The Reliability of a Quality Design

The quality of Federal Pioneer MASTERCLAD™ medium

voltage metal-clad switchgear stems from a design and

manufacturing process that focuses on long-term

switchgear performance with the highest degree of reliability.

Reliable performance and safety is enhanced by the rugged

construction of MASTERCLAD switchgear. Each switchgear

assembly consists of individually grounded, compartmental-

ized steel structures (with 11-gauge barriers between vertical

sections and major parts of each primary circuit) to protect

operating personnel.

Based on specific customer application needs, Federal Pioneer

engineers and technicians select the appropriate standard

sections and bus configurations, with the ability to

customize where needed. After the specified circuit breakers,

instrument and control power transformers, relays, meters

and other components are selected and approved, all are

factory-assembled, wired and tested as a complete

assembly. This testing is performed to insure reliability

by energizing the control circuits and verifying the specified

sequence of operation for each metal-clad switchgear

project along with applicable ANSI, CSA, EEMAC and IEEE

Production Tests.

Applications

MASTERCLAD medium voltage switchgear is used in a wide variety ofswitching, control and protective applicationsincluding electric utility generation and distributionsystems, industrial plants,commercial buildings, hospitals, municipal pumpingstations, wastewatertreatment plants, transporta-tion systems, and pipeline stations. Transformers,motors, generators, capaci-tors, distribution lines, andfeeder circuits are protectedby this class of switchgear.Significantly, most of theMASTERCLAD switchgearspecified for these applica-tions is relied upon toprovide the critical main service entrance protectionand controls.

Standardization

Standardization of the designincorporates a series ofbasic modular units, controlpackages, and instrumenta-tion. For most switchgearratings, circuit configurationsand functions, one basic sizeunit is used. These featuresprovide application flexibility,versatility, efficiency andeconomy in minimizing engineering time to plan andlay out the switchgear.

Features and BenefitsLong Life/MinimumMaintenance

Reliability is the main priority.The VR vacuum circuitbreakers are designed forlong life. The interrupter’scopper-chromium contacts,hermetically sealed for life ina vacuum, are protectedfrom external atmosphericinfluences. Dust, moisture,and all other possible con-taminants are sealed out. Thisstate-of-the-art vacuuminterrupter design is capable of20-100 full fault interruptions(varies by rating).

The high dielectric strength ofthe vacuum environmentallows a very short clearingtime during fault interruptionto limit the energy dissipatedinto the arc. Total fault clearing time is less than 3 cycles and contact travelis only 3/8 to 1/2 inch,depending on the ratings ofthe circuit breaker. The shortstroke produces lessmechanical shock to theoperating mechanism.

For evaluation of wear onthe main contacts over thelife of the circuit breaker,contact erosion indication isprovided on each interrupterpole assembly.

Together with a total commitment to quality, thesefeatures provide long life withhigh reliability.

Safety Barriers and Interlocks

Full compartmentalizationis supplied with primary func-tions separated by groundedmetal barriers. All bussing isinsulated and live parts arenot exposed.

Safety interlocks work withthe circuit breaker rackingsystem. These protectivefeatures furnish integrity to the equipment and provide safety for operatingpersonnel.

Floor Space Economy andApplication Flexibility

The two tier configurationpermits feeder circuit breakers to be stacked twohigh to save valuable floorspace, or stacked one highcombined with auxiliary unitsfor the ultimate in applicationflexibility.

Convenient Handling

The VR circuit breaker is ahorizontal drawout typedesigned to provide long life,reduced maintenance andease of handling. The circuitbreaker truck has wheels for

easy movement into a lowercell (indoor switchgear) with-out use of any lifting device.A lifting truck is provided forinstallation of a circuit break-er into an upper cell. Typicalcircuit breaker weight is 159-218 kg (350-480 lbs).

Comprehensive Test Program

Federal Pioneer develop-ment engineers haveperformed a comprehensivedesign testing program. The switchgear and circuitbreakers are designed andtested in accordance with allapplicable ANSI and CSAStandards. The switchgearand circuit breakers meetthe requirements of ANSI,CSA, EEMAC and IEEE,and generally exceed IECstandards.

