Responsibilities
1.0 Introduction
This documents describes the roles and responsibilities of key positions required to manage
the Carthage ABC Soccer Academy (hereafter referred to as the CSA). All positions are
staffed by volunteers and are either elected by the membership (Director Positions) or
appointed by the Board of Directors (non-Director positions). Ideally, the CSA will strive to
have each position assigned to different individual, however, by necessity, it is recognized
that an individual may be performing multiple jobs. In addition to providing clarity
regarding which position within the club is responsible for which task; it is the intent of this
document to provide those volunteers with a clear view of what each position requires in aneffort to facilitate the recruiting of volunteers.
2.0 General Knowledge and Skill
In addition to specific knowledge and skills required to fulfill the responsibilities of a
specific position, the CSA will strive to fill positions with individuals who possess or will be
trained to acquire the following general knowledge and skills:
Knowledge of the CSA's mission, guiding principles and structure
Knowledge of the CSA's policies and Age Group Overviews and Curriculum
Ability to communicate in both written and oral form
Ability to listen to others
Ability to be inclusive of other ideas while leading and managing by the CSA's
advocated approach
Ability to make decisions with moral courage in the interest of all the players even if the
actions are unpopular with others

Responsibilities
3.0 Board of Directors
The business of the CSA will be managed by a Board of Directors (hereafter referred to as
the BOD), which will exercise all powers of the CSA, except as otherwise provided by Law,the Articles of Organization, or the Constitution and Bylaws. The CSA is required by its
bylaws to elect a BOD at the Annual General Meeting. A nominating committee shall
provide a proposed slate of officers before the meeting. Members may also make
nominations from the floor.
The Board of Directors (BOD) of the CSA shall consist of the following:

Treasurer
General Secretary
Vice Administration
Publicity coordinator
Kit Officer Coordinator
Vice Technical
Volunteers Coordinator
Immediate Past Chairman
Member At Large
A member can volunteer to hold one of the above positions and not be required to be a BOD
member if they so chose. Should this result in the BOD being less than 9 members, BOD
positions may be filled via a vote of the majority of the BOD by additional at large
position.
4.0 Committees
In addition to any special committees appointed by the chairman, the following committees
will be appointed by the BOD yearly at the December BOD meeting to conduct CSA
business for the upcoming year. Minimum membership is identified below; however, each

committee will have the authority to add additional members as required to conduct their
business. Each committee will as their first orders of business determine the process that will
govern the committee and its functions. The process shall be in compliance with CSA
bylaws and policies and be subject to BOD approval. Once approved the processes will be
incorporated into this document.
4.1 Nominating Committee
The Nominating Committee will recruit and prepare a slate of nominations of officers and
directors to be voted at the Annual General Meeting. The Nominating Committee shall
consist of the President and two (2) other members of the BOD. The President will be the
chairperson of the Nominating Committee. The Nominating committee will conduct its
business as follows:
1. Poll Current BOD members and BOD future position holders for 2011 commitment
2. Committee Members Assignment of Recruitment activity Involve others as necessary
a) Develop list of potential job candidates from Known interested parties
b) Use Calendar season volunteer list to contact potential interested parties
c) Branch out to coaches and other parents as required
d) Concentrate on U9/U12 for long term stability based on positions creating a culture of
football.
3. Review Candidates and Develop BOD Nominations Slate for AGM
4.2 Team Selection and Placement Committee
The Team Selection and Placement Committee will oversee the selection and placement of
the Teams and Coaches ensuring that the teams are selected and placed in accordance with
CSA POLICY and those teams are placed in the most appropriate division and/or league
according to each teams skill level. In addition, this committee will identify and review
coaching candidates for the Travel and In-town Program teams for the calendar season, and,
develop and maintain a coach evaluation process The Team Selection and

