Now that I have been in theatre for a couple of weeks and am at the beginning of my

deployment in Kosovo, it is a pleasure for me to send a warm welcome address to all of you.

Just like at home there is great variety in the tasks that we have to perform in KFOR. From what I have seen so far these tasks are always performed in a professional manner. Ranging from CRC tasks to driving on the roads of Kosovo the tasks have a simple objective, to help the people of this country have a better future. Our predecessors have achieved a lot of progress but our daily work demonstrates that there is still much to be done. Our goals will be achieved, not by the deeds of one person, but by the achievements of all of us together.

I took over command, as Deputy Commander of the Kosovo Force, on 01 October 2013 and it makes me very proud to be a member of the KFOR community of men and women who are working together for a higher goal. I am looking forward to being part of this challenging mission. One of my tasks is the overall responsibility for training and preparation in the KFOR mission area. Prior experience has shown us that we need to be prepared for all kinds of diffi culties. In this context, I was fortunate to be convinced of our professionalism while attending exercise Silver Saber. KFOR’s ability to deal with the challenges that may arise within the area of responsibility was successfully demonstrated during this exercise and I was impressed with the unity of eff ort and professionalism.

In the next few months we will continue to encounter obstacles and challenges. Once we overcome one challenge another one will undoubtedly present itself but I am sure that we will be able to overcome any obstacle obstructing our way forward. Soldiers from over 30 countries, with such a wide variety of experience, cannot be stopped by intolerance and prejudices. Our target of peace and stability is the basis for all other improvements in this country and we will build upon the achievements of our predecessors.

Th e goal of a better future for this country unites us all and will lead us through the coming months. We have to improve and develop our unity because together we will succeed.

DCOM KFOR TRANSFER OF AUTHORITY

Commander of KFOR (COM KFOR), Major General

Salvatore Farina, presided over the ceremony. Th e transfer of authority ceremony marked the departure from the appointment of Brigadier General (BG) Bojan Pograjc of the Slovenian Armed Forces. BG Pograjc had completed over a year in the appointment having assumed duty as DCOM KFOR on 01st of September 2012. During this period he served as deputy to Major General Volker Halbauer in KFOR XVII and with eff ect from 06 September 2013 as deputy to Major General Farina. Authority for the appointment of DCOM KFOR was pasted by COM KFOR, Major General Farina, to the incoming DCOM KFOR Brigadier General Anton Wessely of the Austrian Armed Forces (AUT).

Representatives of the various Branches and sections within KFOR headquarters were on Parade to witness the ceremonial Transfer of Authority and to off er their farewell to General POGRAJC at the end of his tour.

MG Farina underlined the outstanding performance of BG Pograjc, his leadership and his complete commitment to KFOR during his tour of duty in Kosovo. For this reason BG Pograjc was awarded with the Italian Defence General Staff Gold medal on the parade and with the silver cross of German Armed Forces.

Th e incoming DCOM KFOR, BG Wessely, graduated from the Military Academy of Wiener Neustadt in 1984 and started his military career as a platoon leader in the Armoured Air Defence Battery of the 3rd Mechanized

Infantry Brigade in Mautern. Prior to taking Commanding of the 3rd Mechanized Infantry Brigade in 2009, Brigade BG Wessely served as deputy Commander of the Training Division at the Ministry of Defence

and Sports from 2005 to 2009 and as Branch Head and Instructor at the Austrian Defence Academy from 1999 to 2005.

Joint Logistics Support Group Change of Command Ceremony

With great pride and emotion, after six months as commander, Colonel Thierry Poulette, outgoing COM JLSG, gave back his fl ag to COM KFOR who then handed it over to Colonel Eric Eudeline, incoming COM JLSG.

During his address, Colonel Thierry Poulette stressed the benefi t of the JLSG and highlighted the important achievements of the JLSG’s 7th rotation, always fi nding alternative, collective and cost eff ective support solutions for KFOR. But moreover, he expressed his great appreciation to the HQ KFOR staff and warmly thanked COM KFOR and the Chief of Staff (COS) KFOR for their help. The “working together” spirit defi nitely defi ned the 7th JLSG rotation’s success. He especially highlighted the tremendous dedication and the great professionalism of the JLSG HQ staff and JLSG subunits for providing their “Maximum Support” to the force. At the end of his speech, he expressed his deepest sincere thanks to his

“guys”, those being the Austrian, Swiss and Ukrainian engineers and logisticians.

