DISCUSSION

On December 1, 2015, staff advertised a request for proposals (RFP) for materials testing services

for various City CIP projects anticipated to be awarded during the 2016 calendar year.

The scope of work included in the RFP generally consists of laboratory and field work required

to verify that the materials provided and installed by contractors who are awarded City CIP

construction projects meet the requirements of the project specifications. The work typically

includes review of contractor submitted mix designs for Portland cement concrete and asphalt

concrete before the materials are incorporated into the work, as well as on-site field sampling and

testing. Additional services such as field compaction testing, sieve analysis of granular

materials, rebar inspections and special steel inspections will be required depending upon the

nature of the project. Design support services also are sometimes needed during the project

development phase of various projects for items such as hazardous materials surveys and

pavement coring.

The City identified eleven CIP projects with the potential to be awarded in 2016. Six proposals

were received in response to the RFP. Staff evaluated the six responses, with Miller Pacific

Engineering Group, receiving the highest overall score.

highest aggregate score, display of qualifications, and submission of a complete response to the

RFP.

Miller Pacific Engineering Group provided the City with a cost estimate for each of the eleven

projects. The total estimated cost for the eleven projects is $74,000, however, actual costs will

vary, and cannot be more accurately determined until designs have been finalized. The City will

be billed by the Consultant only for the work performed per the Consultant’s provided rate

schedule.

FISCAL IMPACT

There is no fiscal impact as the amounts payable to the consultant are budgeted in the Project

Development (410) and Construction Management (440) accounts of the individual CIP projects.

ALTERNATIVES

1. Authorize the City Manager to execute a consultant services agreement with Miller Pacific

Engineering Company for materials testing services for various awarded City CIP

construction projects.

2. Take no action, and provide staff with direction.

Introduction

Following receipt of your request for proposal (RFP), we are pleased to propose our services formaterial testing services (field and lab) for asphalt-concrete (AC), polymer-modified asphaltslurry seals, micro-surfacing, structural concrete, aggregate base, compacted soil fill, andhazardous materials assessment. As noted in the RFP, the 2016 construction period includes11 projects. We understand that many of the projects are in the early stages of developmentand therefore complete project plans, details, and construction schedules are not known.

For over twenty five years, the Miller Pacific Engineering Group has been providinggeotechnical and materials testing and inspection services to a wide variety of clients, includingstate and federal agencies and local municipalities. Agencies for whom we have recentlyprovided material testing and/or as-needed consulting services include: The County of Mann,Sonoma County, Napa County, City of San Rafael, City of Mill Valley, Town of Tiburon, Town ofBelvedere, Town of Fairfax, City of Novato, City of Petaluma, City of Santa Rosa, MannMunicipal Water District, North Mann Water District, Ross Valley Sanitary District, NovatoSanitary District, and several other municipalities.

In accordance with the RFP, this submittal presents our capabilities, qualifications, experience,project personnel, and other information.

A. Firm Qualifications and Experience

Miller Pacific Engineering Group has been providing professional construction observation andtesting services and consulting services in Mann County since 1988. We believe we areuniquely qualified to provide the requested services for the City of Novato for the followingreasons:

• Our Novato location enables us to provide rapid response and minimize travel costs. We donot have a 4 hour minimum charge.

• We are familiar with local geologic conditions, having completed over 150 projects inNovato, including many projects for the City of Novato, Novato Sanitary District and NorthMann Water District.

• We have several technicians qualified to perform the requested testing and will therefore bebetter able to meet the City’s needs for testing.

• We have several registered civil and geotechnical engineers that can provide consultationshould construction issues develop. We will perform our services with Caltrans certifiedlaboratory and field equipment.

• Our firm is familiar with City of Novato personnel and operations from our previousexperience working on City of Novato projects.

B. Recent Projects

City of Novato 2011-2015 CIP Projects — MPEG is currently providing engineering investigationand design services for Novato’s Highway Interchanges Resurfacing project and we recentlycompleted construction testing services for the asphalt concrete resurfacing of several streets.Currently developing a database of geotechnical projects requiring future work. We completedconstruction testing services for the new City administrative offices, including observation of sitegrading, concrete strength testing and pavement testing. In 2011 we provided testing serviceson a 1.8 million dollar commuter bike lane adjacent to Highway 101 requiring retaining walls upto 15-feet in height.