Placement committee will consist of the Vice Administrative of Travel Program, the League
Representative (s), and theHead of Coach Development. The Vice Administrative will be
the chairperson of the Team Selection and Placement Committee. The Team Selection and
Placement Committee will conduct its business as follows:
1. Collect/Analyze data from previous Seasons
a) Team Placement Evaluation categorize placements from previous two seasons as
correct, too high, or too low.
b) Identify Team Placement/League Trends if applicable
2. Develop Checklist to address the following areas:
a) CSA policy
b) Team Placementc) Player Placement
d) Coach Selection
e) Coach Placement
3. Update Team Selection Process from existing CSA Team Selection Policy
4. Communicate Checklist Criteria & Process to Age Group Coach Coordinators
5. After Age Group Coach Coordinators complete the Team Placement, Team Selection andCoach Selection process the Committee will review the each coordinators Checklist for any
Non-compliance and address any issues with the coordinator(s)
6. The Committee will attempt to resolve all issues with the coordinator, however, if any
cannot be resolved in a timely manner an Appeal will be scheduled with the full BOD
7. Changes to placements/rosters due to late registration or league division changes will
require committee review prior to implementation.

4.3 Budget Committee
The Budget Committee will prepare a budget for the following fiscal year to be approved at
the December BOD meeting. The Budget Committee will consist of the Treasurer, the
chairman and, the Vice Technical. The Treasurer will be the chairperson of the Budget
Committee.
5.0 CSA Job Descriptions, Roles and Responsibilities
The following key positions are required to manage the work of the CSA.
5.1 Chairman
The chairman is the Chief Executive Officer of the CSA, and, subject to the direction of the
BOD shall have general supervision and control of its business.
Duties and Responsibilities
The President will:
Ensure that the CSA is managed in accordance with its by-laws, policies, mission
statement and guiding principles.
Ensure that all decisions and/or directives of the BOD are implemented in a timely
manner
Ensure that the CSA operations are managed in a timely and efficient manner
Ensure that all positions required to run the CSA are staffed
Appoint committees as required to carry out CSA business
Work with the BOD to develop and a dynamic strategic roadmap for the CSA
Preside at all meetings of the CSA, and, establish the agenda for all BOD meetings,
Annual and Special meetings
Present an annual report of the state of the CSA at the Annual General Meeting
Act as the principal representative of the CSA

5.2 BOD Member At Large
The BOD Member At Large will be a CSA member not involved in the past or present
operations of the club as a BOD member or officer of the club. The individual will be
selected to represent the viewpoint of the general membership and as such should frequently
communicate with the members to understand their concerns and issues and convey them to
the BOD. This position will have a term limit of one year.
5.3 Immediate Past Chairman
The Immediate Past chairman shall serve as advisor to the Board of Directors to efficiently transition
the roles and responsibilities of the chairman. This position will have a term limit of one year.
5.4 Treasurer
The Treasurer, subject to the direction of the BOD, has general charge of the financial
affairs of the CSA.

Responsibilities
Duties and Responsibilities
The Treasurer will:
Implement and/or maintain the bookkeeping system and accounting processes required to
provide a detailed set of records of income and expenditure of the CSA
Be responsible for all day-to-day bookkeeping and handling of accounts payable and
account receivable issues
Have custody of all funds, securities, financial records and tax documents of the CSA
Establish an annual operating budget as chairperson of the Budget Committee and submit
it for BOD approval prior to the start of the fiscal year
Publish a monthly and year-end financial statement. Submit an Annual Report of Finances to the Board of Directors for presentation at the
Annual General Meeting
File all reports to the appropriate Government Agency in a timely manner, including, but
not limited to yearly income tax returns
Ensure that the CSA maintains a non-profit tax status
Pay all bills that are within the approved limits of the CSA annual operating budget or
have been otherwise approved by the BOD, in a timely manner
Obtain BOD decision for expenditures not covered in the annual budget
Maintain a Bank Account in the Academy's name
Be one of the three persons, together with the President and Assistant Treasurer,