Major General Farina outlined the “show of force” of the heavy assets on the parade, and reminded all present of the importance of JLSG, who operate throughout the entire KFOR area of responsibility. He especially highlighted the removal of the landslide in Zubin Potok and the dismantling of the Old Gate 1.

Finally, he introduced the new commander of the JLSG, Colonel Eric Eudeline. He has previously commanded the 503rd Transportation Regiment in France and a Combat Service Support (CSS) Battalion in the Ivory Coast. He also highlighted his strong operational background and his experience in NATO operations. He fi rst deployed in Former Yugoslavia (Mostar) as G3 Chief at CSS battalion level, then in Kosovo (Pristina) as KFOR/G4/Movement planner in 2000. Later, he deployed as ISAF/G3&G5 Chief in Kabul, Afghanistan.

On Monday, October the 14th, Major General Salvatore Farina, Commander Kosovo Force (COM KFOR), supervised the CoC ceremony of the JLSG in front of the multifunctional tent in

Camp Film City in Pristina. Th e JLSG headquarters’ staff and subunits set up an impressive display of their capabilities and assets, and 129 JLSG offi cers and NCO’s attended the ceremony.

Silver Saber, an exercise in Crowd and Riot Control (CRC), was conducted from the 14th to 16th of October in the Kosovo Police (KP) Camp Vrelo, near Pristina Airport.

The purpose of the exercise was to enhance KFORs

capability to implement its mandate of maintaining Freedom of Movement and a Safe and Secure Environment. Th e harmonization of techniques tactics and procedures between the KP, the European Union Rule of Law Mission in Kosovo (EULEX) and KFOR was a fundamental objective of the exercise period.

Th e exercise was conducted in three phases and incorporated all three responders (KP), EULEX and KFOR. Th e fi rst phase provided CRC theory, the second phase provided CRC practice and the fi nal phase exercised KP, EULEX and KFOR personnel in CRC. Th e exercise is particularly important

for newly arrived KFOR personnel and it ensures that CRC capability is maintained at the highest level within the KFOR Area of Operations. Th e Exercise was planned, organised and conducted by the KFOR J3 CONOPS and Training Section with

Police (the 1st responder). Th e liaison, communication and relief in place of the various responders were a crucial part of the exercise. Th e exercise scenario was based on an escalating CRC situation where the KP unit, acting as 1st responder, asked for reinforcement from EULEX in order to control the riot. Aft er a relief in place the 2nd responder, EULEX, was deployed using two armoured personnel vehicles. As the situation continued to escalate and violence from the rioters increased EULEX requested KFOR reinforcements.

An additional element incorporated into this exercise was the assessment of KFOR’s air

insertion and extraction capability which will become more important for KFOR’s future force posture. Almost 600 KFOR personnel including 60 Kosovo Police and 60 EULEX personnel participated. Th e KFOR personnel were drawn from Multinational Battle Group West, Multinational Battle Group East, KFOR Tactical Reserve Battalion, Joint Logistics Support Group (JLSG), a Tactical Psyops Team from KFOR HQ, and air assets in the form of 4 x UH-60 and 2 x MI-171 helicopters completed the friendly forces task organization. Almost 200 opposing forces were provided by the KP, Multinational Battle Group East and the KTM.

An instructional DVD was also fi lmed to facilitate future CRC training.

Prior to the practical phase of the exercise the Deputy Commander of KFOR, Brigadier General Anton Wessely, addressed the participants and emphasised the importance of the CRC capability. On conclusion of the exercise COM KFOR, Major General Salvatore Farina, congratulated the participants and complimented the organisers for their detailed planning and preparation of a very successful exercise.

A COMMUNITY IS UNITED BY THE BUILDING OF A BRIDGE

On the 24th of September Major-General Salvatore Farina, COM KFOR, attended the offi cial opening of a newly constructed bridge at the Decani Monastery near Peja/Pec.

The construction project is of signifi cant importance as it

will primarily assist the Orthodox monks who reside in the Decani monastery. Th e new pedestrian bridge, constructed by the Kosovo Security Force (KSF), with KFOR assistance, links the monastery with an ancient thermal spring.

local municipality as it became impossible to cross the Lumbardh River to access the spring due to the

damage caused to the old bridge.

