Initial claims for state unemployment benefits rose 20,000 to a seasonally adjusted 287,000 for the week ended Dec.26, the U.S. Labor Department said on Thursday. That was the highest since July, although in recent months the weekly readings for claims have held near a 42-year low. Economists polled by Reuters had forecast claims rising to 270,000 in the latest week. Futures for U.S. stock prices were largely unchanged following the report. Last week's data may have been distorted by the holiday period, although the Labor Department said there were no special factors influencing the numbers. The four-week moving average, which analysts follow closely because it smoothes out volatility, rose 4,500 to 277,000. Still, claims have been below 300,000, a threshold associated with a buoyant labor market, for 43 consecutive weeks, the longest stretch since the early 1970s. Emaar dropped as much as 4.4%, before paring its slide to 3.5% at 10:31 a.m. local time. The Address Downtown Dubai hotel will be closed indefinitely after suffering extensive damage. In a statement to the Dubai Financial Market this morning, Ayman Hamdy, Emaar s general counsel, confirmed that the building was covered by insurance. The fire has been contained and the cause is being investigated by the company and the relevant authorities. The building and risk of fire are covered by insurance so there should be no material impact on the company as a result of this incident.(Bloomberg / The National) UAE government deposits hit 5-month high in November The government deposits rose to five months high in November by registering 8.57% month-on-month growth, said the UAE Central Bank. However, the deposits fell 18.8% if compared to September 2014 when it rose to AED208.142 billion. The UAE's government deposits surged 1.2% to AED492.384 billion in November from AED486.552 billion in October 2015. Total deposit growth has slowed markedly in the last 12-months with a growth rate of 2%, according to the central bank data. The private sector deposits grew by a healthy 5.4% in year-to-date period while government sector experienced a negative growth of 6.3%, the data showed. In the third quarter of 2015, fiscal revenues fell 31% when compared to the same quarter of 2014. However, other revenues [representing a third of the total revenues] increased by 17%. "As a result of the drop in oil prices, the fiscal balances as well as the external current account balance have deteriorated in the last 12 months," the central bank's monthly outlook said. The foreign currency deposits fell 3.95% to AED233.251 billion, according to the data. "Foreign currency reserves growth is also flattening but still covers five-month of imports. This situation is aggravated by an appreciating dirham due to the peg to the US dollar, which could put a strain on non-energy export of the country," the outlook said. The real economic growth for 2015 and 2016 reached at 4.5%, which last achieved in 2014. Both have been downgraded since the fall in oil prices in autumn of 2014, against a consensus of 3% and 3.1% IMF forecast for 2016. Moreover, total assets of the banking industry grew to AED2.446 trillion in November compared to AED2.42 trillion in October this year. (Bloomberg) Dubai's nine-month non-oil foreign trade falls slightly to USD263 billion Dubais non-oil foreign trade fell marginally to AED966 billion (USD262.9 billion) during the first nine months of 2015 from AED988 billion during the same period in 2014, according to official data. A statement said Dubai had managed to contain the impact of the instability of the global economic environment, marked by a decline in commodity prices and currency rates, to maintain a strong economic performance in 2015. It said imports had the biggest share of the overall trade with a value of AED597 billion while exports and re-exports totalled AED100 billion and AED269 billion respectively. From January to September 2015, direct trade contributed AED603 billion of Dubai s total foreign trade value; while free zones contributed AED340 billion and customs warehouses AED23 billion, added the statement, cited by news agency WAM. Sultan Ahmed bin Sulayem, chairman of Ports, Customs and Free Zone Corporation (PCFC), and chairman of DP World, said: "Dubai has been exemplary in surmounting the impact of the trade and economic hardships the world is currently facing. The foreign trade sector has enhanced Dubai s capacity to build sustainable economic growth. Alongside other economic sectors, particularly tourism, it has positioned Dubai as a leading global and regional trading and business hotspot, in spite of the general slowdown in the world economy," he said. According to the figures, Dubai has seen a "substantial upsurge" in the total volume of goods imported, exported or re-exported via the emirate. The quantity of commodities traded rose 5% from 60.6 million tons in the first nine months of 2014 to 63.7 million tons in the same period in 2015 - a growth of 3.1 million tons. The impact of declining gold prices was contained by an increase in its traded volume to 1.028 million kilograms in the first nine months of 2015, compared to around 977,000 kilograms in the same period of 2014. Gold also had the second biggest share in the total value of Dubai foreign trade during January-September 2015 with a value worth AED92.54 billion. Phones and telecommunications equipment came first with a 6.3% growth and AED137.6 billion market share. China was once again Dubai s top trading partner worldwide, with a total bilateral trade value of AED132 billion in the first nine months of 2015, which represents a growth of 5.1% compared to the same period of 2014. India was the second biggest trading partner at AED74 billion, while the US came third with AED60 billion worth of trade. (Bloomberg) Dubai's utility DEWA approves USD6.4 billion budget for 2016 The Dubai Electricity and Water Authority (DEWA) has approved a total budget of AED23.655 billion (USD6.44 billion) for 2016, an increase of 3.4% on the AED22.873 billion budget agreed last year. Dubai's state utility said in a statement cited by news agency WAM that the new budget will ensure a "reliable supply of electricity and water to meet Dubais development plans in all its operations". A total of AED8.72 billion will be allocated to capital expenditure and projects, compared with AED8.028 billion in 2015. The 2016 budget includes a number of key projects, including AED2.957 billion in generation, AED3.416 billion in power transmission, AED1.209 billion in power distribution, and AED1.042 billion in water and civil. In addition, DEWA has also launched strategic projects worth over AED27 billion that use the Independent Power Producer (IPP) model to leverage public private partnerships. Other projects include building nine new 132kV substations at a cost of AED775 million while AED1.544 billion has been allocated to the extension of 256km of 132kV cables. A further AED245 million has been budgeted to build two water reservoirs at Al Nakhly, and AED50 million to build a water pumping station on the Dubai-Al Ain road. (Arabian Business) Abu Dhabi raises water use tariff by 6.6% for non-nationals Abu Dhabi Distribution Co. raised the cost for water use by customers who are not citizens of United Arab Emirates by 6.6% starting from Jan. 1, according to a tariff list on the utilitys website. Residents of the Persian Gulf emirate who arent citizens will pay AED 10.55 (USD 2.87) for each cubic meter of water used beyond the level of 5 cubic meters a day, according to the tariff list. The price for water use at that level last year was AED 9.9 per cubic meter. The cost for use of water up to 5 cubic meters a day remains unchanged at AED 5.95 cubic meter for non-UAE nationals. Prices for water and power use by nationals remain unchanged. Middle Eastern oil exporting states are trimming government spending and subsidies for fuel, power and water use as the 35% drop in oil prices last year cut state income. UAE government deposits hit 5-month high in November The government deposits rose to five months high in November by registering 8.57% month-on-month growth, said the UAE Central Bank. However, the

