MAJOR CHANGES TO TIME TABLE NO 3 EFFECTIVE WEDNESDAY OCTOBER 29, 2003

• The CFMG Time Table and the CBC Time Table have been incorporated into 1 Time Table with 4 Subdivisions.

• The West Chandler and East Chandler Subdivisions have been incorporated into one Subdivision named the Chandler Subdivision.

• Cautionary Limits have been replaced by Subdivision Tracks (Rule 105 territories). • Subdivision track at Mont-Joli are now from mile 103.07 to mile 107 instead of from mile 103 to mile

107.4. • The siding at Rimouski have been removed from service.

• Subdivision track at New Carlisle are now from mile 97.75 to mile 98 Cascapedia sub and from mile 0.0 to mile 0.25 Chandler sub.

• Information currently contained in the monthly re-issue of bulletins of both CFMG and CBC has been placed into the subdivisions to which it applies and may not be noted in this summary.

• The DOB’s for the Mont-Joli and Matane Subdivision takes effect at 0700. The DOB on the Cascapedia and Chandler Subdivisions takes effect at 0300. The DOB is applicable on the main track, the Subdivision tracks, sidings and 105 territory. Rule 42 and 43 are applicable on the above mentioned tracks.

1.3 RULE 83.1 DAILY OPERATING BULLETIN (DOB)

Campbellton - Rule 104 c) is applicable at switch mile 1.42. Switch at mile 1.42 may be left lined and locked in reversed position.

Matapedia - Rule 104 c) is applicable at switch mile 12.90, both switches of track CD-21 located at mile 12.45 and mile 12.94 and at switch CD-25 (east end of transfer track) located at mile 12.47. These switches may be left lined and locked in reversed position.

Mont-Joli - Rule 104 c) is applicable at both switches of track RJ-43 located at mile 104.30 and mile 105.31, crossover switch RJ-21 (shop track) located at mile 104.95 and at switch of track RJ-03 (Industrial track) located at mile 105.94. These switches may be left lined and locked in reversed position.

Riviere Du Loup - Rule 104 c) is applicable at crossover switch located at mile 188.59, crossover switch (west end of station) located at mile 189.0, crossover switch (FF Soucy mill) located at mile 189.35 and at switch of track RL-40 (entrance to FF Soucy mill) located at mile 189.80. These switches may be left lined and locked in the reversed position.

1.5 Rule 104.5 (c) – Applicable in sidings at Clark Brook and Lac-Au-Saumon. Derails in siding may be

left in the non-derailing position only when stored equipment is not present. 1.6 Rule 112 Special Instruction 4 – Double the handbrake at the following locations: Montagne, St-Noel, Padoue and Ste-Florence.

Campbellton yard tracks 2 to 7 inclusive– 1 car - 1 handbrake 2 to 19 cars - 2 handbrakes 20 cars or more - 3 handbrakes 2. GENERAL FOOTNOTES 2.1 Campbellton: Movements operating within Campbellton yard must use the following frequencies : (end to end) Locomotive radio – Channel 8989 Portable Radio – Channel 5.

The West switch of track CC-04 will display normal when lined for track CC-04.

2.2 Look out for falling rocks and rock slides at the following locations: Mile 12.1 and between mile 135.9 and mile 136.9.

2.3 Matapedia - Connection with Cascapedia sub is via west leg of Wye located at mile 12.9.

2.4 Private crossing at Grade - Rule 14 (L) is applicable at the following private crossing at grade:

2.5 Mont-Joli - Connection with Matane Sub. is via track RJ-21.

Radio channel: Channel 9525 must be used by yard engines.

Mont-Joli Yard – When a train must use track RJ-21 at the West end and request a qualified employee to return the west switch of track RJ-21 in normal position and locked, the employee must be at the location of the switch before the train passes over this switch. The employee will provide an inspection of the train and will then line and lock the switch in normal position. The position of the switch must be confirmed to the crew on the train.

Track RJ-50 and RJ-51 – Norcast – Unless otherwise instructed, cars that must be spotted on track RJ-51 will be set off at the East end of track RJ-51, making sure track RJ-50 is accessible.