Th e Minister for the KSF, Agim Ceku, and the Abbot of the monastery, father Sava Janjic cut the ribbon during the inauguration ceremony which was attended by COM KFOR and many other civil, military and religious dignitaries.

Minister Ceku said that this was a very important project for the community and it demonstrated the technical capability and professionalism of the KSF. Minister Ceku outlined that the bridge unites cultures and he thanked the local community and KFOR for their support and cooperation during the project. KFOR members from the Swedish, Italian, Danish and French contingents provided assistance to the KSF during the construction project.

Th e 38m long bridge cost 15,000 euro and was fi nanced by the Swedish government. Th e signifi cance of the construction project was captured by

the Abbot of the Decani Monastery, Father Sava Janjic, when he stated “Th is is more than a bridge since it is symbolic of bringing people of all communities in Kosovo closer”.

Th e Abbot thanked Minister Ceku and the KSF for their excellent work and for the good relations with his community. He also thanked KFOR for its commitment to the project.

Th e Decani monastery is a major Serbain Orthodax monastery located in Metohija, 12 Kilometres south of the town of Peja/Pec. Situated in the picturesque valley of the Bistricariver it is surrounded by the mountains and forests of the Prokletije mountain range. Th e monastery was established by the Serbain King Stefan Uros in 1327. In 2004, the United Nations Educational Scientifi c and Cultural Organization (UNESCO) listed the monastery on the World Heritage list.

Rescuing an injured soldier from diffi cult terrain is considered a worst case scenario and no rescue team ever wishes to encounter it for real. Nonetheless, being prepared for the worst case scenario is crucial to ensure a Safe and Secure Environment (SASE) and Freedom of Movement (FoM) in accordance with the KFOR mandate.

Th ree joint training exercises involving US Medevac, German mountain rescue and Swiss International Military Police (IMP) elements took place on September 16th, 17th and 19th, in a gorge along the Beli Drim River near Prizren. During the exercises several worst case scenarios were staged ensuring all participants

are ready to answer the call should it come.“In Switzerland heli-rescues have a long

tradition”, said Swiss Sergeant First Class (SFC) Blaser, who has coordinated and conducted numerous medical evacuations at home. To plan and coordinate all ground movements during these exercises, SFC Blaser teamed up with Staff Sergeant (SSG) Boese, a German Army mountain guide who’s a seasoned mountain rescue expert.

According to SFC Blaser further training is

already planned to continually expand the capabilities of both ground and air rescue teams.

“I think working with people from diff erent countries who have diff erent backgrounds is exactly what defi nes this mission, not only did we improve our skills, we also opened up new lines of communication and made some new friends”, said CWO Williams who was in charge of one of the helicopter crews involved in the training.

The Joint Regional Detach-ment West (JRD-W), led by an Italian Commander, and the Joint Regional Detachment Center (JRD-C) led by a Swe-dish Commander, merged into one Unit which will now be led by the Italian Commander, Colonel Antonio Pellone. The two JRD’s became one, merging their Area of Responsibility and their LMT’s. The Change of Command ceremony saw the casing of the JRD-W colours si-gnifying the transfer of autho-rity to the new JRD-C and its Commander. The ceremony is steeped in tradition and repre-sents the formal and symbolic transfer of authority from one commanding officer to another.The JRD-W was created on the

1st of March 2011. Its area of re-sponsibility included six muni-cipalities and it had five LMT’s under its control. Col Antonio Pellone is the sixth and the final Commander of JRD-W.There were many distinguis-

hed visitors at the ceremony in-cluding the Swedish Minister of Defence Mrs Karin Enström and the Swedish Armed Forces Sup-

reme Commander General Sver-ker Goranson.Over 14,000 Swedish troops

have participated in the KFOR mission since 1999 contributing to peace and stability in the re-gion. The Swedish Minister of Defence, Mrs Karin Enstrom, pointed out in her speech that Swedish support to Kosovo will continue in many other forms and emphasised the strong ties between Sweden and Kosovo with over 40,000 Swedes origi-nating from Kosovo. The seven members of the Swedish Armed Forces who lost their lives while serving with KFOR were also re-membered by all speakers. Gene-ral Sverker outlined that Swedish manoeurve units had provided 14 years of distingished service to KFOR.COM KFOR, Major General