City of Mill Valley 2000-2015 Street and Sewer Improvements — Geotechnical services includedinvestigation, design and contract documents for roadway and slope stabilization with retainingstructures. Construction services included compaction testing of asphalt concrete and asphaltconcrete quality control testing for asphalt concrete overlays, utility trench backfill compactiontesting, concrete testing, shotcrete testing and tieback testing during construction of numerousretaining walls (soldier pile, CIDH, soil nail walls) in Mill Valley. We have performed numerouspeer review for projects throughout the City. We also maintain a database to monitor potentiallandslide areas and to address the higher priority site before they turn into larger landsliderepair projects.

County of Mann 2012-2015 Road Resurfacing — Miller Pacific Engineering Group providedinspection and material testing services for the 2014 and 2015 Roads Rehabilitation — CentralRegion, Southern Mann Roads Resurfacing Project, Novato Boulevard Paving, and severalother projects. Our construction observation and testing services included compaction testingduring placement of asphalt concrete and aggregate base rock, material testing of asphaltconcrete, and other as-requested tasks.

City of Larkspur Street and Drainage Improvements — We provided services on approximately10 projects for the City, including the 1.8 million dollar reconstruction of Doherty Drive, a FullDepth Reclamation (recycling) and widening of a main arterial from Highway 101 into the City.Other projects include design of a new 8-foot high retaining wall in the City Hall parking lot,landslide evaluations and repair alternatives for Corte Alejo and Via Navarro, drainageimprovement projects for Cedar/Magnolia and Madrone Canyon and a pavement reconstructionproject on Old Redwood Highway. Miller Pacific provides both design and materials testingservices to the City.

City of Sonoma Street Improvements — Miller Pacific Engineering Group is providinggeotechnical and pavement design services for numerous street rehabilitation projects. Nearly20 street projects have been designed and readied for construction, reconstructed orrehabilitated over the past 3 years. During the construction phase of these projects, MillerPacific commonly performs testing of subgrade soils in digout areas, performs laboratory qualityassurance tests on imported materials, tests compaction on baserock and asphalt, andperforms concrete strength testing.

Napa County 2010 - 2014 Street Proiects — MPEG provided construction testing services duringslurry sealing of numerous roads throughout Napa County. Commencing in early October 2010and scheduled for completion in mid-October, two contractors with multiple crews placed bothconventional Caltrans Type 2 Slurry Seals and Rubberized Emulsion Aggregate Slurry. Nearly5,000,000 square feet of roadway was subject to this work, and our scope consisted ofmaterials testing of the sand aggregate and binder oil for conformance with the projectspecifications. We also assisted Napa County’s Construction Inspector as requested for fieldquality control.

C. Qualifications

Miller Pacific’s primary strength lies in the quality and diversity of our stall and their academicand project experience. Miller Pacific Engineering Group is a California corporation thatfocuses on providing civil, geotechnical and material testing services in the Northern Bay Area.Scott Stephens, President, has been providing geotechnical engineering and design servicesfor roadways and bridges in the North Bay Counties for over 25 years and will providegeotechnical oversight and management for projects. Eric Dabanian, Associate Engineer, hasalso provided geotechnical services for over 20 years will serve as project manager. AllenMiller and Wayne Oakley, senior technicians each with over 30 years of experience, will be ourlead field technicians and will be assisted, if scheduling conflicts arise, by other qualifiedtechnician staff members. Our firm organizational chart and resumes for our key personnel are provided on the attachedStatement of Qualifications. Miller Pacific Engineering Group has completed Caltrans Trainingand Certifying of Independent Assurance Samplers and Testers.

We propose to use the following subcontracted testing laboratories as needed: PavementEngineering of Petaluma for pavement material testing; Asphalt Pavement and RecyclingTechnologies of Shafter for oil testing, slurry and scrub seals; and, Reese and Associates ofSanta Rosa for concrete strength testing. Smith-Emery or LACO for structural steel andwelding testing, and PES Environmental will perform the necessary hazardous materialssampling, testing and monitoring.

D. Insurance

Miller Pacific Engineering Group maintains general liability, automobile liability and workerscompensation insurance that meet the requirements of the City of Novato. We also carryprofessional liability insurance. We have attached copies of current insurance certificates coveringall City of Novato projects. The following presents requested information on our insurancepolicies; these would be maintained during the term of the agreement:

E. Work Methods

We will provide submittal reviews and field testing personnel as requested by the City’sConstruction Manager. Project scheduling and providing the appropriate technical staff areimperative to the success of projects. We review staffing and project schedules weekly andassign personnel to assure the City’s needs are being met. Ideally, we would desire a 24-hournotification for site visits; however, because our technicians are dispatched from our Novatooffice we could be at the site with little advance notice.