5.4.1 Assistant Treasurer
The Assistant Treasurer is responsible for assisting the treasurer in the duties of managing
the CSAs finances. In case of resignation, or other long-term absence of the Treasurer, the
Assistant Treasurer shall assume all Treasurers' duties until the BOD can elect a new
Treasurer.
Duties and Responsibilities
The Assistant Treasurer will:
Work with the Treasurer to establish the annual operating budget
Be responsible for understanding the bookkeeping system and accounting processes of the
CSA to ensure a smooth transition should the Treasurer be unable to continue in fulfilling
his/her duties
Be one of the three persons, together with the chairman and Treasurer, authorized to sign
checks.
Carry out any special assignments which, from time to time, may be given by the
Treasurer

5.5 General Secretary
The General Secretary is responsible for recording, maintaining and distributing records of
CSA business.
Duties and Responsibilities
The Secretary will:
Record the minutes of all CSA meetings (including meeting time, date, location, attendance,
BOD vote results, and highlights of key discussions)
Distribute meeting minutes within one week of each club meeting
Be the custodian of all official records of the CSA (i.e. minutes, insurance documents,
bylaws, etc.)
Collect and distribute accordingly all correspondence received by the CSA
Maintain a PO Box for all CSA correspondence
Plan, schedule, secure location and notify the BOD of upcoming and scheduled meetings
Ensure all travel coaches and players submit and have I.D cards.
Implement and/or maintain the CSA registration process to ensure an accurate and
timely registration of the CSA membership for the calendar year.
Maintain and update as necessary the CSA registration form and provide for the efficient
distribution of the forms via mailings, on-line, school take-home, recreation department andother means necessary to ensure general availability to the membership and potential
registrants
Manage registration funds and ensure timely coordination with the Treasurer
Maintain a database of all currently registered players as well as past players
Coordinate resolution of incomplete registrations
Coordinate processing of mail-in registrations
Coordinate Age Group wait lists with Age Group Coach Coordinators
Provide the Uniforms-Kit Officer with an accurate count of uniform purchases requested
as part of registration

Provide each Age Group Coach Coordinator with the latest Age Group registration
information
Develop a list of volunteers from the registration forms data and maintain a current list of
volunteers at all times
Ensure that all players, coaches and referees are affiliated in accordance with UYFA/DFA
requirements and submit required affiliation and other fees due to UYFA and DFA in any
given calendar Season..
Verify rosters and verify/print pass cards for CSA in any given calendar season.
Produce mailing lists from the registration database, as required.
Maintain records of registration history (number of players per age groups, number of
teams per season)
Coordinate mailing of newsletter with the editor of the newsletter Manage the compliance by the CSA with the UYFA Kid-safe program requirements

5.6 AGE GROUP COACH COORDINATOR
The Age Group Coach Coordinators have overall responsibility for a specific age group
within CSAs
Coach Group. Age Group Coach Coordinators typically will be required for Boys and Girls
U5-8yr,U9-12yr and U13-15yr. Each Age Group Coach Coordinator will have over-sight
responsibility for the age group as well as be actively involved in coach and player
placement process. The coordinator is ultimately responsible for ensuring that all CSAs
policies and procedures are successfully administered. The Age Group Coach Coordinator is
the CSAs primary champion and principle point of contact within the age group and serves
as an ambassador of the club with coaches, parents, volunteers and players in the age
group.
Duties and Responsibilities
Incorporated Coach Groups will:
Act as the primary liaison between the CSA and age group coaches and ensure that all
CSA information is passed along in a timely fashion to the coaches and parents as
appropriate (including prompt notification of player team placements)
Create and communicate the season (match) schedule to all coaches before the start of the
season, including scheduling of Fun Days , Fall Jamboree and other age appropriate
events
Participate in the development of the In-Town Program team rosters and placements as a
member of the Team Selection and Placement Committee.
Act as a member of the Team Selection and Placement Committee.
Develop team rosters and select coaches.
Schedule and manage (cancellations, payment, etc.) referees for matches as required andwork with the refs to make sure they are following guidelines and providing constructive
instruction to the players.