In order to de-ice the track during the winter period, cars will have to be moved on the entire length of the track up to the mill gate, and then back down at the East end of track RJ-51. When leaving Norcast, train crews must close the fenced gates.

2.6 Rimouski - Switch of track K-61 leading to track K-63 must be left set for movement from track K-61 to main track. When in this position yellow lights and targets will so indicate.

2.7 Riviere Du Loup - There is no advance to signal 13. East switch of track RL-13 must be left set for

track RL-13. When in this position green lights and targets will so indicate.

END TO END CHANNEL: The end to End channel between mile 187 and mile 190.1 Mont-Joli subdivision, is channel 6 (AAR 7925).

Before entering subdivision track at Riviere-du-Loup all movements must announce their route on the standby channel.

The wye in Riviere-du-Loup may be occupied by cars at any given time, and in that case, the wye must be considered as unusable. As a last resort, if the wye must absolutely be used, the cars that are in the wye will have to be moved and then placed back at the exact same place they were at the start.

Before moving cars placed on the wye, CN train crews must obtain permission from the RTC in Campbellton.

Trains from the Montmagny sub must obtain permission from RTC Campbellton before entering subdivision track at Rivière-du-Loup. All CN and VIA trains must give their arrival and departure time into or from Subdivision track at Rivière-du-Loup immediately when arriving or leaving Subdivision track.

2.8 Designated tie up tracks - unattended locomotives

Campbellton Tracks CC-21, CC-22 , CC-23 Matapedia Track CD-22 Mont-Joli Tracks CG-03, CG-04, CG-07.

2.9 Communication with RTC

- Between mile 190.1 and mile 172 Mont-Joli Sub (Rivière-du-Loup tower) channel 2 (AAR 7777) and code *820 or code *80 (emergency only).

- Between mile 180 and mile 103 Mont-Joli Sub (Rimouski tower) Channel 2 (AAR 7777) and code *920 or code *90 (emergency only).

- Between mile 103 and mile 80 (Padoue Tower) channel 2 (AAR 7777) and code *120 or code *10 (emergency only).

- Between mile 93 and mile 40 (St- Vianney Tower) channel 2 (AAR 7777) and code *220 or code *20 (emergency only).

- Between mile 47 and mile 32 (Ste Florence Tower) channel 2 (AAR 7777) and code *320 or code *30 (emergency only).

3.2 Heaviest car permitted gross weight: 263,000 lbs.

3.3 Locomotives with 6 axles must not exceed 5 mph on tracks RL-31, RL-34, RL-35, RL-36, RL-40, RL-98, RL-99, RK-07, RK-09, RK-26, RK-32, RK-38 and RK-47.

5. PUBLIC CROSSINGS AT GRADE 5.1 Mile 60.66 - Eastward trains stopped at Amqui station must not exceed 10 mph until public crossing at

grade located at mile 60.66 is fully occupied. 5.2 Mile 60.82 (Roy Street) - Warning devices-automatic: Push buttons are located west of crossing.

Eastern movements stopped at the station must ensure warning devices have been operating for at least 20 seconds before occupying the crossing.

5.3 Mile 61.34 (Proulx Street) - Warning devices-automatic: Stop signs on both sides of crossing to govern movements on track CD-84.

5.4 Mile 122.4 (Léonidas ave) - Warning devices-automatic: Track RK-60 -Stop signs on both sides of

crossing. 5.5 Mile 123.00 - Warning devices: automatic. Tracks RK-56 and RK-60 –Stops signs located on both

sides of tracks for pedestrian. 5.6 Mile 161.56 Eastward trains stopped at Trois-Pistoles must not exceed 10 mph until public crossing is

fully occupied. 5.7 Mile 161.9 (Jean-Rioux St) Warning devices- automatic: Westward movements stopping at station

must stop clear of crossing circuit located 390 feet east of crossing. 5.8 Mile 175.1 (Coteau des Érables Road) Warning devices. Automatic Eastward movements on track RK-09. Stop signs west of crossing. 5.9 Mile 187.05 (Lebel Road) Train inspections

Freight trains only : It is prohibited for Eastward freight trains to occupy the crossing circuit at the public crossing in order to inspect the train before leaving Rivière-du-Loup. Only trains less than 7500 feet will be able to do their inspections at this location. Trains must stop prior to the crossing circuit sign. Trains in excess of 7500 feet will either have to do their inspections at the FF Soucy crossing in Rivière-du-Loup, or at the public crossing at grade mile 187.05 beforehand being protected by a crew member or a flagman.