Field Equipment and Testing Facilities - Our primary field equipment with be a nuclear densitygauge for compaction testing of soils, aggregate base and asphalt concrete. Our nucleargauges are calibrated annually and we will provide proof of this calibration, if requested. Otherequipment, such as concrete slump cones, concrete sample cylinders and material samplingequipment will also be provided for the project. We will follow general ASTM and Caltransguidelines for both the field and laboratory testing required for the project.

We will test construction materials (aggregate base and soils) for conformance with ASTM orCaltrans specifications (gradation and compaction characteristics) in our Petaluma laboratory.We will collect asphalt concrete, rubberized emulsion aggregate slurry seal, and concretesamples and specialized laboratory tests on these materials may be provided by sub-contractedlaboratories.

F. Estimated Project Cost Breakdown

The following cost estimates have been prepared using the preliminary schedules andanticipated scopes of services provided in the RFP.

Because of uncertainties with final design, desired frequency of material testing, contractorschedule, weather, quality of the work and other factors, our actual charges will likely vary fromthe above estimates. After the designs have been finalized and construction schedulesestablished, we can prepare more accurate scopes and budgets.

G. Agreement, Billing and Accounting

Miller Pacific Engineering Group is not aware of any conflicts of interest that may result inperforming the work for this project.

We have reviewed the City of Novato’s standard contract language and do not take exception.Our current signed agreement with the City contains similar language.

We propose our services on a time and expense basis in accordance with our attachedSchedule of Charges. We will provide accurate monthly billing separated between each CapitalProject so that testing costs can be properly allocated within the City’s job cost accountingsystem. Project costs and budgetary information is tracked and logged on a weekly basis andcan be accessed at any time to keep the City updated on current project budget status.

In 1989, after 31 years of engineering practice, Eugene Miller establishedMiller Pacific Engineering Group (MPEG) as a firm offering qualityGeotechnical, Geologic, and Civil Engineering services in the North Bay areaand the North Coast regions of California. The firm capitalizes on EugeneMiller’s many years of prior professional engineering experience and hisvarious technical innovations.

Miller’s project history encompasses work in the 17 western states, Alaska,Hawaii and Guam. Geotechnical Field and Laboratory Testinci

Evaluation of Subsurface ConditionsSubsurface exploration is utilized to evaluate the geologicconditions and soil profiles. For shallow exploration, wecustomarily utilize auger drilling equipment or exploratorytrenches to characterize subsurface conditions and identifysignificant geologic and geotechnical features that may affectproject development. For soft soils or deep exploration, we willutilize rotary-wash drilling techniques or cone penetration tests(OPTs). Soil sampling is performed with split barrel samplerswith liner tubes, thin walled Shelby tubes or thin walled pistonsamplers. Seismic refraction lines and rock coring are utilizedto estimate rock hardness and excavation characteristics.

Laboratory TestingOur laboratory is specially equipped for geotechnical soil testingincluding classification, engineering properties, and compaction

‘•- characteristics. Several of the testing apparatus are automatedwith dedicated computers used for data acquisition.

Classification tests include moisture content, dry density, grain size analysis, plasticity (swellshrink) properties, specific gravity, and corrosion potential. Tests to evaluate engineeringproperties include strength tests (direct shear, unconfined compression, and triaxialcompression), consolidation and expansion index. For compaction characteristics, we performlaboratory compaction tests (Caltrans 216 and ASTM 1557) todetermine maximum density and optimum moisture content. Forpavement design, subgrade samples are tested for ResistanceValue (R-Value.) Aggregate baserock and subbase materials aretested to confirm gradation and durability meet Caltrans standardspecifications. Our laboratory is certified for Caltrans materialstesting. When job conditions warrant, we can establish on-sitelaboratory facilities for compaction testing, concrete sampling andother construction related testing. Where warranted specializedtesting is arranged with associated laboratories.

Construction Inspection and TestingWe provide geotechnical consultation, inspection and testingduring construction. We will evaluate any geotechnical issuesthat arise during construction and develop mitigation options ina timely manner so that delays in the construction schedule areminimized. We provide quality control field testing to confirmsoil conditions are as expected and that the contractors work isperformed in accordance with the project specifications. Ourconstruction inspection services include inspection and testingof site preparation, keyway and slope excavations, overexcavation of unstable soils, subsurface drainage, structural fill,foundation subgrade, drilled cast-in-place piers, driven piles,reinforced earth slopes and walls, soil nails, tiebacks, rockanchors, utility trench backfill, concrete and pavement sections.