Organize and run Age Group coaches meeting at the start (coaches kick-off meeting) and
at the end of the season (coaches player evaluations meeting)
Provide rosters, schedules, equipment and general guidance to coaches as required
Ensure that all coaches have submitted Kid-Safe forms to the Vice Administrative.
Ensure that all coaches within the age group have requested/received field space to
accommodate practices
Ensure that the club philosophy and divisional approach are communicated by the coaches
to parents/guardians before the season (Pre-Season Join Up letter)
Monitor the progression of the season, ensuring that the age group operates per the CSAs
policies and Age Group Overviews
Ensure that end-of-season player evaluations are completed by all coaches in a timely
manner Ensure that all Age Group issues are addressed and solved to a satisfactory and timely
resolution
Recruit new coaches as required and champion coach development
Encourage all coaches to view other teams at the age group level
Monitor the coaches during the season (games and/or practice) and complete coach
evaluations

cant be resolved will be referred to the Director of Travel Program or CSA BOD as
appropriate)

Generally 2 hours per month. 8-10 hours per week during tournament and training sessions
in any given calendar year.
5.7 Vice technical
The Vice technical is responsible for the overall management, operation, scheduling,
coordination and availability of all game and practice facilities used by the CSA.
Duties and Responsibilities
The Vice Technical will:
Generate and communicate home game schedule from the schedules provided by the
leagues and maintain and update home game schedule changes during the season.
Coordinate field availability with coaches for reschedules games
Generate and communicate practice schedule from coaches' inputs
Coordinate with the Publicity Coordinator to schedule referees for rescheduled games.
Monitor field conditions before and during season and close fields as required if fields are
deemed unplayable
Supervise the development and maintenance of soccer fields for CSA and expend funds
appropriated by the BOD for such development and maintenance.
Coordinate with the Equipment manager to ensure that any equipment required for field
maintenance and preparation (e.g. nets, goals, painting equipment) is procured.
Be responsible for ensuring that game fields are properly set up at the beginning of the
season, maintained during the season, and equipment is stored at the end of the season.
Supervise the field maintenance and layout.
Establish a budget for facilities requirements for each fiscal year
Take the lead position in physically laying out the various fields at the beginning of each
season.

Manage the upkeep and maintenance (e.g. mowing, fertilizing, watering, etc.) of soccer
fields used by the CSA
Ensure that fields are properly lined before and during the season
Provide maintenance supplies for the fields as required (e.g. seed, fertilizer, paint, etc.)
Maintain the tools required for the position (master field layout templates, measuring
tapes, string and stakes)

5.8 Publicity Coordinator
The Publicity Coordinator of CSA has the overall responsibility for recruiting, developing,
managing and scheduling all referees assigned by the CSA to cover matches and to ensure
that those referees are properly certified or trained as required to cover the games for which
they are assigned.
Duties and Responsibilities
The Public Relations Coordinator of Referees will:
Ensure that all referees, whether certified or not, have the training to ref the level of game
they are assigned
Ensure that all Travel Program referees are properly certified.

Be responsible for referee development planning and activities
Track all assigned games and submit information for referee payment to the CSA
treasurer
Develop and maintain lists of active, certified and non-certified referees in town and
surrounding towns if necessary, and, update the lists each season
Act as the central contact for League Referee issues
Organize a training meeting for travel referees prior to the beginning of each season and
as necessary at other times
Attend the state certification course and completes the annual re-certification
requirements.
Assign referees to all Home games, and, in-town games and rescheduled games
Make sure the referees are aware of any rule changes each season. Recruit new referees
Resolve all referee related issues to a timely and effective resolution
Establish a continuing relationship with the schools Athletic representatives
(AR), and its soccer coaches.
Determine and communicate the number of CSA players eligible to participate at the CSA
Levels during the upcoming year

Generally 2 hours per week during the season and 4-6 hours per week during pre-season

