EASTC INTRODUCES Statistics capacity building in Africa is embed- ded in the 2006 Reference Regional Strategic Framework (RRSF) in line with the 2004 Marra- kech Action of Plan (MAPS). The RRSF, a co- herent framework to build this capacity in line with Marrakech Action of Plan (MAPS, 2004), was designed to improve development outcome and governance by strengthening African Na- tional Statistics Systems (NSSs). One of its goals is to strengthen Statistical Training Cen- tres (STCs). Also the Strategy for the Harmoni- zation of Statistics in Africa (SHaSA) empha- sizes the capacity building of official statisticians Official Statisticians can only be trained at the STCs. Official Statistics cannot be taught in every university as Official Statisticians are not required in large numbers, thus having a Univer- sity curriculum in Official Statistics for every country is unnecessary and will be wastage of meagre resources. That’s why in the wave of African independence in the early 60s various training centres in the continent were estab- lished. One of such training centres is the East- ern Africa Statistical Training Centre (EASTC). ESTABLISHMENT OF EASTC At the third conference of the African Statisticians in October, 1963, the United Nations Economic Commission for Africa (UNECA), agreed to assist in the establishment of such an English speaking Statistical Training Centre and the East Africa Statistical Training Centre (EASTC) started func- tioning with effect from 30 th August, 1965 in Dar es Salaam, Tanzania as a joint project of the East African Common Services Organisation (EACSO), predecessor of the East African Community (EAC), and the United Nations Development Pro- gramme (UNDP). In April 1978, the Statistical Training Programme for Africa (STPA), under UNECA, requested the Tanzania Government to run the Centre. It was agreed that the Centre remains REGIONAL and should be expanded to serve more states in East- ern and Southern Africa in addition to the partners of the former EAC. In 1994 Tanzania and user countries signed a diplomatic protocol in which obligations and privi- leges of user countries were specified and the number of its user countries to be served in- creased to thirteen, namely; Botswana, Ethiopia, Kenya, Lesotho, Malawi, Seychelles, Somalia, Sudan, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe. This is the time the Centre’s name was changed to “Eastern Africa Statistical Training Centre”. Five Other countries joined later. EASTC INTRODUCES

The Centre’s original purpose was to offer aca-demic qualifications to Government workers in National Statistical Offices who joined civil service direct from schools (secondary and high schools) but had a vast experience in statistical activities. Thus EASTC at that time focused on training at low and intermediate levels, i.e. certificate and diploma.

In the early 2000’s many African governments began to employ only graduates on permanent terms. As a result, most of the National Statistical Offices resorted to employing theoretical statisti-cians. Therefore, from 2012 EASTC started to offer a Bachelor’s degree (NTA 7&8) in Official Statistics. However, most of the workers in the National Statistical Systems had already acquired a bachelor degree in theoretical statistics. Then in order to assist in capacity building for the existing workers in National Statistical Offices, EASTC initiated the process of developing Postgraduate programmes in Official Statistics.

MASTER’S DEGREE PROGRAMME In its endeavour to contribute towards the solu-tion of the shortage of Official Statisticians, EASTC has taken seriously the need for contrib-uting towards transforming theoretical statisti-cians, who are working in NSSs, into official stat-isticians by developing Postgraduate pro-grammes such as MOS. EASTC is accredited by the National Accredita-tion Council for Technical Education (NACTE) and it follows the competence-based education and training (CBET) philosophy. This means that CBET graduates have to prove their competence on the basis of the principal learning outcomes (abilities) of the curriculum they have followed. This also applies to the Master’s Degree in Offi-cial Statistics (NTA 9) at EASTC. The Master’s Degree programme has been de-signed in such a way that at completion of the programme the holder of the Master’s Degree will be able to:

Apply statistical and analytical techniques in statistics production

Employ social statistics in assessing social aspects of a society

Employ economic statistics in assessing economic performance

Apply socio-economic statistics for assess-ing cross-cutting issues in a society

Manage a Statistical office Conduct a statistical research addressing

socio- economic issues of a society

SUMMARY OF MOS MODULAR STRUCTURE The programme consists of 41 modules, which have to be covered in three semesters through intensive lectures, tutorials and practicals. Each module has a number of credits, which have to be fulfilled. A credit comprises nominal ten (10) hours. The fourth semester is dedicated for the dissertation work.

ENTRY QUALIFICATIONS To qualify for admission for Master’s Degree in Official Statistics, one should be a holder of first degree in either Statistics, Economics and Mathematics from a recognized institution of higher learning. The applicant should be working with the NSS.

FEE STRUCTURE

*Admission and Identification Card fees is only paid once. **Dissertation Supervision fee is paid in the Second year (Tshs 500,000 for Tanzanians and USD 500.00 for others). *Students from Non-Member States are required to pay a country contribution fee of $ 1,000 per year.

*Only Tanzanian students will be allowed to pay in Tshs.