He has conducted many forensic geotechnical investigations and has providedexpert testimony on geotechnical issues including slope instability, retaining wallfailure, foundation distress and groundwater seepage.

His projects frequently combine investigation of distressed property andremediation design. Such projects have ranged from compaction grouting to resupport a multi-story building, reconstruction of a tunnel lining collapse,stabilization of a creek channel with a tied back soldier pile retaining wall, andreconstruction of a landslide using subdrains and a reinforced earth buttress.

One of his unique projects was the evaluation of an ancient compound landslide,the subject of major litigation, and the development of a unique stabilizationconcept. Mr. Morisoli is Managing Engineer for the firm’s Napa/Solano office and serves asthe Senior Project Manager for numerous and varied Geotechnical and Ceo-Civilprojects throughout the San Francisco Bay Area.

His geotechnical investigations range from schools, commercial developments,and residential structures, to landslide causation, and distressed structuralfoundations. His projects have included sites underlain with deep bay muddeposits, sites underlain by expansive soils, and sites with questionable slopestability.

Mike recently completed a comprehensive investigation for a large destination golfcourse resort development. In addition to foundation and grading issues theanalysis focused on excessive surface drainage and seepage from a nearbyreservoir.

He provided a broad range of services for amajor over crossing of Highway 101 north ofNovato. Services included a geologic study,geotechnical investigation, asbestos, leadand pavement evaluation, and constructionservices. Foundations and materials reportswere prepared in Caltrans format. MillerPacific provided geotechnical consultation,inspection and testing during construction.

Among Mike’s unique projects is the rehabilitation of a seawall in Bolinas, leveerepairs along the Napa River, and several structures with deep undergroundbasements with significant buoyancy (uplift) issues. He was also major participantin the investigation and preliminary design for a large off-stream wastewaterreclamation reservoir.

His Ceo-Civil projects take full advantage of his special “hands-on” geotechnicaland civil engineering experience. Recently he designed a phased rehabilitation of a1500 foot long bay front levee. The design was based on his analysis of slopestability, long-term settlement and the need for slope erosion protection. OtherCeo-Civil projects have included the rehabilitation and construction of an aging,undocumented earth dam, full design for several bridge foundations, plans andspecifications for creek bank stabilization, rock bolt and shotcrete retaining walls.He has provided design and contract administration for the reconstruction of alarge landslide extending across four private properties and a public utilityeasement. Mr. Dabanian serves as Associate Engineer and Senior Project Manager for awide variety of Geotechnical and Geo-Civil projects throughout the San FranciscoBay Area from the firm’s Novato office. He has over twenty five years ofexperience working as a geotechnical engineer in the Bay Area, and his practicehas focused on Mann and Sonoma Counties. A current project of his includes construction of a 5-story parking garage andadjacent laboratory building within the downtown San Rafael Corporate Center.Both structures are supported on auger cast piles socketed into bedrock andrequired vertical and lateral pile analysis and pre-construction load testing. Anotherongoing project is a geotechnical and geologic investigation of a large landslidecomplex on a tall ocean bluff/cliff in San Francisco that is impacting the CaliforniaCoastal Trail. The slide is instrumented with slope inclinometers to measure thedepth, magnitude and rate of slope movement.

Eric’s mote unique projects include a pile-supported police station over deep baymud, 20-lot subdivision with several landslides, a multi-story hotel with three levelsof underground parking underlain byliquifiable soils, and stabilization of a neatly200-foot high landslide extending acrosssix properties utilizing a geo-grid reinforcedearth slope.

While with the Mann County DPW, Ericwas responsible for approximately twodozen major road projects to repairlandslide damage from the El Nino stormsof 1997-98. These Projects included soldierpile and tiedback soldier pile walls, soil nailwalls, sheet pile walls and conventionalearth and rip-rap buttresses.

Ben has extensive experience working with local School Districts and Colleges toimprove their campus facilities. Some of the districts Ben has worked with includeNovato Unified, San Rafael City Schools, Healdsburg Unified, Peralta CommunityCollege District, and Dominican University. The educational facility projects Benhas been involved with required gearing our geotechnical services to comply withthe current Division of State Architects (DSA) requirements.

Ben has been responsible for numerousGeo-Civil projects including slide repairsand retaining wall designs. He managedgeotechnical investigations for variousschool sites in Mann, Sonoma, Napa,Alameda, and Contra Costa Counties.For these projects he provided detailedseismic hazard analysis, including up-to-date liquefaction analysis and calculationsfor seismically induced settlement. Healso analyzed global slope stability, forboth static and seismic conditions,utilizing sophisticated slope stability programs.