(February April and August-September).
5.9 Kits Officer-COORDINATOR
The Kits Officer is responsible to provide and manage the necessary equipment required by
the CSA to operate its soccer program.
Duties and ResponsibilitiesThe Kits Officer will:
Work with youth and, the Director of Facilities to establish their yearly requirement for
equipment and In-Town Program uniforms and travel program.
Establish an equipment budget for each fiscal year
Keep an accurate inventory of all equipment owned by the CSA (this includes all on field
items, field lining equipment, goal replacement supplies, and game and practice items, first
aid needs, in town uniforms)
Plan the collection of all coaches equipment at end of each season to facilitate inventory
and establish reorder requirements
Supervises the equipment Buyer and Kits Co-ordinations
Work with the Age Group Coach coordinators to schedule the distribution and return of
equipment
Evaluate and establish relationships with equipment suppliers as required
Place equipment and uniform orders as directed by the Director of Equipment and Travel
Uniform Coordinator
Manage the receipt and return of merchandise
Work with the Treasurer to ensure timely payment of suppliers

Provide and support a clear philosophy about player development and coach behavior
including such issues as age appropriate coaching and positive relations with parents, other
coaches, referees, and sportsmanship
Develop a coherent program for education of coaches
Communicate coach education initiatives and activities to the clubs coaches utilizing the
clubs structure
Lead in the development, and subsequent updating of, the clubs Player Development
Curriculum and the CSAs Guidebook for Coaches
Develop a repository of coach education information / tools for the CSA coaches
Facilitate, with other club leaders, a strong youth-in-sports and youth soccer culture that is

5.9.1 Team coach.
The team coach Head is responsible for the overall direct management of the teams in the CSA
soccer program.
Duties and Responsibilities
The Infant, Intermediary and Junior ages will: Coach the team in accordance with the CSA Guidelines for Coaches book
Organize and run team practices
Confirm scheduled games with opposing coaches
Oversee game day activities
Reschedule cancelled games as required
Cancel and/or postpones scheduled matches in case of inclement weather (In-Town
Program only)
Provide rosters, schedules, field maps and practice information to parents in a timely
fashion
Ensure that the club philosophy, divisional approach and important current events are
communicated to parents/guardians before the season (coordinators letter) and during the
season as appropriate
Participate in CSA coach development activities as required
Request division changes for misplaced teams if required.
Ensure that end-of-season player evaluations are completed by in a timely manner

By-Laws
Article I: Name
This organization shall be a not-for-profit entity known as CarthageABC SOCCER ACADEMY,and herein after referred to as CSA.
Article II: Objectives
The objectives of CSA are:
1. To promote youth soccer through coaching, training, example and participation in league team
soccer.
2. To stimulate and encourage team work, sportsmanship and cooperation in sports among our
community's children.
Article III: Principles of Conduct
CSA is a member of the Uganda Youth Soccer Association (UYSA) Moyo DFA and will adhere to
the UYSA standards of conduct, rules and regulations and generally accepted standards of conduct
for youth and adults in sports.
Article IV: Participation
Team participation is open to any child, or youth, ages five (5) through seventeen (17), male or
female. Participation is limited only subject to the availability of coaches or qualified trainers,
access to suitable practice fields, and guidelines for the number of players suggested or permitted on
a single team by Moyo UYSA or higher levels of authority such as the Uganda Youth Soccer
Association or the Fedearation Uganda Football Association (FUFA).
A fee for each child participating will be established by the CSA Board prior to registration for the
upcoming season. The CSA Board can limit or close registration, at its discretion, based upon the
participation guidelines mentioned above. The CSA Board can also authorize the

Chairman, Vice Administrative, or another Board Member to organize a committee to establish,
organize and execute procedures for player selection and team organization.
Article V: Board Membership
The Board Membership is open to all interested adults. The CSA Board will authorize the
Chairman to appoint a Nominating Committee consisting of existing Board Members for the
purpose of nominating new Board Members at the end of each calendar year. The existing Board
shall vote on the nominees proposed by the Nominating Committee prior to January 1 of each
calendar year. A mail ballot may be utilized to receive the report of the Nominating Committee and
elect the new Board.
The chairman, or in his absence, the Vice Administrative, can appoint new Board Members or
create new Board positions with the consent of the existing Board. It is the intent that each Board
Member shall serve in his/her position for the term specified (or, as appropriate, the remainder of
the term specified) in this Article V, or until such time as he/she is duly replaced by approval of the
CSA Board.
The Board Members shall establish CSA policy, administer the program, and account for all funds
collected, and expand and promote the CSA programs.
The Board year and terms of office shall begin January 1 each year and conclude December 31 of
the same year or until such time as duly selected replacement occurs in accordance with these by-
laws.
Article VI: Officers and Duties
There shall be the following officers of the CSA who shall be elected by the Board based on
recommendations of the Nominating Committee. Officers shall serve a term of one year