Salvatore Farina, outlined in his speech that the ceremony marked an important day and that the restructuring demonstrates the progress that is being achieved

in Kosovo. Major General Farina awarded the Swedish comman-der, Colonel Mikael Christof-ferson, the KFOR NATO Peace Mission Medal and commented on his “more than outstanding performance’’. He welcomed the new JRD- C commander and wished him all the best with the increased area of responsibility.The parade consisted of JRD

troops from Italy, Sweden, Hun-gary, Turkey, Finland and Slove-nia and totalled around 100 mili-tary personnel. At the end of his speech Major

General Farina pointed out that “a commander cannot achieve anything without his troops. His success is your success”. MG Fa-rina expressed his appreciation for the service, professionalism and the outstanding manner with which the troops suppor-ted their commander by doing, “MORE TOGETHER”.

CEREMONIES TO MARK CHANGE IN COMMAND IN MNBG-W

In the last days of September, both the Austrian and Slovenian Contingents of the Multinational Battle Group West (MNBG- W) took part in ceremonies to mark their transfer of authority

In Camp Villaggio Italia (Pec/Peja) Lieutenant Colonel Bernhard Gruber of Austrian Army was replaced by Lieutenant Colonel Christian Hesier in the position of MNBG-West Chief of Staff and the Austrian Senior National Representative (SNR) in Camp Villaggio Italia.

A day later the Austrian Alpha Company from MNBG-W had its transfer of authority ceremony together with the remainder of the Austrian Contingent in Camp Film City (Pristina/Pristine) in the presence of Colonel Arnold Standacher the National Contingent Commander.

In his speech Colonel Standacher thanked the soldiers for the high level of professionalism during their deployment and outlined the importance of such professionalism in achieving the KFOR objectives and mandate.

Th e Austrian 28th Alpha Company was replaced by the 29th Austrian Alpha Company which is drawn from the 24th Infantry Battalion in Lienz.

Slovenian Change of Command ceremony

On the 28th of September the Change of Command ceremony of the Slovenian contingent took place in Camp Villaggio Italia. Lieutenant Colonel Robert Klinar of Slovenian Armed Forces was replaced by Lieutenant Colonel Peter Starc in the position of Deputy Commander of Multinational Battle Group West (MNBG-W) and as National Contingent Commander of the Slovenian Contingent.

Th e ceremony was attended by Slovenian Ambassador to Kosovo, His Excellency Miljan Majhen, and KFOR Deputy Commander Brigadier General Bojan Pograjc.

In his farewell speech Lieutenant Colonel Klinar thanked all the units for their high level of performance during their deployment with KFOR.

Th e fi nal handover of the national fl ag marked the transfer of authority between the incoming and outgoing contingents.

Both companies are drawn from the Slovenian 10th Motorized Battalion of the 1st Brigade in Ljubljana and will form part of KFOR’s MNBG-W manoeuvre battalion.

Th e simple but signifi cant ceremony took place at the Portuguese Camp Slim Lines and marked the replacement of the 2nd Paratrooper Battalion with the 2nd Infantry Battalion. Th e ceremony was presided over by COMKFOR, Major-General Salvatore Farina, and by Portuguese Major-General Aguiar Santos, representing the Portuguese Army Chief of Staff .

Major-General Santos praised the valiant work done by 2nd Paratrooper Battalion and its contribution to the region’s security. During the ceremony the guidon of the outgoing unit was lowered

symbolizing their departure from the KFOR theatre of operations. Th e National Flag was then lowered and delivered by Major-General Santos to the Commander of the 2nd Infantry Battalion, Lieutenant Colonel Fernando Gonçalves, and was hoisted again, symbolizing the change of command. Forces on parade marched in salute to Major-General Santos.

On conclusion of the Portuguese national ceremony the Transfer of Authority ceremony of the KFOR Tactical Reserve Manoeuvre Battalion (KTM) began. Th is was an integrated ceremony with both

the Hungarian and Portuguese contingents belonging to the KTM on parade.

Lieutenant Colonel Paulo Cordeiro, speaking for the last time as commander of the KTM, expressed his gratitude and appreciation to the military personnel of both nationalities.

COM KFOR, expressed his thanks for the excellent contribution made by the Portuguese contingent and he emphasised the command qualities of Lieutenant Colonel Coreirp.