Hinged Front Door

Relays and metering instruments are mounted onthe doors in standardizedarrangements to satisfy customer requirements.Each circuit breaker compartment door providesa racking access port to allowmoving the circuit breaker toor from the connected position with the door closed.(Option for single full-heightdoor with “one-high” construction.)

Horizontal DrawoutCircuit Breaker

VR vacuum circuit breakersutilize the horizontal drawout design. Test/disconnected and connectedpositions are provided.

Control PowerTransformers

Control power transformersrated up to 15 kVA are drawer mounted and can becompletely withdrawn fromthe front of the switchgearfor ease of maintenance. Asecondary circuit breakermechanical interlock is provided and must beopened before the trans-former can be withdrawn foraccess to primary fuses.

Voltage Transformers

Front accessible, drawermounted voltage transform-ers can be completelywithdrawn on extension rails.For operator safety, the voltage transformers are disconnected and groundedduring movement to the withdrawn position.

Racking System

The high quality gear-drivenracking mechanism is center-mounted on the cellfloor, providing balancedmovement of the circuit-breaker between cell positions. The racking system is coordinated withsafety interlocks to preventmovement of the circuitbreaker unless the maincontacts are in the openposition.

Top or bottom power cableentry space is provided. Thequantity of cable terminationdevices and space for surgearresters vary with the ratingsof circuit breakers selectedfor each vertical section.

Compartment Barriers

Grounded metal barriersseparate the main compartments — circuitbreaker, main bus, cable,instrument/ relay (low voltagearea), and auxiliary (VTand/or CPT).

Main Bus and Insulation

Main bus and runbacks are insulated with a track-resistant, flame retardantepoxy coating by the fluidized bed process. Bussupport standoff insulatorsare resin based. Bus jointsare insulated by flexible resin boots. Access coversare provided for main businspection from front andrear.

Main Bus Barriers

Main bus barriers betweenbays are track-resistant,flame retardant glass polyester.

Automatic Shutters

When the circuit breaker is withdrawn from the connected position, the racking mechanism linkagepositively rotates the grounded metal shutters intoa position which covers theenergized components.

Frame and Housing

Precision-formed steelframes and inner panels,painted by the superior TGIC Polyester PowderCoating Process, provide a strong rust-resistant structure with rigid alignmentof components.

Control Wiring

All secondary/control wiring,including terminal blocks, CTshorting blocks, and otherdevices are located in theinstrument compartment atthe front of each breakersection, isolated from the primary voltage areas. Eachsection has provisions forcontrol wiring entry from top or bottom.

Cell Switch—T-O-C

(Optional) Stationary-mount-ed switch, 6 or 10 contacts,provides electrical indicationof the position of the circuitbreaker in the cell —connected position or test/disconnected position.

Auxiliary Switch—M-O-C

(Optional) Stationary-mount-ed switch, 6 or 10 contacts,maintains the same positionas the circuit breaker-mounted auxiliary switch —indicating if the circuit breaker is open or closed.

Current Transformers (Mounted behind shutters)

Bushing type current transformers are front accessible—located behindthe shutters (shown in openposition*, in photo at left) andmounted on the primaryinsulating bushings. Spacewill permit one or two currenttransformers on both sides ofeach circuit breaker — up tofour total with ANSI standardrelay accuracy class rating; two maximum with higherrelay accuracies.

Secondary ControlReceptacle

Self-aligning receptacle automatically engages thecontrol plug when circuitbreaker is racked to the connected position.

Auxiliary SwitchActuator

Circuit BreakerAlignment Rails

The circuit breaker cell hasslotted alignment rails whichcapture the circuit breakerrail rollers on each side of thecircuit breaker to provideassurance of circuit breakeralignment with the cell. Notethat the rail rollers are side-mounted and different fromthe wheels on the circuitbreaker truck.

Circuit Breaker Position Indicator

The circuit breaker position,either “connected” or“test/disconnected,” is shownby the rotation of a coloredindicator wheel driven by theracking mechanism andclearly visible with the cellfront door either open orclosed.

Shutter LockingProvisions

The safety shutters may be locked closed by padlocking (1 or 2) or by keyinterlock to prevent installa-tion of a circuit breaker whenrequired by customer mainte-nance procedures.