5.10 Mile 189.74 (Delage Street) – Warning devices – Automatic: Stop signs on both sides of crossing to

govern movements on track RL-31. Movements must ensure warning devices have been operating for at least 20 seconds before occupying the crossing.

6. SPURS AND OTHER TRACKS 6.1 Mile 1.43 – AV cell Forest Products Inc. Spur - Extends north of main track. Points face east. 6.2 Mile 2.59- Wye - Only 1800 series locomotives permitted on the wye. Movements must not exceed 5

mph on the west leg of the wye. Light locomotive only permitted. Permission must be obtained from foreman or RTC before making any other movements on this track.

6.3 Mile 74.58 – Panval – Unless otherwise instructed, 6 axle locomotives must not operate beyond sign

“Engine prohibited beyond this point” in track CD-90.

A flashing and audible signalisation system is in place at Panval.

Two interrupters are in place in order to activate/deactivate this system. The first one, located next to the derail on track CD-90, must be activated by a member of the crew before proceeding to do switching at this client; the second one, located inside the mill next to the loading dock, will be activated by the mill employees when they will have to switch the cars. Note: The flashing and audible signals are only visible and audible from inside the mill. The system must be deactivated when leaving the facilities.

6.4 Mont-Joli – Movements must not exceed 5 mph on the following tracks: Wye track CG-02, 03, 04, 07,

RJ-46, RJ-50 and RJ-51.

6.5 Mile 105.9 – Industrial spur- Movements must not exceed 5 mph.

6.6 Mile 122.9- Rimouski wharf - - Extends northward for a distance of 1.6 miles. Switch points face west. Connection with Mont-Joli Sub is via track RK-60. Movements must not exceed 10 mph. Locomotives with 6 axles are prohibited. Track is impassable beyond mile 1.31. Switch of track RK-80 at mile 1.31 is spiked in the reverse position.

6.7 Mile 174.1 – Track RK-08 – Extends north of main track. Points face West.

6.8 Mile 188.6 – Industrial Park – Extends southward for a distance of 1.5 miles. Switch points face west. Connection with Mont-Joli Sub is via track RL-01. Movement must not exceed 10 mph.

Track RL-06 – Transite Bernier - Industrial Park – Switch must be left lined and locked in the reverse position at all times.

Track RL-51 – Superior Propane – Unless otherwise instructed, switching at night must be avoided at Superior Propane in Rivière-du-Loup.

5. SPURS AND OTHER TRACKS 5.1 Quimper Yard – Matane Wharf

Mile 33.1 – Extends northward for a distance of 0.9 mile, switch points face west. Movements must not exceed 10 MPH on spur and 5 MPH on boat-loading ramp. Normal position of switch leading to wharf if for through movements to and from spur track. When switching, sufficient reachers must be used to prevent movements of engines over boat-loading ramp.

5.2 Track CG-53 and CG-50 – TEMBEC Matane – Before using track CG-53 (chemical product), train

crews must obtain permission from guardhouse at (418) 562-7272 ext.: 5020. The security guard will make sure the conditions inside the building are acceptable and then, he will give you permission to enter. Once switching manoeuvres are complete, a member of the train crew must call the guardhouse in order to advise that you left the building. A telephone is available at the first unloading dock, dial 5020.

For track CG-50, dial (418) 562-7272 ext.: 5063. Alarm system: SO2 alarm; continuous horn sound = warning alarm. Fire alarm; fine intermittent horn = warning alarm. SYSTEM SPECIAL INSTRUCTIONS 1. CANADIAN RAILWAY OPERATING RULES 1.1 General Rule A – Special Instruction (4) is revised as follows:

(4) Non Railway Activities – Employees in any service connected with the movement of trains and engines are prohibited from engaging in non-railway activity which may in any way distract their attention from the full performance of their duties. Printed material not connected with the movement of trains and engines or not required in the performance of their duties, is not permitted to be openly displayed. Additionally, the use of any cellular telephone while on-duty must be restricted to matters pertaining to railway operations.