Tadawul aiming to sell shares in 2018

The Saudi Stock Exchange (Tadawul) has said that it is planning to launch its own initial share sale in 2018. The initial public offering will be launched after

the readiness exercise is completed and necessary approvals are obtained. The Kingdom’s stock market, by far the largest in the Gulf Arab region with a

market capitalization of SAR1.57 trillion, had said in 2014 that it was looking to go public, without giving a timeframe for the flotation. (Reuters)

Iranians attack Saudi embassy to protest Shiite cleric execution Iranian protesters attacked the Saudi embassy in Tehran and set parts of the building on fire after the kingdom executed a prominent Shiite cleric.

Protesters started gathering in front of the embassy late on Saturday, throwing stones and Molotov cocktails to protest the execution of Nimr al-Nimr, a

cleric who criticized the Sunni-ruled kingdom’s treatment of the Shiite minority. A small group managed to storm the premises and several have been

arrested, Tehran police chief, Hossein Sajedinia told the state-run Islamic Students’ News Agency. The cleric was one of 47 executed across Saudi Arabia

on Saturday for terrorism-related offenses. The men were convicted of crimes including bombings that targeted the traffic department and interior ministry in Riyadh, plots to attack military airports, and other strikes on security forces. (Bloomberg)

Iran says post-sanctions crude output boost won't hurt price

Iran’s proposed increase in oil production would enter the market gradually after sanctions end and won’t pressure prices, the Iranian Oil Ministry’s Shana

news agency said on Saturday. Iran has the potential to boost its oil production by 500,000 barrels a day within a week of sanctions being lifted, and by 1

million barrels shortly after, Shana said, citing Seyyid Mohsen Ghamsari, the head of international affairs at National Iranian Oil Co. How much of it enters

the market will depend on market conditions, Ghamsari said. Iran “will try to enter the market in a way to make sure the boosted production will not cause

a further drop in prices," Ghamsari said. “Production potential does not mean we will be entering the boosted production into the market or stockpile it. We

will be producing as much as the market can absorb." (Bloomberg)

Financial Affairs Minister: Oman to cut budget deficit 27% in 2016

Financial Affairs Minister Darwish al-Balushi has said that Oman’s government is planning to cut its budget deficit to OMR3.3 billion in 2016 from an actual

OMR4.5 billion in 2015, partly through big spending cuts. He estimated state spending in 2016 at OMR11.9 billion and revenues at OMR8.6 billion. Al-

Balushi did not specify how the 2016 deficit would be financed, but said the ministry would issue a detailed statement on the budget at a later date. Oman

has been stepping up local-currency bond issues and has been seeking a USD1 billion syndicated loan. The government had originally projected a deficit of

OMR2.5 billion for 2015, assuming an average oil price of USD75 per barrel, but Brent crude is now below USD40. (Reuters)

