Master of Public Administration (MPA) Program at UWO

The MPA program combines a commitment to academic excellence with a concern for the applied aspects of public administration

The program content will strengthen analytic skills, ethics, accountability, responsiveness, and public service leadership capacity

Students will demonstrate: 1) Broad-based knowledge, 2) Critical thinking, problem-solving, and research skills, and 3) Interpersonal skills and ability to communicate effectively

The MPA program is geared towards mid-career working professionals and is also open to pre-career students

Veteran Students

We are committed to educating veterans who have served our nation, are currently in, or transitioning out of service

The MPA program helps you develop the leadership and managerial skills necessary to manage in the public, nonprofit, and private sectors.

We offering the MPA program, which provides greater access and convenience to students who serve overseas.

Career-Oriented Curriculum

Composed of three parts for a total of 36 credits: Core Courses (27 credits)

Courses in public administration, leadership and ethics, organization theory and practice, analytic methods, human resources management, public policy analysis, public budgeting and financial management, applied economics, and a capstone experience.

Professional Emphasis (9 credits) Students will select one of four professional emphases to complete the program of

study: General Public Administration, Health Agency Administration, Nonprofit Management and Leadership, or Fire and Emergency Administration and Management. Each consists of three courses selected from a list of courses approved by the faculty adviser.

Professional Emphases

General Public Administration enhances the capacity of students to administer diverse public service organizations, including state and local government institutions. Courses such as: Municipal Management, Intergovernmental Management, Managing

Economic Development, Administrative Law Health Agency Administration enhances the capacity of students to lead diverse types of health

care organizations, including primary providers of health services (hospitals, long-term care facilities, state public health departments, etc.), secondary providers of resources (government, insurance companies, pharmaceutical and medical supply companies) and organizations that regulate or represent primary and secondary providers. Courses such as: Health Care Organization and Management, Health Care Administration Law,

Nonprofit Organizations, Program Evaluation, Strategic Planning, and Privatization and Public-Nonprofit Partnerships

Fire and Emergency Administration and Management enhances the capacity of students to effectively lead and manage fire and emergency service organizations. Courses such as: Fire and Emergency Services Administration, Disaster Management and

Community Resilience, State and Local Government

Graduate Healthcare Management (HCM) Certificate

Designed to enhance skills as health care managers, supervisors, or leaders to function effectively and enhance their career potential in today’s complex healthcare environment.

Career-oriented curriculum and innovative pedagogies that build critical healthcare management competences and skills.

Increased choice of elective healthcare management courses that addresses professionals’ diverse needs.

Online courses, offered during fall, spring, summer that allow for fast-track completion

Transferable credits that create opportunities for graduate degrees (e.g., MPA, MBA).

Diverse Delivery Formats and Fast Completion

Students can complete the MPA program on-campus or 100% online, which allows students to find the option that works best with their schedule.

Classes in the on-campus program are also delivered in diverse formats: on-campus, hybrid, and 100% online,

When on-campus or completely online, the MPA program can be completed in as few as two years.

Admission Requirements

Application Deadlines: Summer and Fall Semesters: March 1 Spring Semester: October 1

Bachelor’s degree from a regionally accredited institution Undergraduate GPA of at least 2.75 or 2.90 during last half (60 credits) of undergraduate work.

(Probationary admission considered if applicant has a 2.25 GPA and a 2.50 GPA for the last half of a baccalaureate program.).

Official Transcripts Admission Tests: No GRE and GMAT required; TOEFL for International Students Only

A statement of professional goals and objectives A current resume A two-page, double spaced paper that answers the following: “The National Academy of Public

Administration has identified four pillars of public administration-economy, efficiency, effectiveness, and social equity. Please explain why they are all equally critical to the successful practice of public administration today.”

Application Submission and Review Procedures

Complete an online UW System application for admission to UW Oshkosh. Candidates should select either (a) the on-campus MPA program option OR (b) the online MPA

program option in the electronic application form NOTE: Once admitted to the face-to-face MPA program or the online MPA program, graduate

students are not allowed to switch between the two versions of the MPA program. All application documents must be submitted directly to the UW Oshkosh Office of Graduate

Not ready to commit just yet? Test the waters as a Special Student

Special student registration procedures: Print two-page registration form Log in to TitanWeb as a guest and find course Add course information to registration form Submit completed registration form to Graduate Studies Office Will receive letter once record is built for you

No more than 12 credits earned as a Graduate Special student may later apply to degree requirements.

Special students must receive grades of at least a B in all coursework. Special students are not eligible to receive financial aid.

Tuition and Fees

On-Campus MPA: This tuition amount per credit is different for in-state, out-of-state, and international students.

Online MPA: Expected tuition for 2019-2020 is about $550.00 per credit. Amount is the same for in-state, out-of-state, and international students. The Minnesota Reciprocity and Midwest Student Exchange programs do not apply.

MPA Employment Outlook

Organizations and government employed 281,700 administrative services managers in 2016, expected to grow by 10% by the year of 2026

Graduates who pursued a Bachelor’s Degree had a maximum earning potential of $50,000. Those with an MPA had an average salary of $68,000.

Average salaries of public sector positions: Human Resources Director – $80,000 Program Administrator – $60,000 Director of Program Management – $60,000 Mid-Level Position – $75,000 Entry-Level Position – $53,000