One of Ben’s unique projects was the retrofit of an existing structure at the Collegeof Alameda. The subsurface soils consisted of soft, compressible Bay Mud andloose, liquefiable sands. Due to the sensitive soil profile and the size of thestructure Ben performed a site specific seismic response analysis to determine thelateral loads exerted on the structure during a seismic event. Additionally, Benprovided various deep foundation recommendations. Based on hisrecommendations the design team opted to support the structure on mini-piles andBen provided additional vertical and lateral capacity analyses.

Ben has provided geotechnical design criteria, construction details, quality controland managed the construction observation and testing of many synthetic turf fieldsthroughout the Bay Area. Some of his synthetic turf projects include Terra LindaHigh School in San Rafael, San Mann and Novato High Schools, Merrill F. WestHigh School, Hercules High/Middle School and Dominican University of California.

Ben has planned and supervised the subsurface exploration of hillside sites,marshland soil and expansive soil areas. In these projects he has used a varietyof exploration techniques in addition to conventional drilling and undisturbedsampling. These include specialized Shelby Tube and Piston sampling. Ben isalso experienced with advanced in-situ techniques such as cone penetrationtesting and Slope Inclinometer monitoring.

Mike Jewett serves as Project Geologist on a variety of Geotechnical and Geo-CivilProjects and is a registered Certified Engineering Geologist in the State ofCalifornia. His experience is concentrated in the San Francisco Bay Area,primarily within Mann, Napa, Contra Costa, and San Francisco Counties.

Having been with the firm since 2008, Mike has conducted dozens of geologic siteevaluations for a variety of projects, including distressed properties, slope failuresand pie-development feasibility studies. He has implemented and managedseveral slope-stability and groundwater monitoring studies utilizing a wide array ofspecialized techniques and equipment, including auger, rotary-wash, andcontinuous core drilling, cone penetrometer test (CPT) explorations, slopeinclinometer and monitoring well construction, installation of in-situ instrumentation,downhole geophysical logging, and in-situ hydraulic conductivity testing.

Mike has also beenresponsible for numerousgeotechnical investigations forprojects ranging from municipalinfrastructure capitalimprovements andrehabilitations to private multi-unit residential and commercialdevelopments. He has plannedand implemented subsurfaceexploration and laboratorytesting programs, performedcomplex slope-stability andsettlement analyses, andperformed geologic hazardevaluations for projects with acute seismic, liquefaction, settlement, coastal blufferosion, slope-instability and naturally-occurring asbestos concerns. He hasperformed geologic field mapping at a variety of sites where project demandsrequired larger-scale mapping than has been performed for existing, publishedmaps. He has also performed geologic inspection and testing during constructionfor projects including landslide remediation, deep foundation construction, soilnails, rock anchors and tiebacks, and levee construction.

One of Mike’s most unique projects included an investigation of landslide activityon public property which had impacted a large commercial development justoutside the mapped limits of the Hayward Fault zone. Following subsurfaceexploration with rotary-wash and wireline coring equipment and installation of slopeinclinometers and permanent in-situ instrumentation, the results of regular slopeand groundwater monitoring indicated that movement had occurred along several

compound failure planes, and that continued movement due to drag-folding of weak Orinda Formationsiltstone bedrock by the nearby Hayward Fault was likely to occur. Currently, additional monitoring anddevelopment of mitigation measures to protect the development from expected future landslide activity isbeing cooperatively considered by the development owner and the City.

The new Throckmorton Ridge Fire Station is a three-engine-bay, rustic lodge-style facilitylocated on the beautiful Panoramic Highway adjacent to Mount Tamalpais near Mill Valley.The building is located at the same site as an older obsolete structure. The initial geotechnicalevaluation focused on the geologic setting, seismicity, identification of a cut-fill transitionextending through the proposed building, and concerns about the stability of the steep fillslope below the site. We subsequently explored site conditions with test borings andprepared geotechnical recommendations and design criteria for the project; including aunique foundation of shallow spread footing foundations bearing on bedrock throughout mostof the building combined with drilled, cast-in-place piers supporting the downhill side of thebuilding to account for the deeper bedrock and slope. The steep fill slope below the site wasfound to have poor stability and we recommended mitigation measures which consisted ofexcavating weak soils, installing subdrains and reconstructing the slope with compacted fill.Additional services included evaluation of 1,200-feet of new sanitary sewer using test boringsand test pits to determine excavation conditions in potentially variable Franciscan Mélangebedrock.