1.2 DEFINITIONS – is revised to include the following added definition:

Subdivision Track: The track indicated in the Time Table method of Control column as having Rule 105 applicable, that is an extension of the main track, and the through track at that location defined by subdivision mile signs. a) Reduced speed as required by Rule 105 is applicable to a maximum speed as indicated under

Time Table subdivision footnote “SPEEDS”. b) Rule 103.1 c) is not applicable on “Subdivision Track”.

c) Subdivision track hand operated switches must display a reflectorized green or red target or light

and target as indicated in Rule 104 a). 1.3 Rule 44 – Unusual track signal conditions

Refer to paragraph g) and add the following Special Instruction: Rail Break Sign: Track conditions of 300 feet or less may be marked by a single Rail Break Sign. The regular placement of signals as required by Rule 43 must be utilized after 24 hours if the defect is continuing. EXCEPTION: spot temporary slow orders applied by the TEST track evaluation car when testing will be indicated at the exact mileage or the defect and may not be identified with a sign or signal. When a rail break has been detected by engineering personnel and it is safe to operate a train over the break at a speed less than posted speed, the RTC will provide GBO advice to affected trains stating the authorized speed over the break and how such location is marked in the field. The break will be marked by use of a Rail Break Sign or the foreman may be located at the location of the break. Signals required by Rule 43 will not be in place.

1.4 Rule 90 – Special Instruction is revised as follows:

Delete (ii) Between 1 and 3 miles from Cautionary Limits Add (ii) Between 1 and 3 miles from Subdivision track. (iv) When entering OCS territory e.g. “Entering OCS territory at mile 103.07 Mont-Joli sub for train 402, 6900 East”.

1.5 Rule 104 (b) is revised to include the following special instruction:

Within subdivision tracks an employee handling a main track switch must communicate with another qualified employee from the switch location the position of the switch after it has been used.

1.6 Refer to the English version CROR Rule 104(b) Special Instruction 7.

Special Instruction 7 is changed to read :

7. Crossover switches – When a crossover connects a main track with another track (not main), permission to leave the main track switch in reversed position also applies to the switch on the other track. Trains and engines moving on other than the main track must be prepared to find such crossover switch lined and locked in either position. An employee encountering such switch lined in the reverse position or for other than normal position will be governed by instruction contained in instruction 4 for both the main track and the other main track switch.

1.7 Add the following to Rule 112 Special Instruction (5) (b)

While en-route switching, setoff or lift is being performed and there is clear evidence of trespassers at this location, this special instruction does not apply. Equipment must be secured with air brake system as per G.O.I. item 7.4 (b) (i) and handbrakes as per the minimum handbrake chart or specific number of handbrakes applicable for that location. The RTC must be advised immediately of any trespasser activity.

1.8 Special Instruction to Rule 112 " Switching with Air "

When performing switching with air in 105 territory, (non-main track), and the crew remains in the vicinity * (see footnote) of the cars being switched, these cars may remain on the track without handbrakes applied provided the cars left are 2 cars or more. Cars must be left in emergency and the angle cock fully opened.

When switching is completed or the crew is leaving the vicinity of the cars being switched, then the required number of handbrakes must be applied.

*Footnote In the application of this special instruction (remaining in the vicinity) is defined as a continuous switching operation at one end of a yard or at a customer. An example would be train 590 switching at the east end of Campbellton. The above special instruction would apply while switching with air at the east end. If however the crew proceeds to service a customer at another location such as Irving, or to switch at the west end of the yard, then the required handbrakes must be applied on the cars left.

1.9 CROR Rule 125 is revised to include the following special instruction:

In order to ensure emergency communication channel(s) are in operation and to ensure employees are familiar with the procedures as outlined in the General Operating Instructions, RTC’s will contact a train or engine crew member or an engineering field employee and direct them to initiate an emergency test call.

Each RTC’s will arrange to conduct an emergency radio test twice during his or her work week. If for any reason the test fails, the RTC will conduct the emergency radio test later during their shift. Each desk or set must maintain a record of each emergency Radio Test completed.