Racking Trip Interlock

Maintains circuit breaker trip position during rackingbetween test and connectedpositions. Racking arm operates linkage on bottomof circuit breaker.

The Square D brand VR circuit breaker with the TypeRI advanced design motor-charged stored energymechanism is a model ofreliability with simplicity —virtually maintenance free.With an operating lifeexceeding the ANSI testrequirements, the RI mechanism with synchronizing crossbar is electrically and mechanically trip-free. An integral handle (non-removable) is provided for manual charging andslow-closing during testing.

Rail rollers (Both Sides)

The VR is completely tested and certified to all applicableANSI circuitbreaker standards.

Manual charginghandle is permanentlymounted on the Type RI operating mechanism.

The vacuum interrupters of the VR circuit breaker aremounted in high-strength,moulded glass-reinforcedpolyester insulation/supporthousings. The mouldedhousings position the busrunbacks for precise align-ment. The completed poleunits are bolted directly tothe circuit breaker truck. The inherent rigidity andmechanical strength of thiscircuit breaker design complement the operatingmechanism, resulting in highendurance and reliability.

General

The (indoor) (outdoor non-walk-in) (outdoor walk-in)Metal-clad Switchgeardescribed in this specifica-tion is intended for use on a(2400) (4160) (4800) (6900)(13800) volt 3-phase (3) (4) wire (grounded)(ungrounded) 60 Hertz system. The switchgear shallbe rated (4160) (7200)(13800) nominal volts andhave VR horizontal drawoutcircuit breakers.

The switchgear and circuitbreakers, individually and asa unit, shall have a BIL(impulse) rating of (60) (95) kV. The momentary rating of the switchgear busshall be equal to the closeand latch rating of the circuitbreakers. The entireswitchgear assembly including circuit breakers,meters, relays, etc., shall becompletely factory testedand the circuit breakers oflike ratings shall be interchangeable.

Applicable Standards

The switchgear covered bythis specification shall bedesigned, tested, andassembled in accordancewith the applicable standards of ANSI, CSA,EEMAC and IEEE.

Stationary Structure

The switchgear shall consist of __ sections including __ circuit breaker compartments and __ auxiliary compartmentsassembled to form a rigid,self-supporting, completelyenclosed structure providingsteel barriers between sections. The sections aredivided by metal barriers intothe following separate compartments: circuit breaker, instrument, mainbus, auxiliary device, andcable. Each section mayhave up to two circuit breaker compartments.

Circuit BreakerCompartment

Each circuit breaker compartment shall bedesigned to house a VRhorizontal drawout (4160)(7200) (13800) volt vacuumcircuit breaker. The stationary primary disconnecting contacts are tobe silver-plated copper andmounted within glass poly-ester support bushings. Themovable contacts andsprings shall be mounted on the circuit breaker element for ease ofinspection/maintenance.

Entrance to the stationaryprimary disconnecting con-tacts shall be automaticallycovered by metal shutterswhen the circuit breaker iswithdrawn to the test or disconnected positions orremoved from the circuitbreaker compartment.

The metal shutters shall be operated by directmechanical linkage to the floor-mounted rackingmechanism. The ground busshall be extended into thecircuit breaker compartmentto automatically ground thecircuit breaker frame whenin the test and connectedpositions with high-currentspring type grounding con-tacts located on the circuitbreaker chassis. Slottedguide rails for positioning thecircuit breaker and all other necessary hardware are tobe an integral part of the cir-cuit breaker compartment.The circuit breaker rail rollersshall be held captive on bothtop and bottom by the slottedguide rails to provide assurance of circuit breakeralignment with the cell, whilepreventing vertical move-ment of the circuit breakertruck during normal operationand under short circuit condi-tions. A circuit breakerposition indicator (“connect-ed” or “test/disconnected”)shall be driven by the rack-ing mechanism and bevisible with the front dooreither open or closed.Blocking devices shall inter-lock circuit breaker framesizes to prevent installationof a lower ampere rating orinterrupting capacity element into a compartmentdesigned for one of a higherrating. It shall be possiblewith indoor or outdoor walk-in switchgear to install a circuit breaker into a bottomcompartment without use ofa transport truck or liftdevice.