We provided geotechnical consultation and review during development of the project plansand inspected site grading and foundation excavations during construction to verify ourfindings and the contractors’ conformance to the design requirements.

PROJECT HIGHLIGHTS

CROWN ROAD LANDSLIDE REPAIRMann County, CaliforniaClient: Macin County Public Works Department

As a result of the FEMA “disaster” storms of December 31, 2005 and April 2006, several dozenlandslides damaged Mann County roads, parks, and open space areas. Mann County engagedMiller Pacific directly or as a sub-consultant to Harris & Associates to provide emergencyconsultation, and to investigate the slides and prepare complete design repair plans. In othercases we provided geotechnical recommendations and design criteria to the project StructuralEngineer. By the end of 2008, we will have designed and/or observed construction on over 30landslides that occurred due to the 2005/2006 FEMA disaster events.

The Crown Road at ldlewood Road intersection (shown below) was the site of the largest andmost expensive (+/- $2,000,000) landslide that damaged County roads. MPEG providedconsultation during emergency response efforts when a 30-inch water main was threatened.We subsequently investigated the site with test borings and inclinometers that were used todetermine the depth of landslide movement (up to 45 feet below road grade) and to model slopestability. The repair consisted of a 200 foot long row of 3-foot diameter drilled piers, spaced 7-feet on center, along the edge of the road and a 125 foot long row of 3-foot diameter drilledpiers, spaced 7 feet on center, about 25 to 50 feet uphill from the lower row of piers. Bothstructures are laterally supported by 240 kip tiebacks consisting of double-corrosion protectedbundled strands that are up to 110 feet in length. The work was completed in 2007.

Our services maybegin with a site inspection and a geologic or geotechnical site investigation. Utilizingthese data, we consider several retaining wall types in order to select the one bestsuited for the site-specific slope, subsurface and retaining conditions.

BUCK CENTER FOR RESEARCH IN AGING, NOVATOClient: Buck Center for Research in AgingArchitect: I. M. Pei, New York

The Buck Center campus includes administration and research laboratory buildings, a longsweeping access road, a service road, all underground utilities and extensive parking. Theinitial construction required heavy grading with cuts as much as 40 feet, landslide repair, sub-drainage, and fills up to 70 feet. The first buildings consisted of a spectacular four-storyheadquarters building with an atrium, a central core, and an underground laboratory. Asecond laboratory building connects to the administration building through a tunnel.

The planning approvals were based on extensive technical reviews and independentgeotechnical investigations by four geotechnical firms. In 1996 the Buck Center retainedMiller Pacific Engineering Group for final plan review, construction monitoring, testing and thegeotechnical documentation of as-built conditions.

During construction, the project received considerable attention when a landslide developedon the adjacent subdivision and enlarged onto an unused portion of the site. The Buck Centergrading was modified and extensive subsurface drainage installed. For stabilization of thelandslide on the adjacent property Miller Pacific designed a buttress with an innovativesystem of fiber reinforced drilled piers. To stabilize the landslide on the Buck Center propertya 70 foot deep sub-drain extended about 600 feet into the hillside to drain a naturalsubsurface aquifer that fed subsurface seepage. Miller Pacific designed the stabilizationmeasures, administered the contract and monitored the stabilization construction.

GEOTECHNICAL EVALUATIONSDISTRESSED PAVEMENT AND SUBGRADE REHABILITATIONVarious Cities and Counties

Over the past decade, and more, Miller Pacific Engineering Group has provided geotechnicalconsultation, evaluation, and design services for numerous pavement rehabilitation projects.Emphasis is always placed, where possible, of recycling the existing on-site pavements. Thiscan be done by grinding old asphalt and baserock to create and stockpile recycled baserockfor re-use on the site or export for re-use elsewhere. In recent years, construction advanceshave allowed more frequently for use of pulverizing or recycling existing pavements in-place.Sometimes referred to as “Cold” in-place recycling, this method can take several forms.Although some highly specialized methods, such as Cold-Foam in-place recycling, requirespecialized equipment with limited availability, we have found that commonly availableequipment can be used to pulverize the existing pavements (asphalt and underlyingbaserock). The resulting grindings can then be graded and compacted in-place in advance ofa final “Full Depth” asphalt surface.