2. New U.S. Placard The U.S. hazardous materials regulations require changes in placarding of shipments containing materials listed as poison which have an inhalation hazard.

The new placards resemble the existing poison placards, both with or without a square background, except the skull and crossbones is displayed on a black background.

These shipments will now require the use of the new placard for transportation WITHIN THE UNITED STATES. The existing placard remains in use for shipments within Canada, therefore when lifting from a customer's track, crews may encounter the display of the new and/or existing placards."

3. Due to the design of cars in series CNA 404 and CV 500, train line hoses can become uncoupled in a

non-intentional way. If it is necessary to tie the hoses in a non-conventional way, Ex: tie-raps, metallic wire, tape etc...., a crew member shall notify the RTC as soon as possible reporting the number of the affected car.

4. Ultramar Cars The train crews must have in their possession, the proper documentation for each block of cars. 5. RADIO REGULATIONS 5.1 General Requirements

a) Radio is intended to be used in connection with railway business only. Employees must not transmit unnecessary, unidentified or personal information via radio. Indecent

language must not be transmitted via radio. b) In addition to the requirements of CROR 123 paragraph (c), instructions or information not related

to train or engine movements must be acknowledged to the sender. c) Employees will be held responsible for any lost, misplaced or willfully damaged radios.

5.2 Identification and Calling Procedures

The following instructions are supplemental to those contained in CROR 121: Except in case of emergency, an employee must not initiate a transmission without first ensuring that the radio channel is not already in use. Trains or engines in possession of a clearance will be identified by their clearance designation, regular trains by their schedule number and other movements by their engine number or manifest number. When the engine number is not known, the assignment number may be used. When two or more trains with the same manifest number are operating within the same area, the engine number must be used for identification.

5.3 Emergency Communication Procedures The following instructions are supplemental to those instructions contained in CROR 125:

a) When initiating an emergency call:

(i) It must first be transmitted on the designated standby channel assigned of road and yard service to alert other trains or engines in the vicinity; and

(ii) It must then be immediately repeated on the RTC channel.

b) The employee initiating an EMERGENCY call shall:

(i) immediately after transmitting the word “EMERGENCY” three times transmit the identification and location of employee, train or engine, and

(ii) continue by stating the nature of the emergency and assistance required, if any.

c) An emergency message shall be repeated at frequent intervals until acknowledgement is received from the RTC or other radio user.

d) When an emergency message has been acknowledged, the RTC, or other radio user shall arrange

to hold a specific channel open and notify employees affected that silence must be maintained on that channel.

e) When an emergency is over, all employees affected shall be so advised by radio broadcast

initiated by the RTC or other radio user. 5.4 Voice Procedures

a) Employees must not take action as a result of any transmission which is not clearly understood. They must require an employee whose transmission was not clear, to repeat or clarify the portion(s) not clearly understood.

Examples: “Back FIFTY, Five Nought, car lengths, over”. “Back FIFTEEN, One Five, car lengths, over”.

b) The word “point” will be used to indicate a decimal point. c) Except as affected by CROR Rule 132 paragraph (1), numbers shall be expressed as a group.

Examples: “Proceed through my Form Y limits not exceeding FIFTEEN, One Five, MPH, over”. Note: After toning the RTC and no answer is received, the employee must not go back to the designated

stand by channel without first ensuring to close the tower. Should the employee fail to properly close the communication tower, no other employee including the RTC can use the tower, even to make an emergency call.

2. WEATHER DIRECTIVES

RADIO-HT 1250 weather channel.

In order to comply with Rule 43 (extreme heat conditions), three weather

channels are made available to you on the Motorola HT1250 radios. The following intructions will help you chose the appropriate weather channel for the disired zone.

1- Press on the selector key (A) to obtain (chose a zone) then press the same key a second time to confirm your choice.

2- Press the (B) keys to scroll through the selection choices until weather is reached.

3- Press the (A) key to confirm your selection, then, with the channel selector, chose : channel 1 for the Matapédia Valley; channel 2 for Mont-Joli to St-Simon; and channel 3 for the Riviere-du-Loup area.

4- To return to the operations channels, redo steps 1, 2

and 1 ei :chose CFMG at step 2 and press (A) on the (A) key to confirm your choice.