Cable Compartment

(Clamp type cable lugs)(Potheads) (Cable terminators) shall be furnished as shown on plans. The copper groundbus shall extend through thiscompartment for the fulllength of the switchgear.

Main Bus Compartment

The main bus is to be rated(1200) (2000) (3000) amperesand be fully insulated for itsentire length with an epoxycoating by the fluidized bedprocess. The conductors areto be copper with silver-plated joints and be of a bolted (not welded) design.Access to this compartmentis gained from the front orrear of the structure byremoving a steel barrier. Bussupport standoff insulatorsshall be resin based. Busjoints shall be insulated withflexible resin boots.

compartment circuit breaker cells. The lift truck is also provided for all outdoor non-walk-in switchgear to install circuit breakers over the base channels.

Doors and Panels —Indoor and Outdoor

Relays, meters, controlswitches, etc., shall bemounted on a formed front-hinged panel for each circuitbreaker compartment. Inaddition, outdoor sections,EEMAC 3R non-walk-in,have full-height weatherprooffront door with 3-point latch.Indoor sections to be furnished with two screw-removable rear panels.Outdoor sections to be furnished with full-heightrear-hinged panels.

Circuit Breakers

The VR circuit breakers shallbe rated (4160) (7200)(13800) nominal volts, 60Hertz, (1200) (2000) (3000)amperes and an interruptingclass rating of (250) (350)(500) (750) (1000) MVA withone vacuum interrupter perphase. Circuit breakers ofequal rating shall be completely interchangeable.The circuit breaker shall beoperated by means of astored energy mechanismwhich is normally charged bya universal motor, but canalso be charged by theintegral handle for manualemergency closing or

testing. The closing speed ofthe moving contacts is to beindependent of both the control voltage and the operator. Provide a full frontshield on the circuit breaker.Positive contact secondarydisconnect shall be throughautomatic self-aligning, self-engaging type plug andcontact arrangement.Provision shall be made forcontrol power plug to bemanually connected in testposition. A minimum of 4auxiliary contacts (2a, 2b)shall be provided for externaluse. Provisions shall bemade for (6) (10) additional cell-mounted auxiliary contacts (M-O-C type) (and)(T-O-C type) for external use.

An interlocking system shallbe provided to make itimpossible to rack a closedcircuit breaker to or from anyposition. An additional inter-lock shall automaticallydischarge the stored-energyoperating mechanismsprings upon removal of the circuit breaker from the compartment.

The circuit breaker controlvoltage shall be:

(48) (125) (250) volts DC(120) (230) volts AC

Instrument Transformers

Current transformers: eachcircuit breaker compartmentshall have provision for front-accessible mounting of up tofour current transformers perphase, two on bus side andtwo on cable side of circuitbreaker. The current trans-former assembly shall beinsulated for the full voltagerating of the switchgear.Relaying and metering accu-racy shall conform to CSAstandards.

Voltage transformers aredrawout mounted with primary current-limiting fusesand shall have ratio as indi-cated. The transformers shallhave mechanical ratingequal to the momentary rating of the circuit breakersand shall have metering accuracy per CSA standards.

Control Wiring

The switchgear shall bewired with Type SIS #14AWG, except #12 AWG*for current transformerswiring. The switchgear shallbe provided with terminalblocks for out-going controlconnections.

Standard Finish

After pretreatment to form a primer coating of zincphosphate on the metal, finish coating shall be anelectrostatically applied TGICpolyester powder paint. Theprocess shall be designedto withstand at least 2500hours of salt spray as testedper ASTM B-117 and ASTMD-1654. Switchgear finish**to be light gray ANSI #61.

Accessories

Standard accessories shall be furnished with the switchgear, including:

Manual charging/slow closehandle (on front of each circuit breaker.)

Manual racking crank handle (one per lineup.)

Optional Accessories: Test cabinet, test cable withjack and plug, 5th wheel, circuit breaker lift truck***,manual ground and test unit(MGTU), automatic/electrically-operated groundand test unit (AGTU), andremote racking motor.