Most Cities and Counties need toperform periodic, sometimesannual, maintenance andimprovement projects to their publicstreets. MPEG can assist in thedesign process by evaluatingexiting pavement and subgradeconditions to provide cost-effectivedesign alternatives. Duringconstruction, we provide therequisite materials andfield/laboratory testing of subgradesoil, aggregate baserock, asphaltconcrete pavement, and utilitytrench backlills to check forconformance of Contractor’s work.

Depending on the subgrade conditions,a deeper pulverize and mix withunderlying subgrade soil (up to amaximum depth of about 15 to 18inches) can be employed with theaddition of cement, lime, or acombination of the two, to create amore stabilized subgrade forplacement of the final full-depthasphalt. We have providedgeotechnical services for streetrehabilitation projects, both design andconstruction inspection, for the NapaCounty, Cities of Petaluma and MillValley, and many others.

Miller Pacific Engineering Group has consulted with project teams for numerous “multi-use”pathways and roadways in the Northern San Francisco Bay Area. Typical services includeanalyzing geologic hazards, exploring subsurface conditions and providing geotechnicalrecommendations for embankment slopes, foundations for small bridges, pavement designs andother site specific requirements. Sampling and testing to evaluate potential contamination on oldrailroad embankments has been performed and we frequently observe and test construction toverify Contractor conformance with the project plans and specifications. Representative projectsinclude:

PROJECT HIGHLIGHTSNovato Sanitary DistrictNovato, CaliforniaClients: RMC Water and Environment, Inc., Winzler & Kelly, Novato Sanitary District

Construction for the planned improvements at theNovato and lgnacio treatment plants required anadaptable strategy for a variety of geologicchallenges. The Novato Sanitary District upgradesincluded new moderately to heavily loadedstructures, sedimentation and aeration basins, aconveyance pipeline connecting the two plants,and support structures such as retaining walls.Acting as a key member of the construction team,we conducted a full geotechnical investigation andanalysis of subsurface conditions at the sites. Ourrecommendations provided an effective design thatwas both cost-effective and efficient.

In 2005, we conducted twenty-six exploratoryborings and encountered a variable geologyranging from hard alluvial deposits and weatheredbedrock to soft compressible Bay Mud up to 40feet deep. Areas underlain by Bay Mud are proneto settlement that, over the course of several years,causes damage to structures. Vertical wick drainswere installed to accelerate consolidation of theBay Mud to months instead of years and reducethe impact of settlement. After the wick drains wereinstalled (pictured right), a surcharge load wasplaced at the surface to increase pore pressure ofthe saturated soils. The pressure forced the waterinto the wicks where it flowed to the surface as theBay Mud particles compressed into the voids.

Additionally, auger cast piles were designed for thedeep foundations that anchored the largerstructures in place. Auger cast piles have theadvantage of preventing sloughing and piercollapse because they are grouted as the auger iswithdrawn, allowing the pier to maintain its shape.Also, a substantial offhaul cost was avoidedbecause the type of skin friction characteristic ofthe native soils produced no spoils.

Obstacles, including Novato Creek and Highway37, crossed the conveyance pipeline alignment.To avoid disturbance to these features, directionaldrilling was included in the project design. Thepipeline was installed in a horizontally drilledexcavation that bypassed the highway and creekwith the least amount of disruption to the natural andman-made features above.

Miller Pacific Engineering Group routinely provides geotechnical consultation, evaluation, anddesign services for new streets, parking lots and pavement rehabilitation projects. Forrehabilitation, emphasis is placed where possible on recycling the existing on-site pavements orextending the useful life of existing pavement to reduce life-cycle costs. Grinding old asphalt andbaserock to create “new” baserock for use on the site or export for re-use elsewhere is frequentlyused.

Other cost-effective strategies include lime or cement treatment of clayey or granular subgradesoils or existing baserock to increase strengths and reduce asphalt thickness. Exotic strategiesare also seeing increased use, such as “Cold” in-place recycling, where existing roads are“pulverized” and the granular surface materials are recemented in-place.

We recently completed several “stimulus” projectswith Napa County to rehabilitate distressedpavements, including several segments of theSilverado Trail shown in the photos. Pavementrehabilitation was also successfully completed alongHardman Avenue, Atlas Peak Road, Duhig Roadand at the Napa Airport. Depending on thecondition of the existing pavements and desiredperformance, d igouts, overlays, crack-sealing,slurry-sealing and geotextile reinforcing materialswere utilized at different sites. In addition to designservices and consultation, Miller Pacific’s Caltranscertified laboratory and field technicians observedand tested the work for QNQC purposes.