China factory activity shrinks in December, more stimulus needed in 2016 China looked set for a soggy start to 2016 after activity in the manufacturing sector contracted for a fifth straight month in December 2015, suggesting the

government may have to step up policy support to avert a sharper slowdown. While China’s services sector ended 2015 on a strong note, the economy still

looked set to grow at its slowest pace in a quarter of a century despite a raft of policy easing steps, including repeated interest rate cuts, in the past year

or so. The world’s second-largest economy faces persistent risks as leaders have pledged to push so-called “supply-side reform” to reduce excess factory

capacity and high debt levels. The official manufacturing Purchasing Managers’ Index (PMI) stood at 49.7 in December 2015, in line with expectations of

economists polled by Reuters and up only fractionally from November. However, economists seemed to find some comfort that there were no signs of a

sharper deterioration, which has been feared by global investors. (Reuters)

Finance Minister: Russia eyes 1 trillion rubles from privatization in 2016 Finance Minister Anton Siluanov has said that Russia aims to raise 1 trillion rubles from privatization in 2016, signaling a major acceleration of plans to sell

state assets. These plans, ambitious on paper, have largely ground to a halt over the last three years on the back of poor stock market conditions,

exacerbated by a plunge in oil prices and Western sanctions linked to the Ukraine conflict. However, the same negative economic developments also mean

that the government is increasingly strapped for cash, giving it an incentive to speed up privatization as an alternative to raising taxes, cutting spending or

Iraq says it exported more than 1 billion barrels of oil in 2015

Iraq said it exported 1.097 billion barrels of oil in 2015, generating USD49.079 billion from sales, according to the oil ministry. It sold 99.7 million barrels

of oil in December, generating USD 2.973 billion, after selling a record 100.9 million barrels in November, said oil ministry spokesman Asim Jihad. The

country sold at an average price of USD 44.74 a barrel in 2015, Jihad said. Iraq, with the world’s fifth-biggest oil reserves, needs to keep increasing crude

output because lower oil prices have curbed government revenue. Oil prices have slumped in the past year as the Organization of Petroleum Exporting

Countries defended market share against production in the U.S. OPEC’s second-largest crude producer is facing a slowdown in investment due to lower oil

prices while fighting a costly war on Islamist militants who seized a swath of the country’s northwest. (Bloomberg)

Fed awards record USD474.59 billion in one-day reverse repos The New York Fed has said that the Federal Reserve awarded a record USD474.59 billion of one-day fixed-rate reverse repurchase (repo) agreements to

109 bidders at an interest rate of 0.25% on December 31, 2015. The reverse repurchase agreement program is seen as a critical policy tool for the Fed to

drain money from the financial system in an effort to achieve its interest rate objectives. In the transactions, banks and other qualified financial institutions

park cash with the Fed overnight, receiving Treasury securities as collateral and 0.25% in interest. Thursday's auction, the last one of 2015 as compared to

USD277.45 billion taken in by the Fed from 82 bidders on Wednesday. It exceeds the previous record amount of USD339.48 billion on June 30, 2014. Demand for the deals typically rises at the end of each quarter as financial institutions shore up their balance sheets and use the Fed as counterparty to

Stournaras warns on measures as Tsipras defiant on pensions

Bank of Greece governor Yannis Stournaras gave a stark warning about the risk of Greece failing to reach an agreement with its creditors on a set of measures attached to the country’s bailout as Prime Minister Alexis Tsipras reiterated his government won’t succumb to “unreasonable” demands for

additional pension cuts. The European Union is now much less prepared to deal with another Greek crisis, Stournaras wrote in an article published in

Kathimerini newspaper, in an unusually strong public intervention, as Europe’s most indebted state braces for negotiations with creditor institutions on a

set of tough economic steps, including pension and income tax reform. A repeat of the 2015 standoff which pushed Greece to the verge of leaving the euro

Russian oil output hits post-Soviet record amid lower price

Russia’s crude output set another post-Soviet record in December, according to Energy Ministry data, as the nation’s producers seek to withstand the

slump in oil prices. The country’s crude and gas condensate production increased to 10.825 million barrels a day last month, beating the previous record

set in November by 0.4%, Bloomberg calculations based on the data show. Output for the year increased 1.4% compared with 2014, exceeding 534 million

metric tons, or almost 10.726 million barrels a day, according to the preliminary information e-mailed from Energy Ministry’s CDU-TEK unit. Russian crude

production this year. Investments made two to three years ago have been supporting output in 2015 and will do so in 2016, Energy Minister Alexander Novak said Dec. 22. Still, production may decline next year if Russia has to increase the tax burden on the industry to narrow the budget gap given the

plunging oil price, he said. Natural gas output in Russia is declining as the main producer, the state-controlled Gazprom PJSC, faces stronger competition

from its domestic rivals and lower sales in former Soviet republics. The nation’s total production decreased 1% to 635 billion cubic meters, the lowest level

Indonesian GDP growth misses target in 2015, Ministry reports Indonesia missed its target for economic growth in 2015 because of a global slowdown, according to the Finance Ministry, which reported initial estimates