COM KFOR also expressed his sincere appreciation to the Portuguese soldiers who he said have always

Th e beginning of the school year will be less diffi cult for these children as the money donated will be used to provide the required fuel for the school heating system. Th is will ensure a warmer and more comfortable winter school term.

Th e money was collected by Austrian, Italian, and Slovenian soldiers from the MNBG-W, the Joint Regional Detachments West, the Italian Administrative Centre, and the Air Task Force during a charity evening organised in

Camp Villaggio Italia last August. Congratulations to all associated with this worthy cause.

KTM UNITS ACHIEVE THE FULL OPERATIONAL CAPABILITY

One week aft er the Transfer of Authority of the Portuguese Contingent from the KFOR Tactical Manoeuvre Battalion (KTM), B Coy preformed a Full Operational Capability (FOC)

exercise on the 5th of October in Camp Vrelo.

Th e main purpose of the exercise was to prepare the Portuguese Contingent (HQ staff , A and B Coys) to commence operational tasks in the Kosovo theatre of operations. Th e exercise was conduct in 4 phases, the 1st phase was the preparation and theoretical part, the 2nd phase was the rehearsals and cross training at Camp Vrelo, the 3rd phase was the Crowd and Riot Control (CRC) exercise at Camp Vrelo and the fi nal phase was the Aft er Action Review.

C Coy, from the Hungarian Contingent of KTM, provided the Opposing Force during the training activities. Th ey built up the barricades and roadblocks and also provided referees during the training activities and FOC exercise. A Freedom of Movement Detachment, from the Ukrainian contingent, supported B Coy, by removing obstacles, barricades and

roadblocks. International Military Police, from the Austrian contingent, supported the exercise by escorting B Coy to Camp Vrelo and they also participated in CRC tasks by detaining and processing rioters. Th e Tactical Psychological Operations Team, from the Danish contingent, preformed their tasks in support of B Coy. Integrated training utilising these assets is extremely important because these are the main assets given to the KTM to accomplish CRC tasks.

At the end of the exercise the KTM commander declared to all participants that the exercise was successfully completed and thanked all external units for the support provided. He also thanked all soldiers for their commitment to the exercise. Th e KTM commander declared that the KTM is now ready to accomplish all missions assigned to it by COMKFOR.

PROFILES

MILITARY EDUCATION: I am fairly new in the army as I have only served for 2 years. I served my first eight months in the Danish Royal Lifeguard which is tasked with the safekeeping of her Majesty Queen Margreth and the rest of the Royal Family. Afterwards I successfully applied for the Danish Army’s Reaction Force training program at the Guard Hussars Regiment in Slagelse and later deployed to Afghanis-tan. However, 2 months before being deployed, the Danish Army an-nounced its withdrawal from Afghanistan and my unit was redirected to Kosovo.ABOUT THE MISSION: KFOR is my first mission and as a part of the guard unit in the French Camp, Novo Selo, I am tasked with the protection of the camp and patrolling the surrounding area. I am glad to have this mission as my first as it gives me the opportunity to live as you would in almost any other camp in other conflict zones but in a much safer environment. FAMILY REACTIONS: Thankfully I have a very proud and suppor-tive family and I can therefore focus entirely on my mission here in Kosovo. HOBBIES: : In my spare time I enjoy going to the gym and playing all kinds of sports, including soccer, football, basket and volleyball. Furthermore, I love music and when I have the time, I perform as a DJ at different venues in Denmark.

MILITARY EDUCATION:I joined the Moroccan Royal Military Academy in 2003. During my 4 years there I received basic training of an Officer which included all military disciplines. In addition, I got my BA degree in English literature.

ABOUT THE MISSION: I have been one year in Kosovo serving as Public Affairs Officer within the JRD-N, I have enjoyed learning more about the political and social situation in Kosovo; a different culture to mine. In addition I have also learned more about all the nations within the KFOR team and I am more convinced about the Multinational Concept as a Peace Keeping Force.FAMILY REACTION: All my family supported my departure to come here, they are so proud of my determination to gain more experience through my deployment in a peace keeping mission. For them: to deal with different cultures means to have different angles of vision and more references in your life.

HOBBIES: : Chess has become my favourite hobby. I also love jazz music and I enjoy Greek and East Asian mythology books while liste-ning to David Lanz tracks.