1. Olive Avenue Class 2 Bike Lanes - HSIP

This project includes roadway widening and pavement rehabilitation on Olive

Avenue between Samrose Drive and the city limits. Work will include earthwork,

asphalt paving, and application of rejuvenating scrub seal and micro-surfacing.

Assume 4 days of subgrade compaction testing and 4 days (2 days HMA, 1 day

Scrub Seal and 1 day Micro-surface)of paving work. Number of working days for

this project is estimated to be 35.

2. Measure A Group 8 Pavement Rehabilitation

This project includes sidewalk repairs, construction of ADA complaint curb ramps,

and placement of rejuvenating scrub and micro-surfacing. Assume 5 days of

concrete placement, and 5 days of paving work. Number of working days for this

project is estimated to be 30.

3. De Long Avenue and Ignacio Boulevard Highway Interchanges Resurfacing

This project will improve access to the highway interchanges. The improvements

will include upgrading ADA facilities to current guidelines including ramps,

pedestrian push buttons and audible pedestrian signals, replacement of existing

traffic signal detection, reestablishing bridge conforms by replacing curb, gutter

and sidewalk that has settled, grinding of the existing pavement, placement of

reinforcing fabric, HMA overlay and restriping. Assume 4 days of compaction test

for placement of class II, 9 days of concrete placement, and 6 days of paving

work. Number of working days for this project is estimated to be 35.

4. Safe Pathways to Schools Sidewalk Gap Closures - Arthur Street and Plum

Street

This project includes installation of new curb gutter and sidewalk to close gaps in

existing pedestrian infrastructure on designated routes to schools for Novato High

School (on Arthur Street) and for Olive Elementary School (Plum Street). The

improvements will include upgrading ADA facilities to current guidelines

including ramps. Assume 3 days of compaction test for placement of class II, 6

days of concrete placement, and 2 days of paving work. Number of working days

for this project is estimated to be 30.

5. Bahia Mini Parks Improvements

This project includes installing play equipment and other features ( benches, picnic

tables, bicycle racks) at one park and minor park amenities at one other park. The

improvements will include earthwork, and installation of concrete and decomposed

granite paths. Assume 3 days of concrete and decomposed granite placements.

Number of working days for this project is estimated to be 60.

6. Hill Recreation Area Bocce Ball and Parking Improvements This project includes earthwork, asphalt paving, concrete work, electrical work,

irrigation work, landscaping and the building of bocce ball courts and other

amenities. Assume 8 days of compaction work, 2 days concrete testing, 2 days

asphalt testing. Number of working days for this project is estimated to be 120.

7. Simmons Lane and Sunset Parkway Retaining Walls

The project includes replacement of three city-owned wooden retaining walls with

new soldier pile and wood lagging walls. Work includes demolition of existing

walls; drilling new concrete piers; sidewalk repairs, hand-railings; creek re-

vegetation. Assume 5 days of pier installation; 3 days of backfilling-soil

compaction testing; and 2 days for miscellaneous concrete. Number of working

days for this project is estimated to be 45.

8. Hamilton Levee Seepage Collection Phase 2

The project includes demolition of existing concrete v-ditches; installation of new

subsurface drains; construction of new v-ditches or trench drains; and

hydroseeding. Assume 5 days of onsite inspections of subsurface conditions; 3

days of backfilling-soil compaction testing; and 2 days for miscellaneous

concrete. Number of working days for this project is estimated to be 30.

9. Marin Valley Mobile Country Club – Hillside Drainage Improvements

The project includes the drainage improvements within a city-owned mobile

home park. Work includes demolition of existing concrete v-ditches; installation

of new subsurface drains; construction of new v-ditches or trench drains;

installation of new storm drain piping, including inlet structures, trash racks or

other devices; and hydroseeding. Assume 10-15 days of onsite inspections; 5-10

days of concrete testing. Number of working days for this project is estimated to

be 45.

10. Marin Valley Mobile Country Club – Clubhouse and Pool Facility

Improvements

The project includes the exterior ADA improvements and a pool facility

renovation within a city-owned mobile home park. Assume 3 days of concrete

testing. Number of working days for this project is estimated to be 45.

11. Vineyard Road Improvements

The project includes the ADA improvements and paving rehabilitation for 1-mile

of existing roadway. Work includes demolition of existing concrete; installation

of new ADA curb ramps, sidewalk and driveway approaches; hot mix asphalt

paving or surface treatments. Assume 3-5 days of concrete testing; 5 days of

paving testing. Number of working days for this project is estimated to be 35.
