduction :East Coast Railway (Ecor) is one of the blue chip zones of India Railways, which came into
existence in its present from with effect from 1st April 2003 by trifurcation of erstwhile South
Eastern Railway, The geopraphical jurisdiction of EcoR has a long coastal line are rich in mineral
and other natural resources, and are on the threshold of an industrial upsurge. East Coast
Railway is poised to take the lead role in meeting the increased transport demand of this region
which is coming up with several mineral based industries, mega steel plants and chemical &
fertilizer plants. Ambitious plans are on the cards to augment and increase rail capacity to major
ports like Paradeep, Gopalpur & Visakhapatnam while enhancing their cargo handling facilities.
To match with the anticipated growth of the industrial activity. various projects for development of
rail infrastructure are currently under execution.
Presence of ECoR in OrissaThe Geographical jurisdiction of ECoR is extended over three states encompassing almost
all parts of Orissa along with parts of Srikakulam, Vizainagaram & Visakhapatam districts of
North Eastern Andhra Pradesh and Bastar & Dantewada districts of Chhatisgarh State. The new
zonal railway headquarter has been functioning at Bhubaneswar, the capital city in the state of
Orissa.Out of 2658.024 total route km in ECoR, 1799. 134 (67.68%) route kms. like in the state of
Orissa. The divisional headquarters of two divisions i.e. Khurda Road (KUR) and Sampabalpur
(SBP) are located in Orissa One Carriage Repair Workshop (CRW) at Mancheswar and one
Electric Loco Shed (ELS) at Angul are also located in Orissa.
Purchases by ECoR :The requirments of various departments of the railway are purchased mainly through
Stores Department. However, materials related to track maintenance are purchsed by Civil
Engineering Department Similarly medicines are purchased by Medical Department.Purchased made by stores departments of ECoR in the year 2008-09 are of Rs. 833.32
croses, out of which direct purchases of Rs. 398.32 crores where made by COS office, supply
orders were placed against DGS&D reate contracts for Rs. 39.28 crores and Rs. 400,22 crores
were made through Railway Board.
Regularly consumed items are stocked in various stocking depots and are called stock
items. Items regularly required for diesel locomotives. Electric Locomotives, Carriages and

wagons re stocked in the depots generally attached to the loco sheds or workshop items for
general requirement are stocked in a General Stores Depot. Approximately 5314 items are
stocked in ECoR. Items whose requirements are one time and whose requirments cannot be
predicted are called non-stock items.
Vendor registration in Stores Department of ECOR :
East Coast Railway has a vendor enlistment sectin in COS office, which deals with vendor
registration and renewal of registration. Till date, 220 no of vendors are registered in Stores
Department of ECoR, out of which 97 vendors are from Orissa. Out of these 97 vendors 26
vendors are manufacturers.

a. Stores Weekly / Fortnightly Bulletins indicating the demands of the Railway will be issued
to the supplier during the financial year :
b. There is scope for inclusion of their names against Limited Tender enquiries issued for
special & urgent items, from time to time
c. No earnest money is required to be deposited along with the tender against the
tenderers.
d. No security deposit is required to be submitted for item concerned vide the trade groups
and for the floated for items under the trade groups, the firm has been registered order up
to the monetary limit for which they are registered with the Railway.