beginning January 1 of each year and concluding December 31 of the same year or until such time
as he/she are duly replaced by approval of the CSA Board.
Chairman
Duties include:
Calling regular meetings and special meetings of the Board as necessary. The Chairman shall
preside over all Board meetings
Appointing special committees as necessary to carry out the CSA programs
Seeing that the policies and rules passed by the Board are carried out to effectively administer
CSA programs
The Chairman will present the Academy in a favorable manner to the public and may represent the
Academy with the schools and the community.
The Chairman will communicate with other organizations including the Uganda Youth Soccer
Association and MDFA, or will appoint representatives to assume these duties with Board approval.
Secretary
Responsible for taking minutes at all meetings and filing these in the Board files. Minutes will be
available to Board Members if required.
Notifies Board Members of the next Board meeting prior to the meeting.
Forwards correspondence as necessary or required.

Treasurer
Receives monies and deposits them in approved accounts.
Disperses funds for CSA purchases and bills duly submitted and approved by the officer or
Board Member authorized to oversee a specific responsibility.
Reports to the Board as to the financial condition of the CSA
Prepares a budget annually projecting receipts and disbursements for the coming year. Such budget
shall be approved by the Board by not later than the March meeting each year.
Prepares or causes to be prepared and files in a timely manner all required tax documents.
Article VII: Board Responsibilities
The Board is responsible for effectively administering the CSA programs. To that end, Board
Members can be elected or assigned to fulfill specific responsibilities. These responsibilities
include, but are not limited to:
Coordination of player registrations
Collection, maintenance and reporting of team results and statistics
Field and equipment maintenance
Purchasing
Fund raising and financial planning

Article VIII: Meetings
The Chairman will schedule meetings monthly or as otherwise deemed appropriate except for the
purposes specified in Article IX and Article XI of these Bylaws. One-third of the voting Board
Members constitute a quorum for all Board meetings. A simple majority vote of Board
Members attending a duly constituted meeting shall be required for all Board actions except as
provided elsewhere in these Bylaws.
Article IX: Amendments
Amendments to these By-Laws must be proposed at a regularly scheduled Board meeting, but shall
be voted upon the next following regularly scheduled meeting of the Board. Copies of the proposed
amendments must be mailed to every Board Member before the meeting they are brought to a vote.
A two-thirds approval all voting Board Members shall be required to amend these By-Laws.

Article X: Governing Rules
Roberts Rules of Order - Revised shall be the controlling guidelines for all meetings.
Article XI: Dismissal
A two-thirds vote of all Board Members shall be required to dismiss any officer or Board Member.
Article XII: Executive Committee
The Executive Committee shall consist of the Chairman, General Secretary and other Board
Members who shall be nominated by the President. The Executive Committee shall have the
following responsibilities:
1. Confer with each coordinator and select coaches from those proposed.
2. Decide protests for games.
3. Determine disciplinary matters involving CSA participants including a warning notice, probation,
fines, and/or recommended removal from the program.
4. The Executive Committee shall be responsible for investigating and adjudicating complaints
against CSA coaches, participants, and/or spectators whose conduct is alleged as being
inappropriate or questionable in terms of compliance with accepted standards for youth sports.
Additionally, the Executive Committee shall review and consider disciplinary action(s) as
appropriate for persons receiving a red card (ejection).
5. Make emergency decisions between Board meetings.
All decisions of the Executive Committee except Coach Selections can be appealed to and
overridden by the Board of Directors.
